14 Journal of Nanjing Agricultural University Social Sciences Edition Abstract Peasants' Behavior Logic in the Process of Rural Public Service Discussion on the Forward Path of Rural Grassroots Democracy Systems ZHAI Junliang WU Chunmei The fit between rural grassroots democracy systems and peasants' behavior logic is conducive to the construction of rural grassroots democracy and promotes rural governance quality. The data of 285 villagers were analyzed to examine the mechanism between grassroots democratic system and peasants' behavior logic using Structural Equation Model. The results revealed that public interest and participatory effect had direct positive effects on peasants' participation while private interest and citizenship awareness and its realization had indirect positive effects. Peasants' effective participation indicates an organic combination of embedded construction of the grassroots democratic system and peasants' behavior logic. To promote peasants' participation public interest should be enhanced as the foundation peasants' citizenship awareness should be cultivated as the continued momentum and participatory effect should be strengthened as the key. Risk Narrative of Emergent Events under the Background of Risk Society Metaphor Hidden Danger and Response Based on the Case of Avian Flu ZHENG Honge WU Jin LI Xiaoyun Bird flu event has provided a good example for reflecting on the existing risk management system and a better prevention and treatment of the outbreak of emergent events in the rural areas. The unique nature of avian influenza outbreak frequent epidemic changes and avian - to - human transmission threats has challenged our previous assumptions on the existing risk management system and upset the propositions on the visibility of the risks under the epidemiology framework. In the modern construction cognition of the epidemic the epidemic is linked with poverty and backward oriental culture and tinted with a hue of Chinese metaphor. It provides a typical case which reflects under the Western hegemonic discourse how the pure inculcation of national knowledge is accomplished through top - down schema. The existing risk management practices ignore the daily routine preparation for and reflection on predictive risk unable to cope with the vicious circle outbreak of bird flu. The main reason is that the top-down indoctrination type of development has led to the resistance to the biological disciplinary power setting from the local knowledge and the fragmentation status of rural risk management. Therefore based on predictive risk response strategy we should rebuild epidemic risk management mechanism through the interaction of the local knowledge from bottom to top and the national knowledge from top to bottom. Embeddedness A New Perspective of Resettlement Social System Reconstruction Based on W Hydro-Junction Project in Jiangxi Province as a Case CHEN Shaojun TIAN Peng As a worldwide issue the social system reconstruction for involuntary resettlement has always been the focus of resettlement sociological pursuit. From the perspective of embeddedness the re-building of resettlement social system is reflected as a dynamic process from disembedding to embeddedness and the variant resettlement models lead to different procedures. Taking W Hydro-Junction Project in Jiangxi Province as a case this paper illustrates the whole process from disembedding to embeddedness of both household social network and village network as well as the practical logic of social network reconfiguration and its dilemma. Firstly the practical forms of changes in household social network is diversified including the fracture of livelihood network and the continuation within fracture of geo network. Meanwhile the practical forms of changes in village social network is manifested as resettlement community localization management pattern resulting in the transformation of rural 162
