6 154 ( ) 36 From the experiences of a series of p lanning p ractice in Zhejiang p rovince, the authors realize that rural p lanning and construction are austere and that correlating econom ic and social basics are the key factors influencing the advance and the imp lementation of the p lanning. In the course of p lanning, we need to look for harmony between the p lanning p rincip les and the reality of the rural area and overcom e the difficulties in the p lanning p ractices, carton, harmonizing the interests among all levels and various bodies, including breaking the solving the conflicts between ground policy and p lanning, the lack of the construction fund, and inadequate understanding on the part of the villagers and officials, etc. To overcome the difficulties in the rural areas, we have made changes in the p lanning concep ts and, through our efforts, worked out some p lanning p rogram s together w ith corresponding imp lem entation strategies to imp rove the p lanning efficiency. W e have accomp lished the follow ing aspects: understanding the importance of p roper sequence in p lanning and construction; changing the p rimary p lanning concep tion; and construction in the near future. transferring the focus of p lanning In conclusion, there are many difficulties in the rural areas. W e should have a good understanding of the basic facts. W e must first of all earnestly follow the idea of develop ing urban2rural areas as a whole and form ulate relevant strategies.
