While the new continental silk road strategy has been realized rapidly the development of the new maritime silk road strategy has been hindered dramatically by factors like the tense situation in east and south China Sea the Asia-Pacific rebalancing strategy of America the China Threat Theory coined by JapanPhilippine and Vietnam. Under this circumstancethis paper systematically reviews the development history and related literature of maritime silk road first. Thenthe value and significancestrategic meaningrealization routing and policies of new maritime silk road strategy are addressed.
