3 Assembly passes Bill on loans from China bank Story by Danny Ooi THE state government s plan to obtain a loan from China s Exim Bank through a Bill tabled in the State Assembly on May 25 came under the spotlight when three PKR assemblymembers voiced their reservations on the matter. Dr Norlela Ariffin (PKR- Penanti), while supporting the Bill, suggested a special committee be set up to oversee the disbursement and usage of funds before any loan is approved so that the people would not be burdened with debts. Lee Khai Loon (PKR- Machang Bubok) said the state was in a sound financial position and must be careful to not end up in debt. Cheah Kah Peng (PKR-Kebun Bunga) asked how much the state government was borrowing and for what purpose. Chief Minister Lim Guan Eng, who tabled the Bill on May 25, said it was a rare recognition for the state to be considered for a loan by Exim Bank which was proof of the state s sound financial standing. The MoU to use the facility was signed with Exim Bank in December 2014 which enables the state government to borrow money whenever needed, he said. Lim said Prime Minister Datuk Seri Najib Abdul Razak had given his blessings to engage the bank for the facility. The loan is primarily for the funding of investment and implementation of physical development, economic and social programmes of the state, including the Penang Transport Master Plan (PTMP) and related projects, he said, adding that Exim Bank was not a commercial institution of China but a stateowned bank. The Bill states, among others, that any loan made shall as soon as possible be notified to the state legislative assembly and that the loan made under the enactment shall not exceed a period of five years. Chow Kon Yeow (DAP-Padang Kota) said there were stringent controls in obtaining the loan. It s merely at the stage of engaging the bank and too early to have details of the amount and purpose of the loan, he said. The Bill was passed by the House. Meanwhile, Datuk Shah Headan Ayoob Hussain Shah (BN-Telok Bahang) urged the state to study in detail the feasibility of having such a loan to finance the PTMP as public transport is a risky business. THE Penang Task Force on Custodial Deaths (PTFCD) needs to conduct an inquest into the death of a suspected drug addict while under detention. PTFCD chairman Dr. P. Ramasamy said this was the fifth custodial death in the nation and the first in Penang this year. Lorry driver Mohd Izham Abdul Rahman, 39, was arrested on April 25 for suspected drug abuse. He was sent to the Bukit Mertajam Hospital the next day and died on April 27, Ramasamy, who is also Deputy Chief Minister II, said at the sidelines of the State Assembly sitting on May 25. Mohd Izam s wife, Siti Hawa Mispon Bandi, 30, said her husband was in good health before his sudden death. The restaurant manager is now a single mother of four children, aged five to 10. Meanwhile, lawyer and Seri Delima assemblymember R.S.N. Rayer said they want an inquest into the cause of death. 5 June 1-15, 2017 Important to practise waste segregation at source 5 Story by Danny Ooi Pix by Darwina Mohd Daud EXCO for Local Government, Traffic Management and Flood Mitigation Chow Kon Yeow on June 3 urged management of housing schemes to instill awareness on the importance of waste segregation at source for all house dwellers. Chow was speaking at a media conference after he visited Olive Tree Residences at Jalan Mashuri, in Bayan Baru. Chow, together with Penang Island City Council (MBPP) officers and local government staff, was on a monitoring visit to check the progress of waste separation at source exercise at the residence. The waste segregation at source for the state came into effect on June 1. Chow praised the management board of Olive Tree Residences for having started the waste segregation at source exercise some two years back. I urge all Penangites to adopt this environmental programme and play their role for Mother Earth, he said. Also present were MBPP secretary Yew Tung Seang and the developer s representative, Oon Lai Kuan. Meanwhile, Yew said: MBPP will be monitoring some 200,000 high-rise residential units and 192 landed schemes in the island following the implementation of the waste segregation at source policy/. 7 June 1-15, THE CM SPEAKS ON TOURISM TAX AT a press conference on June 12, Chief Minister Lim Guan Eng was asked for his comments on the Sarawak state government s decision to withdraw its representative from the Malaysia Tourism Board. We would definitely urge that in view of the unhappiness shown by certain states, we hope that the tourism tax can be deferred so that there can be discussions, Lim said. We also hope the Tourism Minister will give an assurance that the revenue will be returned to the respective states. I think this is the principal request from these states and it will be supported by Penang, he added. PRASARANA TAKING OVER FERRY SERVICE ON June 12, Lim was asked for his opinion over Prasarana Malaysia Bhd taking over the Penang ferry service from Penang Port Sdn Bhd for a token sum of RM1. We welcome the sale provided we have a professional team running the ferry service and where the federal government is willing to put in additional investment, he said. Since Prasarana took over, we hope there will be sufficient money to improve the ferry service. Rapid- Penang has improved its services lately and we hope the same standards can be maintained and there will also be better ferry services, he added. PEEL AVENUE LAND DEAL SPEAKING to the press on June 8, Lim told his detractors to provide proof that the land deal concerning Peel Avenue was solely made by him. Look at Sections 3 and 4 of the Chief Minister of Penang (Incorporation) Enactment (It says clearly) the decision was made by the state exco. It s not decided by me personally. The law clearly says that. I have not signed a single contract or document. Everything is decided by the state exco, Lim said. Are you able to show proof? If you can t and still tell a bigger lie to cover another lie, it will not help you. It only shows you re a bigger liar and so irresponsible as you are only trying to smear the state government s and my image, he added. WHAT SPAT? SPEAKING to the press on June 6, Lim dismissed allegations that the DAP is in conflict with its coalition partners in Pakatan Harapan over several issues especially with the looming 14th general election. What spat is going on? Let s be very clear. As far as we are concerned, the DAP is not involved in any spat (with our coalition partners). If indeed there s a spat, you should be asking that party but as far as I m aware, there s none involving us (the DAP), Lim, who s also DAP secretary-general, said. There are opinions offered. I think the fact that we are all very strong individuals, we offer our opinions forcefully. That doesn t mean a spat exists. There s give and take (among us), he added. EQUATING PENANG WITH 1MDB ON June 3, Lim refuted claims by Youth and Sports Minister Khairy Jamaluddin when the latter drew comparisons to the loan from China to the state government with the 1MDB issue of the federal government. Khairy Jamaluddin in a statement said the fact that the Chinese government is willing to lend money to Penang state government shows that nothing is extraordinary with certain projects related to 1MDB which are done with the Chinese government, said Lim. Ninety-nine per cent of projects in Penang are done by open tenders. Don t equate what we are doing with the federal government s handling of projects under 1MDB, he added. CHINA EXIM BANK SPEAKING to the press after a charity event at the Hard Rock Hotel Penang on May 27, Chief Minister Lim Guan Eng said the loan offer from China Exim Bank to the state government is a recognition of the state s credibility and sound financial standing. This is not a private commercial bank but a national bank in China. It is proof of the state s credibility and financial soundness to be accorded this rare recognition, he said. He also corrected an English daily in its report which said the loan to be taken by the state government had received the blessings of the Prime Minister. I have never used the word blessing. My words have been twisted again. I said the PM had suggested that a law needed to be passed unanimously in the state assembly if a loan is taken from another country, added Lim. KEDAH S AMAN LAUT LIM voiced his surprise on May 30 that the Kedah state government had allowed reclamation works to start on the so-called Dubai of Kedah project despite not having the Environment Impact Assessment (EIA) report. I m shocked that Kedah can do the (Aman Laut) project without the EIA report. And I don t see in the papers anyone criticising the Kedah state government for allowing the project to commence without the EIA report. I don t know what the Kedah exco for environment Dr. Leong Yong Kong is doing, Lim said. Any reclamation project above 50 hectares must have an EIA report. According to Section 34A of the Environmental Quality Act 1974, one can be fined RM500,000 or jailed up to five years for not submitting an EIA report before reclamation works begin. Why is there no one asking for this section to be enforced? Is this a special project? For us in Penang, even with an EIA report approved, we get condemned! he added. CHIEF MINISTER INCOR- PORATED ON May 31, Lim gave detailed explanation pertaining to the role of Chief Minister Incorporated (CMI) in the land purchase involving Island Hospital at Peel Avenue. 16 2 要闻 2017 年 06 月 01 日 15 日 自 2008 年从政治海啸中接过槟州的政权, 这 9 年来我们的执政之路从来没有一帆风顺过, 但我始终认为, 从政就要有当政府的决心, 所以当年我们的 放眼 2 届执政槟州 理想提早一届实现, 虽说有点措手不及, 但事实证明, 我们是有执政的准备, 也有当政府的条件 应对极端政治双面人, 是最艰难的挑战 槟城在望 2.0 今天会看到一间又一间的神庙 基督教堂可以申请到政府地, 但是沙文主义政党却说我们厚此薄彼 ; 而事际上, 这些政党不论在目前执政的州属或者是之前当他们还执政槟州时, 即使神庙有私人地, 政府也从来不会批准神庙组织在该地建庙 首长林冠英 槟城人这 9 年来过得 何其精彩 每逢周五的例常示威, 让我们各项政策在亲国阵媒体上曝光率增加了不少 生活在一个多元社会, 多元文化 多元宗教是我们的强项, 它让我们因此从旅游业赚了不少钱, 但却也在同一个时候, 经过一些政客的炒作, 演变成两极化的种族课题 以行动党为首的槟州政府, 因行政议员当中以华裔领袖居多, 因此巫统常常将州政府标签成反伊斯兰的政府 尽管槟州希联政府拨给回教事务的常年拨款, 比前朝多出了 84%, 但是在巫统的计算法内, 这个政府依然是一个华人政府 一个反回教 反马来人的政府 同样的增加 84% 拨款给回教事务, 看在华裔沙文主义政党的眼中, 却是 拿华人的票顾马来人, 说希联槟州政府边缘化华人, 说我们给华人神庙 基督或天主教堂的拨款却没有像给回教事务这样多云云 其实, 大家是否知道, 事实上, 槟州政府批准给非回教宗教的地皮, 总值数千万令吉, 前朝一寸也没有给, 连制度化拨款也没有 这些沙文主义政党还质问 : 为什么政府给免费地建回教堂却不能免费地来建神庙, 企图误导华社 我国联邦宪法内阐明 : 拨地兴建回教堂, 是各州政府的 份内事 而相较于其他宗教, 回教虽分 2 派, 也即是 Sunni 和 Shia, 但是马来西亚官方只承认 Sunni 为我国正宗的回教 在单一管理的情况下, 不管是建回教堂 宗教课, 甚至是拨款给回教事务, 就只是一个单位负责 ( 也即是只给一个即可 ) 而国内其他宗教源流很多也很广, 不管是佛教 道教 基督教 天主教 浸信教等, 分类很细, 要是要州政府每一个宗教的源流都拨地的话, 地皮再多也不够分 还有一点我们也必需承认的是, 回教徒是我国人口最多的教徒, 而兴建回教堂是以某一区域的回教人口为基础来作方程式, 所以绝对不会在同一社区内出现多个类似宗教组织的资源重叠问题 于是, 我们就采纳以申请为基础的方式, 批准非回教宗教的各项申请 这包括拨款 办神庙活动 维修庙宇 申请新地皮兴建新庙等等 我们在安邦惹惹拨了 20 英亩的地皮供非回教宗教团体申请, 面对华裔极端政党叫嚣, 说这不是献地而是买地 但根据今年 5 月 8 日的新闻报导, 联邦政府于布城行政中心 20 区拨出 0.27 公顷的地给大马佛教弘法中心 若以每一个宗教团体可获 0.27 公顷的地皮为列, 联邦政府在布城充其量仅拨出共 2 依格半的地皮, 只占槟州政府在安邦惹惹拨了 20 英亩的地皮的 10% 左右 这岂不是说, 堂堂联邦政府所拨给非回教宗教的地皮, 连一个州政府都不如? 安邦惹惹的 20 英亩地皮, 共有 50 个非回教宗教组织申请, 经过抽签程序, 共 32 个组织获分配地皮 基于需求高, 州政府正考虑拨出峇都交湾的地皮作同一用途 所以, 今天会看到一间又一间的神庙 基督教堂可以申请到政府地, 但是沙文主义政党却说我们厚此薄彼 ; 而事际上, 这些政党不论在目前执政的州属或者是之前当他们还执政槟州时, 即使神庙有私人地, 政府也从来不会批准神庙组织在该地建庙 他们不需要怎么样, 就不允许土地用途的转换, 所以许多宗教相关的团体, 在逼于无奈之下, 只有用商业单位来进行宗教活动 今天我们做了对的事, 这些政党却又指指点点 我们做的, 是一个政府原本应有的本份 不管你是回教还是非回教, 我们以政府的身份一视同仁, 处理所有的申请, 就如我们承认统考一样, 绝对不会像执政了 50 多年的政党一样, 依然在那一里路的距离争取中 我们在 2008 年执政槟州, 就聘请独中生邓晓璇为槟城绿色机构总经理 我们拨地拨款给华校也面不改色, 我们的制度化政策秉持 3 大要点, 即 1) 常年拨款, 同年宣布同年下放, 绝不会拖至隔年 ;2) 不分政党背景 ;3) 不透过中间人, 直接汇款入户口 这些年, 我们从来不期盼获得你们的表扬, 但是这些你们从来做不到的, 就不要利用同一阵线内的不同种族政党来左右围攻我们, 发表如斯两极化的极端主义, 把双面人政治搞得如此的淋漓尽致 当我们展开有助回教的政策或增加回教事务拨款, 你们当中的华裔沙文政党就攻击我们拿华人的票帮马来人 ; 若我们公布给华校的拨款节节上升时, 你们必然将这些资料拿给马来政党炒作然后说我们这个政府边缘化马来人 做一个温和政府, 最高难度的, 是这国家存有另一个双面人的种族主义及极端政党

18 4 要闻 2017 年 06 月 01 日 15 日 第 13 届第 5 次第 1 季槟州立法议会 槟州首长林冠英总结辩论演辞 为了致力打造槟城成为一个企业及福利州, 州政府对制造业与服务业给予重视 服务业中的旅游也涵盖了医药旅游 槟城在 2015 年全国医药旅游中占了 42.75% 的市场份额, 在 9 亿 1400 万令吉的收益中占了 3 亿 9069 万 4625 令吉, 而 2014 年则是在 7 亿 7770 万令吉中占了 3 亿 6897 万 3381 令吉或 47.49% 因此槟城在 2015 年的医药旅游比 2014 年增加了 5.55% 虽然槟城在医药旅游仍然是全马第一, 但已经与 15 年前占有市场三分之二有明显差距 为重现昔日的光辉, 成为医疗城已是槟城的必然去路 不久的将来, 槟州将坐拥全马最大的私人医院, 内设 1000 个床位, 总投资额达 20 亿令吉 这个新投资来得正是时候, 完全与我们成为医疗城的目标一致 槟榔医院的卖地议题 在售卖太子道共 6.4 英亩土地予槟榔医院集团一事上, 槟州政府是于 2015 年期间, 获悉有关海外投资者欲进军槟城医疗与保健业, 准备大展拳脚 州政府原则上接受有关建议, 并且同意考虑对方提出的条件 随后, 槟榔医院私人有限公司在 2015 年 8 月 11 日提呈申请位于东北县第 4 段第 1449 号共 英亩的地皮 东北县土地局亦在 2015 年 8 月 27 日, 透过信函向联邦产业估价局申请最新的土地估价表 产业估价局在 2015 年 10 月 13 日回函, 告知相关地段估价为 1 亿 5600 万令吉 ( 永久地契 ), 若是 99 年租赁地契的话, 则是 1 亿 4800 万令吉 有关土地原是一座停车场, 同时还有四栋空置的州政府公务员宿舍 这片地皮于 2015 年 12 月 16 日转到槟州首席部长机构 (CMI) 名下, 以便让接下来的交易更为简便 槟州政府于 2016 年 7 月 12 日发出献议书给槟榔医院私人有限公司, 告知对方州政府原则上同意这笔交易 2016 年 12 月 19 日, 槟州首席部长机构与槟榔医院私人有限公司正式签署合约 谨此回应日落斗哇区州议员, 与槟榔医院私人有限公司交易的 1 亿 5600 万令吉土地, 乃按产业估价局志期 2015 年 10 月 13 日的回函所定价 产业估价局的估价有效期为一年, 从信函发出算起, 有关定价仍在有效期内 另一方面, 根据产业估价局的计算, 若以永久地契的方式出售, 定价为 1 亿 5600 万令吉, 但我们以相同的价格卖予槟榔医院私人有限公司, 却非永久地契, 而是 99 年租赁地契 根据产业估价局的计算,99 年租赁地契的估价实为 1 亿 4800 万令吉 换句话来说, 这笔土地交易非但不是比市场来得低, 反之, 它比产业估价局的定价还要来得高 槟榔医院私人有限公司以建构 槟榔医疗城 为目标, 提出下列的申请 : (i)2017 年 3 月 14 日申请拆除旧有的建筑物 ; (ii)2017 年 3 月 24 日申请重新分区 ; (iii)2017 年 4 月 3 日申请提高密度与容积率 ; (iv)2017 年 4 月 18 日申请尝试打桩 ; 以及 (v)2017 年 4 月 18 日申请进行工地勘察 槟州政府获悉马来西亚卫生部将不会再发出准证来建立新的私人医院, 无论如何, 原有的医院被允许扩建, 条件是新建筑必须和现有的有所链接, 同时隶属同一管理单位 目前, 槟榔医院尚在等待有关部门的批准中 建议中槟榔医院医疗城的发展计划预计耗资 20 亿令吉, 其中包括以下 3 个部分 : (i) 医院建筑物医院将兴建在 英亩的地皮上 ( 扣除道路保留地之后 ) 第一阶段的发展中, 医院将在 3 年内兴建一所共有 12 层楼高 可容纳 300 张床位的医院 而第二阶段 ( 长远发展规划 ) 中, 则预计将会增 槟州首长林冠英与议员们步出议会厅时向媒体打招呼 加 400 张床位 这栋新建筑物将备有全槟城最高科技及最大医药设施 此外, 该医院也将会设立肿瘤科 骨科 神经科和老年医学中最新的医药科技, 以便满足所有人的需要 (ii) 医药病房建筑物医药病房将会兴建在 英亩的地皮上 ( 扣除道路保留地之后 ), 建筑物共 36 层楼高 医药病房将备有 380 间国内外医疗健康领域的各专科诊疗所 (iii) 为促进医药旅游的酒店建筑这栋为促进医药旅游的酒店将兴建在 英亩的地皮上 ( 扣除道路保留地之后 ), 共 33 层楼高 这是 4 星级酒店, 共有 440 间房间 槟榔医院有限公司的发展概念是一项整合性发展的概念, 乃全马首创 这项计划将带来 2000 个高价值的工作机会, 并将带来 70 亿令吉的经济效益 而且它将多多少少鼓励著名的大马人才回流, 特别是专科医生 医生 护士及各种医护专才, 以便这些专才不必离乡背井到外国谋生 谨此回答日落斗哇议员, 因为日落斗哇议员指控虽然槟榔医院有限公司只缴付了 3100 万令吉或 20% 的地价, 但是该地段已经转移给槟榔医院有限公司 我必须在此澄清, 这块地段仍然属于首长机构所拥有 土地拥有权的转移的程序唯有等到槟榔医院有限公司获得大马卫生部的准证及批准才可进行及修建新的建筑 同时, 余下的 80% 地价, 必须在大马卫生部批准后分 2 次的分期付款中还清, 也就是获卫生部批准的 14 天内缴付 40%, 另外 40% 则得在大马卫生部批准后的 3 个月内全部清还 因此该地段得待所有地价缴清后才能真正转移, 而且必须在签约后的 24 个月内缴清, 视何者为先 这证明了州政府实施能干 公信 透明的施政方针, 那就是精于谈判 并且一切摊开公信透明

31 外劳可怕吗? 章瑛槟州行政议员 ( 青年及体育 妇女 家庭及社区发展委员会 ) 有人觉得周日大山脚某些地区外劳满街走是令人担忧的问题, 他们担心外劳会劫财劫色 而外劳对一些商家而言, 是财源滚滚的商机, 农夫靠天吃饭, 他们靠外劳吃饭, 外劳不來他们就拍苍蝇过曰子 对厂家老板而言, 外劳是生产机器, 不准请外劳等於是要他们停止生产, 闭门大吉, 怎行! 工厂需要工人, 本地工人难请, 要求高工酬, 不愿长时间工作, 假期不加班 外劳离乡背井, 为的就是钱, 反正就是一个人, 没有家人陪伴, 他只要工作赚钱, 没加班他难过, 老板就喜欢这种 心无旁骛 的工人 百万计的外劳在我国工作, 一样得衣食住行 单是住就是大问题 有整楝五层楼廉价组屋被老板租下当外劳宿舍, 最近还有厂商把高楼酒店改为外劳宿舍, 一些附近居民看到几百个外劳进出, 心生恐慌 很多人不喜欢和外劳做邻居, 因为他们很多人住一屋, 有时很吵喧, 也有外劳在屋外冲凉, 在过节时在屋外殺鸡羊, 制造卫生与文化问题 我囯也有不少人 跳飞机 " 赚外币, 在南马新山毎天上万马劳一早越堤去新加坡工作, 他们是以时间和劳动換薪酬, 对新加坡经济有贡献 同样的, 外劳对大马的经济也有贡献, 一楝楝的高楼都是靠外劳的汗血, 有时甚至陪上性命建起來的 他们对经济有贡献, 但也与本国人争用公共设施如公巴和医院, 及带來一些社会问题 建设劳工宿舍是为了集中管理本国劳工和外劳的衣食住行, 同时也保障他们的居所符合卫生安全标准 据警方数据, 外劳只佔犯罪总数的 2%. 我希望这个数据有助改变我们对外劳的恐惧感 我希望在外国打工的大马同胞受到当地人的尊重, 以心比心, 我想在我国工作的外劳, 从没犯罪过的一定也希望获得我们的尊重 至於如何逐步减少依赖外劳, 下期再谈 为何华裔人口一直减少? 孙意志爪夷区州议员 我国华裔人口一年比一年减少, 目前只占大马人约 21% 从独立时的 35% 一直到了今天的 21%, 华裔人口是有减无增 我相信外劳人数也比华裔公民多, 这是不好的现象 其实现在的社会风气及环境压力就是让华社人口减少的主要原因, 生活开销大, 大家都忙着赚钱, 而父母亲永远都想给孩子最好的, 再穷也不能穷教育 是华人最看重的, 也是父母亲的压力所在 在竞争强烈的社会, 孩子们一周上 5 天补习班已经司空见惯 但是, 有些父母为了让孩子有更好的资历, 也让孩子上才艺班 而这些补习班才艺班的费用可说是日渐增加 这就导致孩子的教育费很高, 也增加了父母的经济压力 作为华社的父母亲, 从孩子一出世就开始担心他们的品格 教育 甚至未来, 但无奈的是钱不够用 多生几个嘛, 单靠爸爸的薪水是很难支付全部开销 就因为家用不够, 现在的家庭多数是双薪家庭 如果多生几个, 父母都出去工作的话, 又担心没人帮忙照顾小孩 所以华社的家长几乎都有减少生育的计划 这种少子风气, 最让华社担心的是华小会不会沦落到让非华裔生毕业后当华校的华文教师甚至是华小校长? 我相信这种情况很快就会发生, 因为现在已经有约 15% 非华裔学生到华校上课, 所以现在华小已经不是以 100% 华人为主的学校了, 而是各个种族首选的学校, 主要原因是那些家长希望都认同华校的教育和文化, 他们想要认识和学习华人的文化和语言 虽然华人文化教育被大众认同, 但如果华裔人口在未来 5 至 10 年还不增加, 华社在我国的地位会越来越渺小, 严重的话可能还会无法立足 无法被重视, 进而导致求学 就业机会 宗教都受到影响 因此我鼓励华裔同胞们有能力真的要多生育, 不仅为了自己, 也是为了华人文化可以一直传承下去 2017 年 06 月 01 日 15 日众议言 让 CAT 改变成真 李凯伦马章武莫区州议员 17 槟州政府所推崇的能干 公信和透明的施政, 不应该只是停留在口号和字面上, 能干 公信和透明的施政应该被人民在日常生活中感受到和享受到 所以, 州政府可以运用新科技如建立网络投票这个平台给人民发表意见, 甚至用投票方式告诉州政府人民对新政策的看法 同时, 这个平台也让州政府可以聆听人民反馈和意见, 通过人民的参与帮助州政府完善新政策, 协助槟州朝向智慧城市前进 最近, 当我拜访小贩中心和巴刹时, 一些小贩向我投诉有关威省市议会提议禁止他们聘请外劳的政策 这些小贩投诉他们的生意原本已经随着物价高涨而变得更加艰苦, 而这个提议将进一步打击他们的生意 有时候, 当我在小贩中心进食时, 会有居民过来向我表示他们支持槟州政府交通大蓝图和建立轻快铁来解决交通阻塞的问题 他们认为经济发展很重要, 为了槟州更好的发展, 他们认为填海工程在将来无法避免 上述两个经验中的共同点, 就是居民对政府实行的政策拥有不同的声音和看法 其实, 人民对于社会和民生问题有很多意见和点子, 可谓是民间智慧, 而政府在执行政策时应该聆听和善用这些民间智慧 州政府和地方政府可以设立网络投票网站, 并在网站上提议新政策, 解释政策目标和如何实施该方案 然后收集民众对该提议政策的反馈和意见 这符合槟州政府在能干 公信和透明的施政下强调的效率, 因为网络投票将帮助州政府有效收集意见和人民心声特别是受影响人士的心声 这个方法不但给大众一个平台来了解新政策, 也让州政府可以掌握趋势和全面聆听人民心声 同时, 州政府的公信力也不会受到影响或被部分的居民批评政府不顾民意强硬推行新政策 女孩最好的嫁妆是贞操?! 林秀琴双溪槟榔区州议员 最近, 我在网络上发现一个耐人寻味的热门话题 女孩最好的嫁妆是贞操?! 我认真加以思索, 廿一世纪的今天, 想不到可悲的男权主义仍然持续并笼罩着这美丽地球的每个角落 这也让我联想起了近期国内两位男权主义的政治人物所发表受侵犯的女生应嫁给强奸犯以减少社会问题 ( 国会议员拿督沙布丁 ); 女性可穿得邋遢保障个人安全 ( 东姑安南 ) 的荒唐论 这两位成年男士 ( 公众人物 ) 的发言让全体的国人觉得羞耻和愤怒! 试问, 人民岂能让如此低级思想且持有双重标准的人类在国会或政府的部门里担任要职? 我们还可指望他们能为人民请命吗? 这就是一个国家筛选出来的精英吗? 在我记忆中, 我听过如此的一番对话 : 我用了二十年的时间去教导我的女儿如何保护自己, 你却不愿意花二十分钟去教育你的儿子不要伤害别人 听了后我震惊了, 无可否认在教育上的确存在如此的偏差, 或许下次的讲座活动, 应该也要同时灌输男性要好好珍惜女性, 而不是一味要女性保护自己, 因为女性也应该享有穿着的自由 平等的自由 追求梦想的自由 甚至一切的自由 我们不该用那迂腐不堪的思想来绑架现代女性 男女之间倘若要和睦共处, 互相尊重扮演着重要的角色 最后想说一句, 处女膜的作用是用来保护女性的性器官, 而不该被当成嫁妆 贞操应被理解为女性对感情的憧憬 对伴侣的忠诚 对爱情的专一 姐妹们, 别压抑自己, 勇敢地追求自己盼望的生活素质吧!

Bicycle rental shops need trader s licence THE Penang Island City Council (MBPP), through the Full Board Meeting of Council (MBM) which was held on May 25, decided that all bicycle rental premises need to be licensed starting July 1. Bicycle rental premises on Penang Island need to apply for a trader s licence in order for them to rent out bicycles to locals and tourists. The licence will only be given for two-wheeled cycles and with the enforcement of this new guideline, renting and usage of more than two-wheeled cycles such as quadricycle is prohibited on the roads, said MBPP councillor Ong Ah Tiong at a press meet held after the council s full-board meeting. Each bicycle will have its own number plate and with this approach the council will be able to identify whether the premises are operating legally. This is a new business trend in town and for those who do not comply with the guidelines MBPP will either impose a compound of RM250 or take legal action against them in accordance with the Municipal Council of Penang Island Trade, Businesses And Industries By-Laws, 1991, he said. 41 June 1-15, 2017 Rock-A-Duck funds for school for hearing impaired 15 IN line with its motto Take Time to be kind, Hard Rock Hotel Penang raised RM50,000 for Sekolah Kebangsaan Pendidikan Khas Persekutuan, a school for the hearing impaired at Tanjung Bungah. The amount raised will be used to build a zinc roof to provide shelter for the students during assembly and when they perform their daily outdoor activities. A total of 20,000 limited edition rubber ducks were produced and 10,000 sold to donors while the remaining 10,000 were released into the swimming pool at the hotel for the lucky draw event which took place on May 27. 42 16 June 1-15, 2017 PBA group appointed consultant for Vietnam s HueWACO THE Thua Thien Hue Water Supply Joint Stock Company (HueWACO) signed a two-year consultancy and training agreement with PBA Resources Sdn Bhd (PBAR) on May 29. HueWACO is a state-owned water utility company that serves cities and towns in the Thua Thien Hue province in Central Vietnam. It supplies about 200 million litres of treated water per day (MLD) to a population of about one million people in the province The syllabus of the training is arranged by Penang Water Services Academy (PWSA) which is a wholly-owned subsidiary of PBA Holdings Bhd, said chief executive officer of PBA Holdings Bhd and Perbadanan Bekalan Air Pulau Pinang Sdn Bhd (PBAPP) Datuk Jaseni Maidinsa during the signing ceremony of the memorandum of understanding between PBAR and HueWACO. THE Penang Suoq Ramadan programme, introduced in 2011, is a yearly event to usher in the fasting month. Since it first started, the programme has seen more encouraging participation each year. 44 18 June 1-15, 2017 State recognises significance of MMP L1, says CM Story by Victor Seow Pix by Alissala Thian THE two-hour engagement session between the various industries and the key personnel behind the Malaysian Meister Programme Level 1 (MMP L1) on June 9 enabled greater understanding and confidence for the programme offered at Penang Skills Development Centre (PSDC). The MMP L1 is structured at 25% theoretical/classroom training to be conducted at PSDC and 75% practical industry training at the host company or workplace. A fruitful exchange of ideas and opinions took place between representatives from the industries and the PSDC dialogue panel (seated on stage) concerning MMP L1. Formulated for school leavers who are more inclined towards vocational training, the MMP L1 is modelled after the dual vocation training system in Germany and was known as German Dual Vocation Training (GDVT) when it was started two years ago. The objectives of the programme are to enable employees and fresh school leavers to obtain a recognised Skills Development Department (JPK) skills diploma and/or advanced skills diploma with the Malaysian- German Chamber of Commerce and Industry (MGCC) as well as to ensure a consistent supply of outstanding, well-trained and technically competent workforce for business needs. The Penang state governments recognises the significance and importance of this programme and we have been on board since day one. We are also providing RM2 million sponsorship in support of this programme to pay tuition fees for students, Chief Minister Lim Guan Eng said in his speech at the event. 46 20 June 1-15, 2017 Stop rapists marrying victims DATA sourced from the Royal Malaysian Police showed 12,987 cases of child sexual assaults from January 2012 till July 2016 in Malaysia. However, only 2,189 cases were filed and only 140 perpetrators were convicted. This means for 17% of cases filed, there is only 1% conviction. This clearly showed that sexual crime towards children in the country is very serious, exco for Youth & Sports, Women, Family and Community Development Chong Eng said at the state assembly sitting recently. During the debate on the bill in Parliament, it was reported that Tasek Gelugor MP Datuk Shabudin Yahaya mentioned that a girl between years old who looks like an 18 year-old is ready for marriage. He also reportedly said some nine-year-old girls who look mentally and physically matured are ready for marriage, and this will solve the problem (rape victim marrying their rapist). Chong Eng commented the notion of rape victims marrying their rapist does not hold water and was totally unacceptable. This subject should be confronted not because Shabudin is a member of Barisan Nasional but this mindset portrays the rape myth which will worsen the situation for victims. Chong Eng added that such crimes cannot be settled by the rapist marrying the victim. Do we encourage the rapist to have a non-consent marriage by taking the victim as his wife, she asked. She commented that under the country s law and international rules of human rights, rape is a crime. Marrying rapists to their victims represents closing the problem in a flash, but the reality is continued violence towards the victims, she stressed. Phee on No free plastic bags STATE exco member for Welfare, Caring Society and Environment Phee Boon Poh, in his winding-up speech, told the legislative assembly that guidelines in the campaign for the Day without free plastic bags is based on a mechanism known as Register- Collect- Handover. He said the state under its new guidelines for the campaign since March 1, had permitted premises registered with the local authorities to collect 20 sen from customers for plastic bags as the management of the premises are duty-bound to surrender the collection to the local authorities to be handed over to the state. Phee said this to a question raised by Bertam assemblymember Shariful Azhar Othman who proposed to the state to replace the plastic bags with paper bags as he said customers do not mind paying 20sen for each plastic bag. Phee said while he accepts Shariful s proposal, it is too drastic a decision to make without getting the stakeholders involved in the campaign to do away with the plastic bags. With this new guideline, businesses are given an avenue and opportunity to commit to a voluntary commitment to change plastic bags to paper bags. Premises that successfully achieve the aim of the campaign will be recognised as a Free of plastic bags premises by the state government. The state government believes and is confident that the enforcement of the new guidelines will help to reduce the use of plastic bags in the state, he said. Creating more job opportunities DEPUTY Chief Minister II Professor P. Ramasamy (DAP-Perai), who is also exco for economic planning, education, human resources and science, technology & innovation,in his winding-up speech in the state assembly gave a detailed account on the issues raised pertaining to his portfolio. Lim Siew Khim (DAP- Singai Pinang) and Lau Keng Ee (DAP-Pengkalan Kota) had suggested providing job opportunities for locals instead of roping in foreign workers. Responding to that, Ramasamy said maintaining the policy of hiring locals to work in 3D sectors (Dirty, Difficult and Dangerous) is one of the many efforts taken by the state government to provide job opportunities for locals. Not only that, the state government also prohibits foreigners from working as cooks at hawker stalls in order to maintain the quality of world-famous Penang food and also to preserve the image of local food as well, he said. In response to the question asked by Datuk Muhammad Farid Saad (BN-Pulau Betong) pertaining to the state s Gross Domestic Profit (GDP), Ramasamy said statistics released by the Department of Statistics (Malaysia) show Penang s per capita Gross Domestic Profit (GDP) now is way better than during the administration of the previous government. Penang is the only industrial state in Malaysia where the manufacturing sector contributes 45% and the services sector contributes 50% to the state s GDP.

47 Concerns over limits of Penang airport June 1-15, 2017 Story by Victor Seow IN his winding-up speech, exco member for Works, Utilities and Transport Lim Hock Seng responded to questions raised by Yeoh Soon Hin (DAP-Paya Terubong) and Datuk Salleh Man (PAS-Permatang Pasir) over the extension of the Penang International Airport and steps taken to increase the pace of its expansion by the federal government. The state government has raised the matter with the fed- eral government and in particular, to the Transport Minister. The suggestion to extend the airport was raised by means of the third Rolling Plan of the 11th Malaysia Plan this year and the result of the said request or suggestion would be made known by the fourth quarter of this year, Lim, who s Bagan Jermal assemblymember, said. He also added that the extension of the airport is needed to enable it to meet the capacity of 10 million passengers a year from its existing capacity of 6.5 million. On matters concerning the Penang Sky Cab project and the Penang Undersea Tunnel raised by Muhamad Farid Saad (BNPulau Betong), Lim replied that work would begin for the Sky Cab once the necessary approvals from the relevant departments and agencies have been obtained while the undersea tunnel is at its feasibility study stage. The Penang Undersea Tunnel, also known as the Third Link, which connects Gurney Drive and Bagan Ajam, is still at its feasibility study stage and is 87% completed. The feasibility study was initially estimated to be completed by December 2016 but an extension was granted to the contractor until September 2017 as it was taken into account of the need to coordinate the information with the main plan involving sea reclamation at Bagan Ajam by Syarikat Rayston Consortium Butterworth Sdn Bhd (RCBSB) which has yet to be finalised. he added.
