Divided into two main segments for each day Forum On Connecting Culture, Arts and Nature in George Town Heritage as well as the University Symposium covering the same aspects some of the notable speakers and the topics for discussion included The Habitat Penang Hill managing director Allen Tan (Heritage & Arts in Eco-Tourism: The Habitat Penang Hill), Joe Sidek Productions Sdn Bhd managing director Joe Sidek (The Intangible George Town and the Business of Heritage), Think City programme director Murali Ram (Q&A session on Place, Identity & Authenticity), Assistant Professor Dr. Orathai Krutweisho from Phuket Rajabhat University (Connecting Culture, Arts & Nature), Professor and the Dean of International Tourism College of Hainan University Wang Lin (Tourism in Hainan, a belt connecting culture, arts and nature) and Jeju Studies History & Culture of Jeju Island centre director Chansik Park (History & Culture of Jeju Island). Chief Minister Chow Kon Yeow, in his welcoming speech to all the delegates, remarked on the timely and suitability of ITOP objectives to capitalise on the opportunities provided by the global tourism market. Many emerging countries now share a similar interest to tap into the global travel and tourism industry for economic benefits. It s in tandem with the growing purchasing power in emerging economy markets and we have seen an increase in air connectivity and affordable travel, the chief minister added. Also present were exco member for Tourism Development, Heritage, Culture & Arts Yeoh Soon Hin, assemblymen Ong Ah Teong (Batu Lancang), Daniel Gooi (Pengkalan Kota) and Goh Choon Aik (Bukit Tambun), Vice Governor of Hainan Province Liu Pingzhi, Governor of Sri Lanka s Southern Province Perera Marshall Romanis, Jeju Tourism director-general Yang Gi Cheol, Bali Tourism director A. A. Gede Yuniartha Putra and Deputy Director-General of Tourism Policies Okinawa Kenichi Arakaki. Meanwhile, Yeoh said Penang and several ITOP member regions had agreed in principle to set up a working committee to explore the idea of having more direct flights and enhancing cruise routes between the islands. The member regions are from Okinawa (Japan), Southern Province (Sri Lanka), Jeju (South Korea), Hainan (China), Bali (Indonesia) and Penang. We will be able to bring a strong economic impact on the region if we are able to implement these initiatives, Yeoh told a press conference after the Memorandum of Understanding (MoU) signing ceremony on Oct 24. Yeoh said that through this MoU, the member regions should cooperate, share knowledge and promote culture, art and nature in relation to island tourism. The member regions shall encourage various stakeholders in the tourism industry to promote ITOP Forum destinations. We shall also work together to develop various cooperative programmes to elevate and promote culture, arts and the natural wonders of ITOP Forum destinations, he added. The ITOP Forum has 13 member regions and Penang is a member since Other member regions include Zanzibar (Tanzania), Hawaii (United States), Phuket (Thailand), Cebu (the Philippines), Kampong Cham (Cambodia), Prince Edward (Canada) and Gotland (Sweden). The delegates shared their experience and challenges they faced in the tourism industry during the forum.

State Tourism Development, Heritage, Arts and Culture Committee chairman Yeoh Soon Hin said the state aimed at promoting sustainable tourism. We want to ensure continuous conservation of our cultural heritage. For instance our living heritage like joss stick makers, songkok makers, wood carvers and rattan makers in the George Town area which contributes to the intangible cultural heritage of Penang. Yeoh and the ITOP delegates having a good time at the gala dinner. We also have the Street of Harmony where various places of worship are located along Jalan Masjid Kapitan Keling. I welcome all of you to witness this celebration of diversity, Yeoh said during the 22nd Inter- Island Tourism Policy (ITOP) Forum gala dinner at Khoo Kongsi on Oct 24. Adding to our cultural diversity is our renowned street food whereby Penang is called the food heaven in the country offering cuisines of diverse cultures. Speaking about nature, Penang is one of the best place to unravel where you can enjoy the breathtaking panoramic views of Penang on top of the hill with fresh air, he added. The delegates from the ITOP member regions were entertained by colorful, multicultural and upbeat dance performances by the dancers from Penang State Cultural Council, Euphoria dancers, Naveena Arts and many others while being served with some of Penang s famous street food such as char koay teow, satay and Hokkien mee. Also present were CEO of Penang Conventions & Exhibitions Bureau Ashwin Gunasekeran, Zubaidah Mukhtar representing the secretary-general of Tourism, Arts and Culture Ministry, consul-general of Japan Shinichiro Kanoya, deputy consul-general of Thailand Sukoom Somprasonk, governor of Sri Lanka s Southern Province Perera Marshall Romanis, vicegovernor of Hainan Province Liu Ping Zhi, director-general of ITOP forum secretariat, director of Bali tourism Yuniartha Putra and director-general of Jeju tourism Yang Gi Cheol. The theme for the two-day forum was Connecting Culture, Arts and Nature. State s developed status means less dependence on Putrajaya RESPONDING to questions raised by the press that there s a lack of specific goodies for Penang in Budget 2019, Chief Minister Chow Kon Yeow said the state s developed status with its existing growth model had resulted in less dependence on the federal government. It is now assumed Penang is a developed state. So, in line with development funds geographically, they said Penang should not expect too much from the federal government under the current economic situation, Chow said on Nov 4. We recognise that. We will still continue to harness Public- Private-Professional-People partnership to carry out projects. The projects will be carried out using this modal without using much public funds. The state government will be the facilitator and the approving authority. We welcome private financial initiatives to help to grow Penang. The state government plays the role of getting the land, MITI (Ministry of International Trade and Industry) gives incentives and our SMEs support them in the ecosystem. Finance Minister Lim Guan Eng, when tabling the Budget 2019 on Nov 2, said the Government would provide tax-free incentives to Penang s Port Swettenham Pier in the form of duty-free shops to cater to its booming cruise tourism. The Government will also share 50% of the proceeds on tourism tax with the states in Malaysia. We want to assist the state governments in encouraging tourism activities. On top of that, the Government will also abolish toll collection for motorcyclists who use the Penang Bridge and the Sultan Abdul Halim Mu adzam Shah Bridge in Penang in 2019, he said. Penang Tourism Development, Heritage, Culture and Arts Committee chairman Yeoh Soon Hin welcomed the 2019 national Budget announcement. The tax-free incentives in the form of duty-free shops at Swettenham Pier Cruise Terminal will serve to spur cruise tourism in Penang. The announcement is timely with the expansion plans for the terminal, he said in a statement on Nov 3.

FOREIGN delegates who attended the two-day 22nd Inter- Island Tourism Policy (ITOP) Forum which began on Oct 24 were taken on a half day guided tour around George Town on Oct 25. The arrangement made under the auspices of the office of the exco member for Tourism Development, Heritage, Culture & Arts Yeoh Soon Hin, was an eyeopener for the 14 delegate members on what Penang has to offer. Instead of immersing themselves in the comfort of the airconditioned conference ballroom at St. Giles Wembley Hotel, they sweated it out at the Penang Botanic Gardens practised their price-bargaining skills at the Armenian Street flea market and tested their nasal tolerance by enduring the odour of durian icecream in the midst of the sweltering heat of the late morning. They even had a go at batikpainting within the premises of Seh Tek Tong Cheah Kongsi after a guided tour given by none other than the board chairman Cheah Swee Huat himself. The 10-minute journey from the hotel in the heart of George Town to the Penang Botanic Gardens at Waterfall Road was an absolute breeze despite the reputation of Penang s much dreaded traffic congestion during rush hour and this miracle, so to speak, was thanks to two police outriders who cleared the path for the tour bus we were all traveling in. Upon arrival at the main entrance of the Penang Botanic Gardens with its history which dated back to 1884, we were greeted by its director Mohd Azwa Shah Ahmad and his staff members who had also thoughtfully prepared several buggies to take us around the garden. Our next stop was Armenian Street with its rows of souvenir stalls and of course, the famous mural paintings especially the one which depicted a pair of siblings riding a bicycle. Not surprisingly, our Korean delegates have heard of it before and wasted no time in snapping photos of the siblings with themselves standing next to them. Taking photos of the siblings was the easy part. Convincing them to try out the durian icecream proved to be more challenging as the Koreans weren t used to the durian odour which most of us Malaysians love. The same cannot be said of our Indonesian delegates though. A. A. Gede Yuniartha Putra and Endang Kusumawat, both from Bali, simply can t have enough of the durian ice-cream and their power of persuasion made Daniel Chae, our English-Korean translator, to try one himself. He was hooked and his impeccable command of English plus the Korean verbal expressions he blurted out convinced his fellow countrymen to follow suit in taking the palate test which he just did. Seh Tek Tong Cheah Kongsi located at No. 8 Armenian Street was only a stone s throw away from where we sampled the durian ice-cream. We were greeted by its chairman Swee Huat who Some rarely seen musical instruments on display at the Penang House of Music definitely caught the attention and aroused the curiosity of the delegate members. The foreign ITOP delegates having great fun on their buggy ride which took them around the Penang Botanic Gardens. also acted as the narrator as he took all of us on a guided tour at the two-storey building. He knew the place and its history like the back of his palm as he described the life-changing and, more often than not, strenuous journey by boat of the pioneer Cheah clansmen who arrived in Penang in the colonial days. One activity which everyone loved was the batik-painting session at the association which lasted around 20 minutes. With an experienced female staff member patiently providing guidance and a few pointers, everyone gave their best shot at coming up with a beautiful piece of batik artwork which they proudly took home. Lunch was at the Seven Terraces along Stewart Lane which served traditional Baba & Nyonya cuisine. We entered by the side entrance that was located at the unpretentious lane just next to the Penang Chinese Town Hall but what greeted us upon entering the premises nearly swept us off our feet. The Baba & Nyonya paraphernalia, antiques, traditional Chinese paintings and chinaware adorned the place and while we enjoyed our sumptuous meal, one cannot help but to feel impressed having lunch in a museum-like atmosphere. Our final stop was at the Penang House of Music (PHOM) in Komtar. Covering 650sq m and just one floor above the ICT Mall, PHOM was mooted with the whole intention of celebrating and honouring the contributions of musicians and singers who made Penang a bastion of music since the 1940s. Despite the fact that our foreign delegates from Korea, Japan, Indonesia and the Philippines are involved in tourism in their daily working life, what they themselves experienced as tourists on a single day in Penang the food, sights, smells and sweet memories will be remembered for a long time to come.

Ramasamy s Deepavali open house on Nov 6 at his residence in Simpang Ampat saw the attendance of many state leaders, including Chief Minister Chow Kon Yeow, and DAP supremo Lim Kit Siang. The deputy chief minister s hospitality was made most apparent as he personally stood at the front gate of his house to welcome a stream of guests who visited him for the festive day as well as to sample the lavish lunch treat. Early Deepavali joy for 100 families AS many as 100 needy Indian families received their early Deepavali hamper at a corporate social responsibility (CSR) programme on Oct 30 organised for the second consecutive year by the Malaysian Indian Chamber of Commerce & Industry (MICCI). The hampers and goodie bags, according to MICCI president Datuk N. Gobalakrishnan, were worth around RM12,000 and contained an assortment of essential items. Chief Minister Chow Kon Yeow attended the event as the Guest of Honour together with Deputy Chief Minister II Prof Dr P. Ramasamy. Chow commended the efforts by MICCI in bringing joy to the needy families for the festival. I d like to take this opportunity to congratulate the president, his management council members and member traders for their generosity in contributing to make this event a great success, Chow said. I was made to understand by Datuk Gobalakrishnan that Think City has arranged for further meetings to see what can be done to improve Little India, he added. Ramasamy, in his speech, highlighted the concerted efforts by the state government as well as Chow himself prior to the latter s elevation to the post of chief minister, which have been crucial for the development of Little India. He (Chow) has been a great supporter of the traders in Little India. Even before he became the chief minister, we had discussions with the former chief minister and we were able to allocate some funds which I think was more than RM1 million to develop Little India. This (Little India) is in Chow s constituency and he has never forgotten that. He will be crucial for the development of Little India in the years to come, Ramasamy said.

5 November 16 30, Joy for prison inmates WHILE Hindus were busily preparing for the Festival of Lights, the Malaysia Hindudharma Mamandram Penang and Om Sakthi Spiritual and Charitable Association Malaysia (Butterworth) decided to bring the festive joy to the detainees at the Penang remand prison. Representatives from both organisations distributed 1,750 packets of Deepavali cookies to the detainees in the presence of prison wardens on Oct 31. According to Penang branch chairman of Malaysia Hindudharma Mamandram V. Nanda Kumar, this has been the tradition of his organisation in bringing a message of hope and love to the inmates. These people are detached from their family members and as Tey (second from left), Nanda Kumar and representatives from both the NGOs helping to unpack the Deepavali cookies to be distributed to the inmates. Deepavali is around the corner, we are here to share with them the joy of this festive season. Speaking in terms of human rights, I believe that they too deserve to be part of this festival, we are distributing the traditional Indian cookies to them, said Nanda Kumar. Prison director Tey Hock Soon conveyed his appreciation to Malaysia Hindudharma Mamandram Penang and Om Sakthi Spiritual and Charitable Association Malaysia (Butterworth) for organising the programme and hoped that it will continue in the forthcoming years. We hope the NGOs will keep working with us and help in building the community though their visits to the prison and preaching goodwill to the inmates. This is a good initiative as it would give them the feel of Deepavali as well as bring goodwill and cheer to them, said Tey. Early cheer for those in need BUKIT Gelugor MP Ramkarpal Singh and Air Itam assemblyman Joseph Ng brought cheer to the residents in the parliamentary constituency of Bukit Gelugor when they presented a total of 348 hampers to senior citizens, the differently-abled and single mothers during a hamper giveaway ceremony at the Desa Mawar Community Hall. Deputy Chief Minister II Prof. Dr P. Ramasamy who graced the event on Oct 27 said initiatives such as this portray the Pakatan Harapan leaders thoughtfulness on the well-being of society and their desire to bring a message of hope and love during the festive season. At this time, I would like to announce good news regarding the SJKT Rajaji where a piece of land will be given to the school by the state government. This is the moment that we have been waiting for and it is definitely good news for the Indian community. So, I would like to wish everyone to have a fun time celebrating the festival with your loved ones, leaving behind our old ways (bad habits) as this is a religious occasion that should be celebrated in a respectful manner, Ramasamy said in his speech during the ceremony. During the luncheon which was held at the Cheshire Home, a total of 350 Deepavali hampers were presented to 250 residents from 19 charity homes throughout Penang and also to 100 single mothers. Jagdeep, in his speech, commended the Sri Ayappan Seva Samajam for working tirelessly and silently to make the lives of others better through their community programmes. We would like to thank Cheshire Home for being the venue sponsor of the luncheon for the third consecutive year. And I also would like to applaud the Sri Ayyapan Seva Samajam team members who work silently for the well-being of the community without expecting any publicity and for organising events such as this. Deepavali signifies light prevailing over darkness and for us, the darkness was conquered on May 9 giving us hope of a better future for us and our children. And today just like how I will announce yearly, as the state assemblyman for Datok Keramat I am contributing RM10,000 for this function, said Jagdeep.

6 6 November 16 30, 2018 Preparing our future talents in the GBS ecosystem Story by Victor Seow Pix by Law Suun Ting THE GBS Talent Outreach (GBSTO) Programme organised by the state government through investpenang served to create awareness among students in universities and colleges on the vast potential of the Global Business System (GBS) industry in Malaysia. GBSTO also aimed to dispel the misconception that GBS is merely a call centre and transactional-based industry. Among the participating companies were AirAsia, Celestica, Kerry Logistics, Swarovski, Toray, Wilmar, Osram and many others which set up booths to provide information to students from local institutions of higher learning. Chief Minister Chow Kon Yeow, who officiated the event, noted that no efforts would be spared in ensuring the continued growth of economic opportunities for the people and more so for the GBS ecosystem with its vast potential. Today s event is part of the continuous efforts by the state government as well as invest- Penang to spur the local GBS ecosystem and maintain the former s position as a leading choice for investments, Chow said at the launch of GBSTO on Oct 27. All these investments and reinvestments form the GBS ecosystem of Penang with its more than 50 companies that have created 10,000 high-value jobs. The state is committed to continue strengthening the GBS ecosystem in Penang especially in areas that are synergistic to Penang s existing business activities, he added. Also present were the Chief Minister Special Investment Advisor Datuk Seri Lee Kah Choon, investpenang CEO Datuk Loo Lee Lian, MDEC GBS & Industry Development head Nik Izuddin Nik Mohd Yusof and senior management representatives from GBS companies in Penang. The vast potential of the GBS industry in the country especially in Penang is attracting job seekers who are currently completing their college and tertiary education. Penang impresses Taiwan team A DELEGATION from the National Taiwan Science Education Centre led by its director-general Chen Hsuch-Yu paid Chief Minister Chow Kon Yeow a courtesy visit at the latter s office in Komtar on Oct 26. Both the chief minister and Chen exchanged their views on the various steps and measures taken by their respective governments in promoting interest in the sciences among the young. Chow related the setting up of Tech Dome Penang by the state government as a significant step taken to arrest the decline of students pursuing science courses in schools, which is a cause for concern. Chen, whose delegation included Experimentation Division director Julia Lin and laboratory teachers Chen Hsiang-Wei, Lee Chin-Hsiang and Chen Hung-Hua, voiced her admiration for the good air quality in Penang which she said was even better than in some parts of Taiwan. According to her, the visible blue skyline and white clouds of Penang, was testament of the environmental awareness shared among the people of Penang. It was the first visit to Penang by Chen and her delegation members and their whole group included 21 teachers and students altogether. Their next stop would be to the Singapore Science Centre. The chief minister explained that despite education being under the purview of the federal government, the state government through its various STEM (Science, Technology, Engineering & Mathematics) initiatives and Tech Dome Penang, made effort to promote the sciences to the young and this proved the commitment of the state in this direction. 7 7 November 16 30, 2018 Harnessing youth ideas to achieve SDGs due to their interconnected impact on the marginalised communities in Malaysia. Chief Minister Chow Kon Yeow, who attended the awards and closing ceremony for the event, heaped praises on the efforts of the organisers as well as the participating youths for solutions to issues hindering the UN SDGs. It brings out aspiring future change-maker and social innovators in Penang. Thank you to the organiser for giving our youths the opportunity to be the agent of change to lead new solutions that meet the SDGs. We welcome all youth residing in Malaysia, not limited to Malaysians only, he said at the closing ceremony of the boot camp on Oct 28. The UNDP Youth Co:Lab as a platform for youth engagement and entrepreneur startup platform is also timely and a great complement to our recently established Penang i4.0 Seed Fund of US$1 million, added the chief minister. THE commitment given towards the concerns and issues affecting the youth could not have been more apparent with the first ever Butterworth Youth Assembly (BYA) on Oct 27 organised by the office of Bagan Dalam assemblyman M. Satees. The BYA served to provide a platform for the youth to voice their concerns to their elected representative who will in turn, bring up such matters at the State Assembly. According to Satees, the newly adopted approach in engaging the youth which he greatly favoured, was to provide them especially those who are still in school with a sense of responsibility and purpose in determining how things are run in the country and having a say in the policies made by lawmakers which affect them. More often than not, we tend to overlook the needs and wants of youth aged between 15 to 25. Policies made at the national level, state level and even at local government frequently do not take the views of the youth who are still schooling or studying (at higher institutions) into consideration. I-Life Suicide Prevention Campaign THE World Health Organisation report estimates that around 800,000 people worldwide die by suicide each year. Suicide has been identified as the second most common cause of death for young people. Yet for each death by suicide, another 20 people attempt to take their own life and the negative impact continues to affect the lives of their families, friends and the larger community. According to the 2009 Malaysian National Suicide Registry (NSRM), the suicide rate in Malaysia stands at 1.18 per 100,000; and Penang was noted to have the second highest incidence of suicide for that year. Following that, Armitage et al (2015) reported a much higher prevalence of 6 8 per 100,000 populations in their study. From I-Life Suicide Prevention Campaign I-Life Suicide Prevention Campaign (ISPC), a collaboration of non-governmental organisations (NGOs), was started in 2012 to raise awareness on suicide prevention, address stigma and indifference towards suicidal behaviour and support survivors of suicide. The ISPC conducts activities to promote suicide prevention throughout the year. In conjunction with the 2018 World Suicide Prevention Day, ISPC conducted a survey in August to assess suicide prevention literacy among the public. A total of 1,069 people participated in the survey. The results of the survey clearly showed that there are gaps in terms of suicide prevention awareness. A third did not recognise that talking about suicide is a potential warning sign for suicide, or realize that asking about suicide could provide opportunities to talk about the problem and seek help, which may reduce rather than increase risk of suicide. Although the majority agreed that informing others about suicidal thoughts and seeking professional help is beneficial, nearly half of the participants still perceived suicide as a sign of weakness. This stigma related to suicide has Safe and responsible reporting of suicides is crucial to address mental illness-related stigma. been recognised as a key risk factor for suicide in the community. Studies have found that effective interventions to reduce suicides include restricting access to lethal means, increasing public awareness and mental health literacy, training gatekeepers and promoting safe reporting on suicide stories. For example, structural barriers to restrict access to buildings and railroads have been shown to prevent suicides the restriction facilitating more time for those with suicidal thoughts to reconsider. Increasing awareness and mental health literacy via gatekeeper training programmes were shown to increase the use of mental health services and decrease suicide risk among at-risk individuals. Finally, safe and responsible reporting of suicides is crucial to address mental illness-related stigma and prevent copycat suicides. Media messages that repeatedly covered the same suicide news, explicitly described the method and location of suicide, reported suicides in a sensationalised manner, or depicted suicide as a likely solution to problems have been associated with an increased suicide risk while safe reporting can lower the risk. This was exemplified in Vienna in 1989, where extensive and sensationalised media coverage on subway suicides was associated with the subsequent rise in suicide rates. In the same year, the Austrian Association for Suicide Prevention developed media guidelines and campaigned for responsible reporting of suicide news which resulted in a more than 80% reduction of subway suicides and attempts. As for Malaysia, strategies for suicide prevention are still very much in its early stages. Local studies suggest that stigma related to mental illness clearly exists and as indicated in the ISPC survey, mental health literacy, particularly related to suicide prevention, is still lacking. Suicide-related news was mostly reported in a more harmful than helpful manner despite the availability of published Malaysian media guidelines for reporting in A recent Malaysian study by Johari et al (2017) noted that most suicide stories published in Malaysia had sensationalised headlines, depicted photos of suicide and details of methods of suicide. What is encouraging is that an increasing number of mental health related activities such as runs and campaigns have been carried out in recent years. So, what can we learn from all this? What is clear is that while there is work underway, there is so much more that needs to be done in terms of destigmatising mental illness and suicides, increasing awareness of suicide prevention and encouraging help-seeking behaviour. This is a mammoth task that cannot be carried out by one agency alone. For suicide prevention efforts to be effective, it requires all stakeholders people facing mental health issues, families, mental health professionals, the media, the government, the community we need ALL hands on deck. We can help by refraining from forwarding or viraling graphic, sensationalised suicide news. We can help by learning, by looking out for one another, and by caring enough to ask and listen. We can help by first asking how can I help? Suicide prevention is everyone s responsibility. Let s work together to prevent suicides.

Further elaborating on the free cataract screening, Dr. Ajay said that those who cannot afford to have a cataract surgery will be given a free surgery by those private hospitals. The state government gives emphasis in developing talents with regards to the STEM field as we see it as something very essential. This is because in Malaysia, we do not have enough talents who have expertise in science, technology, engineering and mathematics. So, are we preparing our school children in these fields (STEM)? 18 4 要闻 2018 年 11 月 16 日 30 日 珍珠快讯 许万展指, 光育华小新校舍在 1986 年由第 5 任首相敦阿都拉巴达威主持开幕 学生骑着蜻蜓的壁画在校园里显得格外吸睛 将迁移峇都加湾 光育盼惠及更多华裔子弟 这项决定无疑让学生人数一直下滑的光育微小带来一丝曙光, 排除面临被关闭的窘境 尽管如此, 光育小学董事会总务许万展希望能尽快接获教育部的公函, 这才能让他们放下心头大石 光育华小 1935 年创校至今共有 83 年历史, 从最初辉煌时期学生人数上百人, 至今学生人数有减无增, 仅剩 1 8 人, 主要原因是华裔人口往外流, 造成学生来源逐年减少 许万展 (41 岁 ) 透露, 由于害怕学生来源不足以维持学校的运作, 而必须被教育局下令关闭或与其他微小合并, 他通过今年初举办的校友回校日和数位年龄相仿的同学决议加入董事会, 争取迁校事宜, 让光育华小继续以迁校的方式得以延续 他在接受 珍珠快讯 专访时说, 该华小董事会目前共有 18 位成员, 他们一行人, 即老中青成员在商讨迁校事宜面对不少波折及挑战 当中就有些年长一辈的成员反对光育华小迁校的建议, 而必须经过多番商讨, 才能达成迁校协议 由于较早前的董事会成员都是较年长的成员, 今年初改选后才注入了不少年轻新血旨在为迁校事项出一份力 他认为, 光育华小不是私人资产而是属于华社的, 就算搬迁至峇都加湾, 它同样能发挥孕育学子的作用, 造福更多华裔子弟 尽管董事会对光育需从威北县迁移至威南县有万般不舍的感觉, 我们必须视学校为自己的女儿, 希望她找个好娘家 嫁得好, 就如学校能迁移到良好的地点, 惠及更多华裔子弟及延续光育华小的名称, 何尝不好 许氏指, 一旦校方收到教育部的迁校公函后, 董事会第一个步骤将着手成立迁校建委会, 以筹备建校的软硬体, 当然也少不了为该校筹款的各项活动, 顺道透过活动打开威北瓜拉姆拉优美海港及稻田观光点的知名度 报导 : 黄文慧摄影 :AHMAD ADIL MUHAMAD 冀新校舍设学前教育班被询及对软体建设方面有何新概念, 许万展希望未来能在峇都加湾新校舍增设学前教育班, 培养学生从小就熟悉光育华小的亲切感, 不需面对从别的学前班升学至光育的陌生感 这是我个人目前的概念, 还没带入董事会进行商讨 由于峇都加湾是工业地带, 我相信大部分家长都属双薪家庭, 因此, 此概念或许对他们来说更方便及安全 威省学校资源回收赛冠军光育华小面积虽小, 但保持着绿意盎然 整齐 干净的氛围, 更获得今年度威省学校资源回收比赛小学组冠军及去年绿色小学亚军 该校校长及 9 位老师, 以身作则大力灌输学生环保意识, 使学生在大自然拥抱的渔村微小中培养智慧, 为大地母亲尽份力, 成为环保领军者 光育微小目前仅剩 18 位学生, 当中巫裔生占了一半 为了鼓励学生爱惜资源及减少垃圾, 校方细心教导学生们进行垃圾源头分类及售卖回收物, 让他们了解环保的好处, 所有回收所获款项不但可充作学校运作经费, 还能让学生了解垃圾也可转变成黄金的道理, 一举多得 此外, 学生骑着蜻蜓的壁画在校园里显得格外吸睛 据了解, 朴实的校园里经常可见无数蜻蜓飞舞的画面 因此, 校方在校友槟城韩江副校长的牵线下, 找来韩江 4 名离校生帮忙免费作画, 让空荡荡的白墙有了该壁画的加持后, 显得格外温馨夺目 另一方面, 武吉淡汶区州议员吴俊益则认为, 增建新华小比较切实, 即依据需求来增建华小, 落实希盟宣言 我们必须把握千载难逢的机会增建新华小, 迁校可以等待发展商献地, 确保维持半津贴的地位, 校地依然归属董事部 然而, 身为武吉淡汶区州议员, 我尊重教育部和州政府的决定, 多一间华小肯定能疏解峇都加湾敬群学校的拥挤度, 以及应付当地未来需求

23 珍珠快讯 2018年11月16日 30日 要闻 9 一马房屋维修申请留手尾 佳日星 房长允加速处理 槟州房屋委员会主席佳日星说 槟州政府从2013年至今年10月25日 通过 槟州80%最高维修基金 TPM80PP 共拨出了约2650万令吉 并展开了303项房屋提升及维修工程 佳日星是在槟城垄尾松林花园21座组屋召开记者 会时说 他说 前朝联邦政府的 一马房屋维修基金 TP1M 在槟城多达143项申请中 仅批准其中29 项申请 弃槟州人民于不顾 因此人民才在509大 选中换了政府 这是非常严重的问题 居民们都在等待更换电 梯 但当时的政府却不给予理会 因此槟州政府成 了了房屋维修基金 让组屋居民的问题可尽快获得 解决 他也透露 在州政府批准的182项申请中303项提 升工程中 其中有176项是提升及更换电梯 1440 万令吉 81项是更换水槽及排水系统 422万令 吉 18项为更换及维修屋顶 145万令吉 以及油 漆 修补裂缝以及其他事项 我本身也与房屋及地方政府部长祖莱达会面几 次 并商讨关于 一马房屋维修基金 的事项 并 要求前者加速处理槟城的申请程序 而她也应允 会加速处理此事 他现场也宣布 州政府已经批准垄尾松林花园第 21座及23座的更换2架电梯的拨款申请 这项计划 耗资22万1000令吉 而州政府将会承担80%的费用 约18万令吉 而组屋管理层则承担20%费用 约4 万4200令吉 与会者包括松林花园管理层经理锺贵鑫及主席吕 锡汉 杨顺兴促居民定期缴维修费 垄尾区州议员杨顺兴说 希望组屋居民们可携手 合作 定期缴还每个月的组屋维修费 以让管理层 有资金进行日常维修工作 打造一个舒适且优良的 佳日星 左四 杨顺兴 左三 锺贵鑫 吕锡 居住环境 汉等 对即将迎来新电梯感到高兴 垄尾区是拥有最多高楼建筑 以及中廉价及廉价 组屋的地区 但州政府依然拨款给予有需要进行 维修和提升的组屋 特别是有需要更新电梯的单 位 他说 希望居民们可以珍惜及善用公共设备 勿作 出破坏公物的行为 以白费了州政府所付出的努 力

34 20 要闻 珍珠快讯 2018年11月16日 30日 有故事的人...因 为你是女人 单人剧演 员爱美丽亚对于槟城的 福建话感到非常骄傲 有故事的人...因 为你是女人 吸引了热 爱表演艺术的本地民众 及游客前来欣赏 展现槟城特色 有故事的人 因为你是女人 接地气 槟州文化艺术近年蓬勃发展 形成一股软势力 吸引了无数国内外游客前来 朝圣 文化艺术领域的崛起 一班热爱本土文化的人士功不可没 他们透过各类表演 展现槟城特色 照亮了本地艺术的天空 报导 冯芷芸 摄影 程晋玮 在槟城乔治市长大 见证了一个城市的发展 变迁 与成长的全职剧场工作者兼导演黄丽珍 42岁 对槟城有着浓烈的情感 与她相处之时可以从她 的言行举止中深深感受她对这座城市的感情与期 望 珍珠快讯 记者来到乔治市台牛后新客剧场欣 赏了由黄丽珍指导的 有故事的人...因为你 是女人 单人剧 长达45分钟的戏剧 一人分饰3 角 也带出了槟城不同时代的女人 面临不同的境 遇 以及身为女人的无奈 此剧以槟城福建话贯穿整个戏剧 期间参杂了英 语和马来文 非常接地气的一些俗语以及剧情 将 本地独一无二的语言特色和槟城人的风格尽显无 疑 黄丽珍受访时说 槟城是一个富有特色的地方 而此部戏剧以非常道地的本土福建话贯穿于剧 中 是希望能带出槟城乔治市一些快要遗失的东 西 将推广至柔隆等地 2009年从台湾回到槟城 就一头栽入戏剧教育与 创作的黄丽珍说 有故事的人...因为你是女 人 这一部戏剧明年将计划到台北演出 接着将 黄丽珍 将槟城福建话穿 透于剧中 可将槟城老乔治 市的情感和记忆拼凑起来 保留它的原味与特色 会推广至柔佛以及吉隆坡等的 进行巡回演出 我本身蛮喜欢将槟城的福建话带入戏剧 因为 从小居住于乔治市观音亭对面老街 在老屋子里 可以听到大人们的对话 而街头巷尾邻居所发生 的日常小事也很快传遍整条街 这就是早时候槟 城老街的生活 让我在潜移默化下自然的将一些 细节融入剧中 她也希望 以槟城的福建话穿透于剧中 将槟城老 乔治市的一些情感和记忆 用语言这一块来保留 它的原味与特色 相较于其它地区的福建话 槟城福建话显得非 常有趣 色彩也非常丰富 因为它参杂了许多外来 语 包括马来文 英文 中文甚至日文等 然后音译 为福建话 而当福建话参杂了马来文 就会有娘惹 风味 整个语言听起来很有 诗 的韵味 她说 槟城表演艺术尚有许多可以开发及挖掘的 地方 而除了民间的力量 州政府可以试试去推 广 与国外表演艺术蓬勃的单位进行交流与学习 并带回槟城 同时也可以把州内的艺术团体带出 去 让槟城的表演艺术能够往前走 并且可以走得 很前面 除了进行创作与教育外 我的目标是希望能够培 养更多的观众 因为表演艺术需要依靠群众的支 持 也希望政府可以试着探讨 槟城除了世界遗产 的光环以外 还可以做些什么 让世界遗产与表演 艺术相接轨 对槟福建话感骄傲 有故事的人...因为你是女人 单人剧演员 爱美丽亚 Amelia Tan 43岁 出生在槟城 但也 已经离开槟城25年 多年后她再回到这座城市 在 槟城乔治市老旧的房子里 透过身体语言表演艺 术 嘴里说着熟悉的槟城福建话 诉说着槟城女人 的故事 她说 槟城的福建话有着强烈的特色 只要听得 懂槟城的福建话 要听得懂其他地区的福建话并 不是难事 因为在槟城的福建话中 可以听到多种 语言参杂在里面 我对于槟城的福建话感到非常骄傲 因为把它 带到国外进行交流或演出 它会成为一个话题 甚 至引起共鸣 从事表演艺术已有25年经验的她说 表演艺术是 可以发展为一个新的旅游展品 例如乔治市庆典 Georgetown Festival)是个非常成功的例子 许多国外的游客都会特地前来观赏艺术活动 我很多国外的朋友都会特别计划8月来槟城参 与乔治市庆典 若政府可以将聘请国外艺术团的 资金 保留些许给本地剧团 给予本地表演艺术 者更多机会 我相信是可以成功 并让更多人看到 槟城特色的 她说 槟城是一个非常重要的城市 但表演艺术 和戏剧处于被边缘化和可有可无尴尬的地位 而从事全职表演艺术及戏剧专业的人才却屈指可 数 全槟不超过20人 一直以来都是靠他们坚持和 努力的支撑 槟城很多戏剧人才 但或许是没有管道去持续 进修 以及更多的空间与平台去施展兴趣 这些人 才就会渐渐遗失了 希望政府能够开发和挖掘这 一块 让槟城表演艺术能够办得更好

Recounting the promise he made to the school earlier on, Chief Minister Chow Kon Yeow said the lack of funds for the completion of the new school building caught his attention and subsequently an allocation was pledged to ensure the school will have the money needed for the project. When I attended the centenary celebration of the school last month, I discovered that the new building project was still in need of funds. We are aware that the school depends on public contribution for the completion of its building projects. So, I promised an allocation of RM200,000 to assist the school then. Today, we are honouring the promise, Chow told the media. Job opportunities for Penang athletes THE Penang State Sports Council (PSSC) and NationGate Solution (M) Sdn Bhd are working together in a Junior Executive Programme to offer job opportunities to state athletes. State Youth and Sports Committee chairman Soon Lip Chee said the pilot project would help ease the worries of the athletes and their parents after the former had completed their Form Five studies. I m honoured to announce that through the co-operation with NationGate Solution, qualified athletes will be offered job opportunities under the Junior Executive Programme (JEP), Soon told a press conference at Komtar on Oct 29. For the first intake, 20 athletes will be absorbed into the programme. Those selected must undergo eight months of training during which time they will be exposed to the job scope and given the chance to study as well as to work. After eight months of training, they will be given full-time jobs based on their suitability. Also present were NationGate Solution chief operating officer Lee Kim San, NationGate Solution resources planning director David Lim Kee Beng and PSSC director Frederick Tan Teck An. Each athlete will be given a monthly salary of RM1,500 for the first eight months, after which it will be raised to RM1,800. The JEP is open to all Penang athletes who have completed Form Five, SPM or diploma. Degree holders are also welcome to apply. Soon said PSSC, with the support of the state government, would be looking for coaches for athletics, badminton, basketball, cycling, karate, lawn bowls, shooting, swimming and wushu. He said those interested to be coaches in other sports could also December but funds are still needed to equip the building, the science lab and the lecture halls. He said they would also arrange for state swimmers to be trained at the Relau Sports Complex that is being managed by the Penang Island City Council (MBPP). On athletics, Soon said they want to help create a bigger pool of talents by organising Open competitions and hiring coaches to train them. We had 45 gold medals at stake in the recent Sukma, but we managed to get only one silver and one bronze. If we can get five golds in the next Sukma, it s good enough. I know it s not easy to achieve this in another two years, he said. Tan said PSSC will help any sports association solve their problems as they set a target to improve themselves. We will see whether they achieve their targets from the various competitions they plan to take part. We don t want to waste time, said Tan.

The expo, held once a year since 2015 by Lanceford but twice this year, showcased not only local delights but also foodstuff from South Korea, Japan, Taiwan and other countries. State to continue helping residents via TPM80PP THE Penang government has given its commitment to serve and assist residents through the state s Housing Maintenance Maximum 80% Fund (TPM80PP). State Local Government, Housing, Town and Country Planning Committee chairman Jagdeep Singh Deo said the Penang government had approved 182 TPM80PP applications at a cost of RM26.5 million, involving 303 projects. Those figures are from 2013 to Oct 25 this year. Out of the 303 projects involved, 176 were projects involving lift replacement or lift upgrade. The 176 projects amount to RM14.4 million. We will continue to serve the people and assist them, Jagdeep Singh told a press conference at Taman Lone Pine on Oct 26. The state has agreed to pay 80% of the total cost of RM221,000 to upgrade two lifts at Taman Lone Pine under the TPM80PP. The remaining 20% or RM44,200 will be borne by the project s management fund. The Australia Human Rights Commission defines sexual harassment as unwelcome sexual advance, unwelcome request for sexual favours or other unwelcome conduct of a sexual nature which makes a person feel offended, humiliated and/or intimidated. There are three form of sexual harassment, which are verbal (comments about one s body, spreading sexual rumours, sexual remarks or accusations or making dirty sexual jokes or stories), physical (grabbing, rubbing, flashing, pinching in a sensual way and sexual assault) and visual (display of naked pictures or sex-related pictures and obscene gestures). In workplace, sexual harassment can be classifies into 2 types which are quid pro quo and hostile working environment. Quid pro quo sexual harassment is when an individual, typically someone in higher position in workplace asks or hints at sexual favours in exchange for salary increment, promotion, job retention or employment perks. For example, a manager promises his female subordinate job promotion with a condition that she must go out with him is engaging in a quid pro quo sexual harassment. Meanwhile, hostile working environment is repeated and unwelcome sexual comments, advances, or other content that creates a hostile, intimidating, threatening, or offensive work environment that prevents the employee from doing their job. An example is when a female employee faces repeated harassment from her male colleague, who often send her photos of naked women or men. These actions affect her productivity as she becomes depressed at workplace. Sexual harassment can happen to both women and men. However, majority of the victims are women, while the perpetrator can be of opposite or the same sex. Perpetrator of sexual harassment can be a total stranger or someone commonly known to the victims. They can be their working colleagues, college peers, college professors, school staffs, managers or supervisors, friends or even relatives and family members. Experiencing sexual harassment can be a gruesome and emotionally damaging for the victims. In terms of emotional wellbeing, victims often feel humiliated, shameful, violated, angry and fearful. Mentally, victims experience depression, post-traumatic stress disorder, panic attacks, and having suicidal ideation. Their physical wellbeing is also affected due to increased stress levels, headaches, fatigue, sleeping and eating disturbances. Sexual harassment is a heinous crime that leaves behind gruesome effects on the victims in multiple ways. Victims need to learn how to come out from such situations. If brave enough, victims must tell the perpetrators to stop. Otherwise, gather tangible evidences or have proper documentation of events and bring it to relevant departments or authorities. Remember, sexual harassment is repugnant and the wrong-doers are the harassers. Harassers must be accountable for such acts. If you are a third party and noticed or informed of such harassment, you can provide undivided support to the victims. We, together, have a role to stop sexual harassment. Chief Minister Chow Kon Yeow said the German investors were the second largest manufacturing foreign direct investment (FDI) contributors in Penang from 2008 to 2017, with a total investment value of RM5.15 billion. I will be arranging a meeting soon with the relevant airport authorities to discuss solutions to overcome flooding woes in the area, Yeoh said when asked to comment about flooding at the Penang International Airport on Oct 28. Yesterday (Oct 28) the flood at the airport s departure lounge was caused by continuous heavy rainfall for one and a half hours starting from 8.30am, with rainfall recorded at 48.8mm within 90 minutes. Incidences of flooding at the airport have been recorded since 2012, Yeoh said at a function on Oct 29 at Komtar to update improvements in international tourist arrivals.. I urge MAHB to look into the cause so that a similar incident would not recur. The airport gives tourists the first impression of the city. This incident should not have happened as it would present a negative image of Penang. I hope all the departments can cooperate with the Penang government to turn Penang into a city of international standards, he added. With regards to this initiative, a workshop titled UN- ESCO Sub Regional Inception Workshop Linking World Heritage Sites and Local Assets through Museums, Information Centres and Creative Industries was held from Oct 29 to 31. The workshop was jointly organised by George Town World Heritage Incorporated (GTWHI) and Unesco Office Jakarta in cooperation with the Unesco World Heritage Centre Asia and Pacific Unit. It was funded by the Japanese Funds in Trust and supported by the Penang state government. Dr. Ang Ming Chee, general manager of GTWHI, said the workshop will function as a catalyst for ideas, to foresee the sharing and exchange of information, past experiences and knowledge among participants. We understand that development and branding involve multiple complication but we will uphold equitability throughout the process to explore the potential of local cultural assets without compromising traditional assets for commercial purposes, said Ang. Exco member for Tourism Development, Heritage, Culture and Arts Yeoh Soon Hin who officiated the workshop said George Town despite its vast complications, is the most wellpreserved world heritage site globally. It is with much honour for George Town to be selected as one of the sites for this Unesco project as we can see the potential for revitalisation and rejuvenation of the creative industries here. Tourism in Penang has been flourishing since the inscription of George Town as a world heritage site on July 7, Though there is an increase in the number of tourists every year, the cultural assets of the local communities in terms of built heritage, living heritage and collection of objects have yet to be fully explored and systematically promoted. This project yields new economical windows and opportunities for the local communities to map their cultural assets and work with cultural heritage entrepreneurs in developing the Made in George Town brand of information, interpretations and products, said Yeoh during the launching of the workshop. The event, to be jointly organised by IFLA and the Institute of Landscape Architects Malaysia (ILAM), is scheduled to be held from Aug 13 to 15 in ILAM president Assoc Prof Dr Suhardi Maulan said they expected some 1,500 delegates worldwide to take part in the conference. In conjunction with the theme of the conference, Chief Minister Chow Kon Yeow said a strong and reliable logistics network is necessary to spur the growth of investments in the state. 46 20 November 16 30, 2018 Makeover for gold building Story by Victor Seow Pix by Darwina Mohd Daud THE 114-year-old heritage building at 41 Muntri Street which houses the Penang Goldsmith Association, or also known as Penang Ta Kam Hong in Cantonese, will soon be undergoing phase one conservation work under the auspices of the Penang state government through George Town World Heritage Incorporated (GTWHI). An agreement signing ceremony took place within the premises of the association on Nov 1 between GTWHI general manager Dr. Ang Ming Chee and Penang Goldsmith Association chairman Ang Choon Keng, witnessed by exco member for Tourism Development, Heritage, Culture & Arts Yeoh Soon Hin. According to Dr. Ang, the building is one out of 82 Category 1 heritage buildings in the heart of George Town and has structural defects in the form of visible cracks at several places. She added that the GTWHI would be supervising the conservation work, investigating the whole building structure, compiling a dilapidation report and an inventory of the artefacts as well as a master plan for the project. The cost would be around RM160,000 for the initial investigation works and the master plan compilation. The state government will be funding the initial investigation while the entire restoration project will cost at least RM3 million with the addition of a gallery and an interpretive centre, she said. Yeoh, in his speech, reaffirmed the state government s stand in ensuring sustainable development and more so in safeguarding the intangible values of heritage buildings. The Penang government has been relentlessly promoting the governance of sustainable development in recent years. GTWHI promotes the concept of a holistic conservation in cultural heritage safeguarding efforts. This means a conservation strategy that is not only for the building but also the artefacts and the associated intangible values, he said. We all know that safeguarding cultural heritage takes time and through multiple resources. With that, the state government is wholly committed to safeguarding our cultural heritage as we understand that there are values and knowledge to be passed down to the next generation, added Yeoh. During our Sunday programmes and major events, the members and visitors find it difficult to park their vehicles due to the inadequate space within the compound of the gurdwara. So here we are requesting to be allowed to utilise the vacant piece of land under the Veterinary Department to park our vehicles whenever we have programmes at the gurdwara especially during big events, Daljit told the chief minister. Apart from this, Daljit also brought up the urgent matter concerning the Sikh Crematorium ground situated at Lot 62, Jalan Batu Lanchang. We also need the state government s support to enhance and refurbish the crematorium ground, added Daljit. Review of hotel room fees on the cards NOW that Penang will get a share of the proceeds on tourism tax by the federal government, the state government will consider whether or not to continue implementing hotel room fees. Chief Minister Chow Kon Yeow said the state would review the hotel room fees introduced in Finance Minister Lim Guan Eng, the predecessor of Chow as the chief minister of Penang from 2008 until May 2018, had announced 50% of proceeds on tourism tax, estimated at RM50 million to be shared with all states in tabling Budget 2019 on Nov 2. Penang could get more than RM10 million from the tax collection. We will use the funds channelled back to us by improving tourism services and promoting Penang, Chow told reporters after officiating the opening ceremony of the Victor Malaysia International Series 2018 at the Penang Badminton Hall in Bukit Dumbar on Nov 6. Based on the hotel room fees, visitors are required to pay RM3 per room per night in hotels above four stars and RM2 per room per night for hotels three-stars and below. Chow said the revenue collected is used for tourism promotion activities as decided by a committee, comprising stakeholders like hoteliers and government agencies.

47 November 16 30, Road closures in Jelutong Story by Christopher Tan Pix by Law Suun Ting SEVERAL roads in Jelutong will be closed to make way for a flood mitigation and road upgrading project. State Works, Utilities and Flood Mitigation Committee chairman Zairil Khir Johari said the project is being carried out till Oct 27 next year. The upgrading project involving underground culverts and roads has several phases Phase 1A, Phase 1B, Phase Two and Phase Three. The Jalan Jelutong-Solok Perak road will be closed from Nov 10 this year to June 30 next year to make way for Phase 1A; while the Solok Perak-Jalan Perak road will be closed from July 1 to Oct 17 next year for the contractors to work on Phase 1B. A REAL life story sharing by a multiple sclerosis (MS) patient will be one of the highlights during the MSSG with Tytias Musical Night at Auditorium C in Komtar on Dec 1. Penang Multiple Sclerosis Support Group (MSSG) founder Peter Lim Ban Huat will give an account of his experiences since being diagnosed with optic neuritis in 2003 at the age of 23. The musical, from 7pm to 9pm, is a collaboration between MSSG and Penang Tytias Association and is open to the public. Lim, a freelance graphic designer, said the target group is youth as 40% of the MS patients in the northern region, numbering about 100, are from the youth category. Sungai Jelutong is one of the six tributaries of Sungai Pinang. The diversion structure helps to reduce Penang but also about 10 patients each from Kedah and Perlis.
