Chamber of Commerce and Local Governance: Function and Limitation A Case Study of Non-local Wenzhou Chamber of Commerce Chen Shengyong,Ma Bin Abstract: Since 1990s, with the development of Wenzhou model and Wenzhouian Economy-Wenzhou merchants who have business everywhere set up their own organizations one after another Non-local Wenzhou Chamber of Commerce (NWCC, for short). Depending on its strong economic effect and organizational advantage-nwcc uses all kinds of political strategies to participate in local governance publicly and gets great impact on the public policy,because its interest demand meets the target of local government. But there are also some negative effects in the development process of NWCC.Therefore, the governing party should push the reform of administrative system and the transition of government function, define the boundary between government and society, promote the development of chamber of commerce and other social associations.
