202 9 Construction of Institution and Organizational Behavior: Analysis of Affect Factor on Non - leadership Public Servant Perform ance Assessm ent Li Xue Abstract: As a management instrument, performance assessment can improve the effectiveness of public organization, which is very important to construct the modern public servant institution. The current public servant law confirms the public servant performance assessment regulations, which lays the preliminary foundation for it. On the contrary, the effectiveness of its institution is still an open question. This research program employs the questionnaire as major research method, based on the factor analysis as quantitative analysis, analyzes all kinds of non - leadership public servant performance factor from empirical perspective. The research found the performance assessment index subjective, the unfairness of progress, the political behavior in organization, which all have significant impacts on performance assessment s satisfactory of performance assessment. This research program can help construct reasonable and fairly public servant performance assessment institution, which also can do some favor on how to make reasonable research on public organization performance.
