2 EU-China Urbanisation Forum Transition Towards Sustainable Cities 29 June 2015, Brussels Programme Background The experience of the last 20 years has shown that in order to design and conduct such a transition it is necessary to base action on a diagnosis shared by the entire population and all stakeholders. The champions of the transition towards sustainable cities are thus characterised by long-term commitment; the will to create long-term partnerships whether at city and regional level or between European and Chinese partners; a comprehensive vision of systemic transition; and the capacity to design innovative solutions. The annual election of a European Green Capital, Chinese ranking of cities and innovative civilian organisations, the European Covenant of Mayors, the highlighting of the most innovative players, linking them together and attracting new members on the basis of clear commitments, are all good means of boosting the transition effort towards sustainable cities and territories. Objective The objective of the Transition Towards Sustainable Cities sub-forum, organised under the patronage of the DG Energy and the Committee of Regions of the European Commission, is to highlight the most innovative and ambitious multi-stakeholder partnerships forged in Europe and China; to identify and celebrate the champions to serve the transition; and to encourage new vocations. By making these the driver of European-Chinese cooperation this can gradually be extended to other cities and territories on the basis of a pact of long-term co-responsibility between local authorities, civilian organisations, businesses, investors, scientists and trainers in order to lead the transition towards sustainable cities and territories (the first version will be discussed at the sub-forum). Procedure The "Transition towards Sustainable Cities" sub-forum will take place on 29 June from 9 am to pm. 13 EU-China Urbanisation Forum Transition Towards Sustainable Cities 29 June 2015, Brussels Pact of Co-responsibility (Draft) In order to limit climate warming, actors committed to cities and regions in China and Europe are jointly launching a co-responsibility pact in favour of the transition to sustainable societies. Cities in Europe and China account for a large majority of the populations. They are also at the core of international supply chains. Conception and management of cities as well as lifestyles and consumption patterns of their inhabitants are the main factors in climate change. Present European and Chinese cities are not sustainable in the long term, neither socially nor ecologically. Although the urbanisation process in Europe has been achieved and is still ongoing in China, Europe and China are on an equal footing when it comes to the need to undertake the difficult transition to sustainable cities and territories. This transition is a comprehensive and multi-dimensional process, ranging from the transformation of mindsets and governance to technological and cultural developments. It implies the cooperation of a large number of stakeholders - local authorities, civilian organisations, public and private companies, investors, scientists and trainers, and the affirmation of their co-responsibility with regard to the transition. It also calls for a radical transformation of global supply chains so that they themselves become sustainable. Acknowledging their responsibilities and the urgency of innovative large scale initiatives, Chinese and European leaders of local authorities, civilian society, public and private companies, investors, scientists and trainers wanting to play an active role in a multi-stakeholder partnership in favour of sustainable cities and territories, got together on 29 June 2015 at the invitation of the European Commission, the European Regions Committee and the European Economic and Social Committee. They decided, by signing the Pact, to become the core of a comprehensive EU-China partnership for the transition towards ecologically and socially sustainable cities. They invite stakeholders involved in this transition to join them in signing in their turn. The global objective is to establish and implement for each city and territory of the partnership, a multi-player strategy aiming within the next 30 years to reach carbon-neutrality and socially sustain and benefit from strong social cohesion, according to a specific route for each city but whose total emissions of greenhouse gas will respect the inter-governmental objective of a maximum global warming of two degrees Celsius. To achieve this, the parties to the partnership agree to pool their efforts and thoughts, especially on the following points: 1. Understanding of cities and territories and the establishment of territorial structures ensuring that understanding 12

14 Cities and territories today are ignorant of their own functioning, of the flow of matter and energy that enters, circulates, transforms and stands out, especially the hidden flows incorporated in the manufacturing and distribution of goods consumed. The partners are committed to supporting the creation of methods to understand the metabolism of cities and territories. 2. Sharing of experience and expertise Knowledge of the experience of others and transmission of experience are essential to global progress. This involves the active participation of the signatories to a bilingual website, Chinese and English, bringing together these experiences and by an extensive young professionals exchange programme between the different stakeholders and between Chinese and European ones. 3. Building a common comprehensive understanding of the different dimensions of the transition process Systemic transition calls for a shared vision of its different dimensions. The signatories to the Pact commit to making progress on each of them: Global management of energy (including "grey" energy, incorporated in the consumption of goods and services) with aim of fixing the territorial quotas corresponding to progress towards carbon-neutral cities and regions, of defining mechanisms for measuring the quantities consumed by each stakeholder and each business sector, and of defining mechanisms for a fair repartition of these territorial quotas; A new vision of cities and territories considered as ecosystems, in place of the compartmentalised view that prevails today; An integration of modern technologies in the regulation and operation of "smart cities"; Designing of governance regimes fit for the management of goods and services, especially those that are in limited quantities, in order to ensure both the efficient and fair management of resources; City planning and long-term development strategy able to preserve scarce space and natural resources and to implement effective and efficient public services; The mobilisation of all population and local creativity resources, particularly through youth education, development of academic programmes, the creation of priority programmes of interdisciplinary research geared towards transition; The establishment of local and external funding for the transition, with a particular emphasis on the mobilisation of local savings; Negotiating with companies in the production and distribution of goods and services in order to promote sustainable global supply chains with particular emphasis on: optimal use of local resources: renewable energy; circular economy; functional economy (service substitution to material goods); local currencies enabling a direct local link between supply and demand for goods and services; social and solidarity economy combining economic efficiency and social objectives; healthy and sustainable food supply chains, including limitations on waste. 4. Inclusive and multi-level governance: Governance involving all public and civilian organisations for the diagnosis, design and implementation of the strategy; Multi-level governance, recognising that none of the challenges of the transition can be faced at only one level and that it is essential both to define common guidelines for the strategy and to enforce these guidelines according to the specifics of each city, district and neighborhood; Comprehensive governance able to manage the relationships between various public services for the common good; Multi-stakeholder governance with clear co-responsibility for each of them; Inclusive governance, ensuring that the most disadvantaged social groups benefit from essential goods and services, and play an active role in the transition. 13

The requests addressed to all States and the European Union The signatories of the Pact acknowledge the prominent role of cities and territories in the design and implementation of the transition and their co-responsibility in that respect and assume this responsibility in signing the pact. In order for their efforts to be fully fruitful, however, they ask their governments and the European Union to take on their own responsibilities. They therefore address to the national and European public authorities the following proposals and requests: The possibility for cities and territories to freely and globally manage territorial fossil energy quotas; A commitment to promoting sustainable global supply chains, including through the WTO and bilateral treaties of commerce and foreign investment protection; Promoting responsibility and co-responsibility, if possible by the adoption of a Universal Declaration of Human Responsibilities and by an evolution of international law aimed at punishing irresponsible behaviour; Promotion of multi-level governance, involving various levels from local to global governance in order to address the challenges of the transition towards responsible and sustainable societies. 14

18 Background Project: China-Europe Green Towns and Business Platform (June 2015) The "China-Europe Green Towns and Business Platform is a new initiative by the China-Europa Forum (CEF) and is a logical development of its activities over the past 10 years. The society-to-society dialogue between China and Europe initiated in 2005 by the CFE has demonstrated its appropriateness. The results of the 4th China Europa Forum held in Paris in December 2014 and which dealt with the subject of "Rethinking the model of global development to climate change" have made us more convinced than ever of the need for dialogue involving multiaspect civilian societies between China and Europe. In 10 years the CEF has built up a wide network with its partners from various sectors of society: NGOs, universities, political, social and economic or scientific institutions, and in particular the media in China and Europe. Based on a broad awareness of environmental protection in China and Europe as part of the global dynamics of the fight against climate change, the CEF is launching this project with support from its partners on both sides in order to consolidate cross-cultural dialogue and multi-actor participation, and to focus on China-EU cooperation in the fields of environment and sustainable development. The "China-Europe Green Towns and Business Platform has been initiated by the China-Europa Forum and the China Philanthropy Research Institute. I. Objective 1) To strengthen the development of citizens, enterprises and institutions in civilian society networks; 2) To facilitate the exchange of knowledge and ideas on energy and environmental technology transition; 3) To promote initiatives in urban environmental protection in the framework of Sino-European cooperation; 4) To encourage the exchange and sharing of experiences in the fight against climate change; 5) To evaluate and reward the efforts of cities, enterprises, associations and citizens in the field of sustainable development. II. Action Programmes 1. Creation of an Institute for Sustainable Development. 2. Organisation of regular training of political and economic decision-makers and students in ecological transition affairs; promotion of exchanges of experts and study visits between cities and enterprises in China and Europe; encouragement of think-tank activities through offering solutions to rethinking our global development model. 3. Promotion of China-EU cooperation through pilot projects for green cities. 4. The China - Europe Green Award (The China-Europe Award for ecological transition) The Award Ceremony will be organised each year in a European or a Chinese city as part of a China- Europe Dialogue Conference on Green cities and businesses. The first Award Ceremony will be held on 29 June 2015 in Brussels. 17

19 Definition The ecological transition is a concept that covers the energy transition, the circular economy, the preservation and restoration of ecosystems, low-carbon economy and technologies to save natural resources. The ecological transition is, however, not simply to "green" our current development model. It also forces us to rethink and reconsider a thoroughly modern development model resulting from the industrial revolution, to give up our old model and to seek and accept a new sustainable model in which the symbiosis between humans and the planet would be preserved by living, producing, consuming, working and governing differently. The China-Europe Green Award encourages cities, companies, institutions and individuals to actively participate in the ecological transition and create the momentum and the material conditions necessary for implementation. The China-Europe Green Award, characterised by its international character, aims to develop the policies and procedures promoting scientific and technological innovation and new management methods in order to increase energy savings, reduce pollution, conserve natural resources and move towards a low-carbon society. It also intends to encourage all public policies and individual actions conducive to investment, education and training for a sustainable ecological society, and to provide tomorrow's solutions by sharing knowledge, experiences and technology transfer around the ecological transition between Europe and China. The award wishes to reward cities, companies and foundations for their contributions to the ecological transition by encouraging them to intensify efforts already made and to carry out longterm projects with a global vision for the future, and to promote China Europe cooperation and the green partnership. 25 About China-Europa Forum The China-Europa Forum (CEF) was established in October 2005 as an initiative of the Charles Léopold Mayer Foundation for the Progress of Humankind (FPH) and the Association of Chinese Intellectuals in Europe, with the support of the Henry Fok Foundation and the Macau Foundation. It was born of the desire of many Chinese intellectuals to understand better the construction of the European Union and to see what lessons could be drawn from this for China. From China s standpoint, Europe has a number of interesting aspects. A highly populated continent with limited natural resources, it seeks a balance between unity and diversity, and between market efficiency and social justice. It is also a pioneer in the transition to sustainable societies. The CEF has initiated multifaceted reflection in the face of the environmental, social and governance challenges to which it wishes to respond. Its ambition is to create a social space for society-tosociety dialogue, to organise the debate of ideas and to promote exchanges in the search for answers to common challenges. Biennial forums organised alternately in China and Europe ensure the dialogues between societies happen. In 2005 the initial meeting of the CEF took place in Nansha, south China. In 2007 the second Plenary Meeting was held in Brussels with 850 participants. Forty-six thematic workshops were organised in 23 cities across nine European countries before the plenary session, giving the Forum a role in global debate with key European and Chinese institutions taking part. In 2010 the third Plenary Meeting was organised around 60 thematic workshops which were held across China and culminated in a plenary meeting in Hong Kong bringing together 700 participants. With its networks, methods of consultation and experience, the China-Europa Forum launched three platforms for China-EU dialogues: "Tripartite Dialogue China-Europe-South America, "Debate: Macau and China-Europe", and the "EU-China Partnership on Urbanisation". In 2012 the CEF participated in the first edition of the EU-China Mayors Forum, held in Brussels. In April 2013the CEF co-organised with the China Centre for Urban Development (CCUD), with support from the European Union s Energy Directorate-General, a roundtable on "Perspectives of EU Cooperation - China on Urbanisation" within the framework of the China International Urbanisation Forum" held in Shanghai. From 16 to 19 November 2013 the China International Urbanisation Development Strategy Research Committee (CIUDSRC), the law firm JunZeJun, the EU Energy Directorate- General and the China-Europa Forum co-organised the forum "Europe-China Partnership on Urbanisation" in Guangzhou. A few days later the CEF attended the "EU-China Forum on Urbanisation" in Beijing. Since 2014 the Forum has been focusing on mobilising civilian society to address climate change challenges. The 4th China-Europa Forum on the theme Facing Climate Change: Rethinking Our Global Development Model brought together more than 300 participants from 2 to 5 December 2014 through two plenary sessions and three roundtables in Paris as well as 12 thematic workshops in Paris, Brussels, Geneva, Lyons, Marseilles, Lille and Rouen. The CEF is headquartered in Paris with offices in Brussels, Beijing and Guangzhou. In 2010it established an office in Chengdu in association with the Chengdu Association of Science and Technology. In 2012 it created the China-Europe Polytechnnique Centre at the University of Hong Kong. In 2013 it initiated and founded in Guangzhou the NGO FAZE Urbanisation and Wellbeing Institute. Its Board of Directors consists of Marianne Bastide-Bruguiere, Mireille Delmas-Marty, Pierre Calame, Paul Tran Van Thinh and Michel Rocard. The Brussels office of the CEF provides links with European institutions, Chinese representation and representatives of European regions. 24
