4 Best Collaboration Award Background and Objective The Hong Kong ICT Awards were established in 2006 under a collaborative effort amongst the industry, the academia and the Government. Supported by Office of the Government Chief Information Officer, Hong Kong Productivity Council, Hong Kong Trade Development Council and organised by ten local professional associations, the Awards aim at building a large scale and internationally recognised branding of ICT awards of Hong Kong. The Hong Kong ICT Awards recognise, promote and commend the excellent achievements to which Hong Kong ICT professionals, business corporations and organisations contribute. The Awards also encourage local practitioners to develop innovative and creative ICT solutions, which will uplift the professional image of Hong Kong ICT sectors, both locally and internationally. The Hong Kong ICT Awards Steering Committee, chaired by the Government Chief Information Officer, provides overall policy steer to the Awards Scheme. The Hong Kong ICT Awards 2012 comprise ten categories, including Best Business Award, Best Collaboration Award, Best Digital Entertainment Award, Best Digital Inclusion Award, Best Green ICT Award, Best Innovation & Research Award, Best Lifestyle Award, Best Professional Development Award, Best Public Service Application Award, and Best Ubiquitous Networking Award. Each category is organised by an industry-related organisation. There will be one Grand Award in each category and an Award of the Year will be selected from the ten Grand Awards by the Grand Judging Panel. The primary objectives of Best Collaboration Award are : 1. To recognise and commend the local enterprises that demonstrated outstanding collaboration with other parties to develop the ICT markets in Greater China and other overseas countries; 2. To strengthen Hong Kong s position as the ICT Hub of the region; 3. To inspire the HK ICT practitioners to develop business opportunities through business collaboration. 2

6 Message from Chairman 會長獻辭 Mr. Duncan Chiu Chairman, Hong Kong Software Industry Assocation 邱達根先生香港軟件行業協會會長 Hong Kong Software Industry Association (HKSiA) is honoured to be the leading organizer of Best Collaboration Award for three consecutive years. Bridging the software industry in Hong Kong and Mainland China, and promoting ICT business collaboration has always been a key mission of HKSiA since established in The Best Collaboration Award is one of our continuous efforts in achieving this mission. Business collaboration is a key to success under the world's trend on globalization, where enterprises are facing high competitions but also new business opportunities. This year, the Best Collaboration Award has achieved great success, with many high quality applications received which demonstrate their outstanding abilities. I am impressed with the achievements of these ICT professionals, entrepreneurs and corporations. On behalf of HKSiA, I would like to express our gratitude and thanks to the Office of the Government Chief Information Officer, our sponsors, judges, assessors, Co-organisers, Supporting Organisations, Organising Committee members and the participants for making the Award a great success again this year. 7 Message from Organising Committee Chairman 籌委會主席獻辭 Mr. Tony Pang Organising Committee Chairman, Hong Kong ICT Awards 2012: Best Collaboration Award 彭楚夫先生 2012 香港資訊及通訊科技獎..最佳協同合作獎籌委會主席 It is my great honour to continue to chair the Organizing Committee for the Hong Kong ICT Awards 2012: Best Collaboration Award, now being held for consecutively three years. The Hong Kong ICT Award has been organized for six years and got recognitions from the local and global industries. With one of the objectives on inspiring the HK ICT practitioners to develop business opportunities through business collaboration, it is hoped, in addition, to strengthen Hong Kong s position as the ICT Hub of the region. The rapid development and diffusion of ICT has proven to be the major driving force of the New Economy in China. Hong Kong ICT practitioners are at an advantageous position, being able to leverage on first class technology platforms and professional expertise, to offer innovative and creative ICT solutions, propelling economic development and sharpening our competitiveness. We are pleased with the overwhelming response in the number of entries contesting for the Award, from both the public and private sectors this year. We are also seeing an increasing number of entries with product and marketing solutions which are catered to the global market, demonstrating the productivity and efficiency gains resulting from the application of ICT. The outstanding entries we received created a challenging task for our adjudication panel. A special vote of thanks to our distinguished judges, led by Dr. Moses Cheng, who had the tough job of selecting the Award winners. I also wish to thank the OGCIO for their continuous support and guidance, and the HKSiA Organizing Committee members and Secretariat Office for their dedication and hard work. Lastly, I would like to congratulate the winners and all the top performers for their outstanding performances. 12 Message from The Chief of Judge 首席評判獻辭 Dr. Moses Cheng Mo-Chi, GBS, JP The Chief of Judge, Hong Kong ICT Awards 2012: Best Collaboration Award 鄭慕智博士 GBS 太平紳士 2012 香港資訊及通訊科技獎..最佳協同合作獎首席評判 It is indeed my pleasure to be the Chief Judge for the Best Collaboration Award of The Hong Kong ICT Awards 2012: ("the Award"). The Award recognises the best of Hong Kong's ICT leaders who also excel particularly in collaborating with other parties to develop the ICT markets in Greater China and other overseas countries. As the Chief Judge, I felt very excited to see the excellent entries of collaboration projects. This year, a total of 24 high-caliber candidates applied for the Award and were screened by a panel of judges drawn from the ICT sector and other sectors concerned with the ongoing development of ICT in Hong Kong. Michael Dell, the chairman and CEO of Dell Computer Corporation once said, The speed of the internet provides a fundamentally different perspective on how business relationships occur The approach relies on collaboration, not on competition, on sharing information, and understanding what we as businesses do best. I fully appreciate what he said in going through the collaborative efforts and achievements demonstrated in the entries for this year s award. I would also like to take this opportunity to thank my fellow judges of the judging panel for their critical evaluation in deciding on the final winner and those who have won awards and special mention; to whom I would extend my sincere congratulation. 18 Best Collaboration (Product) Gold Award 最佳協同合作 ( 產品 ) 金獎 Hong Kong Financial Integrated Circuit (IC) Card 香港金融 IC 卡 CERTIZEN Limited 翹晉電子商務有限公司 ( Collaboration Party: China Financial Certification Authority ( 合作伙伴 : 中國金融認證中心 The People s Bank of China ("PBOC") authorised the China Financial Certificate Authority ("CFCA") to develop the PBOC 2.0 Bank IC Root CA System to enable secure, Internet-based financial transactions in the Mainland China. Certizen Limited, the authorised operator of Hong Kong Post Certificate Authority e-cert services from 1 April 2012 onwards, is collaborating with CFCA to adapt this PBOC system for deployment in Hong Kong bank "smart cards", making use of microchips on such cards for identification and authentication instead of the traditional magnetic strips that can be more easily tampered with. This service would provide great convenience for mainland consumers to conduct financial transactions in Hong Kong and other regions in the world; and demonstrate Hong Kong as a hub to facilitate the financial development of mainland China. After its successful implementation initially in Guangdong, the project has won the supports of PRC Customs authorities in 11 more provinces, including Guangxi, Fujian, Hainan & Zhejiang and service now extended to these customs jurisdiction. 27 Introduction of Organiser 主辦機構簡介 Hong Kong Software Industry Association 香港軟件行業協會 Vision Hong Kong Software Industry Association (HKSiA), formerly known as Hong Kong and Mainland Software Industry Cooperation Association, is registered as a non-profit making organisation in Hong Kong. HKSiA was established by a group of experienced IT professionals and entrepreneurs in Hong Kong, who believe that Hong Kong software companies could further expand their business and contribute more in the Mainland China market. 宗旨香港軟件行業協會 ( 前名為香港與內地軟件行業合作協會 ) 是一個香港註冊的非牟利團體 協會是由香港一群富有經驗 熱衷於中國內地市場的資訊科技專業人員及企業家所創辦, 目標是協助香港軟件企業, 通過與中國內地企業合作而尋找及發展生意機會 協會的創辦主要是基於相信結合內地的龐大市場與資源能使香港軟件行業更能特出自我優勢和得益 Objectives 1.
