By using civil servants from Kaohsiung county as an example, I would like to gain an in depth understanding of local civil servants feelings, attitudes, and expectations on this reform, and to propose feasible policy suggestions for the government in order to build a more reasonable retirement pension scheme to ensure the rights and well-beings of civil servants as well as to meet the financial shortcoming of the government and the viewpoints from the general public. The objectives of this study are fourfold: 1. to examine the planning process of the civil servants pension reform scheme and its influences on morale of government employees; 2. to determine whether the income replacement rates of Taiwan s civil servants by looking onto the data of the advanced countries; 3. to investigate whether the scheme meets the principles of protection and equality; 4. to evaluate whether the three proposed benefits of implementing the pension reform are acheived. Three qualitative methods were employed including participatory observation, in-depth interviews and focus groups interviews for triangulation in order to obtain more objective research findings. Major findings include: first, for those who are affected by the pension reform tend to have negative feelings and attitudes towards the new policy, and believe that the reform was politically driven. Second, civil servants seem to believe that the income replacement rate between 85% and 95% is reasonable. The general public on the other hand tends to think the percentage is too high. Third, the new reform policy has stronger influences for low to medium level of civil servants than those of high rank officials. Fourth, the majority of civil servants appear to believe that the government should be responsible for their quality of life after retirement. Finally, a number of policy implications are suggested to achieve a fair and just pension reform for government employees. IV
