George Town is the only Asian city chosen for the project, the other two being in Africa and Latin America respectively. Speaking at a press conference after the officiating ceremony of the International Conference on Managing Urban Cultural Heritage (MUCH), Unesco Jakarta Programme Specialist for Culture Moe Chiba said the first pilot project would focus on the inventory of intangible cultural heritage with community participation. The approach is to involve the local community to do their own inventory. It s not going to be led by academicians but is a local community-led initiative. It s very important to draw an inventory at the very local level because ultimately the communities and the stakeholders will feel committed to continue with the practice, she told the media. Chiba added that the second pilot project would look at how to develop the local industries at world heritage sites by engaging all the related parties to come up with an action plan. She also cited the potential of George Town city in delivering the results envisaged by the projects as the reason it was chosen by Unesco. The conference, held until Oct 4, was supported by the state government in collaboration with the Malaysian National Commission for Unesco as well as the Japan Foundation, It featured a total of 37 prominent speakers and moderators from 15 countries who shared their initiatives on the management of urban heritage, discussions on the different approaches towards heritage management and innovative strategies as well as engagement in constructive discussions on the existing challenges and opportunities in the area of urban cultural heritage management. More than 100 participants were registered for the conference which covered themes such as urban archaeology, globalisation and sustainable tourism, disaster risk reduction, cultural heritage education, conservation of objects and collections, documentations, rejuvenation of urban heritage and online mobilisation in heritage management. The keynote speakers were Un- esco Chair Professor of the Institute of Disaster Mitigation for Urban Cultural Heritage of Ritsumeikan University in Kyoto, Japan Dr. Rohit Jigyasu and Heritage Commissioner of Malaysia Datuk Dr. Zainah Ibrahim. Chief Minister Chow Kon Yeow, in his speech, remarked on the importance attached to cultural heritage by everyone in Penang, be it the state government, local councils or the various communities. Cultural heritage has always been an important element of George Town and Penang as a whole. We have inherited traditions, living expressions, buildings, monuments and collections of objects from our ancestors which have over time given us a sense of identity and continuity, providing a link from our past, through the present and into the future, Chow said. Penang to look at ART suitability Story by Christopher Tan THE state government will study the proposal by a state-based NGO on the use of the Autonomous Rail Rapid Transit (ART) system as one of the components in the Penang Transport Master Plan (PTMP). In the conceptual video, the ART system was placed on an eight to 10-lane highway. We do not have such highways in Penang. However, we will not reject the idea and will look into its suitability, Chief Minister Chow Kon Yeow said at the end of the PTMP public forum at Dewan Sri Pinang,. Chow said the ART system must By Me come with other measures. The ART system is a railless train with rubber tyres running on roads. The system is new as compared to the LRT. Chow said the ART is directed by a sensor system along a corridor. It can be dedicated or shared with other modes, he told the media. He was explaining to reporters on the proposal by the NGO to consider the ART system. During the question and answer session, a Tanjung Tokong resident asked the Penang government to justify the reason for choosing the LRT over ART. Chow said the question was not fair. It is not fair to ask us to justify when this is something new (that has just been brought up today). The ART system is currently being used in two cities in China and it has only been around for three years, he said. He added that the three-hour public forum addressed a wider view of the PTMP as compared to the public forum on the proposed Pan Island Link 1 (PIL 1) held at the SPICE Convention Centre recently. A participant also questioned the NGO if there was any feasibility study conducted on the ART system. On the proposed PIL 1 project, Chow said: Some of the participants have the opinion that the PIL 1 is not needed. The state disagrees because we feel that even with the LRT, it will not be able to shift the mindset of private vehicle users to use public transport. There will still be people who choose to use their own vehicles, Chow said. 3 October 16 31, Penang in strategic partnership with UN- Habitat pix by Darwina Mohd Daud THE state government through the Chief Minister Incorporated (CMI) and George Town Conservation and Development Corporation (GTCDC) has formed a strategic partnership with the United Nations Human Settlements Programme (UN- Habitat) to advocate as well as to promote the New Urban Agenda (NUA) and the Sustainable Development Goals (SDG) of the latter. Speaking at a press conference on Oct 6 which also witnessed the signing of the MoU, Chief Minister Chow Kon Yeow described the partnership as being in line with the vision and goals he had set for the state of Penang when he launched Penang 2030 in late August. This MoU is the first of its kind between a Malaysian state government and the UN-Habitat. The latter is one of the main proponents of the Sustainable Development Goals (SDGs) adopted by the United Nations General Assembly in September Chow and Maimunah exchanging the MoU on the New Urban Agenda and Sustainable Development Goals which they both signed. 2015, that Malaysia is committed to fulfilling by 2030, the chief minister said. Bharathi and representatives from Think City and Seberang Perai Municipal Council (MPSP). This (effort) is very important to formulate integrated and holistic policies needed to achieve sustainable development goals at state level, the local level as well as the national level, of course. When we work at the urban level, it is vital that we include people, locations and city conditions to ensure that no one and no place is left behind, Maimunah said. The state government, according to Chow, is providing US$250,000 as initial funding for studies and any other related matters to achieve what s spelt out in the SDG. Levy charges on foreign workers explained FINANCE Minister Lim Guan Eng clarified the decision on the levy imposed on skilled foreign workers which was recently announced by the Cabinet to be implemented on Oct 1. Some people thought that we (the federal government) increased the levy to RM10,000. No, the amount remains the same. It s still RM1,850 for those foreign workers working here from the first to the 10th year. It s only the three-year extension after the 10th year that there will be charges of RM10,000, he said. For those who choose not to pay, there are still other options. They can send the foreign workers back to their home country and if the workers return here, then just pay the annual levy of RM1,850. This is a new relaxed condition by the federal government that s being done for the first time. Employers can now extend their workers stay here for another three years making it a total of 13 years, the finance minister said on Sept 27. Lim also added that the new ruling involving the RM10,000 levy does not apply to foreign domestic helpers.

The conference attracted some 400 registered delegates, speakers and invited guests, with women making up almost 88% of the total number of delegates. Dr Wan Azizah, who is also Women, Family and Community Development Minister, mentioned in her keynote address traits of women, the role of women in economy, poverty reduction, recognition of more women leaders at the top of the decision making hierarchy, notable women leaders who exhibit dominating behaviours and CHIEF Minister Chow Kon Yeow and his wife Tan Lean Kee visited the main production facility of Toray Penfabric Sdn Bhd at Seberang Perai Industrial Park on Oct 4. 6 6 October 16 31, 2018 Second supplementary agreement to mutually benefit all parties Story by Christopher Tan Pix by Adleena Rahayu Ahmad Radzi THE Penang government has entered into a second supplementary agreement with Rayston Consortium (Butterworth) Sdn Bhd (RCSB) to further enhance the Land Reclamation and Resettlement Agreement (LRRA) which was first made in Chief Minister Chow Kon Yeow said the latest supplementary agreement involved amendments and additional clauses. The Penang government and RCSB first entered into the agreement (LRRA) on June 16, The LRRA was made following the concession agreement between the Federal Government and Lingkaran Luar Butterworth (Penang) Sdn Bhd to build, operate, manage and maintain the Butterworth Outer Ring Road (BORR). Based on the terms set by the Economic Planning Unit of the Prime Minister s Department at that time, Lingkaran Luar Butterworth (Penang) Sdn Bhd was a special purpose vehicle and could not execute other functions other than to build, operate, manage and maintain the BORR. Therefore, a separate agreement (the LRRA) was made to carry out the land reclamation and relocation of the affected ground tenants due to the A TOTAL of 120 delegates from around the world attended the Thunderbird Independent Alumni Association (TIAA) conference 2018 held at Khoo Kongsi Temple on Oct 4. Chief Minister Chow Kon Yeow, who was present as the guest of honour, said Penang aspires to enhance its international and intelligent city status by leveraging on its highly innovative and sophisticated manufacturing and services sectors and will continue to benchmark against international standards. In conjunction with the theme of the conference, Chow also reiterated his plans that are encompassed in the state government s vision for Penang known as Penang Penang 2030 is a 12-year BORR project. As compensation, RCSB was given the rights to reclaim, and develop the reclaimed land at Bagan Ajam. The state government and RCSB entered the first supplementary agreement on March 6, 2003 to include a bank guarantee which was necessary for the developer to submit to the Penang government, Chow said during a press conference at his office in Komtar on Sept 28. Chow said the second supplementary agreement would see the Penang government gaining an additional 77.41ha of land as compared to the original agreement signed in In 1999, RCSB was given the rights to reclaim 650ha of land; in which, 243ha was reserved for Penang Port, 2.5ha was given to the Penang government to build low-cost and low medium-cost homes and 7.5ha was surrendered for relocation of occupants. Based on the earlier agreement (in 1999), RCSB had to surrender 5% land from the net saleable area (equivalent to 12.9ha) to the Penang government. RCSB and the Penang government have agreed that RCSB will hand over 35% land from the net saleable area (equivalent to 90.31ha) to the state government in this second supplementary agreement. This means that the Penang government will gain an additional 77.41ha of land as compared to the original agreement inked in 1999, Chow said. Chow said the second supplementary agreement also fixed a time frame for RCSB to complete the land reclamation works. According to the second supplementary agreement, RCSB needs to hand over the allocated land to the Penang government within six years from the date of the commencement of work. A clause in the Land Reclamation Plan has also been amended to ensure that RCSB submit their master plan, planning approval, Environmental Impact Assessment (EIA) and other related documents within the stipulated time. A new clause was also added in the second supplementary agreement to allow RCSB to transfer their land reclamation rights to a third party for the Penang Port area; with the condition that RCSB still holds the responsibility as stated in the original agreement, Chow said. State Secretary Datuk Seri Farizan Darus represented the Penang government to sign the second supplementary agreement, while RCSB was represented by its director Datuk Ronnie Lim. Penang Island City Council (MBPP) mayor Datuk Yew Tung Seang said the state was making progress in its No plastic straw and No single use plastic initiatives. We understand that the state is formulating the policies for the No plastic straw and No single use plastic initiatives. We had talks with industry players as well as top restaurant and café operators such as Starbucks and McDonald s. Their response was positive. We encouraged them to promote the No plastic straw and No single use plastic initiatives to their customers, Yew said after opening the Towards Zero Carbon City seminar on Sept 26. In his speech, Yew said the carbon dioxide emission in Malaysia was approximately eight metric tons per capita in It was only 1.4 metric tons per capita in The carbon dioxide emission in Malaysia has increased almost six-fold from 1970 to MBPP is determined to make Penang Cleaner, Greener, Safer, Healthier and Happier. Among the green initiatives championed by the city council are the bike sharing system, Green School Award programme, converting existing street lights to LED lights, Plogclean programmes, tree planting programmes and many more. The council also gives out incentives to encourage developers to set up more Green Building Index-rated buildings. I believe that Penang is the only state in Malaysia that rewards developers for their green effort. We reward those are granted GBI Gold or GBI Platinum such as rebating their development charges, he said. Yew added that a total of 363,665 saplings had been planted in the state over the past 10 years. We will continue to plant 100,000 more saplings in the next five years. We are also working on repopulating George Town to minimise people movement and to make George Town a destination to work, live and play, he added. More than 100 participants, comprising local council officers and professional architects, attended the seminar which was organised by MBPP. Ong Pix by Darwina Mohd Daud PENANG plans to make it mandatory for all public premises to be equipped with automated external defibrillator (AED), according to state Agriculture and Agro-based Industry, Rural Development and Health Committee chairman Dr Afif Bahardin. He said the state government as well as the Penang Heart Safe Programme organising committee are in the process of drafting regulations with the local authorities before enforcing the ruling to make Penang a safer place to live. We want to train more people on how to administer CPR (cardiopulmonary resuscitation) using AED, Dr Afif said in his speech to 1,100 participants who took part in the Mass CPR-AED 2018 programme at the Pesta hall in Sungai Nibong on Oct 9. He said it is very important for public AEDs to be displayed clearly From I-Life Suicide Prevention Campaign and easily accessible, not put in a closet, under a counter or locked up in a manager s office for fear of being stolen. A new, portable AED may cost between RM4,000 and RM10,000 and it can help restore a normal heart rhythm in victims of sudden cardiac arrest. We appeal to shopping malls, restaurants and cafes in Penang to voluntarily equip themselves with AEDs to make this programme successful and not wait until a law is enacted. I hope they can get in touch with the authorities for a safer environment, Afif said. The half-day event, organised by the Penang Health Department and Mass CPR-AED Committee, was supported by the Penang state government. The participants were mostly from the police, Fire and Rescue Department, state Health Department, Penang Civil Defence Force (APM), Penang Marine and Royal Malaysian Air Force. Also present were five students Chung Ling High School principal Soo Seng Poh (back row, second from left) and Long (third from left) rejoicing with the St John Ambulance members who had a hand in helping to revive Long. from Chung Ling High School (CLHS) and the victim they rescued, Long Soo Keat, 49, when he suffered a sudden cardiac arrest on Sept 1 during a football match with his fellow CLHS alumni at the school field. The five boys, Gabriel Soon Chai Long, 16, Ling Jun Yong, 16, Shaman Suresh, 14, Ansley Tan Zhong, 14, and Tan Yi Ze, 14, are members of St John Ambulance and were on duty when Long collapsed on the field. They managed to revive him after 12 minutes using CPR and the school s AED. Four of the five other St John members who came in an ambulance to take over and rush Long to Penang Hospital were also present at the Pesta hall. They were Tan Khai Shen, Chin Kai Vun, Bernard Nayagam and Wee Jun Kai. The fifth member, Amirul Aziz, was however unable to attend. Dr Afif complimented all of them for their heroic act and presented a certificate of commendation to each of them. State Public Works, Utilities and Flood Mitigation Committee chairman Zairil Khir Johari told a press conference on Oct 5 that the EIA approval comes with 59 conditions that must be adhered to by the contractor. The three major roads project comes under three packages; with the first package starting from Tanjung Bungah to Teluk Bahang, the second from Jalan Pintas Air Itam to Tun Dr Lim Chong Eu Expressway and the third package from Jalan Pintas Persiaran Gurney to Tun Dr Lim Chong Eu Expressway. The EIA approval was obtained under Section 34 (A) of the Environmental Quality Act (From right) Lee, Zairil and Lim discussing the construction of the major roads project. MAS Group chief executive officer Capt Izham Ismail conveyed the news to Chief Minister Chow Kon Yeow when he led a delegation to pay the latter a courtesy visit at his office in Komtar on Oct 8. Izham also proposed the building of a parallel runaway as an alternative to help solve the congestion problem at the Penang International Airport, instead of just looking at the expansion of the terminal. He cited San Francisco and Kansai airports as examples. The national carrier is now focusing on recovery in this period of tough challenges such as pressure from higher fuel prices, foreign exchange volatility and overcapacity in the domestic market. Izham also said they would be launching MH Holidays, formerly known as Golden Holidays, and also hope to recapture the Australian market. Well aware that the Penang airport has only the capacity to handle 6.5 million passengers a year but arrivals last year hit 7.1 million, Chow is always open to ideas and suggestions. 19 珍珠快讯 2018 年 10 月 16 日 31 日要闻 5 推动可负担房屋 佳日星建议设特别房屋基金税 掌管槟州房屋委员会的行政议员佳日星指, 为了提供更完善及足够的廉价 中廉价及可负担房屋予无壳一族, 他将在来临的星期四向房屋及地方政府部长拿督祖莱达建议设立 特别房屋基金税, 即把中央政府的部分税收分配至房屋基金税内, 让州政府可使用该基金来推动州内遭前朝国阵政府忽略的可负担房屋发展 佳日星说, 拿督祖莱达将在周四召见全国房屋委员会主席, 深入探讨及解决各项有关房屋事项的课题 届时, 他会要求祖莱达针对上述提议作进一步研究是否能有效地在我国实施 此特别房屋基金税早已在英国等国家落实, 我希望能借此基金来加强各州的廉价 中廉价及可负担房屋发展, 以实践居者有其屋的梦想 佳日星是召开房屋委员会会议后, 在新闻发布会上对媒体如是表示 指房地产发展商会无中生有他也在会上斥责大马房地产发展商会 (REDHA) 无中生有, 指州政府仍保留着很多廉价及中廉价单位 若我们真的有保留着很多廉价及中廉价单位, 为何从 年至 2018 年 10 月仍有 3 万 726 人还列在等待廉价及中廉价单位名单中呢? 这是一项毫无根据的指责 无论如何, 佳日星表示, 他还是能接受 REDHA 有建设性的意见如要求政府重新审核发展商在兴建房屋的一切开销, 找出导致房价爆增的其中原因 根据房屋委员会成员从 2013 年至 2018 年 10 月选出符合资格购入可负担房屋的总单位为 4 万 3121 [ 槟州建筑暨材料商公会宴会 ] 槟州首席部长曹观友说, 根据马来西亚建筑工业发展局 (CIDB) 数据, 槟州今年上半年共有 173 项, 总值 34 亿 8000 万令吉的建筑项目, 相比去年上半年总值 28 亿 7000 万令吉, 共 187 项计划, 今年的表现更好 他希望这良好表现能够延续到年秒, 甚至是未来几年 根据建筑工业发展局数据, 槟州在 2016 年及 2017 年的建筑发展计划, 皆达到约 80 亿令吉, 希望今年能继续赶进 他日前出席槟州建筑暨材料商公会 ( 金镇社 )141 周年纪念宴会时, 如是说 槟州建筑暨材料商公会 ( 金镇社 ) 会长拿督林智栋说, 该会全力支持槟州政府推动槟州交通大蓝图计划, 并希望州政府能尽快落实有关项目, 以让槟州经济快速成长 他说, 该会相信良好交通是一个城市必要的建设, 虽然该计划引起一些课题, 但只要相关单位能紧密协商, 定能达到双赢局面 曹观友 : 槟建筑业表现好 此外, 他也力挺财长林冠英要求发展商降低屋价的措施, 以惠及更多有需要的国民 由于政府并没向发展商征收建筑材料销售税, 发展商应当降低屋价, 若房屋发展商不降价, 或需我们应该重新考虑向建筑材料征收销售税 与会者有槟州行政议员彭文宝 双溪槟榔区州议员林秀琴 峇都兰樟区州议员王耶宗 浮罗池滑区州议员李俊杰 马章武莫区州议员李凯伦 彭加兰哥打区州议员魏子森 光大区州议员郑来兴 斯里德里玛区州议员瑟丽娜等人 佳日星 ( 中 ) 在众议员陪同下召开新闻发布会 曹观友指州政府将确保槟州得以持续发展

20 6 要闻 2018 年 10 月 16 日 31 日 珍珠快讯 6 年内完成 州政府获更多地段 峇眼阿占填海计划重启 搁置近 20 年, 占地 650 公顷的北海峇眼阿占填海计划重启, 预计将在 6 年内完成! 槟州政府与北海财团 Rayston Consortium 私人有限公司就该工程签署附加条款合约, 以进一步加强 1999 年首次制定的填海及安置合约 (LRRA) 槟州首席部长曹观友在光大进行签署仪式时表示, 最新的合约涉及了更完善的修正案和附加条款, 州政府将从填海工程中获 公顷土地, 即较当年签署的合约, 额外获得 公顷的土地 他说, 根据 1999 年 6 月 16 日当年槟州国阵政府与 Rayston 集团所签下的北海外环公路计划下的合约阐明,Rayston 被授权填海 650 公顷, 当中 243 公顷供槟州港口用途,2.5 公顷交给州政府发展廉价屋和中廉价屋计划 7.5 公顷则作为安置清洁海滨和峇眼惹玛路居民的回报 北海外环公路竣工后, 惟填海计划却搁置近 20 年未动工, 如今我们限定 Rayston 集团在 6 年内把填海地段交给槟州政府, 而旧合约并没有设置期限 另外, 槟州秘书拿督法立占受询及时表示, 槟州政府要求 R a y s t o n 集团于 6 个月内呈上填海计划蓝图, 动工地点涵盖了峇眼阿占休息站一带至东姑布特拉路, 工程料于 6 年内建竣 峇眼阿占一带的海鲜店 蚬壳油站和住宅难免将受填海工程影响, 但州政府将在工程完成后, 推动当地屋业及经济发展 此外,Rayston Consortium 私人有限公司董事拿督林有章指, 该公司将按标准作业程序进行工程, 目前他们会重新提呈环境评估报告申请, 初步的填海工程预算为 20 亿令吉 待工程完成后, 我们有意在该地段进行综合性发展计划 与会者有槟州行政议员孙意志 槟州财政司拿督莎鲁等人 [ ] 连城航空在槟反应佳增飞雅加达泗水班次 槟州政府与北海财团 Rayston Consortium 私人有限公司就重启北海峇眼阿占填海计划签署附加条款合约 左起为莎鲁 法立占 曹观友 林有章及孙意志 印尼连城航空 (Citilink) 新开拓的雅加达直飞槟城航班于今年 3 月 25 日起飞, 基于该航线取得正面反应, 有关航空将在今年 11 月初推出槟城泗水直飞航线, 同时增加槟城直飞雅加达航线班次, 从每日一趟增至每日二趟 连城航空于今年 3 月 25 起飞的雅加达直飞槟城航线反应热烈, 在首航当天取得近 100% 客满率, 是日更获得前槟州首长林冠英等一众槟州行政议员亲自迎接 连城航空马来西亚总代理 Dexma Express 有限公司业务开拓总监刑诒林日前拜访槟州旅游发展委 古迹 文化及艺术委员会主席杨顺兴时, 如是指出 槟城是连城航空在马来西亚设立的首个国际航线, 而槟城直飞雅加达航线也提供免费 10 公斤托运行李及免费餐饮 杨顺兴表示, 槟城拥有多元文化 风光明媚 垂涎美食 历史古迹等, 本就拥有其独特魅力, 加上医疗旅游发展蓬勃, 因此吸引许多印尼游客前来就医 希望连城航空往后能开拓更多直飞航线, 吸引更多印尼游客到来槟城, 为双边旅游做出贡献 连城航空在槟城取得良好反应 连城航空马来西亚总代理 D ex m a Express 有限公司业务开拓总监刑诒林 ( 左 ) 赠送纪念品于杨顺兴

21 珍珠快讯 2018 年 10 月 16 日 31 日要闻 7 罗查理 ( 右 3) 提呈 2019 年财政预算案 ; 左 3 为市局秘书罗斯娜妮 为了提高民众爱护大自然及河流的观念, 威省市政局也经常在北赖河 (Sungai Perai) 举办休闲环保活动, 让民众透过河上运动了解爱护河流的重要性 威省市局明年财案以人为本 威省市政局提呈及通过 以人为本 的 2019 年度财政预算案, 预算总开销达 2 亿 9599 万令吉, 比预算收入 2 亿 7123 万令吉高, 因此, 会出现 2476 万令吉赤字 尽管财政赤字无可避免, 当局储备金仍足够承担 威省市政局主席拿督罗查理指, 该局明年预算的总收入, 比今年预算的总收入增加 267 万令吉 (0.99%), 税收预计达 1 亿 9154 万令吉 ( 占 71%), 然而这也必须取决于 100% 收到税务, 非税收收入为 6869 万令吉, 其他收入如政府拨款等 1100 万令吉 他说, 在开销方面, 行政开销占 2 亿 7250 万令吉 发展开销共 888 万令吉及资产开销 1 亿 461 万令吉 提呈 以人为本 财案, 也是全力支持槟州首长曹观友提出的 槟城 2030 : 重家庭 拥绿地 精明州 耀全国 愿景 另外, 罗查理在会上强调, 威省市政从 2017 年 11 月 4 日发生的严重水灾汲取了应对天灾的经验, 并指宜居城市的首要条件是无论发生任何灾难都能迅速恢复原貌 因此, 当局将增加发展开销, 作为维修建筑及基设之用 至于资产开销方面, 当局拨款 807 万令吉购买交通工具及相关器材等 设变速冷水机水泵防灾他也透露, 市局采取未雨绸缪的措施, 他们将在威省市政局大厦设置变速冷水机水泵 (Variable Speed Chiller Water Pump), 让当局在面对水灾时仍能照常运作, 为民服务 为了加强民众对于地方政策的参与度, 当局从去年 2 月 1 日至 3 月 31 日就开始针对明年度财算展开民意调查, 获得了 1 万 2333 威省市民提出建议 市民着重社区安全民调显示, 市民认为当局需着重社区安全 (24.4%), 其次应提供基本设备 (17.9 %) 健康生活形态 (16.1%) 绿意发展及地方清洁 (15.2 %) 新科技应用 (10.7 %) 城市经济的竞争力 (7.3 %) 加强文化遗产 (3.8 %) 居住环境的弹性 (2.6%) 社区参与 (1.1%) 及社区包容性及平等 设低碳精明城市目标罗查理也指, 市局设定將在 2022 年迈向低碳的精明城市目標, 包括在 2022 年时种植 5 万棵树木, 即每年设定栽种 1 万棵树, 然而最重要的还是能提高市民及各单位的环保意识, 以期能在威省达至 70% 可循环率及减少 50% 垃圾量 此外, 市局也将连同各政府单位及私人机构建设更多惠及民众的多用途广场 运动及社交空间, 透过活动拉近各族之间的关系, 同时也能教育市民有关环保的重要性 每月第 3 周六主题庆典另外, 威省市政局在 10 月 13 日与 Think City 联合推广北海艺术街月常盛会, 未来将在每个月的第 3 个周六, 于有关地点举办各主题庆典, 目前已确定举办的项目是屠妖节盛会 (11 月 ) 及圣诞节庆典 (12 月 ) 威省市政局较早前举办的 世界清洁日 获得男女老少踊跃参与捡垃圾活动, 罗查理矢在未来展开更多类似活动, 期许 2022 年达到 70% 可循环率及减少 50% 垃圾量

22 8 要闻 2018 年 10 月 16 日 31 日 珍珠快讯 本那牙光育小学觅地迁校 首长 : 全面配合寻适合地点 威北本那牙光育小学觅地迁校, 槟州首长曹观友透露, 州政府将给予全面配合, 并尽快寻找合适土地, 让该校搬迁 曹观友透露, 州政府目前手上合适的校地, 首推威南峇都加湾, 当地因发展迅速, 如今已有国小 淡小和国中, 只欠缺华小进驻 无论如何, 目前做出校地申请的除了上述学校外, 还有另一间由中央政府所批的新华小, 因此, 州政府必须在与教育部协商后, 再决定最终方案 副部长张念群计划 10 月份, 来到槟州视察校地, 届时我们将会讨论由光育进驻, 或让新学校优先 他是在前往上述学校, 与该校同仁展开对话后, 向记者这么说 他补充, 目前已鉴定的校地约 6 依格, 由于 2 所学校同时申请, 因此, 州政府将会再寻找合适地段, 确保两所学校都能在槟州落户, 继续为槟州培育英才 我们希望能够在威中阿尔玛找到合适地段, 这些新晋发展区域缺少华小, 所以必须给予补充 他强调, 州政府早前已经成功处理数个迁校个案, 因此, 他有信心能够完成协助光育迁校任务 章瑛赞扬光育迁校决定槟州行政议员章瑛赞扬该校, 为了教育树人事业, 而勇敢做出迁校决定 她承诺将尽力给予协助, 同时, 她也督促该校能够为受影响的学子做出妥善安排, 以免影响孩子的求学进度 光育华小由于学生人数减少, 今年更只剩下 18 名学生, 在该校董事进行协商后决定迁校, 并致函槟州政府要求协助 他们是于今年 6 月份对外做出这项宣布, 并在获得全部家长同意后, 于今年 7 月份迁校正式进入日程 图与文 乔治市扶轮社捐车予伊甸残障服务中心 乔治市扶轮社捐助无障碍轿车予伊甸残障服务中心, 以便后者能够为更多障友服务 他们是在槟州爱心社会福利中心, 移交有关价值约 6 万 5000 令吉的轿车, 这也是有关扶轮社自 2014 年以来, 第二次捐赠供伊甸残障服务中心障友使用的轿车 曹观友 ( 左三 ) 章瑛 ( 中 ) 刘子健 ( 右二 ) 郑来兴 ( 左二 ) 吴俊益等视察学生上课情况 首长 : 提升世遗区居民生活素质 文化遗产种子基金 11 月推介 槟州首席部长曹观友说, 槟州政府拨出 300 万令吉的 文化遗产种子基金 将于 11 月推介, 希望通过这项计划, 把人民引回市区生活, 并提升乔治市世遗区居民的生活素质 他说, 种子基金 主要是用作通过最新科技来维修及保护建筑物, 同时也确保租金不会暴涨, 让当地居民可以长期居住下去 曹观友是在 2018 年城市文化遗产管理国际研讨会 开幕时如是指出 他说, 上述基金计划筹备良久, 目的是防止租金上涨, 让居民可长期居住老城, 但要居民回流 上述计划成功, 有必要获得业主的参与合作 乔治市世遗机构总经理洪敏芝补充, 这项计划目前已进入最后的阶段, 他们非常鼓励当地居民可持续的居住在文化遗产区内, 并有持续性的发展 乔治市获选进行 2 大计划另外, 乔治市世遗区获联合国教科文组织 (UNESCO) 选为进行 2 项大型计划, 即 通过博物馆 资讯中心及创意领域, 来衔接遗产区及当地文化遗产 区域研讨会, 以及 可持续发展城市的非物质文化遗产及创意 计划, 乔治市也是亚洲唯一获选进行有关计划的地方, 另 2 个地区是在非洲及南美洲 城市文化遗产管理国际研讨会场面一瞥

40 14 October 16 31, 2018 Jagdeep pleased with minister s commitment Story by Victor Seow AT a press conference in Komtar on Oct 5, state exco member for Local Government, Housing and Town & Country Planning Jagdeep Singh related what had transpired in a meeting chaired by Housing & Local Government Minister Zuraida Kamaruddin the day before in Putrajaya. The event was attended by the Housing and Local Government excos from all the different states across Malaysia. A visibly pleased Jagdeep noted the pro-activeness on the part of Zuraida in engaging with the states especially in addressing the housing woes which had been affecting Penang when Barisan Nasional still held federal power. The housing needs of Penangites had, according to the threeterm Datok Keramat assemblyman, been neglected by the then federal government. I m very happy to announce that a very fruitful meeting was held at Putrajaya which was called by the Minister of Housing and Local Government Hajjah Zuraida Kamaruddin with all the housing and local government executive councillors in Malaysia including those from states ruled by the Opposition (BN), Jagdeep said. Jagdeep revealed that many issues were raised by all parties for her consideration and for Penang these included funding by the federal government for housing maintenance under the now renamed Tabung Penyelenggaraan Malaysia, Public Housing Programmes (Program Perumahan Rakyat or PPR) and upgrading Seberang Perai Municipal Council (MPSP) to city council status. It was brought to Zuraida s attention that prior to GE14, Penang had 126 outstanding applications under the (then) TP1M amounting to RM66.4 million. These included 55 projects from MBPP (Penang Island City Council) accounting for RM37.7 million and 71 projects from MPSP amounting to RM28.6 million, The Minister has committed to look into these outstanding applications and we hope to hear more good news soon, he said. It was confirmed that currently, two plots of land in Jelutong are being considered for PPR by the federal government. Further to this, all executive councillors were requested to submit a complete list of land identified for the development of PPR. I m happy to state that Penang has identified further plots of land in every district for this purpose, added Jagdeep. I had also raised the issue of the desire of the Penang state government to upgrade MPSP to city council just as what was done for the MBPP in In this regard, it was confirmed (by the Minister herself) that there is no restriction for any particular state to only have one council with city status, as was intimated to Penang before GE14 by the former BN federal government. In this regard, I will be proceeding with all relevant applications, both to the state and federal governments for the upgrading of MPSP to city council status, Jagdeep said. Jagdeep also expressly thanked Zuraida for her proactive and positive attitude in holding discussions with all the Housing and Local Government exco members in the country, whereby in this new era, all states irrespective of political affiliation, can look forward to a more positive outlook in matters concerning housing and local government. According to Tan, the MCCC is currently considering its options for the venue for the conference to be either in Sabah, Sarawak, KL or Penang. He hoped the Penang state government would support the conference so as to attract the delegates numbering around 1,500 business people who are Malaysians and Chinese from Mainland China to visit Penang and to sample the best of what the state has to offer. Tan also shared his experience with Chow on how the Chinese government decentralises the provinces in terms of specific economic specialty to enable each region or province to promote a particular industry. He cited examples such as the Chinese Smart City in Wuxi, the Big Data Centre in Guizhou and the e-commerce hub in Suzhou. The MCCC national president suggested that the Penang state government adopt a similar strategy like what the Chinese are doing to promote itself to outsiders. Others in the MCCC delegation included vice-presidents Ngan Teng Ye and Lee Chee Hian, secretary-general Kelvin Siah Teong Chein, Penang branch president Teh Eng Hin, Youth chairman Bryan Chong and vice-executive secretary Jackie Chee Kok Ping. The chief minister s political secretary Teh Lai Heng, who was also present, was tasked by Chow to be the contact person for MCCC to follow up on its request for the state government s sponsorship to hold the Malaysia- China Entrepreneur Conference next year.

41 October 16 31, Relay gives hope to cancer patients Story by Tanushalini Moroter OVER 2,000 people clad in purple took part in Relay For Life 2018 held at Universiti Sains Malaysia on Oct 7. Joining them was Chief Minister Chow Kon Yeow. The heavy downpour did not stop the participants which included some 180 cancer survivors to take part in the relay to bring a message of hope to other cancer patients. Prior to the relay, Chow conveyed his hope that through cancer awareness campaigns, the disease can be defeated. This annual campaign reflects the extraordinary unity and effort by the community to create awareness and fight cancer and I m honoured to be part of this special campaign. I believe that we all have, in one way or another, come across this disease either directly or indirectly in our daily lives. It may be through friends, families, loved ones or even personal experiences with cancer. Thus I hope that through campaigns such as this, we can triumph over cancer, said Chow in his speech. Chow also highlighted the importance of early detection which could improve the survival rate of cancer. It is important to go for regular check ups and if we sense any symptoms in our body, we need to consult the doctor immediately. In Malaysia almost twothirds of patients with cancer are diagnosed at stage three or four whereas in developed countries only about a third are diagnosed late. Cancer treatment will be more effective if it is treated earlier. We are proud that in Penang, we have active nonprofit organisations like the NCSM Penang Branch and Penang Hospice Society that constantly provide accessible free services and support to anyone who needs them. All of us must work closely to ensure that this movement keeps going forward and never stops, added Chow. The Relay For Life 2018 was organised by the National Cancer Society Malaysia Penang Branch and the Penang Hospice Society, with the support of Universiti Sains Malaysia (USM). 43 October 16 31, All for breastfeeding Story and pix by Christopher Tan SEVENTY-TWO mothers together with their husbands and babies came in full force to support The Malaysian Big Latch 2018, when they took part in the mass breastfeeding event here in Penang Times Square. Organised by JCI Pearl, the event was aimed at encouraging mothers to breastfeed their babies and to raise awareness on the importance of breastfeeding. Besides Penang, five other locations in Malaysia - Kuala Lumpur, Johor, Perak, Tawau and Kota Kinabalu - were also holding The Malaysian Big Latch 2018 simultaneously. The organiser was attempting to break the Malaysia Book of Records which the organiser had set in A total of 820 mothers took part in the event that year. Penang Women and Family Development, Gender Inclusiveness and Non-Islamic Religious Affairs Committee chairman Chong Eng said the state government wanted to encourage mothers to breastfeed their babies. The Penang government is very supportive of this breastfeeding practice. We are proud of breastfeeding mothers who make the effort to breastfeed their babies. We want to thank JCI Pearl for being sensitive towards gender issues. Husbands and wives must work together to build a healthy environment for your babies, she said in her speech on Sept 23. The event was co-organised by Mother-to-Mother Peer Support Group (MMPS) and coordinated by World Alliance for Breastfeeding Action (Waba). Organising chairman Autumn Tan said JCI Pearl was honoured to organise the event to raise awareness on the importance of breastfeeding. At 3.20pm, the event saw a total of 610 mothers (from all six locations) taking part in the event. Despite not being able to break their own record of 820 mothers (who took part in 2016), JCI Pearl president Zendieey Lee was happy with the turnout. Our main objective is to raise awareness and to encourage mothers to breastfeed. Although we are unable to set a new record, we are happy that more people are now aware about the importance of breastfeeding, Lee said. Also present was MMPS adviser Dr Balkees Abdul Majeed. There were also educational booths set up to help parents foster closer relationship with their babies besides the mass breastfeeding event in Penang Times Square. Sunway Tunas community celebrate Lantern Festival HUNDREDS of residents from the Sunway Tunas community rejoiced in the Lantern Festival event held at their basketball compound on the evening of Sept 24. Keeping Penang Hill trash-free PENANG Hill Corporation (PHC), being an environmentally conscious body, organised the Trash Free Hill programme on Sept 29. He said with the allocation, the ministry would be able to promote tourism to a wider audience We are now getting stiff competition from Thailand, Indonesia, Vietnam, Myanmar and also Singapore in this industry. Distinguished Gentlemen s Ride (DGR) is an annual charity ride that first began in Penang in It is to spread awareness on men s mental health and to help raise funds to find a cure for prostate cancer. DGR Penang was first organised in 2015 by Geng Kak Long and Vespa Penang. In 2016, it was organised by Riders Garage. In 2017, Riders Garage joined hands with Tryharder and saw the biggest turnout with the participation of over 300 bikes.
