10 ABSTRACTS The World Has What the Consciousness Has ZHAO Ting-yang Abstract The modern transition of philosophy is the transition of world metaphysics to conscious metaphysics therefore the aprioristic philosophy exploring the consciousness has taken place which experienced the three progressing periods from Descartes to Kant to Edmund Husserl Descartes tried to prove that consciousness was the unique and stable starting point of understanding all problems and Kant tried to prove that consciousness had the ability to build up effective knowledge as well as had the ability to guide the right behavior while Edmund Husserl tried to prove that consciousness had the overall object which relatively equal to had its own world. Through these three great and difficult periods of efforts aprioristic conscious philosophy has completed the proving of the arguments of I think and thinking nevertheless the arguments did not reach to the level of laying the foundation therefore they did not interpret the world correctly. The sovereign states as the main units in the international system are interacting with each other which exerts influences to the power distribution and plays role in the power structure in international system. The understanding and analyzing of power model can be a key to make a insight to the puzzles in international politics that is the interaction a- mong the power units in international system is mainly embodied by the interaction of superpowers which desires of power is gradually growing along with their strength s accumulation therefore they attempt to adjust and make changes to the existed power structure and political arrangement in international system. Keywords international system power structure sovereign state On the Historical Significance of the Journal of Chinese Language at Late Japan Meiji Period in Spreading Beijing Dialect LI Wu-wei XU Bin-bin Abstract The Journal of Chinese Language was first published in 1907 which was one of the most important academic monthly journal in promoting Beijing dialect and spreading Chinese culture worldwide at that time. The design of 159

11 the journal s columns were very creative with the contents such as basic knowledge of Beijing dialect translation writing and reading ability training emphasizing import of Chinese culture and attached importance on enjoying lively orally easily and academic features to read. The journal was with great research significance in the teaching history of Beijing official dialect as well as in the history of Chinese language China-Japan relationship cultural exchanges etc. at late Qing Dynasty. The journal of Chinese Language expanded the space of Beijing dialect teaching and also directly promoted it to the society which realized the goal set by Japan s national language policy and exerted profound influences on the development of teaching journals of official Beijing dialect. It also was a good reference and enlightenment to current China s promoting Chinese abroad strategy. Keywords official Beijing dialect Japan s Meiji period the Monthly On the Links between Inflation Output and Uncertainty VAR-GARCH Tests for the China s Economy LIU Jin-quan PAN Fang-hui Abstract This paper applies VAR-GARCH model to test the links between inflation output and their uncertainties in the period from the first quarter in 1990 to second quarter in Test results finds output growth and its uncertainty is a Granger-cause to the inflation in the positive way and inflation and its uncertainty output growth and its uncertainty have bi-granger causality. These empirical findings mean that we should take the pro-cycle policy and pay attentions to the ineffectiveness of economic polices. Keywords inflation output growth uncertainty VAR-GARCH model The Fill in Function of Punishing Payment to Damage On the Enlightenment of American System of Punishing Payment in the Law of Rights Violation MA Xin-yan DENG Bing-ning Abstract The fill in function of punishing payment is concerned with the legitimacy of the system of punishing payment system and it is the major reason that most American scholars in law to make a great effort to defend for it. The part of payments higher than the victims actual damage is for the invisible damage to the victims which usually is difficult to judge by money that is the reason why the punishing payment often is several times of visible damage. The invisible damage could be the mental damage to the victim and it also could be the damage to the general interests of society where the punishing payment system could inspire the victims actively involved in rights pursuing and to make the accused to bare the responsibility.
