113 The Analyses of Publication and Demand of Information about Employing Foreign Labors by Taiwanese Employers and Foreign Labors Li-Chih Ying * Department of Business Administration, Ling Tung University Han-Chung Liu Foreign Labor Culture & Education, Taiwan R.O.C. Abstract Owing to being extremely short of manpower in construction, manufacturing, caretaker and domestic helper, Taiwan government opened for importing the foreign labors. However, a great difference in language, foods, sanitation, customs etc., between employer and foreign labors, and the government policy changed often, so the import of foreign labors is complex, and also causes many problems. In order to hire the suitable foreign labor smoothly and legally, and to mentain good relationship between the employer and employee during the hiring period, Taiwan employers and foreign labors really need the relative information for hiring the foreign labors, e.g. laws and rules, customs, languages, etc. So, this study is to reach and deeply analyze a variety of information demands and the reading requirement about the relative publications. And this thesis,for detail study, has sent 600 questionnaires to the Taiwan employers, and received 544 effective, most of the responders hired the foreign labors for almost 2~3years. Also sent 1200 questionnaires to the foreign labors, and received 894 effective. The results are following: the Taiwan employers most
114 95 7 often got information from Taiwan manpower company, and second, relatives. As to foreign labors, the relatives is the number one to get the information as they need, the Taiwan manpower company second. The channel through which both Taiwan employers and foreign labors best wish to be advised, is the periodicals from Taiwan government, the Taiwan manpower company s periodicals as second. And for the specification of periodicals, the items most persons chose are following: monthly copy, 1/2oppersite copy(taiwan employer), 1/4oppersite copy(foreign labors), and four pages. Also the prefer price almost NTD 501 to 1000 for one year; And all of the topics are significantly important; The top three important topics in order as: declaration of relative laws and rules from Taiwan government, the according table of constantly used words among Chinese, Taiwanese and foreign labor s language, report and discussion about the individual cases (the case as employers get together very smoothly or badly with the employed foreign labors).
