12 China Rural Survey No Serial No.88 MAIN CONTENTS Report on Big Farmers in Anhui Province: Based on Survey of Huaining County and Zongyang County Chen Jie, Liu Rui & Zhang Jianlun 2 By surveying 70 farmers of 10 villages in 2 counties in Anhui province, we discover that big farmer plays an important role in improving the utilization of land resources. The investigation also represented the unit cost increases along with the management scale. Big farmer had strong risk awareness and was very sensitive to the market, and they strongly hope obtain policy support and social service. Currently, they faced many problems such as instability of land transfer, lag of infrastructure construction, lack of service of loan and insurance, lack of social service, instability of profit and less of subsidies. Economic Analysis on Coordinating Benefits of the Interest Groups in the Grain Purchasing Market Wang Weiwei, et al 13 Using two-tier market model, the paper firstly explores the relationships among grain producers, private grain purchasing businessman, the state-owned grain purchasing enterprises in the grain purchasing market, and then anatomizes the integrated effect of the policy of the Crops Minimum Purchasing Price. Two conclusions are educed. Firstly, reducing the transaction expenses and improving the transaction efficiency are keys to coordinate benefits of the interest groups in the grain purchasing market, and then to stabilize the market order. Secondly, actualizing the policy of the Crops Minimum Purchasing Price can get preferable economic benefits and social benefits. The study and its conclusions have practical meaning to the construction of grain market and the protection of national grain security. The Generalized Spillover of Rural Human Capital and the Urban-Rural Income Gap Zhu Changcun, Ma Jingzhi 37 As rural-urban migration keeps increasing, the urban-rural income gap is expanding. This phenomenon can be explained through the generalized spillover of human capital. During the migration, the concept of human capital spillover can be explained by many perspectives. Firstly, the imbalance of public investment by governments between rural and urban areas made the formation of rural human capital more private. Secondly, most spillover effects happened in the urban areas because of unilateral migration of rural human capital. Thirdly, the widespread discrimination to the migrate workers in urban labor markets made the rural labors can t be paid back corresponding to their marginal contribution. All of these finally transferred more and more value from rural areas to urban areas. The empirical analysis shows that the spillover of human capital contributes to more than 40% of the urban-rural income gap. In order to narrow the rural-urban income gap, the government should take measures to reduce the human capital spillovers in the process of rural-urban migration. A Positive Study on Aged Care for the Rural Empty Nest Elderly in Developed Region of China: A Survey in Rural Suzhou Chen Jinan 47 Based on a survey of aged care for the empty nest elderly in rural Suzhou in 2008, this paper analyzes

13 China Rural Survey No Serial No.88 the cause of the birth of the elderly empty nest family in developed region of China, and describes the condition of aged care for the empty nest elderly in developed region of China, then some suggestions are made to improve the life condition of the empty nest elderly. It shows that rapid industrialization and urbanization is the macro cause of the birth of the elderly empty nest family in rural Suzhou, while voluntary empty nest and obliged empty nest are the two micro causes. It also shows that the condition of aged care for the empty nest elderly is relatively good, such as most empty nest elderly can obtain stable pension, can take care of themselves and don t feel lonely in their life. However, problems also exist at the same time. So actions should be taken to help these rural empty nest elderly. Impact of Farmland Circulation on Peasant Class Differentiation: Analysis Based on Investigation in Jingshan County, Hubei ProvinceChen Baifeng 57 Peasant circulated farmlands for different points and motives at different times. Based on investigation in Jingshan County, Hubei Province, there are three ways of farmland circulation: circulation active and long period, circulation passive and long period, and circulation short period. It is clear that farmland circulation have an important impact on peasant class differentiation. Current land system ignores the interests of farmers out of work class and the poorest class farmers. Based on empirical analysis, the article put forward some policy recommendations. The research finds that villagers do not have enough confidence in group activities, especially the villagers public affairs. The other aspect is that there are differences between villagers ideal type and realistic elites, villagers have little confidence in the existing elites, and hope for different kinds of spontaneous elites in some extent. Inspecting the inner trust structure, it can be find that villagers trust structure is similar to traditional villages specialized character and there is possibility of new relationship between villagers and outer world including the state in the future.
