Commenting on the sale which was carried out after a restricted tender process in early 2014 in which Seaport Terminal acquired Penang Port for RM170 million, Lim said Tan Sri Syed Mokhtar Shah Syed Nor Al- Bukhary, who owns the former, is set to to profit a whopping RM210 million by flipping Penang Port over to his listed flagship MMC Corp Bhd. According to the weekly business newspaper, Seaport Terminal is the largest shareholder of MMC, with 51.75% control of the publicly traded company. Why did the federal government allow this RM210 million to be earned by (Tan Sri) Syed Mokhtar? asked Lim. The Chief Minister also raised the question pertaining to the yet to be done capital dredging which was part of the sale concluded in Why is it until now the requirement to perform the capital dredging is not enforced? They are supposed to increase the depth of the sea to 15 metres from its existing 11, costing RM350 million. Why is it not done? he added. And thirdly, when they bought over the (Penang) port, they are also supposed to run the ferry service well. They have not run the ferries well. They are losing around RM20 million a year and now they have sold to Prasarana for RM1. No need to pay the debts, Lim said. So, they have actually cut their losses. With profits some more. So the (federal) government has lost out. The government gave all these conditions capital dredging costing RM350 million and investments to further develop the ferries but nothing (materialised). I urge the Transport Minister (Datuk Seri ) Liow Tiong Lai to explain why he allowed a private company to earn money which can be earned by the federal government, added Lim. The Minister in the Prime Minister s Department had said that the Penang state government had paid inflated prices as high as 400% for the civil and structural fees compared with the scale recommended by Registration of Engineers Act Stressing that the job scope of Consortium Zenith Construction far exceeded the mere civil and structural consultation mentioned by the Minister, Chow clarified that the Bring it on, Lim tells Gerakan work done included land survey, detailed environmental impact assessment, quantity surveyor, land tunnel design, architectural design, mechanical & electrical, project management, social impact study, traffic impact study and financial feasibility and funding management. All the projects are done through open competitive tenders, which means the lowest price is chosen. So how can there be any wrong move? Let them sue, just like what they did with SPICE, Lim told newsmen at the Majestic Theatre in George Town on July 5. The SPICE (Subterranean Penang International Convention and Exhibition Centre) was previously the Penang International Sports Arena (Pisa). Lim said the RM300 million project had brought much value to Penang, with international events held at SPICE attracting 20,000 people who snapped up almost all hotel rooms on the island. Lim, furthermore, also pledged an allocation of RM200,000 from the state government as well as another RM50,000 from the Penang Island City Council (MBPP) towards the temple restoration fund. According to the chairman of the Board of Trustees Datuk Seri Khoo Keat Siew, the total restoration of the temple cost RM6 million. I was tasked with preparing the Structure Plan in 1985 and subsequently held the position of the MPPP planning development department director as well as the George Town World Heritage Incorporated (GTWHI) general manager position before I was appointed as MPSP president. Now I am back in MBPP with fresh visions and plans to make the island a greener, cleaner and happier place, she said of her plans as the new mayor. The Tech Dome Penang Partners Recognition Evening on June 30 was a simple yet meaningful gesture for Tech Dome, especially its management to record its appreciation to the corporate sector and manufacturing sectors as well as individuals who played a part in writing its success story. Chief Minister Lim Guan Eng, who was guest of honour, described Tech Dome s achievements in glowing terms and commended the tireless commitment of its management team as well as rank and file. If the first year of Tech Dome s operation is anything to go by, this has been proven to be a truly worthwhile investment. Within a year of its opening Tech Dome has seen more than 55,000 visitors, had over 260 schools visiting from every state except Sabah, conducted 60 team building sessions from various companies and attained a score of 4.9 out of 5.0 in Facebook reviews, he said. Convinced of the need of a science discovery centre to inspire the future generations, the state government gave the go-ahead to make the biggest investment of RM28 million in science and technology education. Both the state government and the private sector contributed RM28 million in this notable Public-Private-People partnership, the chief minister added. We just trimmed the dead trees surrounding the park, and we only removed some of the overgrown bamboo plants, he added. It was difficult to manage those bamboo plants, thus we had no choice but to remove them and now we are re-planting new saplings which would be safer and at the same time provide better shade, he said during the commencement of the replanting work. Well, the park is brighter now and it will be safer for the residents especially for ladies who had complained that they have seen people hiding behind the bamboo plants during their early morning walks. Upon the removal of bamboo plants, Garcinia subelliptica or commonly known as fukugi tree will be replanted and these trees are known as shade trees. Project to ease traffic woes in Jalan Paya Terubong Story by Danny Ooi Pix by Law Suun Ting A RM2.7 million project is underway to ease traffic congestion and flash floods in Jalan Paya Terubong. Exco for Local Government, Traffic Control and Flood Mitigation Chow Kon Yeow said the project is scheduled to take off on July 17, and expected completion is by July 25, This project involves upgrading of the drainage system and road works in Jalan Paya Terubong, covering the road stretch in front of Sekolah Kebangsaan Sri Relau. For instance, a box culvert measuring 1.20m by 1.20m is proposed at the junction of Jalan Paya Terubong and Jalan Kampung Batak to channel rain water to the existing drains. Besides, Jalan Paya Terubong will be converted into six lanes for two-way traffic to ease traffic congestion. A road divider will also be constructed in front of the school for the safety of pedestrians, Chow told reporters at a press conference in front of Sekolah Kebangsaan Relau on July 10. Also present were MBPP secretary Yew Tung Seang and consultant from Lumbini Consultancy, Tan Eng Hock. Meanwhile, Jalan Empangan Air Itam, the road leading to the Air Itam Dam, was officially reopened on July 8. Chief Minister Lim Guan Eng had on July 1 given Perbadanan Bekalan Air Pulau Pinang (PBAPP) one week to complete the road works and was pleased it was completed one day earlier. The total cost of RM62, covered by PBA, he said when officiating the opening of the road on July 8. Also present were Bukit Bendera MP Zairil Khir Johari, Air Itam assemblymember Wong Hon Wai and trustee of Kek Lok Si Temple Datuk Steven Ooi. Lim also conveyed the state government s appreciation to Kek Lok Si Temple trustees for constructing a 100-metre long retaining wall, as remedial work for a steep 60-metre high slope that collapsed on Oct 29 last year during a thunderstorm. The temple has spent a large unspecified sum for the retaining wall. However, certain irresponsible parties are unreasonable for criticising that Kek Lok Si took eight months to finish the retaining wall when they had to raise funds and complete the work well, he said. In conjunction with the reopening of the road, Lim flagged off a group of cyclists in front of the bungalow belonging to PBAPP.

Upgraded July 1-15, 2017 Road projects in south Seberang Perai CHIEF Minister Lim Guan Eng on July 7 announced another RM33.4 million allocation for a connectivity and infrastructure project in south Seberang Perai. He said the state would spend the money for the expansion of a bridge and road projects along Jalan Batu Kawan. The current two lanes will be upgraded to six lanes. The work started in early May and is scheduled to end in May 2019, he said at the ground- breaking ceremony at the site near Batu Kawan. Also present were Deputy Chief Minister I Datuk Mohd Rashid Hasnon, state exco member for Utilities and Transportation Lim Hock Seng, Batu Kawan MP P. Kasturi, Seberang Prai Municipal Council (MPSP) president Rozali Mohamud and Penang Development Corporation (PDC) general manager Datuk Rosli Jaafar. Lim said this is aimed at tackling and resolving future traffic congestion problems, especially the traffic situation when IKEA opens its doors in 19 months. He said Batu Kawan will 9 have an influx of local and foreign tourists following the opening of IKEA. The road expansion will also cater to future projects like Eco City, the RM250 million Penang Design Village and KDU Penang University College. Lim added that the state had also spent RM7.8 million to build a road to connect Penang Science Park and Juru. The lift was not functioning for quite some time and now I m happy for the residents as they can conveniently get access to their homes especially the elderly, families with young children and also the sickly, said Batu Uban assemblymember T. Jayabalan when officiating the upgraded lift on July 1. I would like to thank exco for Housing and Town & Country Planning Jagdeep Singh Deo for approving 80% of the budget for the project from the State Housing Maintenance Maximum 80% Fund. The total cost of the project is RM63,621.20, of which 80% or RM50, was borne by the state government and the remaining 20% (RM12,724.24) was raised by the residents, he added. At the event Jayabalan urged everyone to register as voters because it is the right of every citizen to vote. The function was graced by exco for Youth and Sports, Women, Family and Community Development Chong Eng together with movie director Don Hoe of Full Billion Entertainment Sdn Bhd (FBE). Also present were its production co-ordinator Susen Tan, executive producer Boey Tze Nin and Oxtra Capital Sdn Bhd operations manager Kenneth Lim Soon Hoe. The movie themed The Sport That Unites Malaysians represents the first badminton movie in history. Among the well-known personalities who have roles in the movie are actress Maya Karin, child actress Annabelle Tan and local badminton greats like Rashid Sidek, Cheah Soon Kit, Ong Ewe Hock and others. 16 2 要闻 2017 年 07 月 01 日 15 日 宗联委应派律师冷静处理产业事宜 首长 : 需依法行事 槟州各姓氏宗联委应委派他们的律师, 才能够以冷静的方式跟土地局商量, 采取恰当的步骤, 商讨如何在无须缴还地价的情况下, 将爱情巷 50 号产业转到他们的名下, 并以尊重法制为前提 槟州首席部长林冠英于 2017 年 7 月 7 日于槟城乔治市名英祠开放日所发表的声明 : 这个课题其实是一个法律课题, 因此必须以冷静的方式处理及解决 作为一个政府, 我们必需依法行事, 不能为所欲为 在媒体上发声明 大谈政策或陈述申请某一事项之意愿, 并不代表这就是所谓的 正式提呈 或申请 每一项申请都必需按部就班, 当然, 最重要的是, 必需透过提呈证据及文件来支持各项论述 我们认为应该把所有细节公诸于世, 将所有来胧去脉讲出来, 免得被断章取义及节外生枝 有关槟州各姓氏宗联委要向州政府索回位于爱情巷 50 号的产业一事, 我以槟州土地委员会主席的身份, 指示土地局加快搜索, 找出真正业主的实质证据, 以便能够尽快将有关的产业及地皮, 物归原主 我们希望可以循法律途径搜出证据, 找出真正的地主, 然后让原有的法定业主在无需缴交地价 只需偿还所拖欠之地税及费用的情况, 将地皮 / 产业还原给原主 我们搜索出共三片原本看起来毫无关联, 而实际上却互有相联的地皮, 即 : 1) 洛 155(Lot 155, Seksyen 19, Bandar George Town)- 爱情巷 50 号之产业所在地 2) 洛 168(Lot 168, Seksyen 21, Bandar George Town)- 皇后街 ( 目前为蜜枣店 ) 3) 洛 164(Lot 164, Seksyen 18, Bandar George Town)- 义福街 ( 也即是现有的名英祠所在地 ) Lot 155( 爱情巷 50 号 ) 根据土地局所搜获的资料显示, 洛 155( 爱情巷 ) 之地皮, 在 1909 年 1 月 7 日, 高庭裁决委任 5 人, 即 Boey Tiang Beng,Koon Weng Cheong,Tay Tiang Swee,Tay Boon Keat 及 Low Thean Mow 作为英寿记公司 (Eng Siew Kee Kongsi) 产业之信理员 在有关的庭令下也阐明, 英寿记公司之产业, 其实包括 2 片地皮, 也即是洛 155(Lot 155, Seksyen 19, Bandar George Town) 及洛 168(Lot 168, Seksyen 21, Bandar George Town) 因此, 有关的庭令, 有效于这两片地皮 ( 即爱情巷及皇后街之产业 ) 这就是爱情巷产业与皇后街产业之间的微妙关联 爱情巷 50 号地皮之信理员, 从 1909 年 1 月 7 日之庭令之后, 都未曾更改过 ( 相信目前有关的信理员已不在人世 ) Lot 168( 皇后街 ) 根据土地局所搜获的资料显示, 基于高庭在 1909 年 1 月 7 日之庭令是针对 2 片地皮, 即洛 155 及洛 168, 因此有关庭令下,5 名信理员皆同属英寿记公司之信理员 洛 155 与洛 168 唯一的不同之处是 : 在 1950 年 3 月 6 日, 洛 168( 皇后街 ) 产业出现了信理员之更换 新的信理员名单有 Chin Kim Weng, Tang Cheang Pow,Chee Kok Keng@Chee Kok Peng,Gee Kok Weng,Chee Choong Beng,Ng Yook Koon,Chee Choon Kow,Yeang Hooi Chee 及 Ng Lean Fatt 目前这片地皮 / 产业, 为 Meera 蜜枣店 Lot 164( 义福街 ) 根据土地局所搜获的资料显示, 洛 164 也即是义福街目前名英祠之 所在地, 与皇后街洛 168 之产业的地主是同一批人, 也即是新的信理员有 Chin Kim Weng,Tang Cheang Pow,Chee Kok Keng@Chee Kok Peng,Gee Kok Weng,Chee Choong Beng,Ng Yook Koon,Chee Choon Kow,Yeang Hooi Chee 及 Ng Lean Fatt 这就是皇后街产业与义福街名英祠产业之间的微妙关联 这产业目前为名英祠, 位于义福街 更重要的是, 目前这产业也不是槟州各姓氏宗联委名下 土地局搜索后的新发现 : 在 1909 年之庭令下, 爱情巷 50 号之信理员, 其实同样管理皇后街之产业 意味着各姓氏宗联委也不知道其实还有一产业 皇后街产业的地主, 与目前义福街名英祠之地主 / 信理员为同一批人, 都是在 1950 年 3 月 6 日更换的新信理员 换言之, 爱情巷 50 号之信理员 / 业主, 依然是 1909 年 1 月 7 日庭令发出时之地主 / 业主, 没有更改过 为什么州政府就不能直接把爱情巷 50 号交给槟州各姓氏宗联委? 在不受争议下, 将爱情巷 50 号产业割名给各姓氏宗联委并非不可行, 只要各姓氏宗联委愿意依据当前市价, 缴足 100% 地价即可 唯, 这并不是各姓氏宗联委的意愿 各姓氏宗联委要的是州政府无条件免费将产业转至各姓氏宗联委名下 而州政府也愿意这么做, 不过我们需要有法律的根椐 在土地法典下, 要政府不收地价将地皮转移, 只能转给具有法定地位之原有地主名下 目前, 不管是爱情巷 50 号 皇后街蜜枣店产业, 以及义福街的名英祠, 地主都不是各姓氏宗联委 目前, 州政府只持有这 3 片地皮的其中一片, 也即是爱情巷 50 号, 因信理员长期拖欠地税, 产业遭政府充公 另 2 片地皮依然属于原有信理员 ( 尽管所有信理员已逝世, 但是在法律上地皮依然是他们所持有 ) 换言之, 若他们具备法律地位, 州政府是可以将爱情巷的地皮转给各姓氏宗联委 ( 当然需还清过去所拖欠的地税及其他费用 ) 所以, 如果各姓氏宗联委能够将名英祠之地主 / 业主名字, 转为各姓氏宗联委名下, 就好办事 ( 因为洛 164 义福街的业主也是洛 168 皇后街道产业之业主 ) 意味着各姓氏宗联委可以在 1909 年庭令下 ( 爱情巷洛 155 地皮与皇后街洛 168 地皮属同一信理员 ) 的条件, 让州政府始能在不收地价 ( 只须交费用及所拖欠的地税 ) 的情况下, 将爱情巷 50 号 ( 洛 155) 转给各姓氏宗联委 否则只能用首长的权力 硬硬来 转名给各姓氏宗联委 因此, 州政府希望, 各姓氏宗联委能够委派他们的代表律师, 前来与州政府的法律顾问洽谈 只有通过法律的管道, 具备了法律上的基础, 才能让各姓氏宗联委如愿免费获得他们声称属于各姓氏宗联委的爱情巷 50 号之产业 ( 当然需还清过去所拖欠的地税及其他费用 ) 总结 : 我们的结论是, 州政府也有意愿将产业转到各姓氏宗联委名下, 并准备以不收地价的情况转名 ( 只需交所拖欠之地税及其他费用 ), 但这一切需要有法律的根据为前提 要我动用政府的权力将地皮交给各姓氏宗联委, 也要依法行事, 目前我们也尽量从政府资料库中找证据, 以便在我指示土地局官员及州法律顾问时, 他们也心服口服, 免得首长在没有证据下 硬硬来 一意孤行

27 2017 年 07 月 01 日 15 日 要闻 13 罗兴强出差海外推广槟州旅游 针对本地某报章于 2017 年 6 月 28 日的 罗兴强 17 个月出国公干 14 次 报导, 槟州旅游发展委员会主席罗兴强表示, 这一年半的海外出差主要以推广直飞和包机为主, 是有关委员会推广槟州旅游的政策之一 像去年推出的槟城往返越南胡志明的直飞航线, 已经从每周 4 个航班增加至 7 个航班 他解释, 虽然槟城州有很多来自英国 美国 澳大利亚和印度的游客, 但他却选择到东南亚国家尤其中国推广槟城旅游, 主要是因为到东南亚国家进行推广的经费相对比欧美国家少, 却能够得到更好的宣传效益 他补充, 出席这些活动的经费有部分是由该国赞助, 因此更大大减少出国公干的费用 另外, 因为与中国有很好的相互交流与关系, 在今年 3 月, 槟城受世界旅游城市联合会 (WTCF) 委托, 承办了具有意义的 亚太旅游论坛, 召集了超过 150 名全球以及中国各个省市的旅游领域领导 多个顶尖旅行社和旅游网如途牛 中国国旅 腾讯 猫途鹰等, 共同探讨亚太区的 一带一路 旅游城市发展问题, 同时促进旅游领域的可持续性发展 世界旅游城市联合会是由中国北京倡导发起的旅游城市及旅游相关机构自愿结成的非政府非营利性的国际旅游组织, 目前共有超过 180 名会员 身为掌管槟州旅游事务的行政议员, 我有责任到国外推广槟城旅游和美食 随着直飞航班的增加, 前来槟城观光的游客肯定随之增加 近年来我们也开始投入在另一项旅游项目 会奖旅游 (MICE), 相信未来将吸引更多外国人前来槟城 他补充, 槟城近年来越来越受国际游客喜爱, 今年初更被 CNN 网站评选为 2017 全球最佳观光城市 第 2 名, 以及被美国 国际生活 杂志评选为 全球最佳医疗保健城市 第 1 名 以槟城丰富的旅游资源 令人垂涎三尺的多种美食, 加上槟州政府各种推广政策, 相信未来槟城将可获得更多国际性的荣誉, 以及迎来更多国际游客 罗兴强也要求各报及媒体针对我国首相 各内阁部长, 包括首相夫人的出国次数及总开销做出报导, 以示公平 槟州旅游发展委员会主席罗兴强表示, 这一年半的海外出差主要以推广直飞和包机为主, 是有关委员会推广槟州旅游的政策之一 { 290 条路征停车费非事实 } 黄顺祥严厉谴责不实指控 黄顺祥指出, 槟岛市政厅由始至终都没有计划在 7 月 1 日在 290 条道路实施停车收费 ( 档案照 ) 槟岛市议员黄顺祥于 2017 年 6 月 28 日发表声明 : 日前谣传即将在 7 月 1 日为 290 条道路征收停车费一事并非事实, 某政党不知自丑, 自导自演捏造新闻后甚至还敢邀功 我严厉谴责这项不实指控, 在此吁请有心人停止炒作, 停止误导民众散播虚构谣言 某政党透过媒体引述说基于他们的强烈反对 290 条道路停车收费制, 所以市政厅才展延有关收费计划, 不知自丑甚至当一项政绩来向人民邀功 槟岛市政厅由始至终都没有计划在 7 月 1 日在 290 条道路实施停车收费, 又何来遭到这些政党的反对? 他们有凭什么向人民邀功? 我严厉谴责这项不实指控 290 条道路目前正在进行宪报公布, 这是槟岛市政厅行政法律上必须进行的一项程序 (formality) 我要强调, 槟岛市政厅进行道路宪报公布程序, 只是正式接管这些道路 所谓的宪报公布, 马来语称 *(penwartaan), 这是一种形式 发展商一般都会将道路移交给市政 厅, 市政厅将为这些道路进行宪报公布 宪报公布后的道路, 并不代表市政厅将对其进行停车收费 另外, 我不曾说过将会在 7 月 1 日开始在这 290 条道路上收费 因此, 槟岛市政厅将延后停车收费, 这完全是个捏造谣言, 并不存在 类似宪报公布道路并非新鲜事 槟岛市政厅曾在 2014 年进行宪报公布道路 如今, 今年 7 月 1 日所进行的宪报, 是公布 2014 年至 2017 年之间发展商所被移交给市政厅的道路 这些有心人企图扰乱民心 我促请即刻停止炒作有关课题, 停止无中生有捏造新闻 民众们无需担心, 你们依然可以在不阻碍交通的情况下, 安心停车 槟岛市议员黄顺祥

31 马华的 身体力行 2017 年 07 月 01 日 15 日 走出身份政治的迷宫 李凯伦马章武莫区州议员 众议言 17 孙意志爪夷区州议员 够了, 别再骗了 应该是我们要对你们说的 马华说行动党在华教的贡献为 零 而马华则在华教里身体力行地为民族教育铺下康庄大道 我这里想指出这句话有 4 大问题 一 行动党在华教贡献为零, 由这句话我们看得出来有些人为了选票, 再没有道理的事情都说的出来 由希盟接管的槟州, 从 2009 年开始就为每间槟州学校发放制度化拨款, 当然华小也在制度化拨款的涵盖范围 相反的, 虽然有身担执政党要部的马华党员, 才是真的对华教贡献为 零 我们先不说制度化拨款批不批准, 但是眼铮铮地看着华小的拨款一年比一年少就算了, 而且去年度的拨款竟然要拖到今年, 我们深切感受到华教的地位被马华搞得只能认命 二 马华说他们开办拉曼技职学院, 拉曼大专学院, 拉曼大学这些高等学府, 是身体力行为民族教育开出一条路 但是这些学员其实不仅仅只是提供给华人, 而是提供给马来西亚公民甚至是外国学生 因此, 希望马华不要溷淆概念, 企图美化自己 开办学府给马来西亚学生读书求学, 本是你们身为执政党之一的马华所应该做的, 而华人也只是其中和其他人一起共享你们应该做的东西 由此可见, 这就是马华所谓身体力行为民族教育铺上康庄大道, 除了找些理由美化自己还会什么 三 马华在华教里的身体力行恐怕就是 永远的只差一里路, 统考受承认的问题一直以来是华教积极争取的重大课题 而身处教育部要职的马华党员, 每次的发言永远都是 只差一里路 只欠东风 之类的句子 然而一日复一日, 那东风来不来, 那最后一里路走不走, 我想各位关注华教的人士应该知道到底什么回事 对于拨款, 统考等种种问题, 身为执政党之一的马华可能真的身体力行去 争 了, 但还是 取 不到 四 每年成绩放榜, 必定会听到成绩优异的学生拿不到奖学金甚至进不到理想的大学而后寻找马华帮助, 登报投诉 试问下, 这个问题是每一年都发生的可是为什么不得以解决, 难道找马华拍照就能拿到奖学金吗? 就能进到大学吗? 马华一直以这种手法企图抓住民众的心, 可是他们却没有给出实际效果和方桉 年复一年, 拍照片登报刷存在感有意思吗? 马华继续胡搞下去, 或许未来我国 20% 的华裔子弟不管是想申请奖学金也好, 申请大学也好, 都只能靠马华祈求相关单位大慈大悲提供给他们 什么时候, 华人的地位需要沦落到需要恳求, 才能够进入大学深造 难道, 马华还好意思自称华人代表, 自夸为华教做到身体力行吗? 那么请先解决, 统考和华校制度化拨款的事情 我们到底是谁? 槟城人? 马来人? 华人? 印度人? 威省人? 还是马来西亚人? 当我们提起槟城人, 是不是所有住在槟城的人都可以叫做槟城人? 那有没有种族和宗教之分呢? 还是槟城人有哪些价值观或者精神来显示出槟城人的不一样吗? 从殖民地时期分而治之, 到现在还是一直无法打破的狭隘种族政治, 都是很多社会活跃分子或进步改革力量长久以来努力的方向 当前, 独立 60 年的马来西亚建国之路, 我们大家陷入身份政治 (identity politic) 的迷宫, 走不出来, 一直在迷宫中徘徊 虽然这种无形的隔阂的确存在, 但也不至于发展到种族之间的仇恨 但是, 如何打破种族主义政治? 首先需要各族融合, 走出各自族群的 comfort zone 来理解其他族群甚至弱势群体所关心的公共议题 关心社会公共议题并不是为了讨好某个族群, 而是大家都是受压迫的一群 譬如非回教徒在斋戒月进行斋戒, 除了体验斋戒的意义, 了解回教徒所面对飢饿和口渴的考验, 更是对贫苦人家产生的一种同理心 走入马来社群, 融入马来人的生活, 就是了解马来人最直接的做法 在开斋节期间穿上马来服装和带上宋谷到马来朋友家裡拜年, 并不会因此丧失自己的族群身份认同 我们需要种族之间的对话, 一起走出身份政治的迷宫 纵容还是保护 林秀琴双溪槟榔区州议员 我尊重法院的判决, 但作为母亲, 我当然希望让他判死刑, 自古以来杀人者偿命 16 岁少女 ( 死者 ) 的母亲压抑地说道 这是一宗 17 岁少年在校园的教室内奸杀 16 岁少女的中国案件, 却因中国法律 未成年人保护法 的束缚导致凶手只被判无期徒刑, 而不是判死刑 凶手来自富裕家庭, 他的代表律师甚至想通过捏造俩人是情侣关系来打脱强奸罪名 身为育有两名女儿的我, 看了这则新闻后, 真的很痛恨 也很心痛 有钱有势的人利用法律来保护了自己, 或许你不知道, 无期徒刑的囚犯是会有被释放出来的机会, 在马来西亚最高的无期徒刑是判监 30 年, 再扣除假期,20 多年就被释放了 试问, 被奸杀的女孩有被沉冤得雪吗? 受害者的家人真的得到公平的判决吗? 那可是一位美好前程少女的性命啊! 这让我疑惑, 法律到底是纵容还是保护 还记得 2006 年轰动一时的朱玉叶奸杀案吗? 这些年来, 皆是由民主行动党的王国慧州议员在叶家的背后默默地支持与付出 皇天不负有心人, 在王国慧州议员的不离不弃下, 朱丽叶终于沉冤得雪,2015 年 8 月 9 日, 凶手已被判死刑 记得在某个宴会上, 我听一位学院的实习老师分享道 : 一天, 我和学生有些学业上的分歧, 他们竟然脱口而出对我说, 该出去的是你! 你的薪水是我们给的! 听后, 我沉默了许久 无可否认, 现在的父母, 倾家荡产, 都要孩子修一个专业, 结果好的坏的都涌进学院 虽说有教无类, 但我们也要考虑教师的负担 这样的情况下, 身为父母的是在纵容? 还是太保护孩子? 真是耐人寻味 以上的分享, 很大的程度上取决于一个国家领导层的能力 亲爱的选民们, 如果您渴望法律可以公平地被善用 教育制度能有效地被改善, 请在来届大选, 理智地善用您手上的一票, 投给真正为人民的未来 为人民福利着想的国家领导人吧! 可怕的不是强大的对手, 也不是落后 ; 可怕的是, 你不敢改变

Story by Danny Ooi Pix by Law Suun Ting THE George Town Literary Festival (GTLF) is the only festival in the country that is funded and supported by a state government. This world-class festival, which encourages discourse by the public in the spirit of freedom of expression, is only possible in the state because of the Penang State Government s commitment to champion arts, culture and community engagement. With the George Town Festival, a month-to-month celebrations of arts from July to September, and the Penang Island Jazz Festival in December, the state is never short of opportunities for Penangites and our visitors to indulge in the variety of arts and cultural experiences, Chief Minister Lim Guan Eng said when he launched the George Town Literary Festival 2017 at Majestic Theatre on July 5. From its humble beginnings of only five participating writers in 2011, the event has developed to become the premier Malaysian literary festival, featuring over 60 participants in Over the course of six years, the GTLF has hosted more than 200 writers, poets and performers from all around the world. In March this year, the GTLF was shortlisted by the London Book Fair for its International Excellence Awards 2017, putting the festival on the world map. Last year, the GTLF recorded a total of more than 2,500 local and international audiences, with an economic impact of RM1,481,372. The festival also received wide media coverage, both locally and internationally, with an estimate publicity value of RM1 million, the Chief Minister added. Among those present were chief executive officer (CEO) of Penang Convention & Exhibition Bureau, Ashwin Gunasekaran, cocurators of George Town Literary Festival 2017, Gareth Richards and Pauline Fan and festival director of the George Town Literary Festival 2017, Bernie Chauly. Joining them were CEO of Penang Global Tourism, Ooi Chok Yan. Meanwhile, Ashwin said GTLF organised by Penang Convention & Exhibition Bureau returns for its seventh edition this year with the theme Monsters & (Im) Mortals. It will be held from Nov 24 to 26 with the festival s most acclaimed line-up of local and internationals writers and poets. Helming GTLF 2017 is Chauly, who returns this year as festival director, supported by PCEB as festival producer.

Exco for Traffic Management, Local Government and Flood Mitigation Chow Kon Yeow attended the event. Chow said this peoplefriendly means of communication will further enhance the ties between the council and the community in Penang as well as outside Penang. This will serve as a platform to give input or feedback to MBPP, he said. MBPP secretary Yew Tung Seang in his speech said MBPP took the initiative to introduce Internet of Things (IOT) which is a people-friendly means of communication in keeping with the advancement in technology. The public can use the service of IOT Live Chat which can be found at the MBPP website ( through smartphones or computers. Inquiries or complaints can be made every day from Monday to Friday during working hours from 8am-1pm and 2pm-5pm. Standard parking hours from July 1 THE Penang Island City Council has standardised vehicle parking hours as from July 1. It s mayor Datuk Patahiyah Ismail said the council will standardise the parking collection as follows: Monday to Saturday (including public holidays) - 8am to 6pm. There will be no charges on Sundays. The council has started the installation of the parking signboards. However, it will take about two months to put up some 600 new boards to replace the existing 359 green, 50 blue and 488 red ones, Patahiyah told a press conference on June 30. She said the council has taken two months to conclude standardisation of the parking time after considering feedbacks from the public. Also present were MBPP secretary Yew Tung Seang.

43 July 1-15, Importance of education for Tamil schools Story by Danny Ooi Pix by Law Suun Ting AIR Itam assemblymember Wong Hon Wai said since 2008 the state government has stressed on the importance of education for Tamil schools. From 2008 to 2017, some RM17 million has been allocated to 28 Tamil schools in the state, Wong said when he officiated the 15th Thirumurai Recital Vizha held at SJK (T) Ramakrisha in Jalan Scotland on July 2. Besides financial funding, the state government also allocates land to these schools, he added. The Thirumurai Recital Vizha is a cultural Tamil concert. Among those present at the event were Penang Hindu Sangam Air Itam chairman C. M. Subramaniam and vice-president R. Santharasagaran. At the function, Wong also presented study aid to some 20 Tamil students who excelled in the recent Sijil Pelajaran Malaysia examination. He also mentioned the upcoming George Town World Heritage Day to be celebrated on July 7. This occasion is important as it represents the celebration of diversity, he said. The Thirumurai Recital Vizha function (recital competition) which will be participated by some 120 students and adults will culminate in the state level competition to be held on July 23. There are seven categories of competition according to age groups, and the top three winners in the seven categories will be selected for the state and national finals. Laws on bullying needed BUKIT Mertajam MP Steven Sim has urged the federal government to table a bill concerning bullying cases at the forthcoming parliamentary sitting. He said the matter is an alarming issue where the recent bullying cases have claimed the lives of the victims involved. The government should also look onto the proposal of the emergency protection order which will serve as a form of protection to victims and individuals reporting bullying cases, he said at a media conference on June 23. I suggest the Ministry of Education to empower bullying laws among teachers to discipline students. This order is also helpful to teachers who are worried of being threatened by students, he added. In addition to that, Sim also stated that cyber bullying cases are very much concerning as well and it needs to be monitored by the authorities. Previously, a student in my parliamentary area committed suicide after being bullied in cyberspace and social media. According to a study conducted by the Malaysian Communications and Multimedia Commission (MCMC) on 14,000 students, 70% of respondents said they were bullied in cyberspace. Through the Education Ministry, it is understood that 3,000 bullying cases had occurred throughout 2016 which is equivalent to eight cases per day, he added. Also present were Bukit Gelugor MP Ramkarpal Singh and Batu Kawan MP P. Kasturiraani. Ramkarpal said together with Seri Delima assemblymember R.S.N Rayer he had set up a legal team to assist bully victims. 44 18 July 1-15, 2017 State government will do more for RIBI Story by Victor Seow Pix by Law Suun Ting THE state government has given an assurance that more concrete measures will be taken into consideration and implemented in land-scarce Penang for the benefit and development of non- Muslim places of worship (RIBI). Chief Minister Lim Guan Eng said this when he was at the Young Buddhist Association of Malaysia (YBAM) on June 24 to hand over a cheque amounting to RM40,000 as a grant for the association s operations. In his speech, Lim said he understood the difficulties faced by RIBI-related organisations especially those on the island. The biggest problem faced by RIBI organisations on the island is not lack of funds for expansion or development but rather lack of land. It is, therefore, more practical to make full use of the RIBI funds to acquire land or to source for land instead of using them to finance religious activities, Lim said. As of June 16, a total of 31 projects worth some RM616, have been approved under RIBI since its establishment in September The current balance of the fund after deducting the amount for those projects stands at RM6,402, Effective from June 20, all applicants are entitled for the maximum allocation of RM50,000 from RIBI, Jagdeep said. We tend to overlook the significance of their existence in our lives since they are always there for us, nurturing and supporting us emotionally. But there are people who live at the other extreme of life where they are all alone, abandoned and yearning for love and care. Mother Theresa once said: The most terrible poverty is loneliness and the feeling of being unloved. In line with the quote, Shan Children s Home was established in July 2005 with the intention of nurturing children who have been deprived of good health, education and emotional support. On July 1, Shan Children s home celebrated its 12th anniversary at its premises in Perai. The home now has 22 children aged between five to 17 years and their mission is to provide the children with a safe and supportive environment focusing on the development of physical, mental, emotional, educational, social and recreational skills and also helping them to complete the tertiary education preferably to higher institutions. Deputy Chief Minister II Prof Dr P. Ramasamy who is the patron of the home graced the function. Despite all the hurdles, this home has successfully been a shelter for 20 over students for the past 12 years. I m glad to see former kids of this home becoming teachers and professionals in their respective fields, said Ramasamy Ramasamy signing on a plaque to mark the anniversary. who also spoke on the prospect of skills-based education. He said there are many opportunities for those who only have attained basic education as they can pursue their studies in trade schools and become professionals in skills-based jobs. The advice given by Lim, who s also PDC chairman, cannot be more timely as the PDC had embarked on several projects under the auspices of the state government such as the RM7.8 million monsoon drain and road project at the north of the Penang Science Park that connects it to Juru, the launch of the RM10 million Global Business Services Mayang and the RM200 million GBS By The Sea (Innoplex 2) in Bayan Lepas, repainting blocks D1 D9 and D0 D21 at Seberang Jaya as well as several other blocks at Jalan Tengah in Bayan Baru. When it comes to the system of management, it is important that we avoid the concept of groupthink. It hinders the growth of a corporate entity because it adheres to the narrow viewpoint that everyone shares a common problem-solving method.
