Confined to the original framework, the old city of Guangzhou in the 1980 s was already very out-dated that could not serve the basic functional needs of a modern city. Since late 1980 s, Guanzhou Municipal Government has implemented strategic plans to transform and upgrade this aged areas. Schemes like developing some locations at selected areas, provision of necessary urban facilities, large scaled old buildings renovation, transformation of selected streets or residential zones, had been implemented in a strategic manner progressively. At the same time, a number of infrastructure projects have also been carried out, such as the building of the Metro Line, the Inner Loop Highway system, the provision of new and straightening of old roadways within the old districts, as well as environment upgrading works to improve drainage and waste disposal systems. All these have contributed to the successful transformation of Guangzhou from an old city into a new one so that Guangzhou can support its modern living and to sustain its own identity. This paper mainly synthesizes the measures that Guanzhou Government has adopted over the past decade to preserve, transform and develop the old city into a modern city.
