Shanghai Urban Planning and Design Research InstituteShanghai Abstract At the entrance to a new pattern of national governance and the new type of urbanization the reform of administrative division in 2014 showed a new development logicwhich promoted maritime developmentgovernance of frontier regions integrated development of cities and regionsurban and rural developmentand the transformation of urban governance. The new pattern not only relates to maritime development and the governance of frontier regionsbut also relates to the new type of urbanization and the development of overall urbanization. It also helps shift from urban expansion to urban transformationand from joint urban and rural governance to the development of urban and rural communities. It stresses the need to seek people - oriented development while preventing risksmake progress while maintaining stabilitypreserve integrityand make innovation. In the globalization information and market age the significance of administrative divisions is being increasingly feltwhich contributes to the spatial foundation of national governance and deepens the new type of urbanization. To improve its administrative divisionschina should pay more attention to promoting this reform and the reform of the government administration area. It should especially work to explore the adjustment time the coordination of stakeholders the urban system reform in ethnic minority areasand the reform of administrative region and regulate urban development.
