Press Release 2007 Hong Kong Certificate of Education Examination Released The Hong Kong Examinations and Assessment Authority will release tomorrow (August 8) the results of some 100,000 candidates who took part in the 2007 HKCEE. This year s examinations incorporated a number of significant changes to the curriculum and assessment arrangements for Language and English Language and to the method used to mark scripts. In previous years, students taking Language were required to take just two examination papers. In 2007, candidates took five papers and for the first time, candidates capabilities in speaking and listening were examined. In the case of English Language, in the past there were two syllabuses, Syllabus A and Syllabus B. These have now been brought together into a single syllabus with a single set of performance standards. In addition, school-based assessment (SBA) was made available for the two language subjects for the first time. Around a third of schools opted to submit school-based assessments and have these marks counted as part of their total score. School-based assessments for Language and English Language have all been statistically moderated to ensure fairness in the marks provided by different schools. There have also been changes in 2007 to the method used to report results for the two language subjects. The old system of grading has been replaced with standards-referenced reporting in which standards are transparent and remain constant over time. There are five levels of performance under the new system (Levels 1-5). In addition, to recognize very high levels of achievement, the top Level 5 students are awarded Level 5*. The new standards were set by expert panels of examiners with reference to information on the underlying abilities of candidates, descriptors of performance for each of the five levels and the actual performance of the candidates. Because of the introduction of the new curricula and because the method used this year to award levels is entirely different to the method used in the past to allocate grades, it is not possible to directly compare the grades awarded in the past for the two language subjects with the new system of levels. However, in the future it will be possible to make direct comparisons from one year to the next of the proportions getting different levels and therefore of the performance of students over the years. As a result, the public, tertiary institutions both in Hong Kong and overseas, employers, and other users can be assured that standards represented by the levels in the two languages will remain constant.

Finally, there has been a significant change to methods of marking scripts. Over half a million answer scripts for both Language and English Language subject were marked onscreen using a new system designed to improve the efficiency and the quality of marking, especially for those involving open-ended responses such as essays and short-answer questions. Dr Peter Hill, Secretary General of HKEAA, said that students, teachers and all other personnel involved in setting and marking the 2007 Certificate of Education examinations are to be congratulated on ensuring a very smooth implementation of the changed arrangements. To improve communication with the public, a Public Examinations Information Centre (PEIC) was set up and the Centre received around 40,000 enquiries regarding the HKCEE during the examination period. The number of candidates taking part in this year s HKCEE decreased by 13.1 over the previous year as a result of lower enrolments of repeating candidates. 72.8 were day school candidates. The youngest candidate was only 12 years old and the oldest was 71 years old. Altogether, 39 subjects were examined, 30 of which were available to be taken in both and English. The percentage of entries taken in remained at around 53. The percentage of Day school candidates obtaining a grade of E or Level 2 in 5 or more subjects including Language and English Language was 57.2 (56.4 in 2006). Around one third of those achieving Level 5 in Language were awarded 5*, while about a fifth of those achieving Level 5 in English Language were awarded 5*. 10 candidates obtained 5* in both and English Language subjects and a grade of A in 8 subjects. This year, 4 candidates were disqualified from the subject examinations for either peeping at another candidate s script or possessing materials that were seriously in breach of the regulations. 87 candidates brought unauthorized materials to examination centers. Mark penalties were imposed on 20 candidates and warning letters were issued to the remaining 67 candidates. Following stricter measures to control the use of mobile phones in examination centres and greater publicity of penalties for non-compliance, there was a significant drop in the number of examination irregularities involving mobile phones from 290 in 2006 to 198 in 2007. As a result, 154 candidates received a mark penalty, 33 candidates received a subject downgrading and 11 candidates were disqualified from the subject examinations. To ensure that the needs of all candidates could be met, 24 special centres were set up to cater for candidates with various disabilities requiring special arrangements. 89 candidates with severe disabilities were exempted from certain parts of the examinations. Detailed results and related statistics are provided in the Appendices.

In recent weeks, the Authority has conducted a number of seminars and briefing sessions to help the public understand the new reporting system. (Details are provided in the fact sheet.) Full details are available on the Authority s website at www.hkeaa.edu.hk. Release Arrangements: School candidates can obtain their results notices from their respective schools while private candidates will be notified by post. For Secondary Six admission purposes, private candidates who sat 6 or more subjects and who have not received their results notices by 10:00 am on 8 August may apply in person for a free duplicate copy at the Authority s offices (12/F Southorn Centre, 130 Hennessy Road, Wan Chai or G/F 17 Tseuk Luk Street, San Po Kong), bringing along their admission form. Enquiries can be made by telephone (3628-8860). will be available online for private and evening school candidates from 8:00 am onwards on 8 August. These candidates can also view their results on the Internet (http://results.hkeaa.edu.hk/hkcee) for the next three weeks. Those who have registered for SMS service will be able to receive their results through mobile phones by 9:30 a.m. on the day of release of results. - End - Date: 7 August 2007 3
