Malaysia s colourful 60th birthday! Story by Victor Seow Pix by Ahmad Adil Muhamad THOUSANDS turned up in their Sunday best for the state-level Merdeka day celebration on Aug 31. Their finest clothing, colourful and bright, and coupled with the waving of the Jalur Gemilang all served to prove a point nothing matters more than to display one s love for the country on this meaningful occasion. As in previous years, Malaysians from all walks of life thronged the Esplanade in the morning to witness the Merdeka Parade and as expected, no one was left disappointed. The parade this year featured 88 contingents made up of 5,800 participants from various state and federal agencies, school bands, the armed forces and numerous associations and societies. To add on to the fun and joyous occasion, traditional dances of various ethnic groups were also performed, not to mention the display of martial arts by our men in uniform who had the younger set of onlookers completely spell-bound. Earlier on, Chief Minister Lim Guan Eng and Speaker Datuk Law Choo Kiang, with their respective spouses, were seen waiting for the arrival of Governor Tun Abdul Rahman Abbas and his consort Toh Puan Majimor Shariff. The arrival of the Governor and his consort at 9.10am marked the start of the celebrations. It began with the Governor s inspection of the guard-of-honour and this was followed by the marching-in of the main flag bearers and the flag raising ceremony which was conducted by the navy. Also present were the state executive councillors, elected state assemblymembers, senior civil servants and other state dignitaries. DURING a press conference on Sept 8, Chief Minister Lim Guan Eng had voiced his disappointment and unhappiness in the manner education had been politicised which resulted in the rejection by the State Education Department of a planned school visit. The Chief Minister s Office had informed the State Education director of a planned visit to SJK(C) Kampung Sungai Lembu which was supposed to take place in the morning of Sept 8. The letter was sent on Sept 5. The reply by the Education Department which was received by Lim s office on Sept 7, rejected the permission sought by the latter, citing that the Education Minister needed to be informed beforehand for approval. This is actually a travesty of democratic principles where the duly elected Chief Minister of Penang is not allowed to enter a Chinese primary school. And bear in mind that I m the only Chinese chief minister in Malaysia and I can t enter a Chinese primary school in my own state! said Lim. The chief minister was referring to an earlier incident where a planned visit to the same school on Aug 26 was rejected at the lastminute by the school authorities despite an agreement with the latter at the initial stage. Deputy Education Minister Senator Datuk Chong Sin Woon had at the time cited the lack of a written application by Lim s office which explained the lastminute move made by the school. So, since you (Chong) said that, we wrote in officially and yet this is the reply we got. This does not respect the position of the chief minister, he added. Since we re not allowed to enter, we would like the Education Minister as well as Umno and MCA leaders to guarantee that such schools need to be personally inspected to know their needs and not to rely only on reports like what a responsible government should do. We want to challenge the Education Ministry to guarantee that they will fulfill all the development requirements of Chinese schools in Penang. Education should not be politicised, Lim said. State exco member for Youth & Sports, Women, Family & Community Development Chong Eng, who was with the chief minister throughout the press conference, echoed his views and urged a sense of fair play in serving the people when it comes to education matters. I feel the federal government should be more open and respect the people s decision and their elected representatives. The decision (of allowing visitors) should be made by the school boards and I m sure they are wise enough to receive visitors for the good of the students. There are thousands of schools (throughout the country) and if every Chief Minister or each school needs the Education Minister s approval for visitors, he would be most tied down and have no time for other matters, Chong, who also chairs the Penang Chinese Education Affairs and Missionary Schools Coordinating Committee, told the press. Equal development for island, mainland The study room fully equipped with air conditioning, tables and chairs earned praises from Lim (fifth from left) and others in his administration. CHIEF Minister Lim Guan Eng was warmly welcomed by the hundreds of residents who turned up for the Phor Thor dinner in conjunction with the Hungry Ghosts Festival organised by the Joint Management Body (JMB) of Pangsapuri Widuri Blocks A, B and C at Butterworth on Sept 4. Stressing that equal emphasis is given to both the mainland and island of Penang in terms of development, the chief minister also noted that the alleviation of traffic woes by public transport is not overlooked by the state government. A comprehensive LRT system for both the island and mainland of Penang is something that the state government has looked into. We want not only a world class public transport system for Penang island but mainland Penangites deserve it as well, he said. The state government, for the past several years, has been doing what it can to make positive changes to the mainland of Penang. Infrastructural improvements have taken place to uplift the quality of life for those who live here (the mainland). Community halls, sports complex, drainage and flood mitigation projects, just to name a few, have been done, the chief minister added. Also accompanying Lim during the dinner were exco members Lim Hock Seng (Works, Utilities and Transport) and Phee Boon Poh (Welfare, Caring Society and Environment) as well as Seberang Perai Municipal Council (MPSP) councillors Tan Chee Teong and Thomas Loh. The chief minister also commended the efforts made by the JMB for having a suitable study room within the shared premises of the three blocks under its management to be used by the residents children.

3 Restoring Botanical Garden s past glory Story by Victor Seow Pix by Shum Jian-Wei EFFORTS are currently underway to transform and to restore the Penang Botanical Garden back to its past glory. The garden, with its entrance located at Jalan Air Terjun or Waterfall Road, was first established in 1884 by Charles Curtis, thus making it the oldest botanical garden in Southeast Asia. Speaking to the press on Sept 3 after conducting an onsite visit and a walk around the famed Penang Botanical Garden that lasted more than an hour, Chief Minister Lim Guan Eng confirmed that highly acclaimed botanist Prof Dr Saw Leng Guan had been tasked with the job and that the latter had outlined plans that need to be done. Bear in mind that the Penang Botanical Garden is even older than the Singapore Botanical Garden which is now listed as a Unesco Natural Heritage site by UN. Since ours is older, we don t see why we shouldn t be given a similar recognition, Lim, who was also with his wife Betty Chew, said. Now we re going to put botany back to the botanical garden, added Lim. Lim s entourage during his walk included the two Deputy Chief Ministers The tree trunk, which according to Dr Saw, would be salvaged as much as possible. Datuk Mohd Rashid Hasnon and Prof. Dr P. Safety concerns were also raised by the media pertaining to the 130-year-old tree trunk which is near the entrance. Sentimental values are also attached to September 1 15, 2017 it as it formed part of a raintree which was planted by Queen Victoria during the colonial days. Dr Saw confirmed that scans done to check the tree density by the Forest Research Institute Malaysia (FRIM) revealed that more than 50 percent of the tree trunk is hollow at the bottom part. We are trying to keep a little part of it, we need to study what is inside the timber, if it can still be salvaged then we will keep that part, Dr Saw said. 3 Why no action in Aman Laut project, asks Lim CHIEF Minister Lim Guan Eng queried why no action was taken by the Natural Resources and Environment Ministry against those involved in the reclamation project of Aman Laut in Kedah. Is the Environmental Impact Assessment Report (EIA) being submitted and approved? he asked. How much of land reclamation and action needs to be taken to restore the reclaimed land, Lim asked at a press conference in Komtar on Sept 4. Quoting a report on the EIA for the Aman Laut Project, he said the report was submitted to the Environment Ministry on June 15, This project involves a reclaimed area of acres for a development project comprising residential, commercial and infrastructure, and the EIA report has been analysed by the Department of Environment (DOE). However, the department found out that the developer had carried out earth works for an entrance road without the department s approval. In conjunction with this, the department is in the process of compiling investigation report for a court notice under Section 34A (6) Environmental Act 1974 for carrying out work before the approval of the EIA report. The department issued a stop work order under Section 34AA, Environmental Act to the developer on May 15, he added.

Shahmeer, who is of Malay and Chinese parentage, is currently an Accountancy student at Universiti Teknologi MARA (UiTM) Selangor. He took part in the competition, known as Huayu Qiao in Chinese, in Changsha, Hunan Province a month ago. Apart from emerging as No. 2 from among 145 contestants from 122 countries, he also won The Excellent Eloquence recognition. Shahmeer also accorded his success to his mother, Selina Lee Abdullah, who had enroled him in Chinese schools since kindergarten. TRIZ comes to Penang TECH Dome Penang will have a special Inventions Exhibition brought all the way from the National Science and Technology Museum in Kaohsiung, Taiwan, from Oct 1 Dec 31. This is the first international exhibition organised by Tech Dome and involves a very prestigious National Science and Technology Museum like the one just mentioned. This project takes up a total development cost of approximately RM420,000. Based on G.S. Altsguller s theories of inventive problem solving or better known as the renowned TRIZ method of problem-solving, this methodology is taught to engineers and innovators throughout the world, Chief Minister Lim Guan Eng said at a press conference to announce the exhibition on Sept 4. Also present were chief executive officer of Penang Tech Centre Berhad Dr Khong Yoon Loong, associate professor of Engineering Physics at Universiti Sains Malaysia Prof Dr. Wong Chow Jeng and chief of exhibitions National Science and Technology Museum (NSTM) Dr Wu Peh Hsiu. Lim said at the exhibition, one will be led through the galleries by three alien characters who will show them the 100 historical inventions for everyday life covering ancient and modern inventions and show why inventions were important. In this exhibition, you will get to understand the 40 principles of inventions through Altshuller s analysis of 200,000 patents. Through these principles, the secrets of the life inventions that is things that we use in our daily life will be unraveled. The special feature about this exhibition is there will be interactive activities associated with the items in the exhibits to reinforce learning about inventions, he added. 5 September 1 15, UST Global makes its presence in Penang UST Global opened its second facility in Asia which is in Penang at a ceremony attended by Chief Minister Lim Guan Eng on Sept 7. The company, headquartered in Aliso Viejo, California, is a leading digital technology services company that provides powerful IT and engineering solutions for Global 1000 companies. The company s other Asian facility is in India. According to Amar Chhajer, who s Country Head (Malaysia) for the company, the facility located near to the Penang Skills Development Centre (PSDC), will serve as the talent development, management and recruitment centre in Penang, with the aim of having 2,000 employees from its current 917 by The chief minister, in his speech, commended the choice made by UST Global for having its second Asian facility in the state. Penang is truly the destination of choice for US companies such as UST Global which is offering digital technology services and engineering research, design and development. This investment proves untrue allegations by certain irresponsible parties that American investment is not coming to Penang, Lim said. 6 6 September 1 15, 2017 Campaign to love your heart Story by Danny Ooi Pix by Watawa Nataf Zulklifli CARDIOVASCULAR disease (CVD) has remained the leading cause of death in the world for decades. Currently, it is responsible for 17.7 million deaths per year, representing 31% of all global deaths. Of these deaths, an estimated 7.4 million were due to coronary heart disease and 6.7 million were attributed to stroke. CVD was once thought to be a disease of the elderly. However, CVD now affects younger people aged 56 years old. Our modern lifestyles with unhealthy diet are largely to blame for CVD, Deputy Chief Minister 1 Datuk Mohd Rashid Hasnon said when launching the Love Your Heart campaign 2017 organised by Penang Adventist Hospital in Pulau Tikus on Sept 5. Also present was president/chief executive officer of the hospital Ronald Koh. Mohd Rashid said in Malaysia, the top killers in terms of diseases and health-related problems are coronary heart disease and stroke, which contribute about 24.7% of the total deaths in the country. Malaysian patients have a high prevalence of cardiovascular risk factors, in particular hypertension, dyslipidaemia and diabetes. Most CVD can be prevented by addressing behavioural risk factors such as tobacco use, unhealthy diet and obesity, physical inactivity and harmful use of alcohol using population-wide strategies, he added. This World Heart Day, Penang Adventist Hospital is organising this meaningful campaign to spread awareness and aim to inspire the community to keep their hearts healthy, he said. The Resonance of Magical Moments-Donation from the Estate of Tan Choon Ghee exhibition was launched by Chief Minister Lim Guan Eng at the Penang State Art Gallery, Dewan Sri Pinang on Sept 9. Penang s very own artist Tan Choon Ghee is regarded as Malaysia s best watercolour artists of his generation. These 124 artworks, covering a span of 42 years from , comprise sketches, Chinese ink on rice paper and watercolour. The places depicted in his paintings include Penang and the places he travelled around the world. Apart from the exhibition, Tan s collection of artworks have been compiled and published to honour him. At the launching ceremony, Lim extended his gratitude to the late Tan s wife, Kam Hye Sin, for donating her husband s astounding 124 artworks to the Penang State Art Gallery (PSAG). This noble act is highly appreciated and hopefully will be emulated by all local artists and art lovers especially by those from Penang. The late Mr. Tan was one of the Penang artists who inspired and motivated the state government to cultivate new talents and to develop art and culture, Lim said at the exhibition. Lim also said that the state government hopes to make Penang a hub for art, culture and heritage in Malaysia. Apart from gaining UNESCO World Heritage city status, the Penang state government will be building this hub through our RM30 million Penang Art District project. A city can only be regarded as an international city when it is also a centre of art and culture. We believe that art and culture can be one of the economic game changers that can drive Penang to transform into an international and intelligent city, he added. Also present during the ceremony were chairman of PSAG Lee Khai, director of Penang State Museum Haryany Mohamad and managing director of Tambun Indah Land Berhad Teh Kiak Seng. State shares DNA of digital economy Story by Tanushalini Moroter Pix by Shum Jian Wei CHIEF Minister Lim Guan Eng, who attended the Founder Institute Penang s graduation ceremony at the Wisma Yeap Chor Ee on Sept 9, said the state government shares the similarity in the attributes in digital economy. The state government shares the DNA of digital economy, he said in his speech. There are five attributes that the state government focuses on which are similar to the ones in digital economy. Firstly, we focus on the building of infrastructure. Secondly, building of human talents though it is widely said that data is king, I believe talent is everything. Thirdly, to make Penang a livable city. Fourthly, commitment towards inclusion and diversity. Lastly, good governance, as Penang has been said to be the best state in Malaysia in terms of governance, Lim added. The Founder Institute Program is designed to assist aspiring tech entrepreneurs to build every aspect of their business and accelerate their growth. A total of nine participants out of 31 graduated at the ceremony. This is the second batch of the aspiring entrepreneurs who have graduated from this programme. Last year the Founder Institute Penang produced a total of seven tech entrepreneurs. To transform Penang into an international and intelligent city, we must embrace this new future of digital technology, particularly in the growing fields of Big Data Analytics (BDA), cloud computing, Artificial Intelligence, Robotics and Internet of Things (IoT). I believe that in order for Penang to have a successful future, we have to invest in education especially STEM of Science, Technology, Engineering and Mathematics as well as master disruptive technology, innovation and automation, Lim added.

The two-day festival with the added joy of Malaysia s 60th Merdeka mood also coincided with Hari Raya Haji which made the event even merrier. Full report on TMP awaiting federal approval, says Chow Story by Victor Seow Pix by Darwina Mohd Daud STATE exco member for Local Government, Traffic Management and Flood Mitigation Chow Kon Yeow confirmed that the full report on the Penang Tranport Master Plan (TMP) had been submitted to the federal government on Aug 15 and is currently awaiting approval by the relevant federal technical departments. Speaking to the press on 30 Aug, Chow was referring to the statement by Prime Minister Datuk Seri Najib Tun Razak four days earlier when the latter was at Balik Pulau for an official function. The PM had, at the time, said that the proposed land reclamation at the southern coast of Penang island to form three manmade islands as part of the TMP would not be given approval if it affects the livelihood of the people as well as the environment. The state government had fulfilled all the requirements as needed by all relevant technical departments. We submitted the compiled Detailed Environmental Impact Assessment on August 15 this year and what we are waiting now is only its approval, Chow said. Accompanying Chow at the press conference were Chief Minister Lim Guan Eng and sate exco members Chong Eng (Youth & Sports, Women, Family and Community Development), Datuk Abdul Malik Abul Kassim (Religious Affairs, Domestic Trade and Consumer Affairs) and Phee Boon Poh (Welfare, Caring Society and Environment). Chow also listed other land reclamation projects currently taking place in the country which include; the Aman Laut Project in Kedah (123 acres), the Bagan Datuk (4,100 acres) and Perak Heavy Industrial Park (3,400 acres) in Perak, Selat PD land reclamation project near Negri Sembilan (land area unknown), Melaka Gateaway (1,366 acres) and in Johor, the R&F Tanjung Puteri project (78 acres), Danga Bay Waterfront City (2,000 acres), Port of Tanjung Pelepas Phase 2 (land area unknown), Forest City (3,425 acres), Tanjung Piai Maritime Industrial Park (3,845 acres) and the Tanjung Langsat Port (land area unknown). For example in Kedah, the Aman Laut project which involves 123 acres has yet to gain DEIA approval but reclamation work has began and the Department of Environment only issued a Stop Work Notice on May 15. The Penang state government, however, will not go back on its promise. As long as there s no DEIA approval, reclamation work will not begin, Chow said. My question is, will these reclamation projects completely have no impact on the environment, livelihood of fishermen as well as the community? There will be. However, the submitted DEIA contains mitigation steps to reduce such impact to the minimum level with adequate compensation to the fishermen. The federal government has to be fair to Penang in terms of development, he added.

11 September 1 15, Hearing impaired benefit from foundation s programme Story by Danny Ooi Pix by Shum Jian-Wei SOME 1,500 people with hearing complications, comprising children and adults, will benefit from an on-going programme to restore normal hearing. The four-day event organised by Starkey Hearing Foundation, Knowles Electronics and supported by the Penang state government was held from Sept 4 to Sept 7 at Caring Society Complex in Jalan Utama. When attending the program on Sept 6. exco for Welfare, Caring Society and Environment Phee Boon Poh lauded the organisations concerned for their corporate social responsibilities (CSR) in helping the hearing impaired group in society. This programme was organised initially in 2012 followed by that in 2013 (Penang/Selangor) and 2015 (Trengganu) and this year again in Penang. We hope these programmes will help these groups of people to regain their normal hearing, he said. Initially we will identify the people who need the hearing aid (through the School of Deaf) and follow up to get them registered and then to receive the proper medical attention, he added. A senior manager from Knowles Electronics, Raymond Chau, said the hearing aid cost around RM2,000 to RM3,000 per pair. As part of our company s CSR, we hope the programme will help the less privileged in society, he said, adding that Knowles manufactures the microphone for the hearing aid assembly. Meanwhile, a recipient of the hearing aid, Loh Kim Ten, 64, expressed his heartfelt thanks to the organisers and sponsors for giving him back his hearing sense. They did a very great service for people like me who have lost their hearing for years, said Loh, who is self-employed. 16 2 专栏 2017 年 09 月 01 日 15 日 政见不同 党派分明, 在选举时较量就好, 在官方礼节上, 纳吉始终是一国之首, 他理应获得应有的尊重和礼遇 他踏足槟州, 给足反对党首长面子邀请我们出席, 我们更不可能像民政马华所描述般羞辱他吧? 以同理之心衡量, 在我们希联的 地头, 尚且不会让首相大人难堪, 那为什么我堂堂民选的首席部长, 就不能光明正大踏进校园半步呢? 槟城在望 2.0 那一天, 我坐在纳吉身边! 8 月份除了迎来鬼节, 在槟城也因首相纳吉的二度到访而热闹了起来 817 那天, 因为北马经济走廊的活动, 我也以首席部长的身份, 受邀出席参与 在这之前, 我更指示州政府的所有高官及民选议员, 凡有收到邀请的, 都一起参与其盛, 以让首相大人知道, 我们虽然阵营政见不同, 但对于一切对槟城未来好的发展计划, 我们都是张开双手欢迎联邦政府的注资 岂料, 一张我与另 3 位州务大臣与首相纳吉指向模拟造型的照片, 却在网上遭民政马华抢手恶搞, 揶揄我不敢在纳吉面前当面质问他 1MDB 丑闻的课题 也许这些从未见过大场面 没有大局为上之格局的政治人物, 真的万万没有料到我会出席 阿吉哥 在场的节目, 才会有如斯的反应吧 也许, 他们更没有料到的是, 国阵的联邦政府竟然视我为贵宾而弃他们的党主席不理吧? 很多人不知道的是, 虽然这是联邦政府的节目, 但是在槟城主办, 就官方礼仪来说, 除了正副首相及负责是项事务的部长, 该州的首席部长或州务大臣就是当然的 VIP 于是乎, 稍有留意媒体照片的朋友, 肯定会发现到, 刊登在媒体的照片, 我都是坐在或站在首相的身边, 因为这是官方礼节 虽然我全场都静静的做好一个受邀人士的角色, 但是在主要仪式上, 负责的礼仪部官员, 依然有办法从人群中把我找出来, 然后与另 3 州的州务大臣一起, 与首相纳吉合照 不过, 无关我的仪式上, 我一直与坐在身边的霹雳州州务大臣聊些有的没有, 槟城有什么好吃啊, 霹雳又有什么新的东西等 这明明就是一个官方场合, 尽管政见不同, 总不可能要我当着众人面前让纳吉难堪吧? 我们有聊天了几句, 就是提到编码 (Coding) 的重要性, 希望能够纳入教育主流等, 这也获得首相的认同 面对官方式的羞辱, 我也曾经忍了下去 当年黄燕燕还是旅游部长时, 在升旗山脚主办了一个缆车的仪式, 尽管州政府的礼仪部官员一再要求首长需与一众贵宾齐坐, 但是对方依然坚持要我坐在观众席第一排, 而不是台上坐在沙发的 VIP 看在槟城的旅游发展的份上, 我不介意, 我明知对方存在蓄意要羞辱我的意图, 但我依然赴约 最后, 竟然是在场的一名巫统部长诺莫哈末耶谷看不下去了, 指示联邦礼仪部官员邀请我上台合照, 才让场面看起来不那么 难看 政见不同 党派分明, 在选举时较量就好, 在官方礼节上, 纳吉始终是一国之首, 他理应获得应有的尊重和礼遇 他踏足槟州, 给足反对党首长面子邀请我们出席, 我们更不可能像民政马华所描述般羞辱他吧? 还有一点很多人搞不清楚的是, 他们认为既然火箭今天在槟城当朝, 为什么在一众受封名单当中, 却出现巫统领袖的名字 要抨击前, 请看官们先详读我国宪法 封赐勋衔是元首的绝对权力 我是首席部长, 有推荐名单的权力, 至于要把勋衔颁发给什么人, 那是州元首的绝对权力, 没有人有权过问 这是官方礼仪及权限的问题 而我身为一州之长, 因到某一地出巡访问, 要顺道踏入位于该地的双溪里武华小视察校园并分派拨款, 通知校方董事之后, 却因为一个不懂几品的芝麻官说没有公文, 管你是首长又怎样, 不能踏进校门半步就不能 所谓的公务员需知官方礼节都抛到哪里去了? 以同理之心衡量, 在我们希联的 地头, 尚且不会让首相大人难堪, 那为什么我堂堂民选的首席部长, 就不能光明正大踏进校园半步呢?

17 2017 年 09 月 01 日 15 日 要闻 3 从 9 月 1 日开始, 执法人员将对没有进行垃圾分类的住户开出罚单 曹观友 ( 右 ) 讲解垃圾源头分类政策, 左为毛继荣 垃圾没分类罚 250 曹观友 : 冀提高民众醒觉意识 槟州地方政府 交通管理及治水委员会主席曹观友说,9 月 1 日开始, 执法人员将对没有进行垃圾分类的住户, 开出 250 令吉罚单 槟城在今年 6 月 1 日正式推行全槟垃圾源头分类政策执法行动, 将首 3 个月定为缓冲期 曹观友指出, 槟岛市政厅及威省市政局从 6 月至今, 已发出逾 2000 张警告信予违例者, 并将在 9 月 1 日开始严厉执法, 向违例者发出 250 令吉罚单 开罚单不是为了惩罚他们, 而是要提高他们对创造一个更美好的环境的醒觉意识 单靠法律并不能确保政策的成功, 社区参与和自我意识也很重要 可省 239 万余处理费麦慕娜吁减少 50% 垃圾制造量 槟岛市长拿督麦慕娜呼吁民众减少 50% 垃圾制造量, 以便槟岛市政厅可省下 239 万 2488 令吉的垃圾处理费, 并希望能在今年年尾达到 35% 再循环率的目标 她说, 市政厅每天收取 658 吨垃圾, 以每吨 20 令吉 20 仙的垃圾处理费来计算, 每天需缴付 1 万 3291 令吉 60 仙, 每个月是 39 万 8748 令吉, 每年为 478 万 4976 令吉 她呼吁民众配合市政厅, 减少 50% 垃圾制造量, 为市政厅省钱 她说, 上述的垃圾处理费计算方式, 并不包括员工费和汽油费等 她希望民众实行 4R 意识, 即原本的 Recycle 再循环 Reuse 再使用 Reduce 减少, 再加上 Rethink 再思考, 即在消费时再三思考是否有这需求, 减少垃圾的产生 槟岛目前的再循环率为 28.36%, 市政厅希望能在今年年尾达到 35%, 而明年目标是 40% 她是在 8 月 27 日 ( 周日 ) 出席在峇都兰樟义香园举办的 社区清洁活动, 在致辞时如是说 槟州行政议员兼峇都兰樟区州议员罗兴强说, 他积极拨款提升区内的设施与环境, 为居民提供更清洁 更绿意 更安全及更健康的生活环境 出席者包括日落洞区国会议员黄泉安 槟岛市议员张君仪 义香园乡委会主席李健伦和义香有限公司董事庄学腾 他也提醒组屋与公寓的联合管理机构 (JMB) 或居民管理机构 (MC) 需遵守当局设下的 3 项条件, 即挂上提倡垃圾分类的海报或横幅 提供妥当的分类空间及妥善处理回收物 他说, 未达到上述 3 项条件的机构将接罚单 至于平地屋的住户, 他说居民只需将垃圾妥善分类, 以方便回收工作即可 他是在 8 月 19 日 ( 周六 ) 在光大为高峯建筑集团举办的第二场 Ramah Pavilion 住户醒觉运动主持开幕礼后, 如是说 高峯建筑集团董事经理拿督毛继荣亦出席该活动 温乃坤 ( 右 ) 将可充作置放回收物的纸箱移交给莫哈末索其 政府机构未分类垃圾照罚 槟州垃圾源头分类小组主任温乃坤说, 槟州政府将一视同仁, 对付那些没遵守垃圾源头分类政策的政府机构与民众 他说, 州政府自 2016 年 6 月 1 日开始推行垃圾源头分类政策, 给予各界 1 年时间的缓冲期, 以便把该政策纳为生活习惯 随着该政策在今年 6 月 1 日正式执法, 州政府将从 9 月 1 日开始, 全面采取发出 250 令吉罚单行动, 严厉对付所有不愿意配合该项政策的单位 他是在 8 月 22 日 ( 周二 ) 于峇都交湾消防总部进行垃圾源头分类政策交流会上时, 如是说 他表示, 开展垃圾源头分类政策具有多方面的效益, 通过资源回收, 各类物品能够实现其经济价值, 而有关政府机构可把从出售的回收物中所获得的利润, 充作部门收入以提升部门的运作 此外, 他指此政策也可有效降低垃圾处置成本, 甚至减少垃圾焚烧场地的使用, 以达至更清洁 綠意 安全及卫生的槟城 峇都交湾消防总部副总监莫哈末索其感激州政府举办有关交流会, 他指该部门会尽量采取适当的措施来配合州政府政策

40 14 September 1 15, 2017 Another milestone for Federal Oats Mills Story by Victor Seow Pix by Shum Jian-Wei PENANG-based Federal Oats Mills Sdn Bhd (FOM), which operates the only oat milling plant in Southeast Asia, achieved another milestone when the company had its ground breaking ceremony for its new production plant on Aug 29. Located at the Halal Food Zone, North Penang Science Park, the new plant will have a combined plot size of acres (294,156 sq ft) which is the equivalent of 4½ football fields. The plant itself occupies over 232,000 sq ft on a total built-up area of over 251,000 sq ft. Chief Minister Lim Guan Eng, who was the guest of honour to officiate the ground breaking ceremony, remarked on the investment figures achieved by the state which proves Penang is still the place of choice for investors. The company, which is one of the most prominent and established companies in Malaysia, was founded in 1965 and is the producer of homegrown oats brand Captain Oats with its existing plant in Mak Mandin. 41 Call to reduce waste THE Clean Community campaign that was launched at Taman Ghee Hiang in Batu Lanchang on Aug 27, is an initiative to create a cleaner, greener, healthier and safer Penang. The event saw the participation of Penang Mayor Datuk Maimunah Sharif in the zumba dance alongside exco for Tourism Development Danny Law and Penang Island City Council (MBPP) councilor Grace Teoh and the residents of Taman Ghee Hiang. The campaign is also in support of the Waste Segregation at Source policy. We must adhere to the culture of recycling in order to reduce the waste generated in the state, Maimunah said in her speech. The community needs to have the interest in recycling and must equip themselves with the knowlege to carry out waste segregation. We need to have a basic knowledge of the type of waste that can be recycled and think before disposing garbage, she said. At the event, she handed over some gardening tools to the Village Security and Development Community (JKKK) of Batu Lanchang. A booth was also set up to brief the community on dengue awareness. Apart from that, some saplings were also planted in the neighbourhood by Maimunah, Law and Ooi. Maimunah also commended on the cheerfulness exhibited by the community living in the neighbourhood. This was confirmed by state exco member for Local Government, Traffic Management and Flood Mitigation Chow Kon Yeow during a joint press conference with Chief Minister Lim Guan Eng on Aug 30 to rebut criticisms by the state opposition. It is not that we do not want the LRT line or its station to be close to the airport terminal. But during our discussions with Malaysia Airports Holdings Berhad, we were informed that they have plans to expand the Penang International Airport which is in Bayan Lepas, Chow said. For that reason (the airport expansion), we were asked not to have the LRT line or station near to the terminal as what was proposed earlier, he added. Chow also said that the changes made is a component of the Transport Master Plan which was prepared by SRS Konsortium. The new court is an initiative by the state government under its policy of Satu KADUN Satu Gelanggang Futsal (One futsal court in each state constituency). We believe that sports is a great medium to foster unity among the people as well as keeping us healthy, Lim said after launching the futsal competition as well as officiating the newly built futsal court. I was informed that the contractor who was assigned to build this court initially failed to meet the standard required. But the futsal court was upgraded after state assemblymember for Sungai Pinang Lim Siew Khim strictly requested the contractor to meet the required standards, he added. The futsal court was completed in Lift ordeal soon to be over THE ordeal of climbing the stairs to get home which is currently faced by residents of Desa Selatan in Jelutong will soon be over once repair and replacement works on one of its two existing lifts is completed. State exco member for Town & Country Planning and Housing Jagdeep Singh, Jelutong MP Jeff Ooi and Sungai Pinang assemblymember Lim Siew Khim visited the flats on Aug 28 and announced that the cost of replacing the lift would be subsidised by the state government as well as by Lim and Ooi. Resorting to the 80:20 formula, Jagdeep told the media that 80 percent of the cost of the new lift would be borne by the state government. Out of the total RM243,800 for one new lift, the state government is paying RM195,040. This removes a huge financial burden on the residents here. The remaining balance of RM48,760 is supposedly to be covered by the residents but YB Jeff and YB Lim are also helping out, Jagdeep News of the lift is uplifting indeed said. The good news for the residents is that Lim and Ooi have both agreed to contribute RM10,000 each from their constituency funds into the 20 percent balance ought to be paid by the residents. This arrangement left only a mere RM28,760 to be borne by the residents in order to get a new lift. This flat has 13 floors and is already around 20 years old and June this year. Also present at the event was Jelutong MP Jeff Ooi. there are many senior citizens residing in it. We see a great sense of urgency to replace at least one of the two lifts for them. Having only 76 units, their maintenance fees is not sufficient to cover their portion of the 20 percent. This is why Jeff and I decided to help them out, added Lim. The new lift will be operational by November this year. Eurasians have contributed greatly to Penang and Malaysia CHIEF Minister Lim Guan Eng on Aug 26 officiated the photo exhibition of The Penang Eurasian Story at Penang Eurasian Association. Lim in his speech said the exhibition provides an insight into the early Eurasian community in Penang. It highlights the Eurasian heritage and the community s contribution to society as well as the nation, Lim said in his speech. Legendary composer and pianist Jimmy Boyle, who wrote Putera Puteri, gave some of the best masterpiece in the 50 s and 60 s. he said, adding Penang acknowledges and appreciates the contribution made by the Eurasians. Apart from the arts and culture, Lim also urged the community to contribute its expertise in the field of STEM (science, technology, engineering& mathematics). The Eurasian community in Penang has exhibited a tremendous love for music and food through the years. Some of the Eurasian contributions have been enshrined in the Penang Music Museum. Story by Victor Seow Pix by Shum Jian-Wei IT was a fruitful day trip around the parliamentary constituency of Tanjong on Aug 25 as state exco member for Local Government, Traffic Management and Flood Mitigation Chow Kon Yeow visited areas deemed problematic with senior officers from the Penang Island City Council (MBPP) to listen to the people s grouses and to come up with solutions. One such place was the Wholesale Fish Market at Lebuh Cecil, which according to the complaints from the traders and market goers, needs to be rebuilt and is in dire need of a multi-storey carpark. The main purpose of this listening tour is to visit places that need the immediate attention of the local authority. Indeed, it is evident here (Lebuh Cecil) that there s insufficient carpark space. We will present the suggestions for the market to be rebuilt and the multi-storey carpark to the MBPP, said Chow, who s also Padang Kota assemblymember within the Tanjong parliamentary constituency. Chow s next stop was at the Lintang Macallum 2 Food Court and Market which pose a different set of challenges to Chow and his entourage that included Tanjong MP Ng Wei Aik, Pengkalan Kota assemblymember Lau Keng Ee and MBPP councillor Wong Yuee Harng. These stalls (at Lintang Macallum 2 market) used to be illegal around 15 years ago. But it seems poor response is affecting business here and we will study whether we can change their use or to come up with something. We shall see, Chow told members of the media that were covering his tour. Over at Gat Lebuh Macallum, it was a dismay to see that the basketball court meant for sports is used as a carpark caused by high density of the local residents. This scenario, according to Lau, has raised suggestions for a multi-storey carpark as well as a covered mini basketball complex to be built on the existing site. Due to insufficient carpark lots, this basketball court is used as a temporary carpark by the residents here. MBPP, Penang Development Corporation (PDC) and the state government will have to reach an agreement for an integrated development plan to take place to remedy the situation, noted Chow. Chow then left for the Chew and Lim Jetties along Weld Quay after giving an assurance that the plight of the local residents would be looked into.

45 Penang a centre for archaeological expedition THE state government through the George Town Conservation & Development Corporation (GTCDC) launched its first public archaeological programme on Aug 26 at Fort Cornwallis. It was initiated to encourage the stewardship of heritage by collaborating with educational institutions, local communities and students. Penang is now becoming the centre for archaeological expedition and knowledge in Malaysia, said Chief Minister Lim Guan Eng at the launch. Earlier this year, a 5,600-yearold skeleton was discovered at the prehistoric site of Guar Kepar in Seberang Jaya, he said. The Fort Cornwallis Young Archaeologists Program is open to everyone (schools, families and other relevant groups). The project is funded by GTCDC and is also a joint initiative by Penang Museum and Gallery Network (MAGNET). This project is part of the ongoing excavation to uncover the moat structure that formerly surrounded Fort Cornwallis. The restoration of the moat structure is one of the efforts put forth by GTCDC to revitalise cultural facilities in the north seafront. We also want to cultivate the love for heritage among the younger generations. It is important to love our heritage as it will touch our inner being to bring about the realisation that we belong to the larger part of humanity, Lim added Lim also presented RM100,000 to GTCDC as an allocation from the state government. It is an undeniable fact that advancement in this field has a correlation with our standard of living. We often overlook the sciences behind the mechanism of things within us as well as around us. Researchers around the world are spending countless hours to improvise our life in terms of health, education, construction, safety, food, art and many other important elements of life. One such person is Penang-born scientist Prof Dr. Muzlifah Aishah Haniffa who has brought honour to the country through her findings in the field of immunology. Muzlifah, who lives in the United Kingdom, recently visited Penang and despite her tight schedule she allocated time for a meet up with the Buletin Mutiara team. Background Muzlifah was born and bred in Penang and is a former student of Convent Green Lane. Her father was a school teacher while her mother was a clerk and she grew up in an extended household in Ayer Itam. She did her tertiary education at Universiti Sains Malaysia (USM). She moved to Britain about 20 years ago to pursue a career in medical research. She is a Newcastle University professor of dermatology and immunology and a Wellcome Trust Senior Research Fellow and Lister Institute Research Fellow. Muzlifah s clinical and research interests revolve around the study of dermatology and immunology. Her research goal is to understand how mononuclear phagocytes regulate tissue homeostasis,immunity upon vaccination and their role in disease pathogenesis. This knowledge is essential for the development of new strategies to manipulate host immune response to improve vaccination and immunotherapeutic strategies. Back in Penang for a break, she gave a one-hour lecture in her research area (the power and utility of single cell RNA sequencing to identify new dendritic cells, monocytes and progenitor cells relevant for immunotherapy) at the Penang Medical College on Aug 14. Accolades Professor Muzlifah Haniffa is a Wellcome Trust Senior Research Fellow in clinical science at Newcastle University. She has been awarded a Lister Institute Research Prize Fellowship for her outstanding work (Lister Institute Research Prize 2016) where she was awarded a fellowship of 200,000 (about RM1.09 million). The fellowship will be used to support her research for five years to make significant medical advances in vaccination strategies and understanding skin diseases. The Lister Institute has been funding topquality research for 125 years and it is a highly prestigious award. It is noted that she is the first clinical scientist ever to be awarded a Lister Fellowship in Newcastle. Muzlifah was a previous recipient of a Wellcome Trust Intermediate Clinical Fellowship ( ) and an Action Medical Research Training Fellowship ( ). Muzlifah s research in the past was focused on human mononuclear phagocytes in relation to the debilitating skin diseases such as psoriasis and eczema. Life Principles Work hard, be creative and make the most of what you have, be ambitious, dream big, do not forget your roots, these were her words when asked about her achievements. Muzlifah at work in her lab. It is really important to have principles in life, as it helps to put us on the right track which leads towards the path of success. Vision for STEM in Malaysia Muzlifah wants people to see science as part of their daily life as there is always an element of science in our daily encounters with life. She wants much emphasis given to STEM. She also believes that diversity is the strength of an organisation. Well, science is not an esoteric subject as it revolves our everyday life, she said. It will be amazing if there is much focus on STEM. Diversity is important as it will be very useful to include people from different backgrounds particularly to have more women in this kind of pursuits, she added. She said diversity is the strength of any organisation as it brings in different values, otherwise it would be just the one-way of thinking. Role Model When asked on what really inspired her, she said there were many role models in different phases of her life and felt that role models are important. I had lots of people whom I emulated, in my early life it was my uncle and he was the first doctor in the family. I wanted to become a doctor just like him. Many leading scientists and clinicians gave me very helpful advice during the different stages of my life. I think it is important for the younger generation to be able to tap into the expertise of experts with more experience. She said that, if she can do it anyone else can also do it. Words of wisdom to women Go for it, dare to be different, you can do it, do not fall into the stereotype of the society. Anyone can become a scientist. Penang She feels happy to be back in her hometown. It feels good to be back in Penang, it is a great opportunity to inspire people, telling people the experiences that I have learned, passing the knowledge. Exhibition Muzlifah worked with artists and writers on an exhibition called Inside Skin, an interpretation of her research into skin immunology where arts was used as a medium to explain science. What an abstract approach and it fascinates us to see a scientist using arts to communicate with people. Writers and artists involved in this project conveyed the specialised research via their own artistic medium without attempting to explain or oversimplify it. Closing thoughts In a nutshell, it is important to be able to look at things beyond them as this might lead to amazing discoveries. We can take the Wright brothers as an illustration on how human limits can be stretched by thinking beyond things seen physically, they looked beyond the human ability. No one in the right frame of mind would have agreed with them back in those days if they said man can fly. But their imagination took flight and now man can fly across the horizon. To all science enthusiasts out there especially students and youngsters, free yourself from the grip of norms whilst upholding good moral values and march towards making a significant difference in the field of STEM. Muzlifah has written her name in the history of biomedical science and it is not merely about fame but it is about making significant changes in the quality of living.
