15 The rewriting of the history of Chinese philosophy should contain at least two dimensions : a shift of emphasis fromexternalityto internalityin term of writing style, and the unity of universality and particularity in dealing with the relations between Chinese philosophy and philosophy in general. And the methodology may be summarized astwo2way interaction and layer accumulation. There should be constant mutual interpretation and borrowing between philosophy in general and Chinese philosophy, Chinese philosophy and Western philosophy, as well as between understanding the specific contents of the history of Chinese philosophy and setting up an overall style for writing this history, so that in the process of writing, the history of Chinese philosophy will be elevated to higher levels in unbroken accumulation. (7) A Quantitative Measurement of International Bi2lateral Political Relations Yan Xuetong Zhou Fangyin 90 This paper is meant to discuss the basic theoretic question of quantitative measurement of international bi2 lateral political relations. We draw from and improve existing findings in event data analysis since inter2 national relations are demonstrated in inter2national events. By setting a standard value for bi2lateral relations and a formula to convert the impact of events, changes in bi2lateral relations caused by events are measured, with the theoretical and technical difficulties in converting event data values to bi2lateral relation values overcome. A test with the Sino2America and Sino2Russia relations in the past 5 years show that this method is valid in measuring the bi2lateral relations. The results may be directly applied to analyses of bi2lateral relations and is significantly helpful to policy2making. (8) Substantive Rules of Reasoning for Value Judgment in Civil La w : In the Context of Academic Practice of Civil La w in China Wang Yi 104 Value judgment is at the core of civil law. This paper explores how students of civil law reach mutual understanding and consensus on specific value judgment by rational discussion in the context of multiple values. Based on a brief evaluation of the theory of legal reasoning and with the minimal value consensus of Chinese civil law students as the premise, I propose two substantive rules of reasoning for civil students to discuss value judgment : first, strong version of equal treatment must be carried out in absence of sufficient and justified reasons for otherwise ; and second, the freedom of civil subject must not be restrained in absence of sufficient and justified reasons for otherwise. To reach mutual understanding and, based on that, new consensus on specific value judgment, students of civil law must base their discussions on value judgment on substantive rule of reasoning, follow rules and forms of reasoning as procedural techniques, and apply proper methods of reasoning.
