A Survey on the Relationship between Favorable Local Conditions and Field, as well as the Artistic Decoration of Street Taking Hai An Road of Tainan City for Example
Abstract It has been several decades since the construction project of underground street in the region around Hai An Road of Tainan City started in 1991. Due to the factors of earth loosening, continuous permeation of underground water, poor construction quality, and so on, there appeared such problems as successive cracking and collapse of houses around this region. Consequently, the construction project had to be terminated, bringing to the decline of this district. In the very beginning, the government hoped to rebuild Hai An Road by using the green park model. However, the vitality of this district could not be really resumed. In 2004, under the efforts of the local cultural and art workers, the government cooperated with the civilians and the private sectors in activating the street district by art. After many artistic decoration activities of the street of Hai An Road have been held all through these years, a model of new living space is gradually formed. The study takes Hai An Road, the street with artistic decoration, as the research target. The operation purposes of the study include: (1) The study unfolds the properties of the district of Hai An Road, including such facets as the local industries, history, life, and so on, and understands whether the artistic decoration of street has mixed with the living of local people. (2) Focusing on the watchers and appreciators of the activities held on the artistically decorated street, the study intends to investigate the interaction between the artistic street district and the watchers and appreciators by the street, and understand their feelings about the success and failure of artistic decoration of street. (3) The study explores the relationship between artistic decoration of street and social groups. These social groups are composed of people of different circles, such as the planners of street redecoration, government departments and some important local celebrities (heads of neighborhoods and the officials of the local Social Welfare Association. The study attempts to indicate the relationship among the three parties: the public, the art creators and the government departments, and then examines from the relationship the appropriateness of displaying these artworks. Having made a literature review, the researcher got a preliminary understanding of the situation, and actually visited the field of the artistically decorated street on Hai An Road to observe and make records. Through the research approaches of inviting pedestrian to fill out questionnaires on the street and interviewing with the people involving in the artistic decoration of street, the study analyzes the collected information and makes a collation of the analytic results).
