46 160 State Policy and Local Cultural Industry: a Case Study of Xingang Fengtian Temple in Taiwan Hsun Chang Institute of Ethnology, Academia Sinica Fengtian Temple in southern Taiwan re-emerged in 1988 as the destination of one hundred thousand Mazu pilgrims from the Island. This old temple has successfully transformed into a temple with strong sense of environmental protection and prosperous cultural industry. By integrating local businessmen, entrepreneurs and traditional intellectuals, the temple committee members work together towards the "community development". As a result, not only have they earned and kept pilgrims coming from the whole Taiwan annually, they have regenerated the traditional industries. Many traditional stay at hometown. From the experience of the implementation of the "community development" policy in 1990, and the reconstruction of the 921 earthquake in 1999 in central and southern Taiwan, the Taiwan government recognizes that self consciousness of the community residents and the assistance of NGO are crucial to the building of a civil society. In addition, Taiwan's accession to the World Trade Organization in 2002 and financial reform in 2007, produce great impact in rural southern communities. Traditional subsistence industry for the rural economy and community attitudes, and geographical division, are all under great shock. Finally, this paper describes the mechanism of the delicate relationship between religion and economic development, which includes national cultural policies and the opening of cross-strait relations.
