Lim was given a rousing welcome when he arrived at the service centre of Kepala Batas parliamentary coordinator Lay Hock Peng for the event. In a press conference after the event, Lim spoke on the Minions exhibition to be held at the Padang Dataran Pemuda Merdeka, Butterworth until Sept 3. According to the chief minister, the state government is sponsoring the public display of the Minions to add joy to the Raya celebrations. All are invited as this Minions exhibition is by the state government for the people of Penang, he said. Earlier on June 15, Lim was invited by the mosque committee of the the 209-year-old Masjid Melayu Lebuh Acheh to attend a buka puasa event there. In his speech at the event, Lim said no religion will be left out and the state government will continue to provide financial assistance as long as the need arises irrespective of race or religion. Giving this assurance, Lim said he was also puzzled by criticisms hurled against him by certain quarters who alleged that he s being anti-chinese for his increased allocations for Islamic matters in the state. How can I be anti-chinese or anti-anybody for that matter when my government is the government for all Penangites? Lim said in his speech. Since year 2008, the state government has allocated RM457 million for Islamic affairs in the state or an increase of 84% if compared with the previous government. But this, unfortunately, has irked certain political quarters who now claim that I m being anti-chinese. I can t fathom how this can be the case just for providing more allocations for Islamic matters, Lim said in his speech. It was reported on May 3 that Penang MCA chairman Tan Teik Cheng had criticised Lim for increasing allocations for Islamic affairs to RM million since 2008 after the Pakatan government came to power. Lim had described Tan s criticism of his government for such a matter as racist. We would like to reaffirm that the often mentioned figure amounting to RM27 billion was based on the initial Conceptual Studies done by Halcrow Studies covering projects that can be implemented to solve traffic congestion problems that began in 2011 and finalised in early 2013, Chow said. It should be noted that it was stated in the Halcrow Report 2 on page 31 that there were no detailed studies which have been undertaken to determine the issues that might be associated with providing such new infrastructure schemes with Penang. It s only a conceptual study, he said. Subsequently, the state government initiated the Request for Proposal (RFP) tender to appoint the Project Delivery Partner (PDP) for the implementation of the Penang Master Transport Plan. Through the RFP tender submissions, the Feasibility Study and Preliminary Engineering Design were conducted by SRS Consortium and other alternative modes of transport were proposed to the state government on the Best Feasible and Practical options for the benefit of Penangites, he added. With regards to the PTMP cost of approximately RM46 billion reported previously, it refers to railway and highway networks in the proposal by SRS which is approximately RM39 billion and the three major roads and undersea tunnel project by Zenith Construction Sdn Bhd (CZC) which cost approximately another RM6.4 billion, Chow added. It was also mentioned that the present focus of the state government will be to secure the necessary federal approvals for the following priority projects:- a) Bayan Lepas LRT Railway scheme submitted to the Land Public Transport Commission (SPAD) on March 28, 2016 and awaiting conditional approval for public inspection. The Environmental Impact Assessment (EIA) was submitted to the Department of Environment (DOE) on May 31, 2017 and will be displayed for public viewing once DOE grants permission. b) Pan Island Link 1 EIA report targeted to be submitted by the end of July c) Three major roads EIA report was submitted to DOE on April 21, 2017 and is displayed to the public from June 19 until July 19 this year. 3 June 16-30, Chung Ling artistic talents on show THE 76 artworks currently being exhibited at the Penang State Art Gallery throughout this month are testimony of the artistic talents and contributions of the alumni and teachers of Chung Ling High School. Most of the works at the art gallery in Dewan Sri Pinang will be donated to the soon to be built Chung Ling Art Museum. At the same time, a similar exhibition is also being held at the school hall of Chung Ling High School. These are for sale and the proceeds will go towards an art fund for the school s art museum. Students of Chung Ling are known to excel in the sciences. Many of its alumni are successful professionals and business entrepreneurs. They contributed to the success of our nation and particularly our state Penang. I m very glad to note that Chung Ling also excels in the arts. This exhibition is a testament to that fact, said Chief Minister Lim Guan Eng who was guest of honour at the exhibition on June 10. I extol the Chung Ling alumni for their love for their alma mater. Chung Ling has an admirable school motto Love My Chung Ling. Earlier this year, the state government also launched the I Love Penang campaign. It is my hope that, just like how the old boys of Chung Ling love Chung Ling, the people of Penang, including the old boys of Chung Ling, will love Penang and will continue to work for a Cleaner, Greener, Safer, Healthier as well as a more Creative, Innovative and Arty Penang, added Lim. High hopes for Penang to do well at Sukma 2018 EXCO for Youth & Sports, Women, Family and Community Development Chong Eng hopes the state Sukma squad will perform better at the 19th Sukma Games in Perak next year. I hope the state team will win more medals than that achieved at the 18th Games in Sarawak last year, Chong Eng said at a briefing session for the 19th Sukma Games held at Dewan Sri Pinang on June 20. Also present was director of Penang State Sports Council (MSNPP), Frederick Tan. With a collection of 26 gold, 12 silver and 29 bronze medals from the 18th Sukma, the state contingent managed to be in sixth position, one higher than that achieved at the 17th Sukma in Perlis in 2014, she added. For the coming Sukma, the Penang contingent is expected to compete in 29 sports, which include aquatics, weightlifting, badminton, basketball, golf, karate, wushu, tenpin bowling and others. The state contingent is expected to comprise 286 athletics and 51 coaches, she said. Chong Eng hoped the briefing will inspire the athletics to be mentally prepared for Sukma Perak 2018 which is drawing closer. Our contingent still has ample time to face the challenges that come with it, she added. Extra RM3m for housing maintenance maximum 80% fund EXCO for Housing and Town & Country Planning Jagdeep Singh on June 13 announced that the state government has approved an addition amount for the State Housing Maintenance Maximum 80% Fund (TPM80PP). The state government has approved an addition of RM3 million for the TPM80PP, Jagdeep said in a press conference held at Halaman Damai, Kampung Rawa. The Maintenance Fund of 80:20 was introduced by the state government in 2013 and it was re-branded to State Housing Maintenance Maximum 80% Fund, also known as TPM80PP. It involves critical work such as upgrading of elevators, water tanks, piping systems and roofing. Following the re-branding of the fund, upgrading work such as repainting of buildings and replacement of lights at corridors have also been included. I also would like to announce that the water pipe replacement project at Halaman Damai Block 9 has been approved, added Jagdeep. The project will commence two weeks after Hari Raya celebration and is expected to be completed within three weeks. Chief Minister Lim Guan Eng should not join Muslims at breaking of fast events as he was not a Muslim. Sim, in his speech, said Pakatan Harapan elected representatives will go down to the ground to assist people who need help. He cited Kampung Tok Subuh near Bukit Mertajam as an example where a major developer had issued eviction notices to several families at the village to vacate the land. No matter how big the developer, the state government took up the case with the Pakatan Harapan lawyers and we secured compensation for the affected residents and an alternative house from the state government, he said. During the month of Ramadan we do not only fast, but we are supposed to do good things as well. Jagdeep, in his speech, stressed that there was nothing untoward for a non- Muslim like himself breaking fast with his Muslim constituents and more so such a practice has been a tradition for the Datok Keramat constituency of which he is the assemblymember since For the record, I have nine buka puasa events already this year. And since 2009 until now, the total number of buka puasa events I have attended and will be attending will soon be reaching 60. I m sure the Muslims residing in Datok Keramat will not take offence of me attending such a meaningful and joyful occasion of breaking fast in the holy month of Ramadan, he said. He later also contributed RM20,000 to the orphanage for its upkeep and programmes. Running for the deaf COME Aug 27, the Colourful Run 2.0 will be held at Komtar Walk, Pacific Hypermarket, Penang, at 7.30am. The event is organised for the second year by Penang Deaf Association (PDA) with the collaboration of the state government, Penang Island City Council (MBPP), State Sports Council (MSN) and Malaysian Federation of the Deaf (MFD). This year s fun run will also be a symbolic run as it is in conjunction with PDA s 25th anniversary. Online registration can be done at Solidarity run to improve racial ties THE Lengkok Bawah Village Development and Security Committee (JKKK) in Bukit Gelugor will be organising the inaugural Solidarity Run 2017 on July 30. The event, scheduled to be held from 6am at Taman Bandaraya (Youth Park), hope to attract some 2,000 participants for the 5km and 10km run categories. The objective of the run is to improve relationship among the various races in Malaysia, and also to enhance understanding among them, exco for Youth & Sports, Women, Family and Community Development Chong Eng told reporters on June 14. Themed Walk the Talk: Oral Traditions and Expressions, it is an annual event to celebrate the momentous inscription of George Town as a Unesco World Heritage Site on July 7, Organised by George Town World Heritage Incorporated (GTWHI) with the endorsement and financial support from the Penang State Government, this year s celebration marks the 9th anniversary of the inscription. Since 2014, the celebrations have been curated around specific cultural themes, including crafts, festive foods, and traditional games and sports. This year, the George Town Heritage Celebrations have been crafted around a near-invisible yet highly important aspect of culture: Oral Traditions and Expressions. Long before the printed word, communities worldwide have used various forms of oral traditions and expressions to pass on knowledge, cultural and social values, as well as collective memories. These traditions encompass an enormous variety of spoken forms, including proverbs, riddles, nursery rhymes, myths, epics (whether in poetry or song), charms, prayers, dramatic performances and folk tales. These community stories are shared through festive and cultural celebrations as well as upbringing and habits formed in the home. Michael and his wife Hilary Michael, held at the E & O Hotel in George Town on June 9. Chief Minister Lim Guan Eng, in his speech, said the relationship between Germany and Malaysia, and in particular Penang,is strong and has become even stronger, broader and deeper. Indeed German investments play a significant role in the development of Penang as Malaysia s most dynamic manufacturing hub as well as the introduction of a German dual vocational training programme, now known as the Malaysian Meister Programme, enables a skilled workforce to be trained in Malaysia but made in Germany, he (From left) Hilary, Michael and Lim sharing a light moment at the farewell reception. said. The Chief Minister added relations - whether economic or cultural - between Germany and Penang go back even longer than the establishment of diplomatic relations in 1957, as the island had been home to many German merchants, traders and missionaries from more than 200 years ago. June 16-30, 2017 Making things better for single mothers 11 AS many as 488 single mothers registered with the state government s I-Sejahtera programme received their financial aid payment on June 18 at the SP Arena in Seberang Jaya. The recipients were from the Seberang Perai Tengah district and are constituents of Seberang Jaya. There were also 12 recipients of the RM1,000 bereavement payment for the beneficiaries of departed senior citizens. Chief Minister Lim Guan Eng, who was present at the event, assured the people all financial assistance to the less privileged in the country would continue even with the discontinuation of the GST. This, according to the chief minister, would be done based on the sound financial management of the state government using Competency, Accountability & Transparency (CAT) principles. The previous BN-led state government has never paid such financial assistance to the needy segments of society. This is in contrast to the present state government that can afford to do so, the chief minister said. As such, if we are able to capture Putrajaya in the coming general election, we ll do away with the GST and yet continue with BR1M payments to the deserving in society. How are we going to do this? The answer is, we will follow the CAT model of governance as practised in Penang, he added. 31 制止霸凌保护孩子 18 岁印裔少年纳文和马来西亚国王育璇防大学学生祖法汉奥斯曼被霸凌威省市议员致死的命案震惊社会各界, 霸凌 此沉重的话题再度进入公众视野 这两宗霸凌事件绝对是冰山一角, 许多霸凌事件往往在受害者出现伤亡后才使事件浮上台面 校园霸凌事件存在于校园内外, 严惩霸凌者的行为固然可以伸张正义, 但防制校园霸凌才为上上之策 无论是拳脚暴力肢体霸凌或是言语上嘲讽 排挤孤立, 均带给受害者不可磨灭的创伤 霸凌行为若不及时制止, 对受害者 旁观者 甚至霸凌者的身心发展影响巨大 受害者和旁观者今天的忍声吞气, 可能就让霸凌者明天更肆无忌惮的纵容 教育部宜制订校园霸凌防制专法规范, 若学校发生疑似霸凌案件, 可让导师依责权辅导学生 ; 或视案件情况, 成立由教师代表 家长代表 专业辅导人员 法律专业人士等组成的小组商讨 校方也可宣导霸凌行为的法律责任和加强道德 人权和性别平等等教育, 通过教育建立善意的文化和平等的校园气氛 此外, 家长在平时的生活中多观察孩子, 引导孩子分享生活点滴 若面对霸凌情况, 孩子则愿意向父母倾诉, 通过询问孩子事发经过, 发掘问题的真相, 并与孩子分析讨论, 帮助他进行调整, 这样孩子才有能力面对及处理霸凌事件 孩子需要的不只是保护, 而是父母与教师的关心和陪伴, 认真看待霸凌, 才能帮助孩子逃离地狱般的噩梦生活 请站在他身边, 陪他面对, 伴他成长! 地下宝藏 黄汉伟在苏格兰路槟州乔治市图书亚依淡区州议员馆有个林肯角落 (Lincoln's Corner) 美国大使馆定期资助捐赠美国书藉及杂志 我在林肯角落常借阅的其中一份杂志是 国家地理 (National Geographic), 那是补充国际知识及视野的优质读物 就如 国家地理 2016 年 2 月的封面题目是伦敦的地下 (Under London) 伦敦正在扩建地下捷运, 配合了伦敦考古博物馆 (Museum of London Archaelogy), 进行了深入的地下挖掘古物工作 做为一个欧洲最古老的首都城市, 当地地下的古物繁多 单单靠近利物浦路地铁站, 就挖掘了 16 世纪及 17 世纪的 3300 副躯骨 原来那是伦敦市 500 年前第一个市立坟场 在同样的地方, 也挖掘到一个有 1900 年历史的头骨 根据伦敦考古博物馆的统计在伦敦地下, 有超过百万个古物 (artifact) 最古老的有 11,000 年历史文物 对于历史学家而言, 这些是珍贵的历史文物, 可以从中回顾当年伦敦的城市面貌 英国在发展地下空间时有一定的规范, 对于保护地下文物亦有一套规定 要把每一项文物保持原地原状 (in situ) 是不可能的任务 伦敦有 800 万人口, 市民的公共交通需求必须得到照顾 我们可以从伦敦经验中学习如何在发展地下空间当儿也保存文物 马来西亚的城市规画也从地上逐渐增加到地下空间 吉隆坡捷运公交的建设及马来西亚城 (Bandar Malaysia) 也将发展带入地下空间 我们是否有足够的法律框架来管制地下空间发展及文物的抢救? 槟城州最近在威北 Guar Kepar 也发现了有 5710 年历史的女性躯骨及重要的历史遗址 该地是在郊外农业地段, 所以可以把文物原地原状呈现 槟州政府计划划在当地建一个考古博物馆 在乔治市市区地下亦发现了近 200 年历史的文物, 我们必须学习伦敦经验, 拿揑得準, 如何在发展公交的当儿, 也能够保存历史文物 这是既照顾大多数人的公众利益, 也维护历史的平衡公共政策 2017 年 06 月 16 日 30 日众议言 贪污治国祸国殃民 17 过去的 6 月中, 我曾到菲律宾马郑来兴尼拉出席一项旅游论坛, 论坛地光大区州议员点的不远处恰好是当地贫民居住的地方, 放眼望去周遭设施相当简陋, 环境卫生极为恶劣 人口超过 2000 万的马尼拉, 有 500 万以上的人居住在贫民窟, 其中汤都区是菲律宾最拥挤, 也是世界发展最低的地方之一, 充斥着垃圾及脏乱 ; 相反的另一端, 是有菲律宾华尔街之称的金融城市马卡蒂, 设有跨国企业 最好的夜店及精品店等, 贫富悬殊非常大, 而形成原因之一就是贪污 贪污腐败不仅破坏国家体系, 导致发展停滞不前, 给人民带来灾难性后果, 特别是当贪官掌权, 政府资源不只无法有效分配, 为了填补亏空数额, 反倒会通过重税压榨人民 以贪污严重的菲律宾为例, 前总统马可斯与家族亏空国库至少 100 亿美元, 其夫人伊梅尔达不只拥有 3000 雙名鞋, 珠宝如项链 戒指及手镯更重达 100 公斤, 腐败使菲律宾早在 1981 年就发生金融危机 至于印尼, 前总统苏哈托更是贪污了 300 亿美元, 高居世界银行 贪污腐败富翁榜 的榜首, 致使国家金融体制出现问题 大马也面对同样的贪污问题, 一马公司及大马一号官员丑闻路人皆知, 海外国家如新加坡及美国, 已针对上述丑闻展开调查或对付相关人士, 但我国政府却一再袒护相关丑闻 贪污丑闻令不少国际投资者却步, 促使经济大受影响, 甚至政府需要落实消费税, 向人民开刀来 拯救大马 我不愿看到大马成为第二个菲律宾或印尼, 政府应正视及打击贪污问题, 唯有揪出真正的大鱼, 才能解决最根本的问题, 真正的拯救大马, 以免遭受同样的命运 事实胜于雄辩 杨顺兴槟州反对党 ( 国阵 ) 最近不断就垄尾区州议员槟州政府向中国贷款的 10 亿令吉款项一事, 作出恶意及误导性言论明显已别有居心, 罔顾槟州持续性发展的利民计划 檳州子民應該很清楚, 州政府是为了发展交通大蓝图, 为了人民的福祉, 所以才向中国政府申请贷款, 一旦交通大蓝图落实, 就可以解决槟州的交通问题和提升槟州经济 州政府的财政状况良好, 加上受到联邦政府相关法令的限制下, 槟州政府只能贷款 5 年, 因此所贷的款项不会超出州政府的能力范围 财政状况不佳, 借钱的一方肯定不会借! 借钱的一方也只会借钱给在财政状况有良好记录的个人或单位, 这也就是为什么, 林首长说, 是中国政府看得起槟州政府, 所以才决定贷款给槟州建公共交通系统 当年中国借联邦政府 33 亿令吉 (8 亿美元 ) 建第二槟桥时, 民政党和马华的领袖不但没有出声还全力举手赞同, 反而槟州政府向中国借 10 亿令吉为人民兴建公共交通, 这些政党就绕过往前的例子, 对准槟州政府开火 槟反对党不应该政治化人民的福利, 发展公共交通系统已是槟州各领域未来发展必然及必备的一环, 反对党不该模糊人民的焦点, 而典当了槟州的未来发展 再加上, 槟州首长林冠英已多次对外强调, 槟州政府向中国贷款的 10 亿令吉款项, 是作为槟州交通大蓝图的 过渡性贷款, 意即在还未完成填海之间, 将出现一个约 23 亿令吉融资缺口, 因此需要一个 桥梁 来 弥合 有关缺口, 向中国借贷 10 亿令吉就是这用处

Story by Victor Seow Pix by Law Suun Ting THE 16th National Electronics Packaging Conference (NEPCON) kicked off with a forum and dinner hosted by Knowledge Group of Companies on June 5. For the past 16 years, NEPCON workshop series have been organised by Knowledge Group with the collaboration of NEPCON Malaysia. It is a platform that brings together 300 participants over a period of three days with 14 different workshops conducted by seven different trainers from the US, UK and Malaysia each year. To date, it has brought together 4,800 participants, 1,920 companies and 112 trainers. In his speech, Chief Minister Lim Guan Eng stated that worldwide sales of semiconductors from the first quarter of 2017 amounted to US$92.6 billion, up by 18.1% compared to the corresponding period last year. Penang has long been acknowledged as a major electronics hub in the region. I have been made to understand from Knowledge Group that the NEPCON Workshop Series Malaysia brings together 300 participants from 120 companies, not only from Malaysia but from neighbouring countries as well, the chief minister said. As Penang provides 8% of the worldwide sales, this has made manufacturing generally a booming sector globally. With this significant progress in the E&E sector, there s a need to create a valuable pipeline of talent to embrace new technologies, he added. The evening also witnessed a strategic level panel discussion moderated by Bhanu Sood from the National Aeronautics and Space Administration (NASA) Goddard Space Flight Centre in the US, with panel members made up of Globetronics Technology Bhd CEO Datuk HL Heng, Penang Skills Development Centre (PSDC) CEO Muhamed Ali Hajah Mydin and Penang Institute Visiting Analyst Tim Niklas Schoepp. Another milestone was marked with the signing of the MoU between PSDC and Knowledge Group of Companies represented by the latter s chairman Vincent Phillips to deliver the supply chain management programmes under the former s Industry 4.0 Initiative.

The furniture industry in Malaysia contributed significantly to the total exports of timber and timber products, with export valued at RM9.53 billion last year. In order to upgrade the development of the furniture industry, advocacy and discover more design talent, the show this year has incorporated indoor and household design works from students of Equator College. The furniture industry is not facing a shortage of orders, but a shortage of raw materials and labour. The problem of shortage of raw materials is quite serious although we have been trying short-term solutions, Yee added. He said the Malaysian Furniture Council and Malaysian Timber Industry strive to initiate dialogue with the authorities to help the furniture industry solve this problem. The three-day-event from June 16 to 18 was aimed at promoting a variety of locally-made furniture products, boost business activity by consumer spending in Penang and provide furniture manufacturers, distributors and retailers with the opportunity to promote and showcase their products to consumers under one roof.

42 16 June 16-30, 2017 Sharing Responsibilities at Home for a Harmonious Family More than 150 participants from different walks of life came together and completed the task of preparing an afternoon tea for their family on Mother s Day, during the Mama Makes, Papa Bakes, I shake event organised by Penang Women s Development Corporation (PWDC). The one-of-its-kind event brought families together, raising the awareness on shared responsibility at home. PWDC hopes that all members of a family can understand and appreciate housework and thus the need to work together to share the burden and enjoy fruits Penang Women s Development Corporation (PWDC) together with Penang State Housing Department recently organised an inaugural Community Carnival and Discussion Session at PPR Desa Wawasan on May 7, which is a people participatory project under the Gender Responsive and Participatory Budget (GRPB) Programme. A total of 300 residents from this flat participated in the event. The carnival and discussion session aims to encourage the community, both women and men, from all backgrounds to be the partners of Penang State Government, by participating in the decision-making process for budget planning of the state government s housing projects and programmes. The Housing Department is seen as the right entry point for GRPB project implementation as housing issues are directly related to the people s welfare. The local associations too play an important role in making the programme a success, including JKKK Sungai Rambai, Residents Association, Surau Committee, Briged Wanita and Kawasan Rukun Tetangga (KRT) of PPR Desa Wawasan. These associations contributed significantly to the carnival and made it a gotong-royong project in of their labour. Participants from 50 families took part in the event, consisting of parents or guardians, together with children aged 4 to 12 years old, completed tasks such as setting up a coffee table, decorating fruit platter, baking egg tarts and making green tea shake. Each had their own task but the result is the efforts of each family member. Following that, the participants were brought to an interactive discussion, facilitated by PWDC s director, Ahmad Munawir bin Abdul Aziz and PWDC s Chief Executive Officer, Ong Bee Leng, Community carnival and discussion session in Desa Wawasan itself. To understand the different needs for different people, participating residents were divided into nine groups, namely boys and girls, young men and women, adult men and women, male and female senior citizens, as well as disabled (OKU) according to their age and gender. The discussion session was facilitated by PWDC s staff and residents representatives from PPR Desa Wawasan. That creates more pressure for women, and thus the need for men to play their roles in the family in regards to housework and care work. The effect can be cascading as children pick up the habit, too and this culture can carry on to future generations. According to a statistics revealed by Cancer Research Malaysia, around 5,000 Malaysian women are diagnosed with breast cancer every year, most of them aged between 30 and 60 years old, where nearly half of those affected are under 50 years of age. According to research, it is estimated that one in every 20 women in Malaysia are in higher chance of developing br east cancer, compared to 1 in 8 women in the West. Malaysia has a lower ratio of cancer patients, but the fatality rate in Malaysia due to breast cancer is among the highest, according to Health Ministry. Furthermore, the diagnosed Malaysian women could be as young as 20 s. The number of breast cancer cases is expected to increase by 50% in 2025 and that is very worrying. Breast Cancer in Penang Penang state has the highest rate of breast cancer, compared to the other states in Malaysia. Therefore, women in Penang are urged to have early examination before it is too late. This event was co-organised with 1st Avenue Mall Penang, supported by Penang State Government, and in partnership with YB Lim Siew Khim and YB Teh Lai Heng Service Centres, Jasper Promenade, Ng Kee Cake Shop, and Happy Event. Mammo Penang: Care Programme for Women in Penang State Government Cares The Penang government has taken initiatives to help women in Penang by providing free mammogram screening services since RM2.2million has been allocated to make this programme a success in a period of 3 years. This initiative is a collaboration between Penang State s Health Department and BP Diagnostics Sdn Bhd. The main objective of this free screening programme is to raise awareness among women on the risk of breast cancer and the importance of early detection. According to record, close to 100,000 women in Penang have participated in the free mammogram screening at BP Diagnostic Centre in Bukit Mertajam and Penang Island. The Importance of Breast Cancer Screening This free mammogram screening programme is available for women aged 35 and above and hold Malaysian identity card with Penang address. Qualified women may register at DUN service centres, through the Village Development and Security Committee (JKKK) or Briged Wanita. 43 June 16-30, Beware of dengue the silent killer CHIEF Minister Lim Guan Eng on June 18 reiterated his advice to all Penangites not to take dengue fever lightly. It is a silent killer, he said when he visited the family of dengue victim, Rafiqah Abd Rashid, 31, at her family residence at Pangsapuri TNB in Sungai Ara. During the visit, Lim handed over a token contribution as bereavement payment to Rafiqah s husband, Zawahir Abd Rahim. Batu Maung assemblymember Datuk Abdul Malik Abul Kassim also handed over some financial assistance to the family. Also present were exco for Agriculture, Agro-Based Industries, Rural Development and Health, Dr. Afif Bahardin and representatives from the State Health Department. Rafiqah initially sought treatment at a local clinic on June 14 before she passed away on June 17. According to statistics released by the State Health Department, there are 10 dengue hot spots in Penang. These are Taman Jasmine, Jalan Rawana, Taman Perak, Taman Tun Sardon (Block AE-AL), Institut Pengurusan Gelugor and Flat Jalan Kedah in the Northeast district. For the Southwest district, the localities are Flat Seri Delima, Block Akasia, Flat Taman Emas and Kg. Tersusun. Apart from this, there are two hot spots at Bukit Jambul (Taman Bukit Jambul) and George Town (Sri Wangsa 2). The State Health Department wish to remind the public to continue taking the following proactive steps to stop the transmission of dengue by: 1. carrying out weekly monitoring inside households and surrounding compound to determine and eradicate breeding spots for Aedes mosquitoes. 2. conducting gotong royong to get rid of potential breeding grounds for Aedes. 3. co-operating with health authorities to carry out fogging inside houses. 4. minimising risk of mosquito bites by using repellant or wearing long-sleeved shirt while performing outdoor activities and using aerosol spray inside the house and fixing window screens. 5. getting immediate medical treatment at a health clinic or hospital when having fever or signs of body/joints pain and loss of appetite. On June 20, Lim visited the parents of 10-year-old Nur Farisya Nabila Mohd Nasir, who succumbed to dengue nearly two weeks ago. According to her father Mohd Nasir, the student of SK Bayan Lepas showed no signs of weakness or ailments due to dengue apart from the fever she was having prior to her death on June 8. Lim was accompanied by Abdul Malik and Dr Afif when he visited Nur Farisya s parents at their flat located in Bayan Lepas. He also contributed bereavement payment of RM1,000 to the father of the victim.

Chief Minister Lim Guan Eng held a press conference on June 17 to announce the upgrading work on the 350 metres long road with a width of 7 metres. Guan Eng was accompanied by exco members Phee Boon Poh (Welfare, Caring Society and Environment) and Lim Hock Seng (Works, Utilities and Transport) and Bagan Dalam assemblymember A. Tanasekharan during the press conference. The project, according to Hock Seng, will cost RM344,060. It involves constructing concrete drains and planting of grass which will cover 1,500 sq metres along the pathway of Lorong Ceri. Sg Ara market is now open THE Sungai Ara Golden Triangle market complex has opened for business after it received the Certificate of Completion and Compliance (CCC) recently. The RM27m project, which started in 2015, is a joint venture between Koperasi Tunas Muda Sungai Ara and Ideal Property Group. The complex houses a total of 44 stalls that cater to both dry and wet goods. There is also a hawker centre with 25 stalls. The top floor of the two-storey market is occupied by a multi-purpose community hall that comes complete with three badminton courts. The state government is committed to assisting small traders by offering a more conducive and comfortable environment to conduct their business, Chief Minister Lim Guan Eng said when officiating the market complex on June 6. With market facilities, food court, multipurpose hall and children s playground, the surrounding community will be able to interact with one another, he added. Story by Victor Seow Pix by Law Suun Ting IN order to reach out to a wider audience on the correct and proper methods of waste segregation at source, the Penang Island City Council (MBPP) has come out with DVDs with a three-minute video clip on the matter. The dual language video clip, in Bahasa Malaysia and English, shows different scenarios of everyday life at home, in the office, during lunch break with colleagues and others. It shows what can be recycled and what can t. Exco member for Local Government, Traffic Management and Flood Mitigation Chow Kon Yeow and Pulau Tikus assemblymember Yap Soo Huey were at Grandview Apartment on June 20 to kick-start the campaign of distributing copies of the DVDs to high-rise projects in the state. According to Chow, similar versions of the DVDs in Tamil and Chinese will be prepared in time to come and urged the people to support the state in its endeavour to segregate waste at source. Penalising the public for not adhering to the policy of waste segregation at source is our last resort. We have no intention of issuing compounds to those who don t segregate their waste unless we are sure everything has been done to educate the public and yet there are offenders, Chow told the media. Yap also mentioned that the video clip can be viewed on Youtube, her Facebook page and on the official portals of MBPP, Seberang Perai Municipal Council (MPSP) and Penang Green Council. Representatives from MBPP, MPSP, Commissioner of Buildings (COB) and Grandview Apartment management committee were also present at the event. Earlier, on June 1, Chow said the waste segregation policy can succeed if everyone plays their part. He said this at the official launch and enforcement of the segregation of waste at source policy at Pengkalan Kota constituency. Today marks the first day of the enforcement of the Segregation of Waste at Source policy by the local council by means of the bylaws that have been enacted for this purpose. The bylaws enable the courts to impose a fine of not more than RM2,000 or 1 year imprisonment or both to offenders. The local council can also issue a compound to the offender amounting not less than RM250.00, he said. We can delay no longer of its enforcement if Penangites were to be on par with other international cities in terms of cleanliness and standard of living. The enforcement of this policy is a step that must be taken. I urge everyone be it residents, local leaders, NGOs and elected representatives to support this effort by the state government to achieve its desired results, added Chow. The event which took place at the Lebuh Macallum flats area was marked by the novel manner in which the Lebuh Macallum Village Development and Security Committee (JKKK) came up with to encourage the local residents to recycle their used items. A counter was set up and will be manned by a member of the JKKK in which points would be collected by a resident according to the weight of his or her used items to be recycled. The accumulated points can be used by the said resident to exchange for daily items such as toilet paper, cooking oil, rice and washing powder.

The event provided a platform for the fruitful exchange of ideas and discussions on a budget which is gender-friendly and one which particularly takes into account community involvement from different ethnic backgrounds, age groups, educational levels and physical capabilities.
