Story by Victor Seow IF the Pakatan Harapan state government is a student, then its report card will show it passed with straight A s! Speaking at the launch of the upgraded Brown Road project, Chief Minister Lim Guan Eng recounted the steps taken by his government for the past 10 years to make Penang a better place despite challenges and criticisms from certain parties. Whatever we do, we face criticisms but at the end of the day, we have to do what is right and what we think is right as given by the mandate of the people. And we stand by what we have done even though not everyone is happy. But I think Penang has turned out alright. For the past 10 years, we have seen a new vibrant and dynamic Penang that s more confident and optimistic, Lim said at the ceremony which took place on March 15. And this is the Penang that everyone aspires to. Not only the locals but also those from outstation. I believe we can hear (remarks) from them that each time they are here, they see a different Penang. An example is our jewel, Penang Hill. It was a dead end when we took over in It was completely run down and almost abandoned. No- body wanted to go there except for those who stay there. Only around 200,000 to 250,000 visitors a year. But after our transformation when we got the right people for the right job, making sure that the professionals are running the show and not the politicians, we have seen a tremendous transformation of Penang Hill which now has 1.7 million visitors a year, he added. It has been very exciting...in fact too much excitement for the past 10 years! Lim noted. Touching on the severe traffic congestion in the morning when an accident took place on Penang Bridge, Lim reiterated his stand for the need of a third link between the island and the mainland of Penang. Many couldn t make it on time this morning because of the traffic jam now taking place on Penang Bridge. It is precisely when such a traffic jam occurs, that we realise how important it is for us to have alternatives. The state government always plans ahead in search for alternatives. This is 10 to 15 years of planning ahead by the state government. Any government with an eye to the future must make tough decisions not only for the present voters but for those children yet unborn, he said..too much excitement for the past 10 years! LIM We Penang Our Unique Achievements A clean administration with integrity which accumulated a budget surplus of RM719.3 million in 10 years. Reduced Penang s state debt by 90% to just RM62.06 million in 2017 which is the lowest among all states in Malaysia. Penang was once the dirtiest state in Malaysia but is now among the cleanest city in Asean. No water rationing in Penang for the past 10 years and the same guaranteed for the coming 10 years. Penang is the only state in Malaysia which left its forest reserves untouched for the past 10 years. Penang as a welfare state had given out RM412.6 million for its various social programmes and had eradicated hardcore poverty. Penang as an entrepreneurial state had seen a 90% increase in investment figures and with direct flights from Doha, Hanoi, Ho Chi Minh and Hainan. Tourist arrivals increased 100%. Penang achieved the highest recycling rate at 38% compared with the national recycling rate at a mere 22%. Penang is amongst the safest state in Malaysia with the installation of up to 1,000 CCTVs. Annual allocations given to mission schools and National Type schools and a strong emphasis on STEM education in preparation for Industrial Revolution 4.0. Rejuvenated many failed projects which were left to rot by the previous administration; Penang Hill, SPICE Convention Centre, Taman Majestic and KOMTAR. Built a total of 25,555 LC and LMC housing units which exceeded the 5,154 units built by the previous state government by 5 times. Increased allocations for Islamic affairs in the state by 84% and at the same time, provided allocations and recognition for other religious faiths.

PENANG Local Government, Traffic Management and Flood Mitigation Committee chairman Chow Kon Yeow launched a body safety education campaign and book in the hope that the community can play a role in preventing the increase of child sexual abuse. It is indeed alarming to know that one out of every three girls and one out of every six boys is a victim of child sexual abuse before their 18th birthday, Chow said before launching the campaign at The Top in Komtar on April 3. This means that in this hall, a third of us would have been victims of child sexual abuse. That is how serious this is. I dare not imagine the trauma that a young victim will have to go through for the rest of her or his life. Many people still do not realise how important it is to have the Body Safety talk with our children. It is still considered a taboo to address the issue in some parts of our country. And there are parents who have decided not to report sexual abuse cases for fear of bringing shame to the family. The book, titled Educate Your Children to Protect Themselves was produced after several months of hard work by the team from Bold Inspiration, exco member Chong Eng s office and BPEN, with inputs from Women s Centre for Change (WCC), Unicef Malaysia and several individuals. Also present at the launching were Chong who s state Youth & Sports, Women, Family and Community Development Committee chairperson, IJM senior manager Datuk Toh Chin Leong, Sungai Pinang assemblymember Lim Siew Khim, forum moderator Devi Theresa, guest panellists Sharon Lim, Penang Adventist Hospital consultant clinical psychologist Dr Lynne Yong Ee Lin, social activist Syed Azmi Alhabshi and WCC executive director Loh Cheng Kooi. Based on an article in The Star in 2017, Chow said Malaysia has recorded more than 5,000 cases of child sexual abuse in the last five years a whopping 1,000 cases per year. WITH Ramadan just around the corner, individuals and organisations can now apply for Temporary Seasonal Stall Licence which is open until May 15. Penang Island City Council (MBPP) councillor Ahmad Azrizal Tahir (pix) announced this at a press conference on April 9 at the MBPP Licensing Department at Padang Kota What about those cases that are not reported? Chow encouraged everyone to lend a helping hand to make the world a safer place for kids. 3 April 1 9, Drafting code of conduct for business sector Story by K.Thaarshenii Pix by Su Chin DEPUTY Chief Minister I Datuk Mohd Rashid Hasnon told a press conference that the Penang state government is committed to the United Nations Guiding Principles on Business and Human Rights (UNGP) and will be introducing a Code of Conduct for the Promotion of Equal Opportunities through the Elimination of Racial Discrimination. We believe that the elimination of racial discrimination in the workplace is necessary in a Malaysia muddled by xenophobia, racial politics, religious extremism and preferential treatment for specific ethnic groups in education and employment, said Rashid on April 5. Since 2016, KOMAS and Penang Institute have conducted several roundtable discussions with the state government, state agencies such as investpenang and members of civil society. The feedback obtained from these engagements form the basis for the Draft Code of Conduct presented. The code of conduct, when completed, will comprehensively cover the following key points: 1. Purpose and Status of the Code of Conduct - highlighting the importance of organisations and business enterprises in building an inclusive foundation for society at large. 2. Responsibilities of Employers a guideline for employers in maintaining a working environment that is free of racism and racial harassment. 3. Responsibilities of Employees a guideline for employees to preserve an inclusive working environment that is free from racially provocative manners and to participate in measures introduced by the management for the promotion of equal opportunities. 4. Responsibilities of Employment Agencies a guideline for employment agencies, acting as suppliers of job applicants, to avoid suggesting racial preferences for employees or indicating irrelevant conditions of race in job recruitment. The executive committee for Industrial Development & International Trade has endorsed the Draft Code of Conduct and is planning to continue having more consultations to improve on it. Comprehensive engagement with stakeholders such as the Penang Development Corporation, investpenang, FREPEN- CA, SAMENTA and others will be held after the upcoming elections. The state government will also lead by example to plan and implement the code at all state-linked and state-owned enterprises, as well as major entities within the private sector. It is important to society as a whole for the business sector to adhere to non-discriminatory practices and to pay due attention to the rights and needs, as well as the challenges faced by employees and business partners, particularly vulnerable and marginalised groups, said Rashid. Chief Minister Lim Guan Eng said the foreign patients arrival to Penang was 382,164 last year, and the huge number of healthcare travellers contributed RM550,274,088 in revenue. The revenue accounted for 42.3% of the health tourism market in Malaysia. Health tourism is a very important sector for Penang. We are number one in terms of health tourism, Lim said in his speech before opening the new Adventist Heart Centre at Penang Adventist Hospital in Burma Road on April 2. Lim said the healthcare sector has seen robust growth over the past decade. It is important for hospitals in Penang to upgrade themselves THE Girl Guides Association of Malaysia, Penang Branch, organised a six-day camp called George Town Heritage City Girl Guide International Camp in Penang for the very first time from April 3-8. Some 1,000 participants aged from all over Malaysia as well as UK, Australia, Canada, Philippines, Cambodia, Hong Kong, Maldives, Bangladesh and Singapore took part in the camp which was held at Penang City Park. One of the objectives of this event was to impart positive values as well as to develop friendship amongst participants and while strengthening sisterhood while offering an opportunity for the Girl Guides to enjoy the cultural, historical and geographical aspect of host country. The camp was the brainchild of Chief Commissioner of Girl Guides Association of Malaysia Penang Branch Datuk Chan Kit Sin. Apart from that, they unravelled the beauty of Penang s heritage enclave during their heritage walk where they explored the routes within the George Town Unesco World Heritage site. The Penang Adventist Hospital also conducts charitable treatment for needy patients with heart problems and I hope this can be escalated, Lim added. Penang Adventist Hospital chief executive officer Ronald Koh said the new 8,700 sq ft heart centre was more than double the size of the earlier facility. It will be able to accommodate the growing number of patients and procedures. We will also be introducing the new auto-registration kiosk for patients with scheduled appointments to reduce waiting time. Citilink makes maiden Jakarta-Penang flight CITILINK Indonesia, the four-star rated airline, will be the 19th to operate in Penang. The maiden flight from Jakarta touched down at about 1.20pm on March 25 and was welcomed with a rain shower from two water cannons. Chief Minister Lim Guan Eng along with Citilink chief finance officer Fransetya Hutabarat, Malaysia Airports airline marketing general manager Mohd Sallauddin Mat Sah and Deputy Chief Minister I Datuk Mohd Rashid Hasnon were present to greet the passengers. Hutabarat said it was a significant milestone for the airline to be able to service the Penang route. Lim lauded the remarkable feat and said Penang with its strategic location is immensely proud to be chosen by this airline for its second international route after Dili (Timor Leste). The 66 flight routes with 268 frequencies per day to 33 cities in Indonesia and region through the use of 50 units of Airbus A320 enabled Citilink Indonesia to be awarded four stars by Skytrax. Lim said Penang is noted for its heritage enclave and this could be seen with an increase of passenger traffic (departure and arrival) at the airport which hit 7.2 million passengers last year. It is an increase of 8% compared to just 6.6 million passengers in 2016, he added while hoping the frequency of flights between Jakarta and Penang could be increased as well. Meanwhile, Sallauddin said he was proud that Penang is the first city in the country to be chosen by Citilink to fly to.

6 6 April 1 9, 2018 International-class hockey stadium coming up Story by K.Thaarshenii Pix by Noor Siti Nabilah CHIEF Minister Lim Guan Eng considers the ground-breaking ceremony of the international class hockey stadium near Jalan Betek, Bukit Mertajam as a historic event for Penang s development. The state government has funded RM3.5 million for the project, while the remaining RM4 million is borne by the developer company AEI International Berhad, said Lim during the groundbreaking ceremony at Bukit Mertajam on April 2. Lim expressed his appreciation to AEI director Datuk Joseph Kow, who is also chairman of the Penang Hockey Association, for working with the state government in providing such public facilities. This is the 4P partnership I have always called for - Public (government), Private, People and Professionals. The stadium will be equipped with floodlights and a grandstand that can hold about 500 people, he added. Meanwhile, Kow said the hockey stadium at Jalan Betek is expected to be completed in August. Also present were exco for Youth & Sports, Women, Family and Community Development Chong Eng, who is also Padang Lalang assemblymember, and Seberang Perai Municipal Council (MPSP) president Datuk Rozali Mohamud. Mini stadium in Seberang Perai SPORTS lovers in Seberang Perai will have a conducive place to hold sporting events next year after the completion of the mini stadium in Permatang Rawa. Chief Minister Lim Guan Eng said the state had agreed on the mini stadium upgrading project in November The estimated cost for the upgrading works is RM3,535,000. Riding on the 4P (public, private, people and professional) partnership, the Penang government will be paying RM2.4 million, while the remaining amount will be borne by AEI International Berhad. I want to thank AEI International Berhad for their contribution. Their contribution proved the success of the 4P partnership, Lim told a press conference at his office in Komtar on March 22. Lim said that besides upgrading the existing football field and the clubhouse, the tennis court would be transformed into a multipurpose court and five futsal courts would be set up. We have two artificial turfs (football fields) in Penang one in Gelugor and another in Bayan Lepas. The football field at the mini stadium in Permatang Rawa will be the third artificial turf in Penang after it is upgraded, he said. Lim added that the RM3,535,000 cost did not include the setting up of the five futsal courts. The cost to set up the five futsal courts will be borne by AEI International Berhad, he said. AEI International Berhad director Datuk Joseph Kow thanked the state for giving him the opportunity to promote sports in Penang. Thank you for having the confidence in me and allowing me to promote sports in the state. We will transform the football field into an area surrounded with artificial turfs. We will transform not just the football field. The field will also be supported with five futsal courts, a multipurpose court and a clubhouse. The turfs are FIFA-approved turfs imported from Italy with a seven-year warranty, he said. A Memorandum of Understanding (MoU) signing ceremony between State Secretary Datuk Seri Farizan Darus and Kow was also held after the press conference.

Ong Pix by Su Chin NATIONAL karate exponent Ariana Lim Junyi has set her sights on qualifying for the 2020 Tokyo Olympics. The 19-year-old Upper Six student from Penang Chinese Girls High School made Penang proud when she was awarded the MSSM-Milo Anugerah Sukan Khas Puteri at Putrajaya on April 3. The ceremony was attended by many of the nation s top student athletes. This is the first time the sport of karate has won the award and I am very proud of it, said Ariana, who met Penang Youth and Sports, Women, Family and Community Development Committee chairman Chong Eng at the latter s office in Komtar on April 5. Also present was Penang State Sports Council director Frederick Chong Eng (standing on the right of mascot CUN) and Yew (on Chong Eng s right) posing with MBPP athletes and councillors in Komtar. PENANG Island City Council (MBPP) Sports Club will send a team of at least 130 athletes to take part in the Asia Pacific Masters Games (APMG) which the state will host from Sept 7 to 15. MBPP mayor Yew Tung Seang and MBPP Sports Club president S. Ravindran submitted the list of 130 entries to APMG organising chairman Chong Eng at Komtar on April 11. The mascot of the games, CUN, in the form of a grey cat, also made its appearance at the event. Also present were APMG chief executive officer Linda Geh Guat Yeow, MBPP management services director Mohamed Akbar Mustapha, MBPP secretary Addnan Mohd Razali, MBPP councillors Grace Teoh, Chris Lee Chun Kit and Ong Ah Teong as well as the athletes representing MBPP. The MBPP team will take part in 10 events, namely archery, athletics, badminton, cycling, football, hockey, netball, table tennis, tenpin bowling and volleyball. Yew himself will compete in cycling. We have now received over 1,000 entries and the organising committee is confident of hitting the target of 5,000 before entries close on July 7, said Chong Eng, who is also the Exco for Penang Youth and Sports, Family and Community Development. Chong Eng thanked MBPP for not only taking part but also for initiating the torch run for the games that would begin in Kudat, Sabah, on April 28 and end at the Esplanade, Penang, on Sept 8 for the official opening of the games. This is the first time we are going to have the Asia Pacific Masters Games in Penang and I am very proud. The idea of a torch run is mooted by MBPP and this shows it has the capacity to organise national programmes. We ve a dynamic mayor, the same goes to the previous mayor (Datuk Maimunah Mohd Sharif), she said. Chong Eng said 34 countries are expected to take part in the games and so far, entries had been received from Africa, South America, Brazil, Chile, Estonia, Finland, Guam and Canada. She advised those interested to Tan Teck An. I would like to give a shot at qualifying for the Tokyo Olympics. It s going to be very, very tough but I will try my best to accumulate as many points as possible in the qualifying competitions this year and next year, Ariana added. Chong Eng congratulated Ariana on her success in karate, which will make its debut in Tokyo Olympics. I wish you all the best and go on to make your Olympic dream come true, Chong Eng told Ariana and also complimented her for her femininity. It s wrong for a lot of girls to think that if you are involved in sports, you become muscular. It s not true. I would like parents to encourage their children to take up at least one martial art so that they can learn to defend themselves. Sports can also be a career. After their competitive days, they can become a coach or work in submit entries early as some venues could only accommodate 200 to 300 athletes. The games is open to only athletes over the age of 30 and who are currently not competing at international level. Pencak silat is the latest to be included in the games, making the related fields, like involving with sports products. Ariana, who picked karate at the age of 9 as her school activity, thanked her parents, Lim Theam Hock and Liew Siew Guek, for number of events to 22. Chief Minister Lim Guan Eng said the two-acre pocket park would cost the state government RM500,000. The design vision of the Seaside Pocket Park is to create an urban coastal park to promote sustainable development and to establish community accessibility to nature. The project will be managed by the Chief Minister Incorporated (CMI). BETA Architect has been appointed as the consultant of the project to prepare the conceptual plans and design. The pocket park will undergo a 16-week construction period. It is scheduled to be completed in December this year, he said in his speech at the site, off Jalan Tanjung Bungah on April 6. He announced that the state government has approved 80% of the fund under the Housing Maintenance Fund (TPM80PP) for maintenance of critical projects for the apartment unit, amounting to RM128,896. I will also be contributing 10% towards the balance 20% from my constituency fund which is RM16,110, he said during a press conference held at the management office of the apartment. The joint management board needs only to contribute about RM16,000 towards the fund to pay for the repair of critical projects like lifts, water tanks, roof and others, he added. The state government has at the moment 139 projects under TPM80PP fund (under 80%), and has spent RM21.5 million since Jagdeep said TP1M which was announced by Prime Minister Datuk Seri Najib Abdul Razak in November 2016, has a budget of RM200 million. 10 10 April 1 9, 2018 Documentary on intangible cultural heritage THE significant contributions of some 30 artisans and practitioners to George Town s cultural heritage were featured in a video documentation project which took three years to complete. The project was carried out by George Town World Heritage Incorporated (GTWHI) and Image Farm Productions. The Artisans and Practitioners of George Town video documentation project which began in 2015, documents the working lives of artisans and practitioners who have perfected their trades and crafts over the years. Those featured consist of repairers, electroplaters, optometrists, a canvas and leather goods maker, rattan crafters, a trishaw maker, joss stick makers, a tailor, mahjong makers, shoemakers, a songkok maker, goldsmiths, dhobis, a Chinese physician and an Al-Quran publisher. Chief Minister Lim Guan Eng who attended the preview of the documentary on April 1 said that we should not take heritage for granted. This video documentation project is our stepping stone to encourage more people to appreciate the contributions of the unsung heroes and heroines of cultural heritage. We hope to raise awareness and urge more people to stop taking heritage for granted as knowledge from the past helps in defining who we are today and where we are leading to in the future, he said. 15 2018 年 4 月 1 日 9 日 槟州议会 410 解散 林冠英列 13 项政绩 槟州首席部长林冠英宣布, 第 13 届槟州议会于今年 4 月 10 日正式解散 他在众州议员的陪同下, 召开新闻发布会, 并在致词时列出过去 10 年来, 槟州政府创下的 13 项政绩 这些政绩包括将槟州打造成更清廉 干净 安全 绿意的州属, 减少债务 实施多项福利惠及人民 提高商家投资额 制度化拨款给各源流学校 兴建大量可负担房屋等 林冠英也指出, 州政府自知尚有多项未完成的任务, 但随首相宣布国会解散后, 槟州政府也需尊重宪法与民主原则, 将权力交还予人民 就让人民决定, 未来是否让我们再成为槟州政府, 或由其他政党来组织新政府 在公正干净的选举中, 我们尊重人民任何决定 另一方面, 在媒体询问环节中, 林冠英说, 州议会解散后, 将成为过渡时期的看管政府, 此期间不会做重大决策及不涉及开销的项目, 而行政议员也会归还官车 槟州政府 13 项政绩 : (1) 我们致力打造一个清廉州属, 推行州行政人员申报财产, 州财政预算案每年也都有盈余,10 年下来一共累积了 7 亿 1930 万令吉, 相较前朝治理 50 年, 仅有 3 亿 7300 万令吉 凡此种种, 反映了槟州的廉明 (2) 槟政府减少了 90% 的债务,2017 年槟州的债务为全国最低, 共 6206 万令吉 (3) 成功将槟城从 全国最脏 的州属转型至东盟最干净的城市 (4) 成为全国唯一没有实行配水的州属, 并保证未来 10 年也不会配水 同时, 槟城享有全国最低水费, 首 3 万 5000 公升, 每 1000 公升仅计价 32 仙, 在柔佛则是 1 令吉 32 仙 (5) 过去 10 年来, 州内的森林保留地寸土不减, 是全国唯一没有破坏森林保留地的州属 相较其他州属, 一共开发了 54 万 4011 公顷的森林保留地 (6) 晋升成为福利州, 在相关福利方面总共支出了超过 4 亿 1260 万令吉, 同时也消除了赤贫 (7) 作为企业州, 我们的投资额增长了 90%, 新航线如多哈 河内 胡志明市和海南, 推动了旅游业, 带来的游客和过去比较, 足足增高超过 100% (8) 槟州再循环率为全马最高, 达 38%, 而全国仅有 22% (9) 全马最安全的州属, 州内一共安装了近 1000 台闭路电视监控系统 (10) 每年拨款予宗教学校 各源流学校, 同时扩大科学 技术 工程 数学 (STEM) 教育应对工业 4.0, 亦在槟岛及威省打造全国第一的数码图书馆 (11) 将前朝治理下垂死的计划成功改造, 诸如升旗山 SPICE 国际会展中心 大华高原房屋计划以及光大 (12) 一共兴建了 2 万 5555 所廉价屋 (4 万 2000 令吉 ) 及中廉价屋 (7 万 2500 令吉 ), 这数字是前朝政府兴建 5154 单位的 5 倍 (13) 巩固伊斯兰地位, 提高伊斯兰事务的拨款达 84%, 同时也公开拨款予其他宗教事务

18 4 要闻 2018年4月1日 9日 提倡科学知识传播设施 北海数码图书馆明年10月开放 槟州政府在北海花费460万令吉打造数码图书馆 冀在槟威两地平衡发展前提下 为威省人带来划时代的图书馆 提倡科学和知识传播设施 这项位于北海甘榜孟加里的计划 是用当地原本的礼堂重新规划提 升 工程预计耗费18个月 来完成北海首座数码图书馆 让本地居 民能够在这个充满时代感的图书馆中 学习更多知识 槟州首长林冠英指出 数码图书馆预计在2019年8月竣工 并在10 月开放给民众使用 而这也是甘榜孟加里4项发展计划之一 其他 发展计划包括口袋公园 游泳池提升工程及篮球场提升工程 他是在为上述数码图书馆主持动土礼时 这么指出 出席者包括第 二副首长拉玛沙米 槟州行政议员林峰成 彭文宝 州议员丹纳及 孙意志等嘉宾 他说 槟州政府一直以来致力于发展州内的数理科学学习环境 除 了数码图书馆外 当局还把科学 科技 工程及数学 STEM 纳入 学习中 希望培养更多人才及把槟州发展为科技和科学卓越中心 他补充 州政府是通过4P领域 既公共领域 私人界 人民及专 业 整合各领域的资源推动这项数码图书馆计划 除了槟城和北海 都有据点外 未来还计划拓展至更多地点 让槟民受惠 林冠英启动北海数码图书馆计划 槟湖内特殊学校动土 料2020年开课 一众嘉宾为槟州特殊儿童学校湖内分校主持动土礼 槟州特殊儿童学校湖内分校动土了 新校舍将是一座两层楼高的建筑 面积达2万8000平方尺 设 有一座多元用途礼堂及18间课室 每间教室可容纳14名学生 预定在一年半后竣工及正式收生 槟州政府是于2013年宣布将湖内1.37英亩 市价约1800万令吉 的土地拨给槟城迟钝儿童福利协会 经过3年的协商及手续处 理 该会在2016年获得土地转让批准信 槟州首席部长林冠英日前为新校舍主持动土仪式时说 该校目 前在柑仔园的校舍拥有15名教师和85名年龄介于7岁至18岁的 学生 已达到饱和操作状态 一旦新校舍建成后 该校即可在 2020年1月招收180名学生 他在会上感谢宏升集团履行其社会责任 承担600万令吉建筑 费用 协助槟州迟钝儿童福利协会建校 槟城迟钝儿童福利协会会长拿督郑清林说 该校成立于1969 年 为有特别需求的儿童提供贴别训练 包括语文学习 认知 能力和生活技能等等 以让他们可以融入社会 他指 该会现时欲为新分校筹募200万令吉 以应付新校舍的 软硬体设备和教职员薪金 希望各界捐款相助 出席者包括槟州行政议员曹观友 拿督阿都马烈 州议员黄汉 伟 杨顺兴 宏升集团执行主席丹斯里黄继樑与妻子拿督傅丽 慧 槟城迟钝儿童福利协会副会长郑明炎和槟州特殊儿童学校 校长峇珍柯

21 2018年4月1日 9日 1植物有抚慰心灵之效 照料 植物也能让人们对绿色课题 更加关注 2徐国汶 左一 也在两年前 树艺师执照 与黄嘉量 右 起 苏于惠组成的月森工作 室团队 推广森林美学与绿 色教育 3藏在高楼大厦间的月森工作 室 正如一棵小树苗 默默 地为我们的大自然环境尽一 份力 要闻 把森林带回家 月森工作室推广森林美学 槟榔律上环 Upper Penang Road 是一条热闹喧嚣的街道 不仔细看的话 确实很难从一众高耸的摩登大楼间 发现月森工作室 Moonshop Gallery 这片小绿洲 依傍槟城蔚蓝清澈的海水 座落在槟城保龄球馆楼下的月森工作室 虽然空间不到2000方尺 却种植超过40种不同的植物 报导 汪壬捷 第一次走进月森工作室的人 会因那摆在店内右方的咖啡磨豆机 授 人 以 鱼 不 如 授 人 以 渔 除 了 售 卖 月 森 工 作 室 M o o n s h o p 而误以为这是间咖啡馆 实际上 根据其创办人徐国汶的说法 月 Gallery 也常开办工作坊 传授大众制作瓶装森林的技巧 借此 森工作室虽然售卖咖啡 但它更重要的任务 是为植物提供一张舒 推广绿色教育 他说 通过这些课程 人们不但可以亲手制作专属 的瓶装森林 更可以认识各类植物 并学习到种植及培育的方法 适温床 各类植物都能在这里获得悉心的照顾 并健康成长 月森工作室创办人徐国汶 本身是一名景观建筑师 为了推广森林 上述课程收费价格不一 但我们也会和慈善及教育机构合作 免 美学 他在2014年10月创立了月森工作室 并与一班志同道合的朋 费为残障儿童及学生提供免费的课程 希望能让他们从小意识到爱 友 包括担任月森工作室经理兼设计师的苏于惠和研究员黄嘉量 护大自然的重要性 共同推广室内绿意 鼓励人们将 森林 带回家 月森工作室在2017年杪 也曾举办 哈森 树艺师艺术展 开放 绿意葱葱的森林 是人们让心灵休息的地方 淌漾在山林间 满山 予民众参与 以提升社会对爱护树木与大自然的醒觉 鸟声和虫鸣 让任何烦恼都一扫而空 虽说在繁忙城市中奔波的人 为了对植物护理有更深一层的认识 徐国汶在2年前往考取了树艺 们 心中都有一棵大树 但天总不从人愿 快节奏的生活 往往令 师 Arborist 执照 并在2016年10月成功拯救了2棵雨树 从皇 后湾移植至兴巴士艺术廊 人们与山林渐行渐远 热爱森林的月森工作室团队 为了让城市人与大自然有更亲密的接 每棵树 都得来不易 一棵雨树 要花10年以上 才能算得上是 触 于是着手研发一种神奇的 魔法 将森林与艺术結合 并缩 成熟的树 为人们遮挡阳光 这两棵原本位于西南区的雨树 因发 小并装入瓶中 让人们把这小小的 森林 带进办公室或自己家 展而几近遭砍 我发现后 和树艺師团队合作 争取保留并移植它 们 最终成功帮助它们免除被砍伐的命运 中 在月森工作室中到处摆满了大小不同的瓶子 里面装着一株株的植 树艺师也被世人称作树的医生 对保育及治疗生病的树木拥有专业 物 走近欣赏 仿佛予人走进幽静森林的错觉 心情也平静下来 知识 不过徐国汶说 我国目前缺乏树艺师 以至在树木保育或移 月森团队所制作的 分别有装在小瓶中的 瓶中森林 以及装在 植工作上往往不尽人意 他举例 移植树木是项不容丝毫差错的任务 切除根部或修建枝叶 宛如月亮般圆形大瓶的 月光森林 用来制作 森林 的植物 主要是蕨类和苔类植物 盆栽型的松 等动作 都会影响它移植后的存活率 树也是另一种我会使用的植物 徐国汶说 瓶中森林 和 月 槟州政府推动绿意政策 也应考虑招揽更多的树艺师 参与地方 政府保育 移植 维护树木的工作 以让州内的树木能更健康茁壮 光森林 易于栽种且无需施肥 非常适合忙碌的城市人 他指出 人们将店内一瓶瓶的 森林 买走 带回办公室或家中 地生长 除了看了舒压 人们也会在照料植物的过程中 对绿色课题产生关 注与重视 从而变得更珍视及保护我们的大自然

22 8 要闻 2018年4月1日 9日 垃圾变积分换产品固本 绿悠苑推动环保积分系统 做环保有 好康 简易操作就能把垃圾变积分 换取产品或固本 报导 黄国伟 槟州拟成为北马首个利用大数据推动环保的州属 通过应用程序 成立 环保积分系统 并将在北海设立首个环保数码化实验站 点 通过网上简便程序鼓励人民做环保 有关计划预计将在北海绿悠苑实验性实行 技术支援则由我国一 所大学提供 并在绿悠苑环保协会 地方政府等相关单位配合 下 一起推动这项划时代的环保运动 北海绿悠苑环保协会秘书林志强指出 他们计划在今年内实行这 项环保积分系统 实验性地点将在大本营绿悠苑实行 他们将用3 个月到半年时间收集资料及利弊 并随时做出调整 如果一切顺 利将把这项系统推广至整个槟州 我们初步在自己的住宅区内实行 预计将会招徕200个单位参与 这项大数据环保计划 他续说 通过这项积分系统 让人们在做环保时能够享有积分回 馈 并将积分换为在生活中有用的产品或固本 从而鼓励更多人 响应环保 同时 通过网站内的记录 除了每样有价值的丢弃物都能分类和 换取积分外 人民也能知道自己在一年内丢弃了多少东西 这些 数据将提醒个人所浪费的资源 让大家可以通过这些数据改变自 己的生活习惯 减少购入造成浪费的产品 从另一方面达到环保 效果 民众首先必须上网注册成为会员 下载应用程序后就能加入这 项积分系统 一旦收集到一定数量可回收物品 只需要通知有关 单位 就会有专人上门回收 这样既方便又有利益的举动 相信 可以鼓励更多人响应环保 他在接受访问时透露 环保积分系统在吉隆坡获得不错的成绩 但北马地区仍然没有相关系统 该会在与相关单位谈论后觉得有 关计划的可行性非常高 所以在今年初开始着手筹备 希望能够 为州内的环保做出更多贡献 北海绿悠苑环保协会从2010年开始投身环保事业 目前共有愈20 名常驻理事 8年来 成为威省的环保先 锋 环保范围涵盖厨 余 固体 液体回 收 堆肥及有机种植 等方面 作为全槟首间8R环保 中心 该协会更是 扮演着 环保导师 角色 许多社区 学 校甚至是国内外的团 体 都曾到该区交流 和取经 并通过该会 的言传身教 把环保 种子拓展到槟州其他 地区 绿悠苑环保活动涵盖各领 域 在教育下一代环保知 识方面也不遗余力 探讨液体或厨余回收可行性 林志强说 有关系统目前只支援固体回收 唯 该会正与相关单位 探讨液体或厨余回收的可行性 以便更好地履行零浪费目标 他透露 液体或厨余也是主要的废料资源之一 想要达到更好的环 保效果 这一环就不能忽视 只是上述系统在其他地方实行时 因 缺少相关经验 当局唯有牺牲这部分的回收 无论如何 该协会从年前开始 就已尝试进行厨余回收 截至目前 已经有相关方面的经验 如今更是全北马唯一拥有大型厨余处理器 的住宅区 相信在各方合作下 将有机会攻克厨余回收难题 拥有 一个可行方案回收液体及厨余废料 人民思维是最大挑战 老实说许多人都无法坚持做环保 有人是因为怕麻烦 有人则觉 得肮脏 种种原因不一而足 而这些都是环保人士在推动环保时最 大的挑战 林氏认为 环保最大的挑战是人民的思维 其实想要增加环保人士 并非想象中简单 抱着环保热诚十年如一日履行环保责任的人更 少 所以想要推动环保 必须与时并进 而化科技为助力就是其中 一项选择 我们希望通过大数据的力量 简化环保工作 这样能让更多人接 受和接触环保 从而教育大家注重环保 他透露 该协会做环保改善环境 从中也能回收一些款项 而这些 款项的其中70% 都会作为区内的慈善用途 而另外30%则是协会常 年运作和购买器材费用 我们每年都会主办一些讲座 研讨和大型环保嘉年华等以推广环 保 而做环保所回收的款项 都会用在这些用途上 达到取之社 会 用之社会的效果 液体和厨余废料处理是环保数据化后 必须攻克的挑战之一

23 2018年4月1日 9日 要闻 9 1 1边登山边捡垃圾 让环境变得更干净 2张舜庆 左一 与槟岛市政厅推动 慢 跑捡垃圾 运动 左二起槟岛市长尤端 祥 市议员阿峇巴 3槟城天然绿色组织在 奔跑吧 韩江 设立垃圾源头分类站 成功减少38%的垃 圾 2 3 爱护环境从教育做起 槟城天然绿色组织做先锋 如果你也是登山爱好者 你会发现近来槟岛各地山道上 常出现一群人 拎着环保袋 边登山边捡垃圾 槟城天然绿色组织主席张舜庆指出 这是一项由槟岛市政厅主催 槟城天然绿色组织配合的环保教育运动 他将其称为 慢跑捡垃圾 Plog Clean 运动 报导 汪壬捷 他说 Plog Clean 是目前欧美盛行的运动 当中的 Plog 他说 慢跑捡垃圾 看似小事 但要是人人都配合 环境就变得 是 Picking 捡垃圾 和 Joging 慢跑 的英文组合单 干净了 而捡垃圾的人一多 随手乱丢垃圾的人就会相对减少 词 而 Clean 则为 干净 之意 换言之 此运动的目的 就 是鼓励人们边慢跑边捡起路边的垃圾 让我们的环境变得更加干 改变思维你我有责 净 别让下一代住垃圾山 张舜庆指出 慢跑捡垃圾 是该组织今年新推出的环保教育运 很多人认为 自己已缴门牌税 因此照顾环境是地方政府的责 动 并希望这项运动能提高民众的环保意识 并改掉随地乱丢垃圾 任 然而 他们不曾想过 若没制造垃圾 那政府就能将原本用来 的习惯 处理垃圾的钱 用来进行更多有意义的基设发展 慢跑捡垃圾顾环境 Plog Clean成新趋势 活跃于环保工作的张舜庆 正职为一名跨国高频电缆研发业 者 2012年时为了帮助一个穷苦家庭 开始接触垃圾源头分类等相 关知识 并对此领域产生兴趣 随后 他在2016年创立槟城天然绿 色组织 进行社区教育以宣扬环保知识及理念 2012年 我是松林公寓居协主席 当时公寓内有一家人的小孩患 血癌 于是我带领部分居协成员 一起收集可循环物品 为他们筹 医药费 做了几年后 适逢槟州政府推行垃圾源头分类政策 我便 配合州政府 在松林公寓全面落实垃圾源头分类 他说 目前松林公寓的垃圾源头分类已趋成熟 并放眼近年内进 一步落实食用油再循环 食物残渣分类措施 同时推动城市农耕 Urban Farming 力求将松林公寓打造成全槟首个 绿色公 寓 张舜庆希望将环保理念推而广之 于是在两年前成立了槟城天然绿 色组织 与槟岛市政厅配合 进行垃圾源头分类教育 因工作之需 张舜庆常需周游列国 他也会趁出差 考察各国的环 保工作 他说 去年到美国塞勒姆谈生意时 在当地瀑布处目睹登 山者随身携带环保袋 边登山边捡垃圾 友人告知此为 慢跑捡垃 圾 登山客将路上的垃圾放进袋里 带回家后再做分类 当地人 早已习以为常 我今年初向槟岛市长提出这项概念 对方即刻采纳 槟岛市政厅 也打算今年5月正式推介这项环保概念 鼓励更多人参与 张舜庆指出 环保教育是一项重要的工作 只有改变人们的想法 才能让我们的生活环境更趋永续 他说 人类不负责任的行为 造成环境破坏 从而引发温室效应 全球暖化 气候异常 为了下一代 思维和生活习惯须改变 欧洲目前已达零垃圾水平 环保工作非常成功 槟城何时能办 到 槟城的垃圾土埋场在逐步饱和 要是我们还不改变习惯 不断 制造垃圾 恐怕我们的下一代会住在垃圾山 张舜庆所成立的槟城天然绿色组织 在短短两年内 成功走进超过 40栋槟城高楼组屋进行环保及垃圾源头分类教育 目前也为9间组 屋提供环保咨询服务 张舜庆做环保不收钱 他强调 环保工作是 为下一代 不是为追名逐利 他也说 垃圾源头分类是有效减少土埋垃圾的方法 他举例 该组 织曾配合韩江中学 举办 奔跑吧 韩江 在短短两天内收集 154公斤的垃圾 经过分类 当中有53公斤及42公斤的可循环固体废料和食物残 渣 只有59公斤废料无法回收 换言之 若没进行分类 将有154 公斤垃圾需送往垃圾土埋场 我们成功为该活动减少了38%的垃 圾 除此之外 槟城天然绿色组织组织也走进校园 分别在韩江中学 商务小学设立垃圾源头分类站 培养小朋友的环保意识 也固定每 月举办课程 传授学生各项环保知识 并鼓励他们实践于生活中 他说 该组织希望通过教育学生 来影响成人的思维 他未来将向 教育部争取 将环保活动列入课外活动项目中 从学生开始 让环 保的幼苗在我们的社会中慢慢地发芽壮大

24 10 要闻 2018年4月1日 9日 州政府美化柔府山永久森林保留 地 并融入 森林浴 概念 大山脚卓坤山是槟城另一个珍贵的绿肺 图为 槟州政府主办卓坤山大扫除活动时 民众踊跃 参与 槟州保护森林 的承诺 最近 位于吉打州乌鲁慕达永久森林保留地的持续性伐木活动已困扰了附近的居民和其他我国人民 一般市民都看不见的小规模伐木准证及非法伐木活动已静悄悄地摧毁着这片珍贵的树林 并影响着水源及水质 除此之外 这些伐木活动也剥夺了属于大象 犀鸟 豹及其他受保护野生动物的家园与觅食地 文 周美梅 槟州绿色机构研究员 图 珍珠快讯档案照 这位于慕达河上游猖獗的伐木活动 也会因此影响来自吉打 玻璃市及 槟城四百多万人口的生计 具体而 言 槟州80 的供水来自慕达河 吉打96 及玻璃市50 尽管吉打 州森林局声明该地的伐木活动并不 会对环境造成影响 而水质也不会 被污染 但这种即短视又可疑的说 法并未考虑到长期的供水问题 这 项伐木活动对于人命的威胁只意味 着一件事 当局必须发布宪报 将 乌鲁慕达永久森林保留地列为受保 护集水区 否则我们的生计将受影 响 所有的砍伐活动必须立即停 止 避免更严重的事情发生 早前于1月份 登嘉楼州政府就宣 布将4,515公顷永久森林保留地转 为政府土地 马来西亚森林的悲惨 命运继续加剧 登州政府已拨出该 地段于TDM Berhad 该公司欲将森 林转换为油棕种植园 这一举措激 怒了大多数环保人士 今天 我国森林面对的惨境 似乎 与我们在国际公约上的承诺相抵 触 1992年马来西亚政府里约地球 峰会立志保护森林 2015年缔约方 大会 COP21 我国也再次强调将 维持至少50 森林的目标 森林面 积自2010年至2015年减少了20万公 顷 而马来西亚半岛的卫星图像已 逐渐由绿色变成棕色 槟城升旗山拥1亿3000万年历史的 热带雨林 州政府今年初也在该处 举办 我爱槟城登山行 并获得 民众热烈支持

25 2018年4月1日 9日 要闻 11 走进升旗山The Habitat生态公园 欣赏大自然的美景 槟州努力保护森林 尽管马来西亚其他地区的情况令人沮丧 槟州的永久森林保留地 却完好无损 自2006年以来 槟州政府都保存着永久森林保留地 的大小 从2008年起 槟州永久森林保留地内并没有任何的伐木 活动 州政府也栽种了约271千颗树 槟州共有7,761公顷的树 林 而当中的6,060公顷是永久森林保留地 绿意盎然的环境在 槟州子民心中占有一定的地位 而州政府并没有小看这件事 并 为了保护我们的森林付出很多努力 首先 一项州政府启动申列升旗山为联合国教科文组织生物圈 保留地的计划 而申请文件还在拟定及微调的过程中 由The Habitat 升旗山机构及马来西亚理科大学组成的研究团队将于 今年内提交申请文件于联合国教科文组织 而在2017年展开的 生态速查 (Bioblitz 则意外的发现了升旗山里超过1500不 同的物种 这项研究将巩固申请文件的内容 另外 升旗山山脚 下独特的植物园亦欲申请世界遗产地位 获得联合国教科文组织 多几项的承认 特别是大自然区域 不仅能吸引更多游客 更重 要的是能为保育工作带来更多的资金及研究 除此之外 柔府山永久森林保留地重新开放的同时也融入了 森 林浴 的概念 我国森林管理模式存有缺陷 主要集中于木材采 伐上 并没有考虑到森林的非金钱和内在的价值 另一方面 柔 府山的 森林浴 则是一种源于日本的森林疗法 有研究宣称 森林浴 能促进身心健康 威省市政局及IOI油脂化学公司已在 2017年九月 于这150公顷的森林里装置了扶手 凳子 告示牌 及树木标签 柔府山永久森林保留地在美化后有了新面孔 竭力保护山坡 同样重要的是 州政府也在2018年槟州财政预算案中拨出1000万 令吉以保护山坡 特别是应对非法农业活动 持续性的非法农业 活动一直都在槟岛的山坡里进行着 非法农业活动也在改变着森 林地形和野生动物的栖息地 从金马仑过去的土崩事件中 我们不难发现其实大型和毫无节制 的非法农业开垦已带来了各种摧毁性后果 同时 我们也目睹 了2017年11月4日气候变化导致的极端天气为槟州带来的灾难性 后果 意想不到的是 最剧烈及最严重的土崩事件发生于升旗山 周围没有被发展的永久森林保留地里 这给各相关部门拉响了警 报 各部门必须确保山坡的安全和附近居民的安危 也应该引用 最新科技来加强检测与执行 该项1000万拨款也将用于气候变化研究计划 森林与气候变化息 息相关 大量的研究指出 森林砍伐已引起环境温度升高 降雨 量减低 干旱加剧和森林火灾 而树木则能够吸收二氧化碳 二 氧化碳经由交通工具和工厂燃烧排出 也间接通过用电而排出 因此 维护我们的森林能够减缓地球暖化及稳定气候变化 保卫槟州森林是槟州人民不懈的功劳 除了科学家们以事实与数 据来呈示大自然的美丽和重要性 我们还有一群不倦保护环境的 市民 虽然我们仍处于发展中国家 但保护森林依然是可行的 例如中国将在今年内种出一片爱尔兰大小的森林以增加中国的森 林覆盖率 尽管我们还需为森林付出更多 槟州无疑以强大的推 动力及州政府郑重的承诺向绿色州属前进 位于槟岛东边的木寇山 不但拥有珍贵的历史价 值 还有丰富的天然资 源 图为槟州政府在当地 主办的钓鱼嘉年华

26 12 要闻 2018年4月1日 9日 让青少年表达环保概念 槟州绿色偶像演说赛成功举行 为配合地球日 槟州绿色机构日前在柔府汽车城Sky-TV举办了2018槟州绿色偶像演说比赛 这项比赛是一个让青少年针对马来西亚的环境课题来表达他们的意 见及看法的平台 同时灌输他们关于环保价值观 以帮助他们发展 和实践对环境关怀的伦理 这项比赛也符合槟州政府一直致力将槟 城打造成更干净 绿意 安全 健康及快乐州属的愿景 提高环保 意识的倡议 槟州绿色机构副主席彭文宝行政议员在致开幕词时表示 当谈到 环境和永续性课题时 我们相信每个人都应该在不受语言和文化价 值限制的情况下 表达自己的想法 当天 共有42名年龄介于15至17岁的学生参加了这项比赛 为环境 相关课题发言 槟州绿色机构更是首次把槟州绿色偶像分成4种语 言组别 那就是马来文 英文 中文与淡米尔文 参赛者以自己选 择的语言来表达他们对各种环境相关主题的看法 以赢得裁判的青 睐 每位参赛者只有3分钟的时间来准备他们的即兴演说主题 这 是比赛中最具挑战性的部分 每个组别的冠军都被加冕为 2018槟州绿色偶像 他们将在未来 的一年里 协助推广槟州绿色机构的一系列计划和活动 为大众宣 导环保醒觉及意识 各组别的获胜者分别获得了价值1000令吉800 令吉和500令吉的现金奖励 评委小组由9位评审组成 分别是3位来自槟城理科大学的讲 师 1位槟城消费人协会官员 2位国际演讲会 Toastmasters International 成员以及3位槟州绿色机构官员 该比赛也与柔府 汽车城Park的Grow Community Market同期举行 Grow Community Market是一个集合了当地种植的农产品 手工艺品和环保活动的有 机市集 将当地社区与当地农民 艺术家和绿色爱好者聚集在一个 地方 让大家吃得更新鲜 活得更健康 这是每月的第二个周日早 上才有的市集 彭文宝在槟州绿色机构副总经理胡慧清 左1 的陪同下颁奖予英 文组的优胜者 不能坐着等赋权 章瑛吁妇女参于政改 女性驱动进步晚宴出席者合影 槟州妇女 家庭和社区发展委员会主席章瑛行政议员说,妇女不 能坐着不动等别人赋权 相反的 现在就应挺身而出參于政改运 动 章瑛亦是巴当拉浪区州议员 她指出 许多妇女都了解今天的女 性仍远远落在男性之后 有钱有权有势者男性居多 政治与经济 领域普遍的男强女弱 就是因为男女在政 经领域差距很大 所 以才设有囯际妇女节 提醒大家要促进男女平等 权势不平等对女性从性侵犯案件表现得最明显 受害者绝大部 分都是女性 性骚扰很多都是上司骚扰下属 权力不平等是主 因 她是在约两百位妇女出席的 女性驱动进步晚宴 上这么说 受 邀嘉宾都是团体的女性领袖 因为为社团和组织付出 所以章瑛 办公室配合妇女节肯定她们的贡献

Ong Pix by Cheah Lay Ping A DAY after the launching of the Congestion Alleviation Transport (CAT) free feeder bus service in Air Itam by Chief Minister Lim Guan Eng on April 1, Air Itam assemblymember Wong Hon Wai and RapidPenang officials went to the ground to get commuters feedback and check on the system s operation. Although they got mixed reactions from the public, Wong said they need to give the passengers time to know and understand the system and how the buses ply the routes. I feel they need a bit of time to get used to the changes, Wong told reporters while monitoring the frequency of the CAT buses at the bus stop opposite SRJK (C) Shang Wu on April 2. The bus stops in front and opposite SRJK (C) Shang Wu are used as the two transit points. Based on the feedback, Wong said they have to look at expanding the bus stop in front of the school because of the crowd, erecting a shelter at the bus stop and installing additional lighting. Also present were RapidPenang chief operating officer Mohd Azmi Abdullah, RapidPenang head of operations Ahmad Shahabuddin Abdullah and its group communications associate Reena Sandher. At the launching the greencoloured CAT buses, Lim said 12 routes would be introduced with six on the island and six on the mainland, starting with the Air Itam route. The aim is to reduce traffic congestion and reduce household expenditure for local residents. Former insurance agent, P.C. Khor, 78, praised the state government for introducing the CAT bus system. It s very good, not only because it s free but also because of the consistent frequency of the CAT buses plying the routes, said Khor, who boarded the bus from the Air Itam market to his home in Paya Terubong. Two women passengers - Lim Huat Liang, 65, and Angie Liew, 71 - both enjoyed testing out the free ride. I wanted to see how it works and decided to come out today. I anticipated heavy traffic yesterday because it was a Sunday and many would have come out for Qing Ming (All Souls Day). I like the new transport system, said Huat Liang, who boarded the bus from Farlim and got off at Paya Terubong, and then took the return journey. Liew was all smiles when Wong spoke to her. It s free and it s great. No complaints, she said. But one woman passenger complained that the new system was inconvenient for her as she had to disembark from the CAT bus at the transit point before taking another bus to either Komtar or the jetty. We could take a direct bus from Air Itam to Komtar before. But now I have to get off the transit point and take another bus, she said. In an immediate response, state Local Government, Traffic Managment and Flood Mitigation Committee chairman Chow Kon Yeow announced RapidPenang has resumed normal operation for the main trunk service of bus No. 201, 202, 203 for the Air Itam area, instead of just operating these buses during rush hours from 6.30am to 8.30am. This is to ensure bus commuters can enjoy direct bus services to Komtar and Weld Quay. Chow said RapidPenang would require additional time to finetune the bus services to achieve a balanced, efficient and convenient experience for bus commuters. THE Seberang Perai Municipal Council (MPSP) observed Earth Hour on March 24 from 8.30pm to 9.30pm at the MPSP headquarters. Council president Datuk Rozali Mohamud said this Earth Hour celebration is a way of providing awareness to the public about the importance of energy saving as well as its impact on the environment. Earth Hour also plays an important role in educating people about greenhouse gas emissions. 43 April 1 9, Valuing our flora legacy Story by K.Thaarshenii Pix by Su Chin IN Penang, there are 5,200 hectares of permanent forest reserves and these were gazetted as such back in 1911 during the British colonial period. Across the world, there are more than 30 species of flora recorded as Penang Gainers because they originated from Penang but having no scientific name. And, there are over 60 other plant species also with their origins in Penang with no scientific name as well and therefore, many are named after the famous British botanist who also served as the first Superintendent of the Penang Botanic Gardens, Charles Curtis ( ). For example the Meranti Seraya species, the scientific name of the plant is Shorea Curtisii, named after Charles Curtis. This means there are more than 30 species from Penang, besides the 60 other species carrying the Penang brand. The significance of the Penang brand name is there and musn t be simply overlooked, said Penang Forestry Department Director Rusli Tahir (pix) during an interview with Buletin Mutiara recently. Our Forest Value When Rusli was working at the Kuala Lumpur Federal Territory Forestry Department, he cooperated with a professional consulting body from Universiti Putra Malaysia to conduct a study to determine the true value of Bukit Sungei Putih Forest Reserve. Through the PES (Payments for Ecosystem Services) method, 22 elements were evaluated, including timber, land protection, aesthetic value, inheritance value. Each element can be converted into ringgit and sen as there is a specific formula. The standards are applied internationally and therefore, the final figure wasn t taken from a mere random budget. As a result of the survey, one hectare of the Bukit Sungei Putih Forest Reserve was found to be worth around RM20 million, Rusli explained. Rusli said that by taking the results of the study, roughly 5,200 hectares of permanent forest reserve in the state were estimated to be valued at RM154 billion. Imagine that! Forest Recovery Benefits The main purpose of having forest reserves, according to Rusli, is for the environment to remain as the heart of Penang when it comes to the supply of oxygen to all living beings especially the more than 1.6 million people living in the state. Imagine if there is no forest reserve in Juru, Bukit Mertajam, Bukit Panchor and Bukit Bendera, the earth will be hot; when it rains, the risk of landslides is higher, water catchment areas will also be affected. In other countries there are raw resources such as logs and petroleum, but in Penang there are no natural resources. When forest reserves in the state are preserved, the climate is more comfortable and of course it will directly attract more visitors and tourists to Bukit Bendera too. For example, the Bukit Mertajam Forest Park near Cherok Tok Kun receives about 720,000 visitors a year. SPECIAL REPORT Conservation & Restoration Since 2008, over 271,000 saplings have been planted throughout the state in order to achieve the motto of the state government which is a Cleaner, Greener, Healthier and Safer Penang. During this period, Rusli said his department contributed more than 15,000 Tecoma saplings or Sakura Malaysia to the Seberang Perai Municipal Council (MPSP) and the Department of Environment (DOE) for urban landscape purposes. Since 2005, we also have a mangrove plantation project with the Penang Inshore Fishermen Welfare Association (PIFWA), an NGO in Sungai Acheh after the tsunami tragedy. Botak Hill issue Rusli acknowledged that the State Forestry Department also faces challenges. Among these challenges is the Botak Hill issue a few years ago which attracted the attention of many parties. Rusli pointed out that Penang is the only state in Peninsular Malaysia whose forest reserve is left untouched for the past 10 years. Commenting further, Rusli said that his department also received numerous complaints, but after the review process witnessed none of the cases of botak hill in the jurisdiction belonged to a reserved gazette. All areas (referred to on the issue of botak hill are included the (private) land and (land) intrusion. Future Plans Rusli said his department intends to intensify the preservation of existing forest reserves in accordance with international standards such as the High Conservation Value Forest (HCVF). Furthermore, he added that his department would increase the number of programmes related to Specific Plant Species and Almost Unpredictable Species, Endangered and Rarely Discovered (ERT). Among these species, both the Nyireh Pasir and Merawan Unggu fall under the ERT category which are difficult to find or there is no such plant or species left in Penang, he explained. In the future, he does not rule out the possibility that the industry that generates rare gas will be required to pay compensation to countries that have been identified as having permanent forest reserves, for supplying oxygen to the world population.

When the seed paper is planted, nectar plants may grow, Entopia by Penang Butterfly Farm marketing section head Reina R. Ramirez said. Entopia has taken a huge step in promoting environmentalfriendly activities with its One Plant At A Time green campaign. The main driving point is our seed paper. The paper is created by Entopians using SPECIAL REPORT recycled paper collected from recycled bins around our premises. We make planting more fun and memorable. The recycled paper is infused with local plant seeds. The seeds used in the paper are from local plant species that produce flowers rich in nectar. Plants, such as the Bachelor s Button Flower, Cosmos plant and Marigold, attract pollinators like butterflies and bees in gardens, Ramirez told Buletin Mutiara at Entopia in Jalan Teluk Bahang on April 6. She said the seed paper could also be reused as a bookmark, picture frame or a gift. It is available at the Friends of Entopia membership lounge (The Atlas). Upon purchase, visitors will be educated on the importance of pollinators in our ecosystem, she added. The One Plant At A Time campaign was launched on March 25 last year as part of the activities during the Friends of Entopia Day. Ramirez said the Malaysian Nature Society (MNS) was chosen as the beneficiary of the campaign from March to December last year. After nine months of running the campaign, we managed to raise RM1,626 for MNS. We are looking for a new beneficiary this year, she said, adding that the Penang Green Council is supporting the cause by helping Entopia raise awareness through their events and activities. PGC managing director Thing Siew Shuen (pix) during an exclusive chat with the Buletin Mutiara team recently shared about the green moves in the state. No Free Plastic Beg campaign In July 2009, the state government launched the No Free Plastic Bag campaign and went to become the first state to launch Everyday No Free Plastic Bags Day campaign on Jan According to Thing, at the beginning, the state government received objections from the society, but now it has been successfully implemented. When we are unaware of the consequences of our actions, we will never change For instance, food waste which we discard, apart from wasting it, we are endangering the environment. The food waste at the landfill emits high level of gas methane, and also forms solvents which endanger the river and underwater resources, explained Thing. Waste Segregation at Source Marching towards becoming a green state, Penang state government encouraged all Penangites to put into practice the Waste Segregation at Source Policy on Jun The policy has resulted in the rise of the recycling rate in the state from 32 percentage to 38 percentage now. This percentage is way ahead of the national recycling rate as people have started to segregate their waste into 2 streams. Apart from the policies and implementation of waste segregation at source, what is more important is the state government wants its people to understand and to realize the importance of implementing it (waste segregation at source). It is difficult to change attitudes and habits which have been practiced for a long time, yet the desire to change is in the hands of the individuals, said Thing. According to Thing, if we aspire to make Penang like Japan in terms of waste management, it is estimated to take some 40 years. If we want to make Penang to be like Japan, we have to wait another 40 years, but can our environment as well as Pulau Burong landfill are able to wait until then? If not now then when, do we want to develop a new landfill? The question is where? Do we want it to be near our residential area? Certainly the answer is no, so each and every one of us need to realize and must know the role that they need to play in response to the rising issues, Thing asked. Green Oasis Environmental Learning Centre Towards end of this year, Penang is set to have an educational centre called Green Oasis Environmental Learning Centre which will be the first of its kind in the country. Waste management, energy and water resources conservation, climate change and and also forest conservation will be the core issues which will be emphasized to the visitors who turn up at there. Robust economic performances and good infrastructures does not define a developed city, but its sustainability. Penang is on its way to educating its people on the issues pertaining to the environment and at the same time making them to be more environmental conscious through this educational centre. Closing Thoughts Penangites should take to heart our duties to preserve the abundance of nature by playing our part through doing small things such as taking part in the waste segregation at source program, planting tree sapling, reducing the usage of plastic bag and so on, big things are achieved with small things such as this. Do not see yourself, as an individual, but see yourself as an individual who can do much collectively for the benefit of our Penang and our country at large. Seberang Perai Municipal Council (MPSP), in collaboration with South Island Garment Sdn Bhd and Armstrong Technology Sdn Bhd, carried out the Environmental Conservation Awareness Event 2018 on March 24. It was launched by MPSP president Datuk Rozali Mohamud at Derhaka River Taman Tunku, Seberang Jaya. This park is unique as it is used 24 hours and can attract 500 people on a regular day and up to 1,000 people a day on weekends for leisure, jogging or fishing at night, said Rozali. This programme aims to treat the quality of the Derhaka River with EM Mudballs. Water treatment using EM Mudballs is one of the alternatives used in solving water pollution problems besides being able to enhance existing water quality. Mudballs breaks organic molecules such as wastage, mud, heavy metals, stabilises ph of water, destroys ammonia and nitrogen in water and reduces any smell in the water. Up to 60,000 mudballs have been thrown into the river since March 19, This effort has succeeded in taking water quality to a better level in the IIA class where it can be a source of drinking State spent RM370m on flood projects EXCO for Local Government, Traffic Management & Flood Mitigation Chow Kon Yeow said in general for the last 10 years, the Penang state government had spent about RM370 million for flood mitigation projects.
