25 governance. The government needs to find new institutionalized channels to incorporate social organizations and improve state governance capacity. The social organizations also need to effectively interact with the government to achieve legitimacy. Therefore a good government - social organization relationship is an important element of state governance. However theories based on Western experiences focus more on macro factors and cannot explain the complexities of the government - social organization relationship. Based on comparative studies of trade associations this paper builds a typology of government - social organization relationships based on two dimensions vertical and horizontal networks and traces the social organizations' coping strategies with the government and their evolution. Therefore we provide micro mechanisms of the government - social organization relationship. Keywords Government Social Organization Vertical Network Horizontal Network Interaction Strategy Participation - response Model the Government Response to Internet Political Participation for Decision - making Toward an Analytical Framework Shihong Weng Abstract In this paper an analysis framework of participation - response model is built to explain the response behavior and logic of governments in the course of decision - making response to internet political participation. Focusing on the field of public project this article examines this research issue decision - making response. Based on the empirical studies it is illustrated that the passive response mode is the most used government response mode in China. The theoretical model developed in the text shows that several mechanisms instituted in the decision - making of Chinese government have inadvertently induced these behaviors. The study will improve the in - depth research of government policymaking. Key words Participate - response Model Internet Political Participation Policymaking Political Communication Public Project The Miracle of Anti - corruption Policy Demystifying Singapore Model Wenxuan Yu & Jinjin Wu Abstract Singapore is ranked one of the least corrupt countries in the world. Its success is a true miracle which is not only because of its exceptional performance in combating corruption but more important because of its past failure and the short period of time it took to achieve such success. There are two views regarding the Singapore anti - corruption model. One view is that the Singapore model is a role model for developing countries struggling with rampant political corruption can emulate. Another view is that the Singapore experience is unique and hard to borrow. This article 191

26 demystifies the Singapore model by disentangling the model introducing the ideas and practical measures the Singapore government adopted analyzing the reasons for Singapore's success and more important and pointing out the drawbacks and challenges of the Singapore model has and is facing. Based on our analysis of the Singapore model we discuss lessons China can learn from Singapore's anti - corruption policies. We argue on the one hand Singapore's experience and practice are insightful and of great help for China in improving its anti - corruption policies. On the other hand we also emphasize the potential imcompatibility of Singapore model with China's own historical political and social environment and development. Key words Corruption Public Administration Reform Singapore's Political Development Singapore Governance Anti - corruption Policies in China THEORETICAL REVIEWS A Literature Review of the Organizational Citizenship Behavior of Foreign Civil Servants Chao Ye Abstract Organizational Citizenship Behavior OCB is a kind of individual discretionary behavior it is not directly or explicitly recognized by the formal reward system in an organization and in the aggregate it promotes the effective functioning of an organization. Most OCB empirical research projects focus on the private sector or enterprises and only a few investigate the public sector or civil servants. My paper focuses on OCB as found among foreign civil servants. By using different foreign databases such as Web of Science EBSCO ProQuest Emerald etc. and discussing the concepts dimensions antecedents consequences etc. new directions in future research are proposed.
