Differing opinions were raised with statistics and welldocumented as well as informed arguments were given but what was admirable was the healthy practice of exchanging ideas and opinions on an issue of public interest with wideranging impact on the future of Penang. Chief Minister Chow Kon Yeow and Energy, Science, Technology, Environment and Climate Change (MESTECC) Minister Yeo Bee Yin both said it best when they concluded the whole intention, at the end of the day, was to find what s best for Penang to solve a pressing issue - the much-dreaded traffic congestion on Penang island. The government, according to Yeo, will attempt to seek a middle ground on the PIL 1 project despite the fact that any decision made will not please everyone with a stake in it. Proponents of the PIL 1 seen here on the stage are prepared to field questions from the public during the much-anticipated Q&A session. I m taking a cue from the Prime Minister (Tun Dr Mahathir Mohamad) who said that when a decision is made, no one will be (completely) happy. But in this case, we will try to seek a middle ground, said Yeo, who made a last-minute arrangement to be present for the town hall session. When we talk about cutting our carbon emission, the only way for us to do that is to transport enough people quickly and efficiently at the same small areas. In order for us to do that, we have to have an efficient system and therefore, I applaud the state government for being able to come up with the plan, she added. The chief minister, on his part, highlighted the importance of the Penang Master Transport Plan, of which the PIL 1 is a component, to achieve Penang Vision 2030 which was launched by him on Aug 29. I remember more than a month ago, I launched the Penang Vision 2030 outlining a 12-year plan to develop a family-focused, green and smart state. To achieve this, the state government is aligning our efforts to implement measures aimed at increasing liveability, upgrading the economy by strengthening the state s economic engines, empowering the people and investing in a built environment to improve physical and digital connectivity, Chow said. The Pan Island Link 1 (PIL 1) Highway is an important component in PTMP, because building public transport alone will not work. To alleviate the current traffic congestion, there is a need to disperse existing heavy traffic along Penang Island s only North-South spine road the Tun Dr Lim Chong Eu Expressway. The 2nd spine road will serve to divert regional traffic from high density employment and residential hubs located in Bayan Lepas to Gurney Drive. The objective of today s townhall is to serve as a platform to gather the public s views on the proposed PIL 1 project. This is in line with the State Government s commitment towards transparency, open communication and commitment to listen to and understand the concerns of the people, Chow noted. Dr Lim Mah Hui and Dr Kam Suan Pheng, both from Penang Forum, also spoke at the event and presented their opposing views on the PIL 1.

Cigarettes sales not included in SST threshold for coffee shops IT was the 14th Sales & Service Tax (SST) session across the nation and the third in Penang where Finance Minister Lim Guan Eng was present to personally address the doubts of business owners on how the SST mechanism works. The finance minister together with his adviser in the Finance Ministry, Datuk Ooi Kok Seng, Customs director-general Datuk Seri Subromaniam Tholasy, Penang Customs director Datuk Saidi Ismail and his deputy, Tan How Chai were at Eastin Hotel on Sept 9 to address the concerns of stakeholders, business owners and professional groups regarding the SST. Many questions were raised which concerned mainly exempted items under the SST which were patiently answered by Lim and his panel members. Lim also specifically mentioned at a press conference held after the roadshow session that the sale of cigarettes and the sublet of food stalls at coffee shops do not count in the RM1.5 million threshold set by the Finance Ministry. When we mention coffee shops and food outlets, the RM1.5 million threshold we set for the collection of SST covers the food and drinks sold. It doesn t include the sale of cigarettes or any other items say like tissue papers. The sale of cigarettes is calculated separately. And when this separated calculation reaches RM500,000, you will be taxed, Lim said. The same goes to the sublet of food stalls at coffee shops. They are not considered as part of the sale of food and drinks (for the RM1.5 million threshold). It s considered as rent and will be calculated separately for SST purposes, he added. 4 October 1 15, Fines for no waste segregation Story by Danny Ooi Pix by Law Suun Ting THE state government has announced that effective Jan 1, landed property owners will be fined for not carrying out waste segregation at their residences. Exco member for Local Government, Housing, Town & Country Planning Jagdeep Singh said both local councils Penang Island City Council (MBPP) and Seberang Prai Municipal Council (MPSP) - have been instructed to carry out the order. He said checks have been carried out by both councils and notices issued to owners throughout the state. Checks carried out from June 1 to Aug 31 this year recorded a total of 282,840 households being monitored and 165,465 notices issued. We are giving a grace period from today till Dec 31 for house owners to comply with Jagdeep (left) briefing reporters on waste segregation. Jagdeep said the issuing of fines for landed property not following policy of waste segregation was made in the beginning of September and enforcement for waste segregation at source for commercial premises started from Jan 1. From June 1 to Aug 31, both councils have issued a total of 175,053 notices in view of non-compliance of waste segregation, he added. Jagdeep said a fine of RM250 will be imposed with regards to the non-compliance, when the enforcement comes into effect from January next year. The implementation of the waste segregation at source programme from June 1, 2016 covers various categories like housing estates, villages, public housing (PPR), condominiums, shopping centres, restaurants, factories and institutional complexes. 5 October 1 15, State takes note of builders concerns Story by Victor Seow Pix by Law Suun Ting THE historic Penang Master Builders & Building Materials Dealers Association (PMBBMDA), or traditionally known as Kim Tin Seah, marked its 141st anniversary on Sept 25 which was attended by Chief Minister Chow Kon Yeow. PMBBMDA was founded in 1877 as a business guild representing the interests of those in the construction industry. As time passed and in this era of rapid scientific and technological advancement, the current robust and sustained economic growth for the last decade had significantly enhanced the role of the construction industry towards nation building. As pointed out by the chief minister in his speech, he s acutely aware of certain issues which are currently the main concern of the PMBBMDA. As I gathered from your president s speech, there are several areas of concern for your association which involve the fewer number of construction projects in Penang for the past few years, employment of foreign workers in the construction industry and delays in the implementation of projects under the Penang Transport Master Plan, Chow said. I would like to assure all of you that the state government is keenly aware of these issues and has taken several proactive steps to ensure the continued development of the state. Since the formation of the new Pakatan Harapan (federal) government in Putrajaya, we would ensure that more development funds could be channeled to Penang. We are actively engaging with the new federal government to pursue outstanding allocations for development projects for Penang, he added. Concerns were also raised by the PMBBMDA on the levy on skilled foreign labour, emergency response by the state as well as priority to be given to Penang contractors when it comes to state projects. On the question of levy imposed on skilled foreign labour, Chow conceded that there were mixed reactions when it was announced and the matter was discussed with Finance Minister Lim Guan Eng when the chief minister was in Putrajaya on Sept 18. Human Resource Minister M. Kulasegaran and Transport Minister Anthony Loke were also present at the time. Chow also assured the PMBBMDA that he will look into the suggestion that Penangites be prioritised when it comes to state projects but mentioned that he does not speak for the private sector. 7 October 1 15, Positive growth for Penang s service sector Story by Tanushalini Moroter CHIEF Minister Chow Kon Yeow, who attended Penang Premium Business Enterprise Group s (PPBEG) power talk series Insights of a Successful Entrepreneur, stated that the service sector in Penang has grown tremendously. Answering questions concerning the service sector, the Chief Minister shared some statistical figures with those present. According to Chow, the service sector contributes 49% of the state GDP and 59% in terms of job opportunities. Tourism is one of the service sectors which is deemed important as it provides opportunities in terms of services such as hotels, tour services, transportation, tourist attractions, businesses and so on. The state is also concentrating on the meetings, incentives, conventions and exhibitions (MICE) industry in Penang which has a big market. We are also leading in cruise tourism, in terms of international transit at Swettenham Pier. Apart from that, Penang has contributed close to 50% towards medical tourism to Malaysia, said Chow on Sept 16. Furthermore, Chow shared that Penang is exploring the Global Business Services. Another area which we have diversified because of the world market situation is the Global Business Services with regards to the knowledgebased industry, added Chow. Earlier on, guest speaker Datuk Seri Cheah Cheng Hye, while sharing his success story, said one must never stop learning in order to attain success. It is important to keep learning and equipping ourselves with soft skills such as communication, leadership and inner motivation, he said. Cheah, who hails from Penang, left the country in his early 20 s, and started his career in Hong Kong as a financial journalist and eventually becoming one of the most successful fund managers in Asia and earning himself the moniker Warren Buffet of the East. The victory of Pakatan Harapan has impacted the market for Malaysia in a positive manner, noted Cheah. Coming together for great food and good cause A VARIETY of hawker delights, little children dressed in their best and showing off their dancing skills, and most importantly this event was held for a good cause. The annual Salvation Army Open Day 2018 saw more than 90 hawkers coming together to raise funds for the organisation. Many thronged the food fair held at its premises as early as 8am; helping themselves to the mouthwatering char koay teow, Penang laksa, fried popiah, pizza, and many more. It was the place to be for food lovers, a place where all local delicacies could be found in one area. This event is held to support the continuous running of the home which houses 35 underprivileged children. The money raised is also meant for the social activities carried out by The Salvation Army Penang for the underprivileged community, organising chairman John Lee said in his speech on Sept 29. Chief Minister Chow Kon Yeow thanked everyone for their presence and their effort in helping The Salvation Army to raise funds for its activities. The Salvation Army started its ministries in Penang since 1938 and has been faithfully serving our Penang community for 80 faithful years. The centre was moved from its existing location at the Plexus Penang-Riverside facility to the Penang-Islandview facility, located in the same industrial campus in Bayan Lepas Free Industrial Zone. Exco member for Tourism Development, Heritage, Culture and Arts Yeoh Soon Hin who officiated the event said that Batik Fest will be included in Penang s events calendar, thus making it an annual event. This is a heritage of our country which we should preserve. This is a good initiative as we want to drive people from all ages to see closer, learn and understand how beautiful the art of batik is. Here in Penang, we also have our very own batik art centres as well as batik factory where we can learn in depth the process of making one, he said. 9 October 1 15, 2018 Nail-biting lion dance competition returns YEARLY, lion dance troupes worldwide travel to Penang to take part in the Penang International Lion Dance on Stilts Competition. This year, the competition attracted 13 international and 15 local teams. These teams will be vying for the top spot with their outstanding acrobats. The 9th Penang International Lion Dance on Stilts Competition, organised by the Penang government, will be held at SJK(C) Pei Yu in Kepala Batas on Oct 20 and 21. The co-organiser is Persatuan Sukan dan Kebudayaan Tiong Hua Kepala Batas. 11 October 1 15, 2018 Proposed LRT to encourage public transport usage 11 Story by Tanushalini Moroter THE proposed George Town to Bayan Lepas Light Transit Rail (LRT) is expected to alleviate traffic congestion on the island under the proposed Penang Journey to the top KWONG Wah Yit Poh has invited me to write a column again to share my political work. The last time Kwong Wah invited me to write was almost five years ago and it was an enjoyable experience then. I was undecided at first on whether to write again because I was not sure I would be able to find the time. Finally, I decided that I should put in writing my experience as Penang Chief Minister because I would be able to look back many years later at my successes and failures. It is 120 days since I took the oath as the fifth Chief Minister and I think many people are curious to find out how I am coping in this new role. I think I am lucky to come in as a Chief Minister after the unprecedented political change in the May 9 general election. I had been an understudy the last 10 years and observed closely the workings of a state government under my predecessor, Lim Guan Eng. I did not come in raw after a general election but had gathered experience as a state executive councillor for 10 years before taking over as the Chief Minister. On hindsight, my perseverance and willingness to learn helped in moulding me to take up the position when the time came. The transition had been smooth and I am lucky because I do not have to start from scratch. As my party had picked me as the possible successor earlier, I felt very calm and peaceful when the day eventually arrived. After the general election results were known in the early hours of May 10, Guan Eng and I had some discussions on our possible roles in the state and federal governments that Pakatan Harapan was going to form. We looked at possible options - Guan Eng to remain as Chief Minister and I be recommended a federal government position or vice-versa. We were unable to name the Chief Minister for the next three days as we needed to wait for final decisions on Guan Eng s position. The media reported that invitation cards had been sent out for the swearing in of the Chief Minister on May 14 but no one was sure who the person was. The waiting was over after Prime Minister Tun Dr Mahathir Mohamad picked Guan Eng as the new Finance Minister. This was something none of us had expected before the May 9 general election. On Sunday, May 13, Guan Eng, who is the DAP secretarygeneral, announced at a media conference that I was chosen as the fifth Chief Minister of Penang. I am now addressed as CM, a title that comes with pride and responsibilities. I will lead Penang to the best of my abilities and I hope you will work with me. Transport Master Plan (PTMP). Chief Minister Chow Kon Yeow, during a forum with the Penang Advance Tertiary Collage (ATC) students, said the state government is taking up a balanced approach to the PTMP. Traffic congestion is among the most pressing issues in Penang. So the state government is now taking measures to tackle this (traffic congestion) through PTMP. We are willing to fulfill the obligations set by the federal agencies with regards to the technical aspects of the PTMP to ensure quality life for our people here, said Chow who was one of the speakers at the forum on Sept 15. Chow hoped that the proposed LRT from George Town to Bayan Lepas would change the mindset of the people to opt for public transport. One of the panelists, Kaygarn Tan, who s the CEO of Freemind Works, suggested that coming up with a tram system in the heart of George Town City would boost the tourism sector. Apart from that, Sanjay Kanshanlal, the Head of Laws of Penang ATC, shared that in European countries, the government emphasises more on encouraging people to use public transport to overcome traffic woes, for instance, the London Tube. 16 2 要闻 2018 年 10 月 1 日 15 日 珍珠快讯 以平常心迎接全新改变文 槟州首席部长曹观友 约莫五年前, 光华日报曾经邀请我在该报言论版撰写专栏, 这段书写专栏的过程不啻为令人愉悦及享受的经验 五年后的今天, 光华日报再作冯妇, 二度邀请我撰写专栏, 以便分享我政治工作上的种种事情 一收到邀约的当下, 我委实没有把握是否能够应付, 毕竟新的岗位上工作极为忙碌, 可能根本没有时间让我好好坐下来书写专栏 然而到了最后, 我还是铁下心答应光华的邀约, 以槟州首席部长的身份书写执政经验 我之所以这么做, 是想到日后这个专栏可以作为一个记录, 见证我的成功或失败, 让多年后的我能够好好回顾一番 从我宣誓就职为第五任槟州首席部长到现在, 已有 120 天 在这漫漫的一百多天内, 我相信很多人都会好奇, 这段时间中究竟我是如何走来, 并且是怎样适应这个全新的角色? 回想当初 能够变天, 实在叫人难以置信, 而在变天后, 我居然成为了槟州首席部长, 我想, 我是非常幸运的 过去的十年里, 在前任槟州首席部长林冠英同志的领导下, 我一直以替补的身份, 密切地观察他所领导的州政府是如何运作的 职是之故, 选举后当我接任成为首席部长时, 并不是一个毫无经验或头绪的接棒者, 反之, 我已拥有了足足十年行政议员的实战经验 事后来看, 我一路走来的坚持和时时秉持学习的意愿, 有助于让我在时机成熟时, 占据一席之地 我们的整个交接过程十分顺遂, 我也很幸运地不需要从零开始, 重新摸索 再者, 由于较早前我党已经公开地宣布我为接任者, 因此, 当那天终于到来时, 我并没有显得格外兴奋, 而是以平常心来迎接全新的改变 回想那一刻, 我的内心确实是波澜未起, 倒是非常冷静与祥和 犹记得 5 月 1 0 日凌晨, 大选成绩出炉之际, 冠英和我大概讨论了接下来我们可能会在州政府和联邦政府层级中所扮演的角色 当时, 我们认为的可能性有 冠英继续担任槟州首席部长, 而我将被推荐到联邦政府去, 或者是我担任首长, 而冠英则到联邦政府担任部长 选后的三天, 我们迟迟无法宣布首长的名字, 因为我们必须确认冠英最终的职位后, 才知道谁会是接下来的槟州首长 当时, 媒体也曾报道,5 月 14 日槟州首长宣誓就职礼的邀请卡已发出去, 可是里面并没有填写首长的名字, 因此大家并不知道谁会是宣誓就任者 等到首相敦马宣布冠英成为财政部长后, 一切总算是尘埃落定 然而, 这样的局面, 是 大选以前我们不曾想像过的 那天起, 我就被冠上首席部长的称呼, 而这个抬头带来的何止是荣耀, 伴随而来的, 还有责任 我将竭尽所能, 在大家的合作之下, 带领槟城走向更美好的未来 当了首席部长之后, 几乎每一场的媒体的访问, 记者都很喜欢问曹首长, 当了 C M( 首席部长的简称 ), 习惯吗? 许多人都忘了, 曹先生不是刚刚才 做政府 但行政议员毕竟和首长的职务的确有差异 比如, 很多属于外交应酬式的场合, 就是怎样都避不了, 需要首长大人亲自出马的 有一次, 遇到访问时间安排在当天最后一个行程, 曹首长无须赶着准时抵达下一个活动, 于是就与采访的记者侃侃而谈 提及有次安排到首都开会, 联邦的官员问他 那你的保镖有跟着来吗? 他说, 保镖不是负责照顾曹观友的, 他是政府派来照顾槟州首席部长的 由不得曹观友说要不要, 身为首长, 凡出门公务, 就得接受有保镖跟着的事实 所以你也要搞清楚, 人家给你脸, 不是因为你是曹观友, 而是因为你是首席部长 ( 这算是冷笑话吗?) 谈起保镖, 他的话突然多了起来 讲到过去的 10 年当行政议员的日子, 不管去到哪里, 都是他与司机两人 相依为命 他去外坡, 司机载着他, 他肚子饿了, 要停下来吃东西, 他吃什么就顺便点多一份给司机, 刚好司机是印裔同胞, 对吃也没太多避忌, 就这样, 两人度过了 10 年光阴 当了首长, 虽然官车槟城 1 号已经易主, 但是他要求让原有的司机跟着他换车 ( 呵呵, 很长情 念旧 记恩一下的领袖 ) 最开心的是司机, 可以开大车啦 文 首长新闻秘书张燕芬 但是让他感到浑身不自在的, 是在他与司机之间, 突然多出的 第三者 保镖先生 原本在车上他可以随时与司机话家常, 但多了一个陌生人, 一开始大家感觉怪怪的, 有时长途赶路, 保镖也不敢坐下与首长一起共餐 后来几个月后, 看着司机 以身试法 后, 偶尔与首长乘飞机赶场, 保镖才不会腼腆, 在漫长的奔波路中, 终于肯陪伴曹首长, 一起坐下吃东西或喝茶 说到首长的人身自由, 多了保镖, 连在公众场合上个厕所, 也有人跟着, 的确不习惯 不过, 在开斋节那天, 官方宴会后, 首长眼见没其他活动, 就吩咐司机和保镖回家庆祝开斋, 无需候命 (stand by) 岂料刚到家不久, 首长收到朋友群组里讨论, 要不要一起去一名市政厅员工的家庆开斋 想到前一秒才叫司机回家, 首长不想打乱人家的情绪, 只有在群组回复 我今天没有车, 不能去 后来, 不懂哪一位 YB 说, 首长你不介意的话, 我过去载你吧 他笑称, 就这样, 他在开斋节的第一天, 做回 曹观友 ( 而不是首长 ), 靠朋友载送 在没有司机保镖的情况下, 去另一个 朋友 家, 静静地庆祝开斋节 当上首长后, 原来这偶尔短暂的 解脱, 也可成为难得的时光

17 珍珠快讯 2018 年 10 月 1 日 15 日要闻 3 特别拨款予槟岛华中 首长 : 州政府培养专业品德兼具人材 槟州政府和华教风雨同路, 尽管已成为执政党州属, 依然拨款予华校, 协助培养人材 ; 今早, 槟州首席部长曹观友移交特别拨款 90 万令吉给槟岛 9 所国民型华文中学, 每所各获 10 万令吉 移交特别拨款仪式地点选在恒毅中学峇央峇鲁分校的科技工艺室 (STEM LAB), 也具有特别意义, 象征州政府注重科技工艺, 培养优秀学生, 未来为槟州发展助力, 也趁此机会让各校代表参观和实地了解科技工艺 ( 科学 技术 工程 数学 ) 的重要性 槟州首席部长曹观友在致词时表示, 这笔首长特别拨款和去年一样, 并没有特别限制拨款的用途, 相信各校董事懂得利用有关拨款来提升设施, 为学生带来福利 他说, 州政府在有限资源下, 仍然坚持拨款和拨地协助华校迁校, 建校及进行维修等发展工作 时间过得很快, 这么默默地做就做了十年之久, 至今共拨出超过 8600 万令吉的制度化和首长特别拨款, 包括独中回馈金给华校和教会学校 虽然州政府多次强调这些拨款只是一种补贴, 但是, 因为州政府的拨款从不拖延发放, 不缩水, 因此, 大多学校都视它为学校发展的后盾, 在联邦教育拨款缩水和迟到的那段日子里, 盼着州政府的拨款来进行紧急的提升工程 终于, 第十四届大选让槟州政府从反对党的州属变成执政党的州属, 这一转变对州内华教的发展是有利的, 至少建校和迁校拨款就有着落了! 当然, 这并不意味州政府就此 功成身退 放手不管, 而是州政府将更专注于培养优秀的人力资源, 尤其是专业知识和品德及软实力兼具的人材, 让槟州未来稳健发展 STEM 教育将重点放在学生之思考与应用能力 今天, 我特别拨出 90 万令吉给槟岛 9 所国民型华文中学, 每所各获得 10 万令吉 受惠学校包括中华孔圣庙中学 协和国民型中学 槟城锺灵 槟华国民型中学 柑仔园修道院国民型中学 恒毅国民型中学 恒毅峇央峇鲁分校 菩提国民型中学及圣心国民型中学 全槟 12 所国民型华文中学中有 4 所为控制中学, 即槟华, 槟城钟灵, 北海钟灵和日新国民型华文中学, 我知道有关董事仍针对教育部更改控制中学的新生录取模式而头疼不已 针对这一点华协会主席章瑛行政议员和秘书已着手处理 我希望各校董事等相关机构和州政府一起捍卫华教, 继续为华教付出 章瑛冀拨款提升软硬体设备槟州华校事务协调委员会主席章瑛行政议员致词时说, 首长在 槟城 2030 : 重家庭 拥绿地 精明州 耀全国 的宏愿当中强调家庭的重要性, 因为家庭就是一个小社会, 只有家庭和谐 富足, 社会才会稳定, 而国家也才能更为发达 她认为, 这一切的基础都必须建立在培育个人品德上, 因为古人有句话说 : 修身 齐家 治国 平天下, 要达至天下太平, 个人的修为是关键之一 槟州在未来 12 年要提升文化和经济, 当然也不会忽略人才的培养 虽然我们须要培育具有专业知识的人力以迎合工业 4.0 的需要, 但是, 高素质的优秀人才必须同时具备高尚品德和软实力 父母亲是孩子的第一个老师, 要培养孩子的品德就须从家里开始 这也是为什么州政府在上个月, 通过槟州华校事务协调委员会主办一连 5 场的 亲子教育讲座会 我们希望家长和老师们都能重新被教育, 毕竟一些父母的管教方式早已不符时代的需要, 或者用错了方式而衍生出种种社会问题, 这些都必须及时纠正和重新学习的 很多国家的政府都还未把这些在家培育小孩的工作视为国家身生产力的一种 教育小孩不能只供书教学而已, 美国普林斯敦大学的教授, 安妮玛丽 斯劳特 (Anne-Marie Slaughter) 在她的书 未竟之业 (Unfinished Business) 中曾经提到, 照顾孩子还包括爱和培育, 通过教导 训诫 道德引导 问题解决 情感支持和树立榜样来栽培他们 我希望这笔特别拨款不只用于提升硬体设施, 也应该用于提升软体教育, 包括主办课程给师生们 恒毅中学董事会总务拿督吴文宝较后时向出席者讲解科技工艺室功能及 S T E M 教育, 让众人有进一步认识 STEM 的 4 个英文字母, 各代表 Science( 科学 ) Technology( 科技 ) Engineering( 工程 ) Math( 数学 ) STEM 教育之宗旨跟一般教育之最大差别为,STEM 并非单一学科之教育, 而是将科学 科技 工程与数学整合在一起, 连结现实世界中的问题, 去思考 研究, 并创造出解决问题的方法 STEM 教育将重点放在学生之思考与应用能力 由于 STEM 整合不同学科知识, 学习重心已由单一学科变为强化学生之综合应用与思考能力 课程强调的 6 力 分别为 : 协调合作能力 沟通能力 研究能力 问题解决能力 独立思维能力 与 创新能力, 这六种能力都是在现今社会需要成功而必备的真正能力, 不分职业, 不分领域 出席仪式者包括恒毅中学董事长丹斯里黄继樑 国会议员兼华协会副主席黄汉伟 委员魏子森州议员 李俊杰州议员, 方美铼 王丽丽 黄顺祥 王耶宗等州议员 各校代表 华教人士等 曹观友及章瑛移交模拟支票予黄继樑, 联同各校代表及嘉宾合影

40 October 1 15, State support for SMEs Story by Tanushalini Moroter CHIEF Minister Chow Kon Yeow during the MoU signing ceremony between Affin Bank and the Small and Medium Enterprises Association (Samenta) said the state government has implemented programmes and policies such as The SME Village, Smart Centre and i4.0 Seed Capital fund for the benefits of SMEs. Recently I unveiled Vision 2030 for Penang where one of its goals is enhancing the economy. While the MNCs have dominated the landscape of the manufacturing industry, we should not ignore the significant contributions of SMEs in the economic growth of Penang. Supporting and ancillary industries are represented by companies which were once SMEs such as LKT (now SAM), Eng Teknologi, Globetronics, Prodelcon and many others have transformed into Public Limited Company (PLCs). Vitrox and Elsoft also had humble beginnings as SMEs. In the non-e&e sector, we have home grown companies such as Asiafile and Chee Wah that are Penang-made and have certainly made their names locally and internationally, said Chow on Sept 12. The Chief Minister also hoped the Penang brand will go places. Recently I have shared during the Penang Vision 2030, to work towards coming up with more of the Penang brand and take it to great heights, across the global market. While many went prepared for the competition, some succumbed to pressure and misspelled. In the earlier rounds, 10 teams (consisting of three members each) went head-to-head to be among the five to qualify for the next round. Among the words thrown to the participants were horseradish, counterfeit, committee and sarsaparilla. GTWHI communications and collaborations manager Josephine Jalleh was named the best speller at the end of the competition, while her team was placed second overall. We are happy to win. We entered the competition to have fun and to do something as a team. Prior to the competition, we tested each other with popular spelling bee words from Google and words from the dictionary. They had set a target of 36 golds and a fifth overall placing, but finished with 32 gold, 30 silver and 30 bronze medals for a seventh overall placing. The consolation is that Penang won more medals compared to the last Sukma two years ago in Sarawak where they collected State Youth and Sports Committee chairman Soon Lip Chee said he would conduct a postmortem of the overall Penang performance and discuss with the Penang State Sports Council (PSSC) on the future development of sports, including the preparation for the 2020 Sukma in Johor. Ong THE Asia Pacific Masters Games (APMG) 2018 hosted by Penang recently turned out to be a success even though there was limited time and resources to organise it. Although some sports may have drawn very few entries, the participation of 5,564 athletes from 64 countries made it an occasion to celebrate. Some competed for glory and others for pure good fun and friendship. APMG 2018 president Chong Eng, who is also the state Women and Family Development and Gender Inclusiveness Committee chairman, said as hosts, Penang did quite well. Considering that this is the first ever APMG and that we had only about 21 months to prepare for something which would normally take four years, and with limited funding, I would think we did quite well. Even the chief minister (Chow Kon Yeow) is very happy with the overall organisation, Chong Eng said. Of course, there were some hiccups here and there, but we were able to address the shortcomings. I think that is important. The second point is that I m very happy with the different sports associations becoming our partners. They tried hard and they did well. They showed they have the capacity to organise international events and championships. Wearing a hearing aid, Unjoto just went about enjoying himself taking part in the field events such as the javelin, shot putt, discus and hammer throw at the City Stadium. I used to do a lot of walking and had won numerous medals. But I ve given up the track events because my knees are not strong enough now. So, I concentrate on the throws, said Unjoto, who has seven children, 19 grandchildren and 11 great-grandchildren. He was accompanied to Penang by his son Rudy, daughter-in-law Sherlie and coach Tanu Riady. I always advise young people to work hard and never give up. Also, they must have adequate rest in this world where everyone seems to be very busy. Unjoto, who has competed in several Masters or veteran championships in Brunei, Singapore and Thailand, is a very successful businessman in Bandung dealing in textiles and

The 43-year-old Perak born but now residing in Singapore competed in the recent Asia Pacific Masters Games in Penang in athletics. She ran in the 5,000m in the age group category and won the gold in a time of 28:16.43s, ahead of India s Rachna Singh (28:18.20) and Kalpana Parmar (29:58.44) Sandra said she only discovered she had stage 1 breast cancer in January this year. She went for bilateral mastectomy in February and after surgery, she didn t have a full range motion of her arms, and hence, her squash activities came to an end. It was then that I decided to take up running seriously to stay in sports and keep fit and healthy, said Sandra. I also want to inspire others not to be floored by the turn of events but to plod on. Through running, I want to inspire others to run and stay healthy, added Sandra. Sandra has big ambitions and wants to excel further and is currently training for the Osaka Marathon which will be held in November this year. The former technical director with the Singapore Squash Racquet Association is currently running her own squash academy in Singapore with two other partners. Sandra, a professional squash player in the 90 s, represented Malaysia in the SEA Games in Manila 1991 and in Singapore in 1993, Commonwealth Games in 1998 in Kuala Lumpur and World Teams Squash Championship in 1990 and She won the Asian Junior Championship in 1992, 1994 and 1995 and was a team member in winning the Asian Team Championship in 1992 and Sandra began her coaching career in 2004 and coached the Malaysian World Junior Women s team in 2005 and She went on to coach the Singapore national team from 2007 until 2016 before becoming their technical director. Indeed, Sandra is an inspiration to many for proving that with determination and will power anything is possible.
