21 Journal of International Security Studies 62 Theoretical Considerations on Building the South China Sea Security Community GE Hongliang Abstract It is an unanswered question of either or not the countries in the South China Sea can achieve regional peace and stability in the process of carrying out regional security governance. There is still a wide gap between the shared vision of regional counties in keeping the region peaceful and stable and the existing regional security governance concepts institutional arrangements and practical effects which can be attributed to structural problems existing among China ASEAN and the United States and the ensuing lack of mutual trust. Then theoretically South China Sea Security Community SCSSC with commitment to relieving and removing fears of some regional actors and building up mutual trust and role identity is likely to shape an ideal path to regional security. However the SCSSC is more of a loose aggregation without too much emphasis on the establishment of a collective identity. It strives to forge a relationship featuring mutual trust and role identity among such main actors as China ASEAN and the United States based on the current security situation. In this way the condition of a reliable expectation of peaceful evolution will be ripe for establishing a security community in the South China Sea. It embodies a strong identity formed on the security issues and environment and a friendly and peaceful relationship between regional countries. ASEAN integrates the building of its security community with the construction of its political community by developing a series of policy documents as its guides and establishing a set of regional multilateral security cooperation mechanisms. ASEAN security community shows very complex and unique properties in the process of promoting regional stability and security. The policies and principles adopted and upheld by ASEAN in building its security community have affected the building process of East Asia and Asia-Pacific 156
