18 We would like ultimately all industries to have quality-assured qualifications in Qualifications Register... The more qualifications in the Register, the more we can make the qualifications primary culture across industries. ~ Mr Robert Fearnside, Deputy Executive Director, HKCAAVQ The management and valueadding strategy (upgrading) of human capital is crucial to Hong Kong s longterm development, especially when we are further transforming to a knowledge-based economy. In view of this, the Occupational Safety and Health Council is always focused on the quality assurance of educational services provided. In September, 2010, the Council was awarded the QF Level 3 OF Initial Evaluation by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ). This is a recognition for the Council that it has organizational competency to effectively manage and provide adequate resources to the development, delivery, assessment and quality assurance of their learning programmes and training services. Green Cross has the pleasure to talk with Mr Robert Fearnside, Deputy Executive Director of HKCAAVQ and Ms Catherine Ip, Head and Senior Registrar of Division of Vocational Accreditation. During the interview, they shared with us the mission and direction of HKCAAVQ, the operation and latest trend of the Qualifications Framework (QF) and the Qualifications Register (QR), the benefits to both employer and employees under the QF; and most of all, share some of his ideas to continue improving the quality of training services. Mission to Promote Quality Assurance Culture in Hong Kong Our Council assures learners and employers in Hong Kong of the quality of qualifications in vocational, academic and continuing education sectors. With the Qualifications Register (QR), we have a list of qualifications with quality assurance. Learners can have confidence in studying for recognized qualifications, said Mr Robert Fearnside. The HKCAAVQ is improving the development of qualifications in Hong Kong as a whole. Learners can benefit from the certainty and the recognition of the qualifications they pursue. Employers in industry are also reassured by applicants holding recognized qualifications. Training service providers are also keen to improve the quality assurance of their training and assessment methods throughout and beyond accreditation activities. Another very important task is to promote QA (quality assurance) culture in Hong Kong, that is one of our stated values. We are very proud of that. When potential course providers or subscribers enter our office, we will introduce them to the QA culture added Ms Ip. An innovative and comprehensive mechanism guarantees a life-long learning pathway The Qualifications Framework (QF) in Hong Kong was introduced in Though still in its early years, Hong Kong s QF is characterized by its innovative and comprehensive design. Our QF is a seven-level cross border hierarchy that is integrated and flexible enough to embed programmes from different sectors of academic, vocational and continuing education. Learners might pursue life-long learning pathways within this clearly delineated educational path. This differs from countries that have separate frameworks for vocational sectors and academic sectors. The Hong Kong QF is qualificationbased, so any qualifications which have been quality assured by HKCAAVQ or institutions having the power of selfaccreditation can be uploaded onto the Register. Up to now we have more than 6,000 entries accumulated on our Qualifications Register, said Ms Ip. To ensure the quality of the qualifications on the QR, a revalidation exercise will be conducted every two years. Each qualification has a qualification period, because industry and technology change very rapidly, making it inappropriate to recognize qualification programmes from 2 years ago. 39 The Shipping and Port Control Ordinance (Cap. 313) and the Merchant Shipping (Local Vessels) Ordinance (Cap. 548) came into force on 2 January By the subsidiary regulations under these two ordinances, people engaged in works onboard vessels are required to obtain relevant safety training prior being deployed to work. In the regulations, works is defined as repairs to a vessel, the breaking up of a vessel, cargo handling or marine construction. Relevant safety training means the safety training courses called Works supervisor safety training course, Shipboard crane operator safety training course and Shipboard cargo handling basic safety training course. Any person engaged in works is required to obtain the respective safety training in relation to their roles performed onboard. The aim of the requirement is to distinctly define the role and duty of each participant in the works operation and, subsequently, provide related safety training to assist the participants to perform their role safely. This is an essential step to running a safe works operation. Apart from basic safety training provided to the works participants, the legislation also requires the appointment of a works supervisor to supervise the entire operation. The works supervisor should be authorized to oversee completely and assure the safe conduction of the entire works operation designated to him. It is assumed that the person in charge of works ( PIC ) is the works supervisor due to their role. The PIC, however, has the discretion to share or shed his works supervisor s duty to someone who (i) has attained the age of 18 years; (ii) has at least 2 years practical experience in relevant works on any vessel; and (iii) holds (A) a valid certificate in respect of the relevant safety training course; or (B) such other certificate relating to safety training recognized by the Director of Marine. The appointment of the works supervisor(s) should be made in writing by the PIC. The appointment can be specified to a specific period, location, a designated job or project. The appointed works supervisor must understand his role including the following duties (a) Supervise works carried out on, to or by means of a vessel in accordance with the safety instructions given by a person in charge of works; (b) assist a person in charge of works in performing any duties imposed on that person under the regulations; (c) carry with him while at work a works supervisor certificate of the concerned trade of works; and (d) produce the certificate to an inspector for inspection on demand. The works supervisor appointment document should be posted at a conspicuous location onboard a vessel. In addition to the written appointment, the PIC must ensure adequate and appropriate safety instruction (in relation to the works assigned) is given to the works supervisor. These safety instructions must also be documented and posted onboard. In the legislation, PIC is interpreted as (a) the owner or master of, or other person having control over, a vessel on, to or by means of which any works are to be, or are being, carried out; (b) a principal contractor or sub-contractor, if any, who contracts to carry out, or who carries out, any works; or (c) any other person having for the time being the command or charge of any works being carried out on, to or by means of a vessel. A works operation carried out by a team of trained operators under the supervision of certified works supervisor provides a base warranty to a safe works operation. Applicable legislation Sections 18, 19, 20 and 53 of the Shipping and Port Control (Works) Regulation (Cap. 313X), and Sections 18, 19, 20 and 54 of the Merchant Shipping (Local Vessels) (Works) Regulation (Cap. 548I)
