Collaborative Effect of Community Social Organizations in Social Governance Case of Hangzhou Jianxing Yu and Lei Jin College of Public Administration Zhejiang University Hangzhou Abstract Community social organizations are one of the most important organization forms in the basic social field which can play a positive collaborative role in social governance. The development of community social organizations in Hangzhou indicates that community social organizations play an active role in promoting selfmanagement and self-governance forming social identity bringing various parties together rousing citizen's ambitions providing social services and mediating social disputes which has promoted the formation of a new social governance structure. The government should establish sound institutional frameworks policies and regulations to create a favorable institutional environment for community social organizations. Community social organizations should improve their abilities collaborate in a wider range of fields with the government the market and each other and be innovative with their collaboration methods.
