A VIEWPOINT ON SCIENTIFIC PUBLIC PARTICIPATION IN URBAN PLANNING Wang Dengrong Abstract Generally comprehending public and lacking pertinence to design modality and mechanism of public participation are two defects in the contemporary research on public participation. The modality and mechanism of public participation being designed according to these researches don t help to improve efficiency and effect of public participation and are easy to make public participation formalization. This paper carefully analyses the impact that Chinese social stratum and its spatial differentiation put on public participation, then bringing forward a view of public scientific participation that emphasizes organising different public to participate in appropriate tache of urban planning according to difference between them by adopting different modalities and mechanisms of participation. According to this idea the paper designs a system of public participating in urban planning that is composed of a vertical sub-system which is designed according to two levels of development stratagem and detailed plan and a horizontal sub-system which is designed according to five kinds of city community.
