2 02 Foreword Dear fellow Singaporeans, SkillsFuture is here for you. It will help you to learn, pick up new skills and discover new strengths at any stage of life. The Government will support your learning through course subsidies and SkillsFuture Credit. From 2016, all Singaporeans aged 25 and above will receive an initial credit of S$500. There will be top-ups in the future, at regular intervals. The credit will remain in your SkillsFuture Credit account for life, so you can use them at any time to pay for education or training of your own choice. There is no need to rush to use your SkillsFuture Credit. You may want to accumulate more credit, before deciding on your interests and the right course. It does not matter what level you start from. SkillsFuture empowers everyone to go further. The education that we get when we are young is just the starting point of a journey of personal learning and self-renewal throughout our lives. 5 What is SkillsFuture Credit? How to view my SkillsFuture Credit account? You can log in to your account at MySkillsFuture.sg/Credit with your SingPass. 1 What can I use my SkillsFuture Credit for? Your SkillsFuture Credit can be used on top of existing government course subsidies to pay for a wide range of approved skills-related courses: Courses subsidised or approved by SkillsFuture Singapore (SSG), including online courses Selected courses offered by Ministry of Education (MOE)-funded institutions* Courses supported by public agencies SkillsFuture@PA courses offered by the People s Association, courses offered by the Infocomm Media Development Authority s participating Silver Infocomm Junctions and selected courses under the National Silver Academy * Institute of Technical Education, polytechnics, autonomous universities, SIM University, LASALLE College of the Arts and Nanyang Academy of Fine Arts. 7 Plan my learning journey Discover yourself Understand your career interests, skills confidence and work values with the self-assessment tool in MySkillsFuture.sg and identify yourself in areas such as: Your interests and explore various career options Your confidence in performing or learning to perform skills that are needed for different jobs The work values that are important to you when making career choices Seek feedback on your strengths and weaknesses from your current or former supervisors, or colleagues. Develop your learning plan Identify the steps to take towards achieving your goals. Prepare an action plan and chart your journey. List the resources that can help you achieve these goals. Upgrade and keep your skills relevant Lifelong learning and continual skills upgrade will keep you relevant in today s dynamic workforce. Acquiring and refreshing skills do not necessarily come from formal courses alone. You can also upgrade work-related skills via hands-on experience. 9 Explore courses Step 1: Explore courses How do I find an approved course? 1. Go to MySkillsFuture.sg/TrainingExchange and enter the course title or keyword/s. Click on to begin your search. The search engine will make suggestions based on matching words or terms tied to: Course Title Training Provider Skill Job Role Area of Training If you do not have a course title or keyword/s in mind, click on to continue. 2. You may sort the search results according to Course Title, Training Provider, Full Fee and Most Viewed. You may also use filters to narrow your search. With the course comparison feature, you can have an overview of up to 3 courses. 3. After you have decided on the course, please register for the course directly with the training provider. You may then apply to use your credit. 09

10 Apply to use my credit Step 2: Apply to use my credit Under the default payment mode for all courses (except for Massive Open Online Courses (MOOC) offered by overseas training providers), SkillsFuture Credit payment will be made directly to the training providers. You can submit your claim for SkillsFuture Credit usage within 60 days before, and up to, the course start date. For MOOC offered by overseas training providers, you are required to pay the gross course fees upfront to the training provider. You may then submit the claim for reimbursement of SkillsFuture Credit to self within 90 days after the course start date. Before logging in to your account, please ensure you have your SingPass ID, password, name of training provider, course title and course start date. PLEASE NOTE: You will need to register directly with the training provider to enrol for the course. Applying to use your credit does NOT register you for the course. 1. Log in to your account at MySkillsFuture.sg/Credit with your SingPass.! If you need help with your SingPass, please visit 2. You will be directed to your SkillsFuture Credit Account. 3. Click on 4. If this is your first time applying to use your credit, please update your personal details such as your contact, education and employment information in your Profile page. 10

Enter your payment details. Example: You would like to use your credit to pay for your course, which costs S$300 (inclusive of GST).! By default, the amount of credit claimed will be paid to the training provider. If you are submitting a claim for an overseas MOOC, the payment will be made to you by default. 11

You will see the following confirmation that your submission has been received. Your submission will be processed within one working day. How do I view my claim status and history? 1. Log in to your account at MySkillsFuture.sg/Credit with your SingPass. 2. You will be able to view your claim status and history. 12

13 Learn and gain lifelong skills mastery Step 2: Apply to use my credit (continued) How do I cancel my claim? You can only cancel your claim before the course start date. 1. Under Claim Applications, click for the claim you wish to cancel. 2. Select a cancellation reason from the drop-down list. 3. You will see the following confirmation that your claim cancellation has been received. Step 3: Learn and gain lifelong skills mastery You are all set to attend the course. Through lifelong learning, you can deepen and master skills that will give you more opportunities to fulfil your potential in life. 13

14 I CAN maximise my potential Meng Soon, logistics technician With SkillsFuture Credit, I CAN invest in my future by learning new skills. Meng Soon is a logistics technician. He likes interacting with people and widening his social network. He wants to challenge himself and grow further. He is considering staying in his current role and deepening his skills or exploring a different role. He consults a Career Coach who helps him evaluate his interests and strengths. Together, they identify his preferred career path of switching to a sales role. Meng Soon starts to engage in more networking events to meet different types of people. He wants to use his SkillsFuture Credit to attend courses on sales and negotiation skills. 14

15 Jonathan, software programmer With SkillsFuture Credit, I CAN deepen my skills. Aruna, former finance manager With SkillsFuture Credit, I CAN learn and contribute back. Rohani, homemaker Maximise my potential with SkillsFuture Credit Jonathan is a software programmer who thrives in a dynamic working environment. He is highly motivated and constantly keeps himself up-to-date with the latest in technological advances. With a solid basic knowledge of coding and programming languages, he is keen to progress up the career ladder in information technology by deepening his technical skills to cover emerging areas such as Big Data and Analytics. To pursue his goal, Jonathan is using his SkillsFuture Credit to sign up for relevant courses. Aruna is a former finance manager. She wants to continue to stay active in society and to impart her years of experience and expertise in financial management. She wants to pursue a role in teaching. She intends to improve her soft skills and her knowledge on curriculum design so as to deliver meaningful lessons to students. Aruna wants to use her SkillsFuture Credit to attend courses on communication skills and curriculum development. With SkillsFuture Credit, I CAN upgrade my skills to remain relevant. Rohani has been a homemaker for several years. Now that her children are older, she wishes to return to work. She likes to help those in need and wants to return to her previous job as a nurse. She wants to refresh and update her clinical skills in the healthcare industry, so she speaks with some former colleagues on current job requirements. She wants to use her SkillsFuture Credit to take up a course for returning nurses. 15

16 Frequently asked questions (FAQ) 1. Is the SkillsFuture Credit a cash account? SkillsFuture Credit is not a cash account, and will not earn any interest. The credit can be used to pay for out-of-pocket course fees for attending approved courses. You cannot withdraw cash from this account to pay your training provider as the transaction will be made directly through MySkillsFuture.sg/Credit. 2. Is S$500 in credit enough to cover my training costs? Many skills-related courses are already highly subsidised by the government to ensure that training costs are affordable. The credit can be used on top of existing course fee subsidies provided by the government. The government will make periodic top-ups to Singaporeans SkillsFuture Credit accounts. 3. Why is SkillsFuture Credit only available to Singaporeans aged 25 and above? SkillsFuture Credit is for Singaporeans who have already completed their full-time education and are ready to start their careers, or who are already in the workforce. It allows them to invest in their continual learning journey. 16

17 4. Can I transfer my credit to my family members or friends? The credit is non-transferable. Frequently asked questions (FAQ) 5. Can my employer tap on my SkillsFuture Credit? No. SkillsFuture Credit supports individual-initiated training. It is not intended to pay for job-related training provided by your employer, which should continue to be borne by your employer. Many skills-related courses are already highly subsidised by the government. 6. Do I have to use my SkillsFuture Credit now? The credit does not expire. You can use it now or later. You can also accumulate your credit when periodic top-ups are made. 7. If my training provider cancels the course, can I get a refund of the credit that I have used to pay for the course? You should cancel your claim submission by logging in to your SkillsFuture Credit account at MySkillsFuture.sg/Credit before the course start date and SSG will return the credit to your SkillsFuture Credit account. If you encounter technical problems cancelling your claim submission, please contact the SkillsFuture Hotline for further assistance. 8. What can I use my SkillsFuture Credit for and how do I claim? You can use your credit to pay for or offset the course fees of approved courses found in MySkillsFuture.sg/TrainingExchange. With effect from 19 May 2017, SkillsFuture Credit payment will be made directly to the training provider under the default payment mode for all courses, except for MOOC offered by overseas training providers. You can submit your claim within 60 days before the course start date. When making claims, you should inform the training provider on your intention to use your SkillsFuture Credit. You must then submit the claim via the MySkillsFuture.sg/Credit. For MOOC offered by overseas training providers, you are required to pay the gross course fees upfront to the training provider and submit the claim for reimbursement of SkillsFuture Credit to yourself within 90 days after course start date. 17

41 Cari kursus-kursus Langkah 1: Cari Kursus Bagaimana boleh saya cari kursus yang diluluskan? 1. Layari MySkillsFuture.sg/TrainingExchange dan masukkan Tajuk Kursus (Course Title) atau Kata Utama (Keyword/s). Klik pada untuk memulakan carian anda. Enjin carian akan memberikan cadangan berdasarkan perkataan yang sepadan atau istilah yang berkaitan dengan: Tajuk Kursus (Course Title) Penyedia Latihan (Training Provider) Kemahiran (Skill) Peranan Tugas (Job Role) Bidang Latihan (Area of Training) Jika anda belum terfikir mengenai tajuk kursus atau kata utama, klik untuk meneruskan carian. 2. Anda boleh menyusun hasil carian menurut Tajuk Kursus (Course Title), Penyedia Latihan (Training Provider), Yuran Penuh (Full Fee) dan Paling banyak Dilihat (Most Viewed). Anda juga boleh menggunakan penyaring untuk memperincikan carian anda. Dengan adanya ciri perbandingan antara kursus, anda kini boleh mendapatkan gambaran menyeluruh bagi sehingga 3 kursus. 3. Selepas anda memutuskan kursus pilihan, sila daftar untuk kursus itu dengan pihak penyedia latihan secara langsung. Kemudian anda boleh memohon untuk menggunakan kredit anda. 41

42 Memohon untuk menggunakan kredit saya Langkah 2: Mohon untuk Menggunakakan Kredit Saya Di bawah cara pembayaran biasa untuk semua kursus, bayaran Kredit SkillsFuture akan dilunaskan secara langsung kepada penyedia latihan, kecuali bagi Kursus Dalam Talian Terbuka Besar-Besaran (MOOC) yang ditawarkan penyedia latihan luar negeri. Anda boleh menyerahkan tuntutan anda dalam tempoh 60 hari sebelum tarikh mula kursus. Untuk MOOC yang ditawarkan oleh penyedia latihan luar negeri, yuran kasar kursus boleh dibayar terlebih dahulu kepada penyedia latihan. Kemudian anda boleh menyerahkan tuntutan bayaran balik Kredit SkillsFuture kepada diri sendiri dalam tempoh 60 hari sebelum tarikh mula kursus atau 90 hari selepas tarikh mula kursus. Sebelum anda log masuk ke akaun anda, sila pastikan anda mempunyai ID SingPass anda, kata laluan, nama penyedia latihan, tajuk kursus dan tarikh mula kursus. SILA AMBIL PERHATIAN Anda perlu mendaftar secara langsung dengan penyedia latihan untuk kursus yang anda pilih. Permohonan menggunakan kredit anda BUKAN bererti anda telah mendaftar bagi kursus tersebut. 1. Log masuk ke akaun anda di MySkillsFuture.sg/Credit menggunakan SingPass anda.! Jika anda perlukan bantuan mengenai SingPass anda, sila layari 2. Anda akan diarahkan ke Akaun Kredit SkillsFuture anda. 3. Klik pada 4. Jika ini kali pertama anda memohon untuk menggunakan kredit anda, sila kemas kinikan butiran peribadi anda seperti maklumat anda dapat dihubungi, pendidikan dan pekerjaan anda dalam halaman Profil anda. 42

Di halaman penyerahan tuntutan, isikan Tajuk Kursus (Course Title) atau Penyedia Latihan (Training Provider) anda. 6. Pilih kursus daripada hasil carian. 7. Masukkan butir pembayaran anda. Contoh: Anda ingin menggunakan kredit anda untuk membayar yuan kursus anda, yang berharga $300 (termasuk GST). Secara biasa, jumlah kredit yang dituntut akan dibayar kepada penyedia latihan. Jika anda menyerahkan tuntutan bagi Kursus Dalam Talian Terbuka Besar-Besaran (MOOC) luar negeri, bayaran tersebut akan dibuat kepada anda secara biasa. 43

45 Belajar dan menguasai kemahiran sepanjang hayat Langkah 2: Memohon untuk menggunakan kredit saya Bagaimana saya boleh membatalkan tuntutan saya? Anda hanya boleh membatalkan tuntutan anda sebelum tarikh mula kursus. 1. Di bawah Permohonan Tuntutan (Claim Applications), klik untuk tuntutan yang ingin anda batalkan. 2. Pilih sebab pembatalan daripada senarai lungsur. 3. Anda akan lihat pengesahan berikut bahawa tuntutan pembatalan anda telah diterima. Langkah 3: Belajar dan menguasai kemahiran sepanjang hayat Kini anda bersedia untuk menghadiri kursus. Melalui pembelajaran sepanjang hayat, anda boleh mendalami dan menguasai kemahiran yang akan memberi anda lebih banyak peluang untuk memenuhi potensi anda dalam kehidupan. 45

Aruna ingin menggunakan Kredit SkillsFuture untuk menghadiri kursus mengenai kemahiran berkomunikasi dan pembangunan kurikulum. Dengan Kredit SkillsFuture, SAYA BOLEH meningkatkan kemahiran saya untuk kekal relevan. Rohani menjadi suri rumah sejak beberapa tahun yang lalu. Kini, dia ingin kembali bekerja kerana anak-anaknya semua sudah besar. Dia ingin membantu golongan yang memerlukan dan mahu kembali melakukan pekerjaannya yang sebelum ini sebagai seorang jururawat. Rohani ingin menyegarkan dan mengemaskinikan kemahiran klinikalnya dalam industri penjagaan kesihatan dan dia berbincang dengan bekas rakan sekerjanya mengenai keperluan masa kini sebagai seorang jururawat. Dia ingin menggunakan Kredit SkillsFuture untuk mengambil kursus bagi jururawat yang ingin kembali semula bekerja. 47

48 Soalan-soalan lazim 1. Adakah Kredit SkillsFuture sebuah akaun tunai? Kredit SkillsFuture bukan akaun tunai dan tidak akan menerima sebarang bayaran faedah. Kredit tersebut boleh digunakan untuk membayar yuran kursus yang dibayar sendiri untuk menghadiri kursus-kursus yang berkaitan. Anda tidak boleh mengeluarkan wang tunai daripada akaun ini untuk pembayaran kepada penyedia latihan anda kerana transaksinya akan dibuat secara langsung melalui MySkillsFuture.sg/Credit. 2. Adakah kredit sebanyak S$500 cukup untuk membayar kos latihan saya? Kebanyakan kursus berkaitan kemahiran pekerjaan telah diberikan subsidi yang tinggi oleh pemerintah untuk memastikan kos latihan mampu ditanggung. Kredit tersebut boleh digunakan sebagai tambahan kepada subsidi yuran kursus yang sedia ada yang diberikan oleh pemerintah. Pemerintah juga akan membuat tokokan berkala kepada akaun Kredit SkillsFuture. 3. Mengapa Kredit SkillsFuture hanya untuk warga Singapura berusia 25 tahun ke atas? Kredit SkillsFuture adalah untuk warga Singapura yang telah menamatkan pendidikan sepenuh masa mereka dan bersedia untuk memulakan kerjaya mereka atau yang telah bekerja. Kredit tersebut membolehkan mereka melabur dalam pembelajaran sepanjang hayat mereka. 48

49 4. Bolehkah saya memindahkan kredit saya kepada anggota keluarga atau kawan-kawan saya? Kredit tersebut tidak boleh dipindahkan. Soalan-soalan lazim 5. Bolehkah majikan saya menggunakan Kredit SkillsFuture saya? Tidak. Kredit SkillsFuture menyokong latihan yang diusahakan oleh seseorang individu. Ia bukan bertujuan untuk membayar latihan yang berkaitan pekerjaan yang disediakan oleh majikan anda. Latihan seperti itu masih ditanggung oleh majikan anda. Kebanyakan kursus berkaitan kemahiran pekerjaan diberikan subsidi yang tinggi oleh pemerintah. 6. Adakah saya perlu menggunakan Kredit SkillsFuture saya sekarang? Kredit tersebut tidak luput. Anda boleh menggunakannya sekarang atau kemudian. Anda juga boleh mengumpulkan kredit anda setiap kali tokokan dibuat pada kredit anda. 7. Jika penyedia latihan saya membatalkan kursus, bolehkah saya menerima kembali kredit yang saya telah gunakan untuk membayar kursus tersebut? Anda hendaklah membatalkan tuntutan anda dengan log masuk ke akaun Kredit SkillsFuture anda di MySkillsFuture.sg/Credit sebelum tarikh mula kursus dan SSG akan mengembalikan kredit ke akaun Kredit SkillsFuture anda. Jika anda mengalami masalah teknikal semasa membatalkan penghantaran tuntutan anda, sila hubungan Talian SkillsFuture untuk bantuan lanjut. 8. Bgaimanakah saya boleh menggunakan Kredit SkillsFuture dan bagaimanakah saya menuntutnya? Anda boleh menggunakan kredit anda untuk membayar atau ofset yuran kursus bagi kursus yang diluluskan yang didapati di MySkillsFuture.sg/TrainingExchange. Berkuat kuasa dari 19 Mei 2017, mod pembayaran lalai untuk semua kursus kecuali Kursus Dalam Talian Terbuka Besar (MOOC) adalah menggunakan Kredit SkillsFuture untuk membayar penyedia latihan secara langsung. Di bawah mod pembayaran ini, anda dibenarkan membuat tuntutan sehingga dalam tempoh 60 hari sebelum tarikh mula kursus sehingga hari kursus tersebut bermula. Semasa membuat tuntutan, anda perlu memaklumkan Penyedia Latihan tentang niat anda untuk menggunakan Kredit SkillsFuture anda. Kemudian, anda perlu menyerahkan tuntutan melalui MySkillsFuture.sg/Credit. Untuk MOOC yang ditawarkan oleh penyedia latihan luar negara, yuran kasar kursus boleh dibayar terlebih dahulu kepada penyedia latihan. Kemudian anda boleh menyerahkan tuntutan bayaran balik Kredit SkillsFuture kepada diri sendiri dalam tempoh 60 hari sebelum tarikh mula kursus atau 90 hari selepas tarikh mula kursus. 49
