3 In Oxfam Hong Kong's 31st year, we have seen growth in scale, influence and effectiveness. The year has been fulfilling. We helped establish the 'Prosperity Initiative' to create income opportunities for some of the poorest bamboo farmers across Vietnam, and soon, the Mekong region. In Timor-Leste, one of the newest and poorest countries in the world, we have been pioneers with literacy projects for whole families. We have been a leader in the Fair Trade and Corporate Social Responsibility movements in Hong Kong, as well as with development education. This year, we have helped save lives during the huge floods across South Asia, the massive snowstorm across China, supercyclone Sidr in Bangladesh, and other crises. Yet, every day, we fight against the spread of AIDS, particularly in southern Africa; every day, we work against discrimination towards women and ethnic minorities, particularly in South Asia; and every day, we speak out in some way about the worsening poverty and disparity right here in Hong Kong, where we are based. At Oxfam s heart is our work for better livelihoods (instead of poverty) and for safer lives (instead of conflict, disaster, rape, injury and death). This year, we began 377 new projects: on-the-ground community development projects around the world, local and international advocacy efforts, and public education in Hong Kong and Mainland China. Altogether, 1,315 projects were ongoing during the year. For ten years now, we have run the Oxfam Club to educate and inspire Hong Kong teenagers. It is also the tenth year of our publishing efforts, with several of our books running into second editions. The year also marks our 20th year of programmes in China: Oxfam has worked alongside over 600 groups across the country to assist hundreds of thousands of poor people. At Oxfam Hong Kong, we follow international standards on the design and management of anti-poverty and disaster relief programmes, we maintain stringent financial review systems, and we minimise administrative costs, which stand at 6.9 per cent. In essence, we raise about 90 per cent of our income from the public, and we spend only HK$1 for every HK$10.4 raised. We hope the information here in this Annual Review demonstrates our professionalism, accountability, transparency and costeffectiveness. 4 WHO WE ARE 上世紀七十至八十年代, 香港曾有超過十萬名越南船民抵達香港, 大部分居住於船民營中, 兒童沒有機會接受正規教育 當時樂施會曾為越南船民提供基本服務, 並為他們爭取應有權益 我們曾發表三份報告, 包括 1986 年全文刊載於 南華早報 的這一份 HONG KONG In the 1970s and 80s When over 100,000 Vietnamese boat-people arrived in Hong Kong, many of them languished in camps, with children having little or no access to education. Oxfam provided basic services, and advocated for their basic rights. Some of the first actions in the 1970s and 80s were to advocate for justice in the Vietnamese refugee crisis in Hong Kong, and to save lives in Ethiopia during the 1984 famine. To date, Oxfam Hong Kong has worked in 70 countries/states and has staff based in 10. Our mission Oxfam Hong Kong is an independent international development and humanitarian organisation working against poverty and related injustice. We recognise that much poverty is caused by injustice and that poverty alleviation requires economic, social and structural change. We work with people facing poverty and with partner organisations on development, humanitarian, policy advocacy and public education programmes. Oxfam Hong Kong s work builds on our local understanding and identity and focuses on Southeast Asia and China, including Hong Kong. We also support poverty alleviation and humanitarian activities in other parts of Asia and Africa, and wherever we feel we can make the most valuable difference. Oxfam Hong Kong works with other members of Oxfam International on international campaigns and programmes supporting people s right to development. Here are 12 highlights, one for each month of the year. For more, take a longer look at our website, This year, Oxfam Hong Kong supported millions of poor people around the world, mostly farmers in very poor villages, mostly women, and many ethnic minority people. We also assisted city workers, many of whom are migrant workers, domestic workers and factory workers. We helped millions of survivors through storms and conflicts in Asia, Africa and the Middle East. We make sure that people living in far-off villages, women, minorities, elderly, and people with disabilities get what they need: all too often, these people are forgotten in a crisis. We spoke out about the causes of poverty, calling for global trade justice and climate justice, indigenous rights and land rights. Here in Hong Kong, we advocated the minimum wage, Fair Trade and more corporate social responsibility. In Zambia, farmers are growing more chili and exporting the valuable, drought-resistant crop to big retailers overseas. In Vietnam, they are raising cows for the national market, while in Timor-Leste, farmers are growing better vanilla. Oxfam Hong Kong has been working to develop the bamboo industry in the Mekong, which has the potential to create hundreds of thousands of jobs for poor people. Most of the poorest people in Vietnam, Laos and Cambodia live in the uplands, and this is precisely where the giant grass grows best. Hard as oak, bamboo is one of the fastest growing crops and it is used for a range of products, handicrafts and food. The project began in Thanh Hoa, Vietnam, where Oxfam helped develop locally owned pre-processing workshops and better market efficiency measures. In two years, the price of raw bamboo has increased up to 40 per cent, and the income for farmers grew, on average, by 49 per cent. Oxfam has since helped set up the Prosperity Initiative ( which integrates government, business and NGO efforts, all to end poverty and create prosperity throughout the whole region. 參加竹業工作坊, 讓我每個月賺到穩定的收入, 比以前生活得更獨立了 " With my monthly income from the bamboo workshop, I am now more independent." The year 2007 marked Hong Kong s first-ever celebration of World Fair Trade Day, and in 2008, Oxfam cofounded a new group, Fair Trade Hong Kong, which has kept the momentum going. Another new Fair Trade group is Fair Partners, which was set up by youth who had joined our Youth Campaign Partners programme. During the year, Oxfam coordinated a trip for journalists to visit Fair Trade farmers in the Philippines, organised the first-ever Fair Trade pavilion at the Hong Kong Food Festival, and held a series of Fair Trade certification and labelling seminars attended by current or prospective fair traders from Hong Kong, Mainland China, Taiwan, and Singapore. We also collaborated with Cafédirect which launched its internationally recognised products in Hong Kong, supported Betterday in promoting their Fair Trade products in Vietnam, and publicised our own product line at The Oxfam Shops. In Mindanao, Oxfam Hong Kong s focus area in the Philippines, peace-building has involved ongoing mediation, creating peace zones, and supporting community projects that benefit the different ethnic, religious, indigenous and migrant groups. Similarly, in the Malukus, the so-called spice islands of Indonesia, conflict management integrates components such as peace houses and community banks with equal access for all Muslim, Christian and ethnic groups. In Nepal, at war for a decade, women and ethnic minority farmers have engaged peacefully in Oxfam s community projects, and in Darfur, where the crisis is in its sixth year, Oxfam also continues with advocacy, conflict management, and provisions: more than 500,000 people have received water and other basic supplies for survival. We have also urgently worked to prevent violence against women, as rape in Darfur can be as prevalent as gunfire. Meanwhile, We Can is the name of an Oxfamsupported campaign against gender-based violence in six Asian countries. A tailor named Beauty is one of the 350,000 people We Can has trained as change-makers for gender equality. Beauty herself survived abuse from her husband 24 hours a day, she said. 10 SOUTH ASIA: FLOODS AND CYCLONE IN 2007, TSUNAMI IN 2004 我們付出的一切努力都是值得的, 政府最近剛通過了國家災害風險管理政策 " All of our hard work has been worth it: the government just approved the National Disaster Risk Management Policy." Dr. Aurelio Guterres, 樂施會支持的顧問, 他在東帝汶協助推動政策改革 Dr. Aurelio Guterres, an advisor whom Oxfam supported to help promote better policy in Timor-Leste 2007 年 8 月, 孟加拉 印度 尼泊爾 巴基斯坦發生水災, 約七千萬人受影響 ; 同年 11 月, 就在收成的季節, 孟加拉又受到超級氣旋 Sidr 侵襲, 逾九百萬人受災 這兩次災難發生後, 樂施會迅速地改善了當地的食水和衛生服務 ; 而在 Sidr 災後, 我們馬上在災情最嚴重的六個地方, 救援了逾三萬個家庭 樂施會也投入長線的災後重建工作 2004 年 12 月南亞海嘯後, 樂施會一直在當地工作, 本年度內, 我們仍繼續支援多個南亞的社區項目 舉例來說, 在斯里蘭卡超過三十萬人曾接受樂施會的支援, 其中大部分是婦女 樂施會的低息貸款, 協助她們恢復工作, 包括捕魚 耕種和木工等 而在印度南部的安得拉邦, 婦女從樂施會的項目中學到更好的談判技巧, 因而說服了巴士公司恢復定時的服務 電力公司免收費用, 也說服了當地政府提供更安全的土地, 以防颱風或海嘯重臨, 現在她們的村子就建在自己選擇的位置 In August 2007, about 70,000,000 people across Bangladesh, India, Nepal and Pakistan were affected by serious floods, and then in November, right at harvest time, more than 9,000,000 people in Bangladesh were hit again, this time by super-cyclone Sidr. In both crises, Oxfam quickly improved water and sanitation services, and in the initial phase for Sidr alone, we assisted more than 30,000 families in six of the hardest hit areas. Longer-term work is now underway, as it remains across South Asia since the December 2004 tsunami: Oxfam continued to support various community projects this year. In Sri Lanka, m o r e t h a n 3 0 0, p e o p l e, primarily women, have received support: Oxfam s low-interest loans have helped the survivors to restart fishing, farming, carpentry and other jobs. In southern India, women in Andra Pradesh say that through Oxfam s post-tsunami projects, they have developed better negotiation skills: they c o n v i n c e d t h e b u s c o m p a n y to resume regular services, the electricity company to waive fees, and the local government to allocate safer land in the case of a cyclone or another tsunami. Their village now exists on that selected site. 9

This year, Oxfam has been supporting efforts with both village women and men: on prevention (such as through condom use), better medication and treatment, and more rights and options, (such as a new halfway house run by a new self-help group in Yunnan). The Ministry of Public Health, the main body handling HIV- AIDS issues, recently prioritised it and openly called for input from NGOs such as Oxfam. Anti-AIDS work in rural Zambia includes advocating safe sex as prevention; we have supported groups that perform dramas right in the village about the use of condoms. In South Africa, where AIDS is the leading cause of death, Oxfam began working in the Eastern Cape. The focus of the large-scale programme across southern Africa is to prevent the spread of infection, improve treatment, reduce stigma and discrimination, and advocate for better legislation. 我們的工作是對人的 我們希望改變大家的想法 觀念和行為, 這需要很長時間, 很大努力, 也需要大量金錢 " We are working with people. 12 CITY WORKERS IN CHINA AND CAMBODIA EDUCATION IN MOZAMBIQUE, LAOS and CHINA 中國二億民工當中, 有很多人的勞動權利未能全面實踐, 收到的工資往往低於法定的最低工資水平, 他們也較難獲得旁人的理解尊重 這年度內, 樂施會除了倡議訂立更完善的勞動法, 以及支援工人教育, 還開展了數個新項目, 包括在南京為民工提供勞動法律援助 一份讓民工發表文章的新刊物 一個新的民工詩歌網站, 以及北京一家關於勞工文化的博物館 在柬埔寨, 農村貧窮問題非常嚴重, 愈來愈多農民跑到城市謀生, 但很多都無法找到正式的工作, 到頭來只能靠撿破爛, 賣塑膠 廢紙 廢鐵之類維生 樂施會的小額貸款項目, 讓這些民工獲得較好的資源和機會, 例如在金邊的 Thon 一家, 便透過這個項目買了一輛較好的汽車來撿廢料, 從而提高收入, 改善了全家人的生活, 年幼子女也可以入學讀書 Most of the 200 million migrant workers in mainland China have few rights from the government, belowminimum-wage pay from employers, and little respect from neighbours. This year, in addition to advocating better labour law and assisting with workers education, Oxfam has also been supporting a new service centre in Chongqing for migrant workers with disabilities, a new publication for migrant worker writing, a new website for their poetry, and a new museum in Beijing to validate their labour cultures. In Cambodia, where rural poverty is extreme, a growing number of farmers are also trying to find work in the city, and many end up working in the informal sector: this often means selling plastic, paper and other scrap for a living. Oxfam s micro-credit projects are enabling migrants to have access to better resources and opportunities. 13 POVERTY IN HONG KONG Basic education is a human right, and Oxfam Hong Kong supports many efforts to make it a reality. In Mozambique, we have been advocating universal primary education, and in Zambezia province alone, efforts have helped 260,000 children go to school: the attendance rate for girls is higher here than elsewhere. New School Councils in each community help ensure good school maintenance and management. In Laos, Oxfam has been supporting better education for ethnic minorities in rural areas: we have developed relevant curricula for minority children, trained teachers and provided better living quarters for them, and contributed some of the costs to build better primary schools the district, province and the villagers themselves 香港的貧窮問題日益惡化 : 貧窮人口的比率達 18%(1996 年的比率只是 13.5%), 增長幅度比本地生產總值的還要快七倍, 貧富懸殊的程度前所未見 根據樂施會在年度內公佈的 香港就業人口的貧窮問題 報告, 在職貧窮過去十年上升了一倍 :13.3% 在職者活在貧窮中, 大部分是女性, 此外少數族裔人士的比率也很高, 尤其是尼泊爾人和 P o v e r t y i n H o n g K o n g i s worsening in so many ways: the poverty rate stands at 18 per cent (in 1996 it was only 13.5 per cent), the rich-poor gap is at its widest ever; and poverty has increased seven times faster than the GDP. One emphasis has been on developing curricula suited to students needs, such as bilingualism and cultural education. In the city, Oxfam advocates for better policy for migrant education, as many children have had no access to school. We also run outreach efforts with middle-class youth, primarily in Beijing, Guangzhou and Shanghai. XXXXXXXX Oxfam is dedicated to reaching Hong Kong youth, teaching them about why poverty exists, and enabling them to take action against the injustice. We also work alongside teachers and educational authorities on curriculum development, training activities and global citizenship programmes. This year, our Cyberschool was visited almost 250,000 times, and when Oxfam Club youth created a blog, 40,000 times. About 7,000 youngsters came to our 207 workshops at our Interactive Education Centre, while more than 1,000 people came to the one-day The World is not for Sale event about poverty and consumption held outdoors beside a shopping mall! Of the many workshops we ran with adults, perhaps the one that stands out most was with more than 100 educators at the Sixth Congress of IDEA, the International Drama/ Theatre and Education Association. To mark the 10th year of Oxfam Club, in which youth visit a developing country and then plan educational activities in Hong Kong upon their return, we published an alternative travel guide. Meanwhile, Oxfam International Youth Partnerships members met in Sydney for training; one member helped set up Hong Kong s first student-founded NGO, Humanity in Focus, with support from an Oxfam Development Education Grant. Oxfam recently developed a workshop where youth become detectives to uncover why four poor countries have disappeared; they succeeded to find the culprit: climate change. Oxfam is also researching CSR practices in the garment industry in Cambodia, where Hong Kong is the largest investor. A mapping of CSR initiatives of publicly-listed companies in 28 sectors is also underway. As one of the largest international development agencies in Hong Kong, Oxfam Hong Kong itself also has the responsibility to follow CSR principles. We screen our suppliers as well as the companies who wish to donate to us - we accept no funding from and make no investments in the weapons and tobacco industries. We observe fair employment practices and have a union. 16 CLIMATE CHANGE 樂施會認為, 氣候變化不單是生態危機, 也是社會經濟危機 : 氣候變化令貧窮問題日益嚴重, 饑荒 疾病 天災發生的密度和嚴重程度亦與日俱增 這一年, 我們開展了一連串的項目, 以減低窮人承受的風險, 尤其是農民和漁民的 為了倡議更完善的政策, 我們在哈爾濱參加國際會議之後, 發起組織 哈爾濱適應氣候變化與減低災害風險之和諧聯盟 ; 我們又於 2007 年 12 月印尼峇里舉行聯合國會議之前, 在中國參與發表了兩份關於氣候變化的研究報告, 以及一份國際樂施會草擬 探討 全球適應氣候變化的撥款問題 的報告書 參與峇里會議的某些團體, 在氣候問題談判方面是新手, 樂施會協助他們提升這方面的能力 至於在香港, 我們這年度內的工作包括 : 舉辦為學生而設的互動工作坊 ; 把適合中學地理科和通識教育科使用的素材上載至互聯網 ; 並在樂施會的中 英文雜誌發表關於氣候變化的專題文章 在我們與 明報 合辦的 放眼世界 2007 年貧窮新聞選舉中, 參加者將全球氣候變化帶來貧窮國家的影響列為首位, 可見不少香港人已認識到問題的嚴重性 To Oxfam, the climate change crisis is a socio-economic crisis: poverty is increasing, as is hunger, disease, and the frequency and severity of natural disasters. This year, we have been undertaking a range of projects to reduce the crisis for poor people, particularly for farmers and fishers. To advocate for better policy, we initiated the Harbin Alliance after participating in an international conference in that city of northern China. Then, leading up to the December 2007 United Nations conference held in Bali, Indonesia, we helped launch two reports on climate change issues in China, and publicised an Oxfam International report on global climate adaptation financing. In Bali, the Oxfam International delegation organised capacitybuilding for groups new to climate negotiations. Right here in Hong Kong, we ran a new interactive workshop for students, uploaded materials suitable for the Secondary School Geography and Liberal Studies curriculum, and published lead stories on climate change in both our Chinese- and English-language magazines. We allocated over HK$6 million on a range of relief items, from quilts to coal, rice to pipelines, and helped farmers in remote areas restart their agricultural work. Pictured (right) is an Oxfam aid vehicle. GO SOLAR The northwest of China is facing severe desertification. Water levels have dropped 100 metres. Dust storms are the norm. In parts of Gansu, 94 per cent of the farmland has been lost to sand. In Minqin, Oxfam has helped farmers protect 3,200 mu (Chinese acres) of land, and in Kongtong, we introduced cooking with solar stoves (pictured, left) instead of with charcoal or firewood. 中國西北地區正面臨嚴重的沙漠化問題, 水位下降了 100 米, 沙塵暴經常出現 甘肅省有一些地方,94% 的耕地已變成沙漠 樂施會協助民勤縣的農民保護了 3,200 畝土地 ; 而在崆峒區, 我們引進了太陽能爐具作煮食工具 ( 上圖 ), 取代傳統的炭和木柴 在 2007 年至 2008 年 5 月, 中國先後通過了兩條新法例 勞動合同法 及 勞動爭議調解仲裁法 樂施會曾支持學者草擬法例, 呈交人民代表大會 ; 並推動民間組織就法例提出建議, 在公開諮詢中獲得十九萬個公眾回應 這兩條新法例給予中國工人更大的保障, 標準較以前為高, 索償程序也更為簡單, 而且可豁免仲裁費用 2006 年, 樂施會委託其他機構進行的一項調查發現, 甘肅省省會蘭州的農民工子女受法例所限, 無法入讀政府學校 2007 年, 研究人員與省政府商議之後,120 名外地民工的子女 ( 原本就讀於樂施會支援 專為民工子女而設的學校 ), 得以入讀政府學校, 接受免費教育 從 2008 年 9 月開始, 蘭州所有政府學校均開始豁免全部學生的學費 TWO NEW LAWS Oxfam supported professors working on draft legislation; they presented this to the People s Congress; NGOs made recommendations; the open consultation drew an unprecedented 190,000 responses from the public; and by May 2008, two new landmark laws had passed: Labour Contract Law and Labour Dispute Mediation and Arbitration Law. Workers across the country are now better protected, with stronger legal standards and guarantees, simpler processes to claim compensation, and arbitration fees waived. EDUCATION FOR ALL In 2006, Oxfam-commissioned research discovered that certain requirements were preventing some migrant children from being able to go to government schools in Lanzhou, the capital city of Gansu Province. In 2007, after province officials discussed the issue with the researcher, government schools began providing free education to 120 students from a school for migrant children that Oxfam had previously supported. 29 This financial year has been another successful one for Oxfam Hong Kong. CONTINUED GROWTH IN PUBLIC SUPPORT One highlight of the year was a continued increase in support from the Hong Kong public income from the community grew by more than $31.5 million or by 19% in The reasons for this include: Donations from monthly donors, whom we call Oxfam Partners, increased around $12.6 million. The number of Oxfam Partners rose from 97,662 (in April 2007) to 100,000 (June 2007) and to 106,050 (as of 31 March 2008). Donations from the annual event Oxfam Trailwalker increased by $4.2 million, or 16% over the previous year. Public appeals were made for emergencies such as the China Snowstorm ($14.6 million) and the South Asia Floods ($6.2 million). Every year, the Hong Kong community contributes about 90% of Oxfam s income this year, 88.9%. Oxfam recruits and communicates with supporters through public education, face-toface fundraising, flagship events, magazines, books, short television documentaries, Internet outreach and more. This year, we spent $1 to raise each $10.4 in donations the previous year, the amount was $9.1. CONTINUED GROWTH IN PROGRAMMES Total expenditure on poverty alleviation, humanitarian work and other programmes increased by $27.2 million to $168.2 million in , with the total number of new projects increasing by 16.7% from 323 in , to 377 in Our programmes reached 30 countries this year. Two of the largest grants were $7.2 million towards the Prosperity Initiative Project with poor bamboo farmers in Vietnam, and $6.2 million to help people in 389 villages hit by the devastating snowstorm across Mainland China. Both largescale projects continue in the 2008/09 financial year. We expanded programmes in several countries, ran major campaigns, and supported new education programmes in Hong Kong and Mainland China. Programme expenditure reached 83.6% of total annual expenditure, an increase from 80.3% in the previous year. RESERVES, SURPLUS AND OPERATING EXPENDITURE As a result of exceeding targets for raising funds, and keeping core operational costs below budget, we realised an overall surplus of $22.6 million in , leading to accumulated reserves of $184.6 million. Our Reserve Policy requires us to hold reserves equal to six months operating expenditure, as a leeway for any significant and unexpected downturns in revenues and to ensure that programmes can continue as planned. It is our target to apply any surplus funds beyond reserve requirements as quickly as possible to humanitarian relief and long-term development programmes, without compromising high standards in the design, monitoring and evaluation of these programmes. ADMINISTRATIVE COSTS, ACCOUNTABILITY, TRANSPARENCY Administration costs continue to be well controlled: these core organisational costs represent just 6.9% of total expenditure in the past year. We believe our real level of administrative costs are entirely realistic for an agency delivering professional poverty and emergency relief programmes around the world. These expenses contribute to quality programme design and careful financial management, fair and safe conditions for staff working overseas, and information technology systems which capture and share learning from our projects to improve future performance. When Oxfam appeals for specific humanitarian disasters, we cover core operational costs from central funds, thereby ensuring that every dollar donated by the public goes to relief and rehabilitation projects. A separate account is established for each of these emergencies. Similarly, when Oxfam appeals for Africa, for education, or for Mainland China, all donations go into three existing accounts: Oxfam Africa Development Fund, Oxfam Education Fund, and Oxfam China Development Fund. AUDITING, FINANCIAL MONITORING AND COMPLIANCE An independent external audit of the annual Financial Statement is conducted by Ernst & Young. Our internal control and compliance system, administered by experienced compliance personnel, consists of well-defined financial control policies and procedures, adherence to the Oxfam International (OI) cost classification system, management control and review, peer reviews among Oxfam affiliates, and regular reporting to management and governance bodies. 34 People 樂施會的週年會員大會於每年 9 月至 12 月期間舉行, 樂施會會員均可提名 及投票選出董事局成員 董事局每季 度召開會議, 專責機構管治 由董事 局主席 副主席及司庫組成的執行委 員會, 於季度董事局會議之間召開每 月會議, 處理樂施會法律 道德 策 略 財政 行政 危機管理和內部審 計等事務 董事局成員及樂施會會員 均以義務身份參與樂施會的事務 The Annual General Meeting of Oxfam Hong Kong is held annually during September to December where Association Members are entitled to attend and vote. The Council, which meets quarterly, is the major governance body with members coming from the Association. The Chair, Vice-Chairs and Treasurer of the Council form the Executive Committee which meets between Council meetings on matters of legal, ethical, strategic, financial and administrative governance, as well as risk management and internal auditing. Once there, Council Members met with project participants, a school management committee, and stood on the site where villagers would build their new school. In April 2007, Oxfam Hong Kong was restructured into six units: International Programme Unit, China Unit, Hong Kong Unit, Policy, Campaigns and Communications Unit, Finance Unit, and Human Resources and Corporate Administration Unit. Oxfam Hong Kong recruits, employs, promotes, transfers and develops its staff members regardless of their gender, marital status, family status, pregnancy, sexuality, ethnicity or disability.
