A Study in the Reform of Chinese Military Officer Demobilization and Placement System HE Xian Ministry of Human Resources and Social Security Beijing 100013 China Abstract The military officer demobilization and placement system is an important system directly related to the building of the army and national defense. Since the establishment of the P. R. C. we have applied the completely planned placement system and the dual - track placement system employing planned placement as the dominant method and independent job - seeking as the supplementary method. The Third Plenary Session of the Eighteenth Central Committee of the CPC has explicitly defined the professionalization of military officers as the direction of reform and placed brand - new requirements on the reform of the military officer demobilization and placement system. This article reviews the development and reform process of the military officer demobilization and placement system elaborates the four principles that should be followed in the next step of comprehensively deepening the reform of military officer demobilization and placement system and envisages a new type of placement system for decommissioned military officer from three aspects i. e. the objective of reform transitional scheme and matching measures.
