Academics 2016. 12 Power List and Responsibility List System Chinese Approach to Building the Modern Government Abstract R ooted in streamlining administration and delegating pow er administrating by law and opening government information pow er list and responsibility list system is now being adopted by China as a w ay to modernize its government. The system s spirits can be defined as follow s clarifying the boundary of government pow er eliminating rent - setting and rent - seeking space w hile motivating government to shoulder the responsibility increasing transparency in government and protecting citizens rights to be informed combining pow er list and responsibility list system construction w ith completely advancing administration by law. Zhejiang Anhui Shanghai and some other provinces already did some w ork on classification standards and operational modes of pow er list and responsibility list. How ever from the view of constructing the modern government there are still some problems in current practices such as abstract administrative pow er is not included in pow - er list. To improve quality of the practice of pow er list and responsibility list system and push forw ard the process of constructing the modern government China should introduce the idea of rule of law improve the content of lists optimize the interactive mechanism betw een pow er and responsibility and strengthen fundamental w orks.
