New emphasis has been placed on how families can be supported to better perform their responsibilities, as a response in part to social and economic changes and globalization. The lessons we should take from this trend are : 1. Social policy is not merely a mechanism for social stability. It may also play a role in keeping and improving economic competitiveness of a country particularly in the context of globalization. 2. Chinas social policy should not be limited to a residual role, as is the current case. It should be aimed to support and satisfy the developmental needs of the members in the society. 3. Effective social policy has to be based on the function and needs of families. It is crucial for the social policy to provide the needed support. In the transition from a central planned to a market economy, Chinas social policy has placed heavy emphasis on the role of the family in providing social protection. However, families in China are facing many challenges in adjusting to social changes, and there is the need for policy initiatives to support them to fulfill this role. (8) Migration in China : Scale Estimate and Intensity Analysis Yang Yunyan 97 Migration serves as a major indicator for population mobility and the degree of activeness of a society. However, there are obvious gaps between statistical data of resident registration ( hukou) changes, census data on migration and the actual scale of migration in China. We try to create a uniform data series for migration since the 1950s by means of both hukou registration information and census data. Time2series data on Chinas migration scale and intensity since the 1950s, obtained from econometrics that estimates underreport rate and from linear fitting model, reveals two features : low migration levels in the planned economy era that coincide with the policies to control urbanization and low mobility levels in socialist countries ; and the rapid growth of activity of population since the reform, when the intensity of migration rises to the highest level in the past 5 decades and approximates the lower end in developed countries in the 1980s. (9) Orders in Litigation : Basis of Legitimacy and Institution Building Huang Songyou 108 Orders in litigation are justified by their role in correcting the intrinsic limitations of due procedure, in addition to the quest for economy of action. The related regulations in civil procedure law in Western democratic countries reflect a common need for and universal principle of orders in litigation. As Chinese civil procedure law is undergoing an institutional transformation, it is a historical moment to develop and innovate in institutions of orders in litigation. The follows may be taken as a general strategy to improve relevant Chinese institutions: set up a system of orders in litigation that fits the practice of trial in China, while taking as reference common principles in the international community ; improve the court trial method and reasonably define judges orders in litigation ; and set up a remedial mechanism of commandment in litigation while ensuring interested partiesconfidence in the legitimacy of dispute resolving procedure. 207
