弘光人文社會學報第 17 期 The Analysis of Significant Motions by the Taiwan Provincial Councilors and Taiwan Provincial Consultative Councilors (1959-2010) Wang Ching I Associate Professor, Department of Cultural and Creative Industries, Hung Kuang University Abstract Taiwan Provincial Council was established in 1959, it was the most important communalistic organization. Taiwan Provincial Consultative Council replaced the Provincial Council in 1998, was reorganized into a consultative organization. The councilors were not elected by the people but appointed by Taiwan s President. This study attempted to explore the significant motions of Taiwan provincial councilors and provincial consultative councilors based on the interviews and previous records. Moreover, this study attempted to explore the function of Taiwan Provincial Council and Taiwan Provincial Consultative Council based on official documents. The Taiwan provincial councilors gave advice and suggestion that influence the direction to the government from 1959 to 1998. Some councilors united together to be a counterforce and became an opposition party later on. Some councilors initiated the colleges and technology to offer more opportunity for Taiwan students. Therefore Taiwan Provincial Council and councilors played an important role in Taiwan s politics phylogeny. The duties of Taiwan Provincial Consultative Council contain three aspects: 1) Giving advice and suggestion to some county or city about political development, but most of them didn t be adopted. 2) Investigation and researches about communalistic affairs. The councilors put more efforts in government reorganization and social development and the promotion of culture and environmental consciousness from 1998 to 2010. 3) The preservation and reservation on official documents, and the fruitful results were published continually.
