监视现状 Surveillance Status SSR PSR SMR 基本实现了东部地区主要航路 航线的连续稳定覆盖和西部地区重点航路 航线的连续覆盖 Basically realize continuous and stable coverage for major eastern routes and continuous coverage for major western routes 大型繁忙机场 终端区以及飞行量密集区域基本具备一次雷达监视能力 There is PSR surveillance capability in large busy airports, terminal area and the dense flight regions 航班起降量排名前 10 位的机场已基本具备场面监视能力 The top 10 airports with flight movements have basically met the surface movement surveillance capability.
监视现状 Surveillance Status ADS-B 积极开展了 ADS-B 试验及应用工作 Actively carry out ADS-B trials and application works. MLAT 在部分双跑道运行的机场, 已开展采用多点定位系统作为补充监视手段的试验和应用工作 Part of two- runway running airports carry out and applications work using MLAT as a supplementary means of surveillance.

存在的问题 Current Issues 监视设备的建设不能适应飞行业务量增长的需求 Increase of surveillance equipment does not match the rapid increase of flight. 西部地区还有相当地区无监视系统覆盖 There is large area no surveillance coverage in western China. 监视新技术应用有待加快 New technology study and application should be speed up. 机场场面监视明显不足 Airport surface movement radar is evidently insufficient.

发展路线图 Development Roadmap SSR 未来一段时间仍是中国民航空管的主要监视手段 SSR is still the main ATC surveillance means of CAAC for a period in the future 西部繁忙航路 航线, 提供一重连续覆盖 Realize continuous single radar coverage for western busy routes. 终端 ( 进近 ) 管制区和东部航路 航线, 提供两重监视覆盖 Realize double radar coverage for eastern routes and all terminal and approach areas. 结合雷达设备的建设和更新改造, 加快 S 模式雷达联网研究和应用 Combined with radar equipment construction and renovation, promote the use of Mode S SSR.
发展路线图 Development Roadmap PSR 根据运行需求完善布局, 达到并持续维持规模 Set-up PSR according to the ATC operational requirement and reach to reasonable scales. 国际航路 航线的国境地带 Set-up PSR for international route boundary. 新增或者调整终端 ( 进近 ) 管制区 Set-up PSR for new and adjusted terminal and approach areas. 空域结构复杂且各类空域用户运行密集的区域 Set-up PSR for complex airspace and diversity airspace users.
发展路线图 Development Roadmap SMR 未来一段时间仍是中国民航空管的主要监视手段 SMR is still the main airport surface movement surveillance means of CAAC for a period in the future 日均起降 300 架次以上或者两条及以上跑道运行 Airports for exceeding 300 aircraft that take-off and landing or 2 and above runways 实施低能见度运行的 Airports operate in the condition of poor visibility. 塔台对机场活动区域的通视受到遮蔽, 影响机场运行的 Airports that have blind zone for tower 跑道 / 滑行道 / 停机位结构设计复杂的 Airports which structure of runway, taxes and gate is complex
发展路线图 Development Roadmap ADS-B 加快 ADS-B 地面设施建设 Speed up the construction of ADS-B ground equipment 商业运输飞机 2020 具备 OUT 能力 Business airlines have ADS-B OUT capability before 2020 通用航空的主要监视手段 ADS-B plays the major role in general aviation surveillance. 北斗和 GPS 双模 Developing the ADS- B ground and airborne equipment which is compatible for Compass and GPS system.
发展路线图 Development Roadmap MLAT 作为雷达和 ADS-B 的补充监视手段 WAM is the complementary means of SSR and ADS-B 地形复杂 雷达和 ADS-B 无法满足覆盖要求的地方 Building WAM in mountainous areas and SSR and ADS-B not available. 在大中型机场部署安装, 作为场面监视雷达的补充, 一起构建 A-SMGCS Installing ASM in the medium and large airports as the complementary means of SMR and constitutes A-SMGCS with SMR together.
