* Abstract What is the agenda-setting mechanism in China s public ideological policy? Taking as an example the No. 16 Document of the Central Committee of CPC with regard to the policy of ideological education in the post-secondary curriculum this essay tries to explore the many factors that lead to the adoption of this kind of policy. By explaining and comparing the three major factors namely the triggering effect of the mass media the will of the highest authority and the government s ideological engineering this essay tries to show that in the chart flow of policy-making the change of the government s ideology has a decisive impact on the change of policy while the research and advices of the experts are instrumental in helping the government to find out whether the current policy is out of joint with orthodox ideology and to translate the value of orthodox ideology into policy. In this process the mass media which has quasi-public nature plays a creative and flexible role. Observed from the perspective of the modern transformation of traditional political culture the change of public ideological policy at the present stage takes the form of gradually throwing off the yoke of the tyrannical authority of the revolutionary era and following the guidance of an open-minded authority.
