Why Use Financial Incentives? Mandatory standards for new products are most important, but are not enough Diesels last many years; older diesels pollute more; must address this source
Why Use Financial Incentives? Technologies make cost-effective clean up of some older diesels possible How do we use these technologies to reduce pollution from older vehicles?
CMP Founding Concepts (1) CMP- Government buys the pollution reduction on a project-by by-project basis Must be cost-effective Must be real, quantifiable, surplus, enforceable

Programs like CMP CMP require careful design, implementation, and reporting work best with central oversight and local, user- friendly project management need an ongoing revenue stream
