Ms. No. 82, SE (Prog.II) Dept. dated , Government have issued orders for implementation of examination reforms i.e. Continuous and Comprehensive Evaluation pattern of examination system for Classes VI to IX from the Academic year and for Class X from the Academic Year in fullest extent in all schools in the State i.e. Government, local bodies, aided and private schools. 2. In order to bring in certain seriousness to the assessment and evaluation system, especially in higher classes, to improve quality education in schools and strengthen classroom engagement of teachers and for providing appropriate weightage to lower classes performance to higher class which will ensure that the students are more engaged in the classes. In the letter 2nd read above, the Commissioner of School Education, A.P. Hyderabad has submitted a proposal to provide weightage for Classes VIII and IX 5% of each in the Class X Internal Assessment marks. 3. In the circumstances reported by the Commissioner of School Education, A.P., Hyderabad, after careful examination of the matter, in partial modification of the orders issued in G.O.Ms.No.82, School Education (Prog.II) Department, dated , Government hereby accept the proposal of the Commissioner of School Education to carry forward weightage of 5% marks from Class VIII and 5% marks from Class IX to Class X Internal Assessment marks from the academic year Weightage Implementing Procedure and instructions to all the concerned are as follows: i. Weightage of class VIII, IX Internal Assessment marks are to be carried forward to Class X. ii. G.O. Ms. No. 82, dated , in para No. 4 (a), (b), (c), (f), (g) and (m) provides for the implementation schedule, papers and marks. Marks weightage and duration of examination, Formative Assessment procedure. Summative Assessment procedure, Grading etc. VIII & IX, the Annual Examination (SA-3) have 100 marks in all subjects. Out of which 80 marks are for External Examination and 20 marks are for Internal Assessment. Based on the marks secured in Class VIII and IX, these consolidated marks will be added to Class X. iii. The total cumulative marks of 4 Formative and 3 Summative Assessments in Class VIII and Class IX will be reduced to 5% each and given weightage in the Internal Assessment component of Class X. The 20% of Internal Assessment of Class X is to be reduced to 10% for weightage purpose.. In other words, the 20% of Class X will include 5% of Class VIII + 5% of Class IX + 10% of Class X. iv. The SCERT will develop detailed implementation proceedings. Detailed guidelines, a model cumulative record, steps to be taken to supply these records to all schools will also be evolved. v. The Head Master and respective Subject teachers will prepare the records relating to Formative and Summative Assessments and upload the same on the Commissioner School Education/ Director of Government Examinations Portal. From the cumulative record the yearly students performance will be drawn. Based on the same, weightage of Marks obtained in Classes VIII and IX will be drawn and applied to the Class X evaluations. vi. SCERT and DIETs will ensure that the data is uploaded correctly by respective Schools. If required Call centres of SCERT, DCEB and DIET are to be opened with toll free facility to help all the schools irrespective of managements for smooth functioning. vii.director of Government Examinations will also get the required software application developed in integration with the existing SSC examinations results application. He will ensure that the cumulative performance record of the current year Classes X students in their Class VIII and IX is obtained online and computed well before commencing the exercise for SSC Examinations. viii. The Committee which was constituted on Conducting Common Examinations in all schools in the reference 3rd read above, in its report has stated that after introduction of Continuous and Comprehensive Evaluation and after completion of four years of its implementation, different studies like National Achievement Survey, State Level Achievement Survey, Annual School Educational Report (Pratham) and Annual Achievement Survey 2015 reveal that the performance of students at different classes are far from the expected levels. As detention system is not in practice, students are promoted to the next higher class without achieving the required competencies. The Committee has, therefore, recommended for conducting of the Common Summative Examinations from classes I to X under all management schools including Andhra Pradesh Residential Educational Institutions Society (APREIS) Schools, A.P. Model Schools, Kasturba Gandhi Balika Vidhyalayas (KGBVs), Social Welfare, Tribal Welfare / Ashram Schools, B.C. Welfare Schools and Private Recognized Schools in order to have a common assessment platform aiming to enhance quality of school education. 4. After careful examination of the matter, Government hereby accept the recommendations of the committee and accordingly, in addition to the orders issued in the G.O. 1st read above on implementation of Examination Reforms i.e. Continuous and Comprehensive Evaluation pattern of examination system and in G.O. 4th read above on carry forwarding of weightage of 5% marks from class VIII and 5% marks from class IX to class X for the class X batch of and also orders of the Government from time to time on carrying out weightage of marks, it is ordered to conduct Common Summative Examinations for the students of classes VI to X in all schools in the State of Andhra Pradesh irrespective of managements duly following the procedure mentioned below: A. Applicability: 1. Existing examination system in respect of classes I to V will be continued. 2. All recognized schools of A.P irrespective of managements should follow the Common Academic Calendar. SCERT is to develop the same in consultation with all the Residential Societies / Ashram Schools and Private Unaided Schools. 3. Common Examination / Assessment System will be introduced and implemented for Classes VI to X for all Schools functioning under different Managements. This would involve Common Question Paper for Summative 1, 2 & 3 to be issued from State level for all media. 4. SCERT will set the common question paper by selecting and involving the best faculty from all managements across the State. Question paper setting is to be done from Classes VI to X for all media (viz., Telugu, English, Urdu, Kannada, Tamil and Odiya) for Summative Assessment-1, Summative Assessment-2 and Summative Assessment-3 external examinations. B. Conduct of Common Summative Examination and Assessment: 1. Common Examinations for Summative 1, Summative 2, Summative 3 for Classes VI to X (excluding Summative 3 for X class) 2. Procedure to be followed: i. Common Paper is to be issued by SCERT to District Common Examination Board (DCEB). The DCEB in turn will print and supply the Question Paper (QP) to the Mandal Resource Centers (MRCs). ii. An Observer will be appointed by the DEO for each High School in the cadre of School Assistant within 37 iii. the radius of 8 KMs. Conduct of Examination at respective schools as per the schedule communicated by the SCERT. iv. Evaluation of answer scripts of the Summative 1, Summative 2 & Summative 3 of Classes VI to IX and of Summative 1 & Summative 2 of Class X shall be made in the neighbouring Mandal duly following the jumbling procedure. Teachers in Government and Private Schools will be involved in evaluation. Care should be taken by the DEO to ensure evaluation by the same medium school teachers. v. 10% validation of answer scripts evaluated through external evaluators will be ensured by the DEO vi. vii. viii. The evaluation results will be uploaded from the Mandal Level on under the supervision of Gazetted Officer i.e, MEO/Dy.IOS/Gaz. Head Master as per the User Manual. Director, Government Examinations will undertake compilation, sample verification of uploaded evaluation results, data analysis, report generation, dissemination of the Common Summative results. The same shall be made accessible on the Commissioner of School Education Portal. Respective managements will develop strategies and action plans based on the evaluation results for improving children performance C. Schedule for Conduct of Common Summative Examinations: i. The 3rd Summative shall be conducted for Classes VI to IX in all recognised schools, under all managements of Government for the academic year at school level only. ii. The three Common Summative Examinations shall be conducted for Classes VI to IX, in all Schools, of all Managements duly following the jumbling procedure, from the academic year as per the Academic Calendar issued by SCERT. iii. For Class X, Common Summative 1 and Summative 2 will be conducted for all recognized schools, under all managements from the academic year Summative Examination 3 for class X will be Public Examination. D. Cost of Printing and Supply of Question Paper : Cost of printing and supply of Question Paper for classes VI to X shall be met by the respective Managements of the Schools i.e., for all Govt./ZP/MPP/MPL/Aided Schools/ Model Schools / KGBVs i.e. from SSA funds. For Residential Schools functioning under different societies from their respective societies and for Private Recognised Schools from their respective Management funds.

36 E. Report Cards /Online display: i. The report cards /booklet shall be prepared and given to the students / parents duly singed by the Headmaster/teacher. ii. The Student wise/ School wise/ Mandal Level / District level performance shall be hosted in the dashboard. F. Constitution of Committees: The Commissioner of School Education, A.P. Hyderabad shall constitute District Level Committees and Mandal Level Committees duly specifying the role and responsibilities of committees, such as, setting, printing & supply of question paper, cost of question paper per child, placing the orders to print, communication of schedule of examinations for smooth conduct of examinations, uploading of marks in the designated website, evaluation of performance of students, conduct review meetings, for improvement of performance of students, evaluation of answer sheets etc. G. Accordingly, the District Educational Officers Regional Joint Directors are according permissions for opening or parallel sections of other media in private unaided schools. However, in respect of private aided schools there has been a practice of forwarding the proposals for opening parallel sections to the CSE / Government. It is brought to the notice of this offices that when requests are received from Private Aided Schools managements for opening of parallel sections of other media, the same is not being processed on the plea that no such orders exist. In view of the above circumstances, all the Regional Join Directors of School Education / District Educational Officers in the State are requested to issue necessary permission as per Rule.3 of G.O.Ms.No.1, Education, dt for opening parallel English Medium sections in private Aided Schools strictly as per the procedure in vogue. 38 The public representatives from Scheduled Castes and Scheduled Tribes along with the Departmental staff and field have participated in the said work shop. The work shop has discussed on implementation of various programmes thread ware and has come up with various recommendations for improving the efficacy of the programmes and effective and timely delivery of services. One such recommendation is to permit Social Welfare Department to outsource certain facility management services in Social Welfare Institutions. The objective of the recommendations is to: a) Ensure timely and effective maintenance of cleanliness, drainage & sewerage services including regular cleaning of septic tanks in SW institutes. b) Ensure timely replenishing of consumables such as Washing powder, phenol, Cleaning Equipment, bulbs, etc., c) Ensuring attending to petty repairs such as repairs to electrical wiring, water pipe lines, electrical motor repairs, small repairs to doors and window, replacement of water taps in toilets and bathrooms etc. 2. He has further stated that at present, these services are being obtained by the Hostel Welfare Officer locally and as per the powers delegated to him and expenditure up to Rs.20,000/- per annum is being met under SH (07) Govt. Hostels under 270/272 Maintenance, in terms of G.O. 2 nd read above. 3. As these works are too petty in nature and it has become difficult to HWOs/JDs/DDs to contract and execute the works institution wise and get them executed and recorded in M-Book. Hence, in order to overcome this difficulty and also to ensure regular and timely maintenance of the Social Welfare Institutions, the Director of Social Welfare, Andhra Pradesh, Hyderabad has proposed to outsource the day to day maintenance and petty repair activities of Social Welfare Institutions. 4.
