Culture, Cultura l Cap ita l and En trepreneursh ip: An Ana lysis Ba sed on Reg iona l D ifferences GAO B o A s the embodiment of creativity, work ethic and team sp irit, entrep reneurship is in2 deed the accumulation of cultural cap ital with renovation and extension of the values as its core. In this perspective, it can be better understood why entrep reneurship tends to grow in areas where civilizations or cultures of group s meet; and why it tends to be a transitory phe2 nomenon or an individual case. Research shows that robust entrep reneurship entails liberal thoughts and tolerance of others values. Innova tion s in Yangtze R iver D elta Reg ion: An Ana lysis in V iew of Cultura l Cap ita l ZHAN G Zhi2peng Researches show that innovations in Yangtze R iver Delta region p rovide main impetus to its econom ic growth. In view of cultural cap ital, this paper p resents an analytical inter2 p retation that the cultural cap ital is an important factor contributing to the ideological inno2 vation, institutional innovation, technical innovation and the flow of essential factors. Under this hypothesis, the paper surveys the values in the regional culture of Shanghai, Zhejiang and J iangsu, and comes to the conclusion that the value expansion is common in Yangtze R iver Delta region. The paper ends with suggestions in order that cultural innovation in the Delta region be advanced, confidence in self be raised and competition in cultural area be strengthened. JO U R N A L O F N A N J IN G U N IV E R S IT Y 5 2 0 7 Development of Southern Jiangsu Property RightsM ode: Path Dependence and Transformations J IN X iao2yu, SUN Lu A right system of p roperty rights is much needed to p romote the p rosperity in Southern Jiangsu. This for long has been a main interest to the academ ic community. In view of new institutional econom ics, southern J iangsu p roperty rights mode has undergone a historical de2 velopment from the industrialization of rural areas to what is called Southern J iangsu Mode and from this to a New Southern Jiangsu Mode. Southern Jiangsu p roperty rights mode origi2 nated in the industry and commerce of modern era. That is why the local governments are traditionally very dom inating. It is imperative to maintain good path dependence by resorting to the market force in Southern J iangsu. It entails a reform in the local governments, a healthy development of nongovernmental organizations and civic cap ital that is based on rights and duty to make possible a reform in the system of Southern J iangsu p roperty rights. The 1946 Land Reform : Its Tr ia l and Problem s YAN G Kui2song A t the end of Anti2Japanese W ar, the Communist Party of China set about land reform. It is worth making clear whether the Party s land reform policy was a move of CivilW ar mo2 bilization, or of satisfying peasants desire for land; whether its land buy2out policy, at the outbreak of CivilW ar, was an agitational strategy or the CPC did intend to have a peaceful A B S T R A C T S 143

land reform. W hat deserves special notice is that the policy making of the central comm ittee (with Mao included) was much affected by the feedbacks of the Party s local organizations. It is obvious that the Central Comm ittee was considerate of even gave in to those special lo2 cal needs. A llies or Poten tia l R iva ls? The M iddle2peasant Class of the O ld Revolutionary Base A reas and the Land Reform in 1946 HUANG D ao2xuan In the 1946 land reform of the old revolutionary base areas, the destiny of the middle2 peasant class is eye2catching. Being powerful in population and land possession, this class turned to be what the Communist Party of China kept as one to be won2over in the land reform policy, but in reality was reduced to a very unfavorable situation. This inconsistency was due not only to the objectives of the land reform and the Party s class policy, but also to the social reality of the time. The idealised land reform p roject and the dep lorable societal condition in the countryside led the m iddle2peasants to an awkward position that they had to find them selves in, and their destiny is indeed a mirror of the gain and loss of that land reform. On Coopera tion ZHAN G Kang2zhi The notion of cooperation is a multi2layer construct, in which such concep ts as mutual aid, collaboration and cooperation are involved. W hile mutual aid is physical and collabora2 tion instrumental, cooperation is rational, being a common form of existence and actions of the human beings free from instrumentality. Cooperativeness is imperative to cooperative p ractice, and cooperative institutions guarantee an on2going cooperation. W hile the open2 ness of a society p rovides a social foundation for cooperation, the development of information technologies is the technological back up of it. Since the development of human society is indeed a historical p rogress aim ing at a universal cooperation, it is necessary for political philosophy to focus on institutional p rogramm ing so as to bring forth a society of universal cooperation A B S T R A C T S On Theory and Practice of Soft Laws Governance in Governm en t Regula tions X ING Hong2fei It is necessary that changes take p lace in government regulations to further the econom2 ic development and the imp rovement of peop le s life. Soft laws governance should be among the most important transformations. In the perspective of public deliberation theory, a better understanding of it can be achieved. By exam ining the p ractice of judicial adm inistration in China, it can be found what has been agreed upon in the academ ic community as soft laws goes indeed against the essence of the soft laws, which centers around public interests and social welfare, and around the formation of government regulations upon the public partici2 pation and democratic consultation. 144
