Rising congestion threatens our cities despite the recent construction of much new infrastructure. Building on past experience and drawing from the insights of conference participants, a primary goal of this conference is to further educate ourselves as to where the industry is headed, and what we can do to affect it. Along these lines, major objectives of the conference are to inform participants of the latest HOV related practices, activities, research and issues (including the emerging debate on other forms of managed lane facilities); provide a forum for discussion and debate on current HOV/Managed Lane related issues; discuss the future of the HOV lane concept; and transfer successful HOV practices to public agency staff and private sector practitioners. 14

China is a developing country and the cities are growing fast both in quantities and scales, and as a result the issues of Inter-city transportation are more and more prominent to which the government and social board attach importance. It is one of the main topics we are facing to develop Inter-city transportation systems quickly and economically according to the real demand of social economic development with the reference of international advanced experience. Inter-city transportation is also a tremendous potential market in which railways, highways and air transportation systems are all facing new challenges and infinity market opportunities. In the period of this conference, many issues related with Inter-city transportation will be discussed, for instance, Infrastructure planning concerning transport; Economical evaluation of project; Choices and applications of new technology; Comparative analysis of alternative transport means; Management of transportation enterprises; Sustainable effect of state policies on the field of transportation developments.
