21 The Sales of Tai-Sugar during 1945-1947: An Investigation into the Cause and Effect of 150,000 Metric Tons of Sugar Obtained from the Japanese Government Abstract Yu-feng Cheng * In Item 42 of the Outlines for Handling the 228 Incident, it regulated that there is an amount of 150,000 metric tons of sugar to be returned by the central government to the people. It is quite interesting to know what the sugar had to do with this Incident. It arise a rumor that Chen Yi used the 150,000 metric tons of sugar to trade with the central government in order to stop it from issuing legal currency in Taiwan. The purpose of this article is to explore the cause and effect of the takeover of 150,000 metric tons of sugar from the Japanese government. It was said that there had been more than 340,000 metric tons of sugar left by the Japanese after the war, but in reality only 150,000 metric tons was found in the spring of 1946. Why did then the central government and the local government try to seize this sugar? The Executive Yuan announced that the sugar belonged to the central government and ordered Tai-sugar Company to sell it in Shanghai and the obtains should all go into the national treasury. This enraged the local government and the people of Taiwan. This paper further cites evidence to show that the trade between Chen Yi and the central government with the sugar was a mere speculation. Furthermore, it found that the investigation made by Pai Chung-hsi finally provided a suggestion that the central government should return half of the gains from the sales to Tai-sugar Company to appease the people.
