Thus, if the political power of authority could only function with non - democratic mechanism, public has the right to re - shape de mocracy in internal society. In the era of globaliza2 tion, political power in one state could have significant influences over world society when t hey overflow and crosse borders of one count ry to anot her. Since t here is democratic deficit in international society, it is necessary to build democracy, and to promote communication between public and aut hori2 ties in international society to save injured right s of public. 13 The Philosop hic Basis of Ontology in International Relations Theories in t he West CHEN Yudan Ontology in t heories of international relations is a t heory of essences and rules, and it serves as the basis of any IRT. Ontology has always been influ2 ential, and it has an important position in t he develop ment of IR T. Since international relations is an integrated part of human society, ontology in IRT has derived much from philoso phy. To some extent, the studies of on2 tology by scholars of IRT in the west are backed by and based on the ideas of philosophers. To study the philosophic basis of ontology could not only help us to understand IRT in the west, but also provides us with some ideas in building IR T school wit h Chinese characteristics. 28 A Study of Anarchy XIN Qiang Anarchy is one of the most important concepts in the theories of internation2 al rela tions. However, t here are quite a few misperceptions resulted in com2 mon sense t hat leads to misunderstanding. This paper examines t he relations between anarchy and nature of nations, violence, and authority. And it sug2 gests that, in the inter national system composed of sovereignty nations, un2 rest ricted force is commonly used to settle interest conflict among nations owing to the lack of automatic adjust ment of conflicting national interests,

12 and the lack of authority regulating the meth ods employed by competing na2 tions. That is t he most important characteristic of anarchy. 38 Security Complex and Building of Regional Security Order : A Theoreti cal Study ZHEN G Xianwu Based on the concept initiated by Barry Buzean, this paper provides an inter2 preta tive analysis of security complex that is the core theory of security regional ism and new security study. Focusing on different t heoretical approaches to t he dominant patterns of security management wit hin security complexes, as well as patterns building regional security orders, it examines both classical and de vised ideas of security complex. 54 New Develop ment of Liberal International Theory : Triangulating Peace Theory DIN G Shaobm Triangulating Peace Theory t hat st resses not only t he cont ributions of democracy, economic interdependence and international organizations to in2 ternational peace, but also virt uous circles between t hem respectively, is a new development of Liber al International Theory. Inspired by Kant s Per2 petual Peace Theory, the theory in tegrates several branches of Liberal In2 ternational Theory into one analytic f rame work, and employs comprehen2 sive empirical test s to demonst rate it self systemati cally. 65 International Environmental J ustice and International Environmental Re gimes BO Yan International environmental justice is an important element influencing t he estab lishment and f unctions of international environmental regimes ; howev2 er, the main stream theories of international regimes have not yet paid e2 nough attention to it. This paper, based on the studies of the origin and def2 initions of international envi ronmental justice, provides us wit h a t heoretical analysis of how international envi ronmental justice affect s international en2 vironmental regimes.
