5 摘 要 人 事 考 试 工 作 是 选 拔 录 用 评 价 激 励 人 才 的 重 要 方 式, 是 人 事 制 度 改 革 的 重 要 组 成 部 分, 关 系 国 家 政 权 建 设, 关 系 群 众 切 身 利 益, 关 系 社 会 公 平 正 义 近 年 来, 随 着 考 试 种 类 增 多 规 模 扩 大 外 部 环 境 复 杂 化, 各 地 的 人 事 考 试 突 发 事 件 屡 有 发 生, 并 经 常 见 之 大 众 媒 体, 引 起 社 会 广 泛 关 注 与 议 论, 严 重 损 害 人 事 考 试 的 严 肃 性 与 权 威 性 检 视 近 年 来 发 生 的 人 事 考 试 突 发 事 件, 除 了 自 然 灾 害 等 不 可 抗 力 因 素 之 外, 多 数 可 归 因 于 管 理 监 督 上 的 疏 漏 和 缺 失, 尤 其 是 考 试 部 门 针 对 突 发 事 件 没 有 作 好 事 先 的 预 防 和 警 示 工 作, 并 且 缺 少 实 践 经 验 本 文 的 研 究 主 要 基 于 浙 江 省 人 事 考 试 工 作, 选 取 其 中 的 突 发 事 件 作 为 研 究 出 发 点, 探 讨 相 关 的 突 发 事 件 风 险 识 别 与 突 发 事 件 的 等 级 分 类 工 作 研 究 目 的 在 于 找 到 对 应 的 突 发 事 件 的 应 对 策 略 研 究, 周 密 制 定 应 急 预 案, 做 到 有 备 无 患, 并 根 据 研 究 的 结 果, 为 合 理 开 展 指 导 现 今 的 浙 江 省 人 事 考 试 提 供 参 考 论 文 完 成 的 主 要 工 作 有 : 1) 探 讨 国 内 外 关 于 人 事 考 试 管 理 体 制 的 理 论 研 究, 并 以 浙 江 省 人 事 考 试 为 实 例, 从 外 部 考 试 环 境 和 面 临 的 挑 战 两 方 面 介 绍 当 前 的 浙 江 省 人 事 考 试 安 全 形 势 2) 结 合 实 际 状 况, 应 用 SPSS 作 问 卷 调 查, 并 构 建 了 人 事 考 试 突 发 事 件 的 风 险 模 型, 完 成 了 对 人 事 考 试 突 发 事 件 的 分 类 定 级 以 及 突 发 事 件 的 应 对 策 略 研 究 3) 浙 江 省 人 事 考 试 发 展 的 举 措 和 思 路 研 究 分 析 了 现 今 形 势 下, 对 合 理 发 展 人 事 考 试 的 应 该 有 的 措 施 和 提 高 人 事 考 试 质 量 的 若 干 思 路 关 键 词 : 人 事 考 试 ; 管 理 体 制 ; 风 险 模 型 ; 风 险 识 别 ; 突 发 事 件

7 Abstract Personnel examination work is the pageant, employment, evaluation, incentive talent's important way, is an important part of the personnel system reform, the relationship between the state power construction, the relationship between the immediate interests, the relationship between social fairness and justice. Increased in recent years, as the test type, scale, complicated external environment, the personnel around the exam emergencies occur frequently, and often see mass media, caused widespread concern and discussion, serious damage to the seriousness and authority of personnel examination. Examines personnel examination incident happened in recent years, in addition to natural disasters and other force majeure factors, most can be attributed to defects and lack management oversight, others is examination departments for emergency not prepared beforehand prevention and warning work, lack of practical experience. Personnel in Zhejiang province in this paper, the research mainly based on the examination work, select the incident as a research starting point, to explore related emergency risk identification and classifying emergency work. Research purpose is to find the corresponding emergency response strategy research, careful contingency plans and directions, according to the results of the study, for reasonable development, provide reference guide personnel examination in Zhejiang province today. The main work is as follows: 1) Explore the domestic and foreign about the study of the theory of the personnel management system of examination, and the personnel examination in zhejiang province as an example, from two aspects of external environment and the challenges facing the exam to introduce the current personnel test security situation in zhejiang province. 2) Combined with the actual situation, the application of SPSS for questionnaire survey, and build the risk of personnel examination model, completed the classification and grading of emergency personnel examination and emergency response strategy research. 3) In Zhejiang province, some countermeasures and Suggestions on the development of the personnel examination. Analysis of the present form, for reasonable development of the personnel examination should some measures and Suggestions to improve the quality of the personnel examination.
