25 Journal of Public Adm inistration, Vol. 2 No. 1, 2009 CO NTENTS ART ICL E Transcending New Public M anagement: Balancing Control and Autonom y The Increasing Comp lexity of Tom Christensen & Per L g reid 1 Abstract This paper addresses two main research questions: First, W hat characterizes the new comp lexity and layering of NPM and post2npm reform s in public organizations? Second, how m ight we analyze the development of this comp lexity? W hat is the role of the political and adm inistrative leadership in this development, and to what extent do other factors come into p lay? The first question is addressed by giving a brief overview of the change from NPM reform s to post2npm reform s followed by emp irical illustrations from two reform p rocesses in Norway that increased comp lexity. The second question is answered in a more theoretical discussion related to a transformative app roach and to experiences of balancing control and autonomy in NPM and post2npm reform s. Negotative, cultural and environmental factors are discussed in term s of whether they lim it or further potential hierarchical control in designing comp lexity and balancing political control and autonomy. The paper ends by some reflections on the effects of the new comp lexity. It is argued that although the body of literature on Chinese public budgeting has been growing and its quality has been imp roved, yet there is a number of lim itations. The study has been conducted from a single discip linary perspective although political science and public adm inistration have begun to make their own contributions. Moreover, most of the studies are unsupported by institutional funding bodies. low quality. However, the most p roblematic issue is the literature has been in general of Current studies are dom inated by concep tual discussions, non2emp irical arguments, and exp lorations without theoretic orientations. A lso, it is evident that many studies have failed to adop t rigorous and scientific research methods and conform to the norm s of academ ic studies.
