Public institutions also seldom adopt an information tool perspective to f ully review regulatio n, resulting in it s absence o r misuse in t he regulatory process. Thus, in accordance with t he principles of suitability and matching of tools and goals, we need to widen the sp here in which t his tool is used and correct it s inappropriate or mistaken use. (10) Multiple Logics in Institutional Change : Toward an Analytical Frame work Zhou X ueguang an d A i Yun 132 In t his study, we emp hasize t he role of multiple instit utional logics and t heir interlocking f unctions in interpreting ongoing instit utional change in Chinese society. Instit utional change is impelled or co nst rained by t he interactio n of individual s and social gro up s po ssessing different interest s, and t he act s of t hese individuals and group s are governed by t he instit utional logics. As a result, the trajectory and direction of instit utional change are shaped by the interplay among multiple instit utio nal lo gics. We need to understand t hese instit utio nal logics in t heir interrelationship s as well as in t he interactions among different group s ; at t he same time, we also need to pay attention to endogenous processes of instit utional change. We illustrate t he research topics, analytical concept s and t heoretical app roach raised by t his analytical framework wit h an empirical st udy of t he evolution of t he village election system in an agricult ural township in North China f rom 2000 to (11) Mobile Paternal Authority : Change in Migrant Farmer Families J i n Yi hon g 151 Sustained large2scale migration has been an important struct ural force in t he change in t he Chinese farmer family. The de2localizatio n resulting f ro m migratio n is eroding and undermining t he patriarchal family system, a system marked by t he strong congruence of kinship and locality. The resultant changes in t he family system, however, rep resent not just a de2t raditio nalizatio n but al so at t he same time a p rocess of reco nst ructing t raditio n. The pat riarchal familyπs continuation and reconstruction in t he midst of deconstruction is an outcome of t he interplay of instit utional constraint s, market dominance and t he need for continuation of patrilineal aut hority it self. This changing family form not o nly p rovides a low2co st basis for t he survival and develop ment of migrant farmers working in t he city but rooted in t he village" but also, through it s peculiarly flexible adaptabilit y, serves as a buffer zo ne for dealing wit h co nflict s and contradictions arising from t he changes in rural society. Under specific historical conditions, it plays a role in relieving social tensio ns.
