Pfiffner Organization is the pattern of ways in which large numbers of people, too many to have intimate face-to-face contact with all others, and engaged in a complexity of tasks, relate themselves to each other in the conscious, systematic establishment and accomplishment of mutually agreed purposes. Drucker A manager organizes. He analyses the activities, decisions and relations needed. He classifies the work. He divides it into manageable activities. He further divides the activities into manageable jobs. He groups these units and jobs into an organization structure. He selects people for the management of these units and for the jobs to be done. عبده علي (12) John Pfiffner and Frank Sherwood; Administrative Organization, New Jersey: Prentice-Hail Inc., 1960, P. 30. Koontz & O'donnell By logic: There is a fundamental logic to organize... and that indicates the following steps: 1)... objectives; 2)... derivative objectives, policies and plans, 3)... activities...; 4)... classification of these activities; 5) grouping these activities, 6) delegating the authority...; 7) tying these groupings together... through authority relationships.. By practice: The logical pattern of organizing conforms to the usual practice of developing departementation. (18) Harold Koontz and O'Donnell, Principles of Management, 4th. , note some of the curcial elements in organization: 1) Objectives... 2) Formality of relationships... 3) Stability duration of relationships... 4) Authority... (Newman & Summer) Two elements are invariably present in organizing: dividing up the work into jobs and, at the same time, making sure that these separate bundles of work are knit together into a total team effort. We can see these two elements in a football team, in a hospital, or in a government bureau, as well as in business firms. (19) Arthur Bedein and William Glueck, Management, 3rd. The Elements of Organization: An Islamic Perspective AHMAD DAWOOD AL-MIZJAJI Department of Public Administration Faculty of Economics and Administration King Abdul-Aziz University, Jeddah, Saudi Arabia ABSTRACT. In Islam, as a religion and a way of life, the administrative organization of government has its own components, values and framework. This paper analyses modern concepts of organization as set out by Arab and non-arab scholars, and assesses their validity in terms of theory and practice. It introduces Islamic hallmarks for the concept of Organization, Government and State, and finally presents a set of components of Administrative Organization as follows: 1. Client 2. Establishment 3. Objective 4. Resources 5. Activities Division 6. Rules 7. Authority/Responsibility 8. Delegation 9. Communications 10. Practice Based on the components mentioned above, the author has developed a new model which demonstrates that Islamic Administrative Organization is totally distinct in its role and dimensions from the rest.
