13 Abstract Through the ages civil religion not only has been discerned in political discourses, narratives, and accompanying rituals designed to legitimate state institutions and policies and reinforce national unity, but also has foreign policy effects by wedding governments to an international mission that goes beyond the mere pursuit of prosperity and security to incorporate the advancement of foundational national values abroad. It has limited impact on the U.S. foreign policy while obstructs the trend of the U.S. foreign policy to the path of multilateralism and pragmatism. To a great extent the construction of effective international institutions based on multilateral cooperation which dominated by the U.S. much will depend on whether the US leaders manage to adapt civil religion in the face of new global policy challenges and articulate a vision of American leadership with and not over others.
