Now we are faced w ith an increasingly tense situation between human being and nature. It is one of the key fac2 tors that government conduct should be rationalized in order to givefull p lay to its positive externalities and overcome negative externalities as possible as we can. In the recent ten years, the letters and calls of comp laints from the peop le have in2 creased. A reformation of that system has become necessary. Some officials of the department of let2 ters and calls of comp laints from the peop le and some scholars p roposed two opposite ways of refor2 mation: strengthening it and canceling it. Putting the tides of letters and calls of comp laints from the peop le onto the whole social background and mak2 ing an analysis, we can find that its emergence stemmed from the contradiction between the ap2 pearing of contract society and the dispute resolu2 tion mechanism under the rule by human, and strengthening the system of letters and calls of comp laints from the peop le w ill further lead the dispute resolution mechanism to rule by human. The only right choice is to strengthen the function of the courts and make the letters and calls of com2 p laints from the peop le handling organization re2 vert to an organization which transm its messages from bottom to top.
